If you are unable to attend the meeting, please contact Susan Rader at 763-531-5152 or srader@newhopemn.gov Citizen Advisory Commission Regular Meeting CALL TO ORDER ROLL CALL CITY OF NEW HOPE 4401 XYLON AVENUE NORTH NEW HOPE, MINNESOTA 55428 June 13, 2023 New Hope Ice Arena, 7 p.m. Chair Kulzer called the meeting to order at 7 p.m. Present: Commissioners Jeffrey Harper, Randy Herman, Jill Kaufman, Scott Kulzer, Bill Wills Absent: Commissioners Carrie Neuburger, Rick Riley Staff Present: Susan Rader, Staff Liaison Mark Severson, Recreation Facilities Manager APPROVAL OF MINUTES Commissioner Wills made a motion to approve the minutes of the April 11, 2023 meeting as written. Commissioner Harper seconded the motion. Voting in favor: Commissioners Harper, Herman, Kaufman, Wills. Opposed: None. Absent: Commissioners Neuburger, Riley. Motion carried. CITYWIDE GARAGE SALE Ms. Rader stated that the deadline to register for the citywide sale was June 5 UPDATE and noted that 70 entries had been received. She handed out maps and mentioned that an interactive map had been linked to the City's website and paper copies were available at City Hall. The commissioners reported that they had placed their signs. Ms. Rader reminded the commissioners to retrieve their signs on Saturday afternoon or Sunday. She added that they were free to keep their signs until next year, return them at the July meeting, or drop them off at New Hope City Hall. BRAINSTORMING — IDEAS No new ideas were brought forward. TO BRING ATTENTION TO NEW HOPE PARKS AND RECREATION Ms. Rader reported that the Liberty Park playground project was mostly PROJECT UPDATES complete and noted that minor turf restoration would still be needed. Commissioner Wills commented that the engineered wood fiber had been installed this week. Ms. Rader mentioned that the basketball court at Liberty Park had been milled and the hoops had been removed. She was unsure of the timeline for the paving and installation of hoops, but noted that once that occurred, it would take approximately 30 days to cure before the surface could be painted. Additional updates included: • The Hidden Valley Park trail had been paved, although restoration work would still be needed. • A memorial bench had been installed at Hidden Valley Park along the north side of the pond near the bridge. There was no update on the timeline for the construction of the pickleball courts at Meadow Lake Elementary. Lighted Baseball field improvements had been approved by the City Council on May 8. The project was scheduled to start in mid to late - August. Commissioner Herman inquired about the lighting at the Lighted Athletic Complex. Ms. Rader replied that retrofitting of the baseball field lighting had been completed and retrofitting of the softball field lights would occur in the next few years. Ms. Rader also reported that improvements to the Ice Arena's south rink had been completed and the rink had recently reopened. She added that scoreboards had been ordered and installation was anticipated for late summer. Chair Kulzer commented on the Facebook posting regarding vandalism of the new drinking fountain at Northwood Park. Ms. Rader informed the commissioners that a new fountain with dog bowl had been installed on the east side of the park on Monday, June 12. Sometime before the next morning, the bowls had been filled with dirