to 3 minutes. Anyone wishing to address the City Council on a particular item should raise their
hand and be recognized by the Mayor. Approach the podium and speak into the microphone by
first stating your name and address. Also, please record your name on the roster at the table near
the door so that your name will be spelled correctly in the minutes.
Individuals should not expect the Mayor or Council to respond to their comments tonight; Council

Item 6.4
This is a resolution appointing Reece Bertholf as New Hope’s representative on the Golden
Valley/Crystal/New Hope Joint Water Commission for a term expiring December 31, 2025. Bertholf’s
appointment as City Manager is effective June 12, 2023. I recommend approval.
Item 6.5
This is a resolution appointing Reece Bertholf as director to the HRG Board for a term expiring
December 31, 2023. The Hennepin Recycling Group (HRG) is a joint powers agreement which requires
appointment of the city manager to the Board. Bertholf’s appointment as City Manager is effective June
12, 2023. I recommend approval.
Item 6.6
This is a resolution appointing Reece Bertholf as director to the West Metro Fire‐Rescue District’s Board
of Directors. The joint powers agreement requires the city manager to serve as a director. Bertholf’s
appointment as City Manager is effective June 12, 2023. I recommend approval.
Item 6.7
This is a resolution appointing Reece Bertholf to the North Metro Mayors Association’s Board of
Directors. The mayor and city manager represent the city on the NMMA. Bertholf’s appointment as
City Manager is effective June 12, 2023. I recommend approval.
Item 6.8
This item authorizes crack repair of tennis courts at Hidden Valley and Civic Center parks and crack
repair and surface repainting of the basketball court at Hidden Valley Park. Two bids were received for

the work and the low bid of $22,900 was submitted by Court Surfaces and Repair, Inc. The company
has done work for the city in the past with good results. Court surfaces are inspected annually, and
maintenance work is prioritized based on need and available budget. The project will be paid by the
Park Infrastructure Fund. Director Rader and I recommend approval.
Item 6.9
This item accepts donations totaling $1,970 for the Movies in the Park and Music in the Park programs
that are being offered during the summer of 2023. Sponsors include New Hope Lions, West Metro Fire‐
Rescue Auxiliary, Thrivent and New Hope Women of Today. Director Rader and I recommend
acceptance of the donations.
Item 6.10
This item accepts contributions totaling $400 from several organizations for the 2022‐2023 Donut Make
You Wonder and Author Series programs. New Hope Parks and Recreation Department along with
neighboring cities sponsor monthly events that attract many older adults. Director Rader and I
recommend acceptance of the contributions.
Item 6.11
A plant sale was hosted by Mayor Hemken on May 13, 2023, at the golf course. The total amount raised was
$1,450. The proceeds will be used to purchase a weather station, upgrade two of the irrigation controllers,
replace outdated sprinkler heads, along with the purchase of annual flowers and some replacement trees for
the course. Staff appreciates the time and energy expended by Mayor Hemken and friends. Director Rader
and I recommend acceptance of the donation.
Item 6.12
This resolution declares June 15 as Art Field Day in the city to recognize his years of service to the
community. Art passed away in the fall of 2021, and it has been decided to rename the softball fields at
Northwood Park as “Art Field Memorial Softball Complex. The dedication event will take place on
June 15. Director Rader and I recommend approval.
Item 7.1
This is a public hearing to consider granting an on‐sale intoxicating liquor license to the new owner of Pub42.
The new owners will be in attendance at the meeting if Council has questions. The required background
investigation was conducted and there is nothing detrimental to report. The applicant understands the city’s
ordinance relative to compliance checks. The 2023 license fee is pro‐rated as allowed by city ordinance. City
Clerk Leone and I recommend approval.

thereof; Mayor Hemken called the meeting to order at 7:00 p.m.

2023 SEAL COAT AND

Item 8.1
Mayor Hemken introduced for discussion Item 8.1, Resolution approving plans
and specifications for the 2023 seal coat and fog seal project and ordering
advertisement for bids (Improvement Project No. 1099).
Ms. Ann Ackerson, Engineer in Training (Stantec), was recognized. Ms. Ackerson
reported on the various maintenance improvements proposed for the Liberty Park
neighborhood, the Dorothy Mary Park neighborhood, an area west of West
Broadway, the Begin Park neighborhood, an area west of Holiday Park, an area
south of Northwood Park, and a few other sections of streets in the city.
Ms. Ackerson stated two alternates will be sought: Alternate 1 for seal coat and fog
seal on 55th Avenue between Winnetka and Boone; and Alternate 2 for crack repair,
seal coat, and fog seal on Quebec Avenue between 49th and Winnetka and a section
of 48th Avenue. She stated the alternates can be considered if favorable bids are
received.
Ms. Ackerson illustrated the crack repair methods and stated the work will be
completed between July and September, 2023. She stated the project comprises 12.2
miles of streets. The estimated cost for the base bid is $577,690, and the 2023 CIP
has $622,277 budgeted for the project.
Council Member Elder inquired whether the project will include any curb and
gutter work. Ms. Ackerson responded that no concrete curb and gutter work is
planned as part of the seal coat project.
Mr. Bernie Weber, director of public works, explained a mixture of rock and oil is
sprayed in areas with shallow holes instead of patching with asphalt.
Council Member Isenberg asked staff to ensure the work does not interfere with
Night Out events held on August 1, 2023.
RESOLUTION 2023‐75
Item 8.1
Council Member Elder introduced the following resolution and moved its
adoption: “RESOLUTION APPROVING PLANS AND SPECIFICATIONS FOR
THE 2023 SEAL COAT AND FOG SEAL PROJECT AND ORDERING
ADVERTISEMENT FOR BIDS (IMPROVEMENT PROJECT NO. 1099).” The
motion for the adoption of the foregoing resolution was seconded by Council

Member Hoffe, and upon vote being taken thereon, the following voted in favor
thereof: Hemken, Elder, Hoffe, Isenberg; and the following voted against the same:
None; Abstained: None; Absent: London; whereupon the resolution was declared

clerk.

Requested Action
Staff recommends the appointment of Reece Bertholf as New Hope’s representative on the Joint Water
Commission.
Background
The City has been a member of the Joint Water Commission since 1963 along with the cities of Crystal and Golden
Valley. The Commission owns the trunk water distribution system found in the three cities and purchases water
from the City of Minneapolis. In 1993, city managers assumed direct responsibility for the Commission by serving
as each cityʹs representative on this Commission.
The joint powers agreement requires a representative from each of the three cities to serve on the Joint Water
Commission. The position has historically been held by the city manager.
Former city manager Kirk McDonald was re‐appointed to the commission in 2019 with a three‐year term expiring
December 31, 2022. McDonald retired effective June 1, 2022, at which time Tim Hoyt, acting city manager, was
appointed to the JWC.
It is recommended that Reece Bertholf be appointed as New Hope’s representative on the Joint Water Commission
effective June 12, 2023. Bertholf’s term will expire December 31, 2025.

WHEREAS, it is necessary to appoint personnel to represent the City of New Hope; and
WHEREAS, it would be in the best interest of the City to appoint City Manager Reece Bertholf to the
Commission to serve for a term to expire December 31, 2025.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of New Hope, Minnesota, that
Reece Bertholf is hereby appointed as the City of New Hopeʹs representative on the

Requested Action
Staff is recommending that the City Council approve this resolution and award a contract to Court Surfaces
and Repair, Inc. for court surface repairs at a cost of $22,900. The work involves crack repair of the tennis
courts at Hidden Valley and Civic Center parks, and crack repair and surface repainting of the basketball
court at Hidden Valley Park.
Background
Most courts are either resurfaced or have cracks in the court surface repaired every few years to keep them
safe for users. Court surfaces that are too worn become slippery and dangerous and cracks that form in the
court surface can create a tripping hazard to its users. Depending on the soils beneath the courts, some court
surfaces crack more often than others. As courts have been rebuilt, the sub soils have been dealt with in a
manner that has improved soil conditions, which has helped reduce the cracking.
Limited funds are available each year for maintaining playable court surfaces. Courts throughout the city are
not crack filled or resurfaced on a set schedule, but instead staff annually reviews the court surfaces at all the
parks and prioritizes maintenance based upon need and available budget.
Quotes were sought from three companies including Tennis Court Doctor, C & H Sport Surfaces, and Court
Surfaces and Repair, Inc. The city received two quotes for court repair work from both the Tennis Court
Doctor and Court Surfaces and Repair, Inc.

Funding
Funding for court surface repairs is included in the 2023 CIP and the 2023 Park Infrastructure budget as
shared with the Council during planning and budget meetings. For 2023, a total of $150,000 was budgeted for
parks maintenance which includes the repair of court surfaces, replacement of the Liberty Park basketball
court, and other miscellaneous items such as picnic tables, benches, signs, drinking fountains and engineered
wood fiber refresh.
The cost to repair these court surfaces is within the budget.

Staff recommends that the City Council accept these generous donations, totaling $1,970, for the Movies in the
Park and Music in the Park programs that are being offered during the summer of 2023.
Background
For the tenth year, the Parks and Recreation Department is offering movies in the park during the summer.
Additionally, several music in the park concerts will be held. The movies will be on Thursday evenings on
June 15, July 13, and August 24, and the music in the park will be held on Wednesday evenings on May 31,
June 7, June 21 (daytime), July 5, August 2, August 16 and August 30. All of the movies and concerts will be
held at the New Hope Performance Center.
The movies and concerts are free of charge, but to help offset some of the costs, staff sent letters to several
community organizations regarding possible sponsorships to cover the movie license fees and the band
performer fees. All three movie showings have been sponsored, and three of the seven concerts have been
fully or partially sponsored. Sponsors will be recognized in promotional materials, at the movie or concert,
and after the event in any evaluation materials. Thank you letters have been sent.

organizations for the 2022‐2023 Donut Make You Wonder and Author Series Programs.
Background
The Parks and Recreation Departments of the cities of New Hope, Brooklyn Center, Crystal, and Robbinsdale
along with the Robbinsdale Area Schools together plan and sponsor monthly Donut Make You Wonder
events. This highly successful program attracts many older adults and is supported in part by community
donations. These cities also coordinate an Author Series program which brings in local authors to share the
story of their publications.
Donations are used to cover speaker fees as well as program expenses such as refreshments and supplies.
New Hope is the fiscal agent for this jointly sponsored program and so Council is asked to accept these
donations. Approximately 300 participants attended the 2022‐2023 programs. Due to the effects of COVID‐19,
the participation for these events is still lower than normal but numbers are slowly bouncing back.

Requested Action
Staff requests that the City Council approve a motion to accept this generous donation of $1,450 in proceeds
from a plant sale that was hosted by Mayor Kathi Hemken on Saturday, May 13, 2023. The donation will be
used to purchase a weather station, upgrading two of the irrigation controllers, replacing outdated sprinkler
heads, along with the purchase of annual flowers and replacement trees for the course.
Policy/Past Practice
It is past practice for the City Council to formally accept donations.
Background
In the fall of 2019, avid golfers Mayor Hemken and Lorraine Kloss came up with the idea to offer a plant sale
using extra perennials from the golf course and adding plant donations from friends. Several plant cuttings
were started that fall and kept at their homes. In the spring, they spent a significant amount of time dividing
golf course perennials and preparing for the sale, which was held the middle of May. Although the sale took
place during Covid‐19, it was extremely successful, and many shoppers left with new plants for their
gardens. The profit of $1,675 was used to purchase additional trees for the golf course.
In 2021, the profit of $1,185 was used to purchase sod and seed for the expansion of the putting green, some
replacement trees for the course, and to purchase some new planter boxes around the clubhouse and patio.
The 2022 proceeds of $1,260 were used to purchase new planters and plants for along the sidewalk from the
parking lot to the clubhouse, adding new irrigation around the expanded portion of the putting green, and
purchasing some replacement trees for the course.
The 2023 sale was held on Saturday, May 13 and plants were offered at a reasonable rate of 2 plants for $5.
Once again, Mayor Hemken organized the sale, with the help of a few friends, including city clerk Valerie
Leone. Similar to previous years, following the sale on Saturday, any remaining plants continued to be sold
by golf course staff. The sale was successful with $1,450 being collected.
This year’s donation will be used to purchase a weather station, upgrading two of the irrigation controllers,
replacing outdated sprinkler heads, along with the purchase of annual flowers and replacement trees for out
on the course.
Staff truly appreciates all the time and energy that was put into the event by Mayor Hemken and other
volunteers. A thank you letter has been sent.

events and activities, he also worked as a seasonal employee for the parks and recreation department,
including parks, ice arena and golf course.
To honor his years of service and dedication to New Hope the softball fields at Northwood Park will be
renamed “Art Field Memorial Softball Complex” on Thursday, June 15, 2023.

Background
Steve Wagenheim of Palm Entertainment LLC is selling Pub 42 to New Hope Pub LLC. The new owners are
Ryan Brevig and Joshual Paulsen. The applicant has completed the necessary paperwork and paid the
background investigation fee. The background investigation was conducted by the New Hope Police
Department and nothing detrimental was found in the background investigation which would prohibit
issuance of the license.
Mr. Brevig will be in attendance if Council has questions. After allowing for public comment, if Council
desires to approve the license, a motion should be made to close the hearing followed by another motion to
grant the license. If Council supports the license approval, paperwork will be submitted to the state
requesting license approval effective June 13, 2023.
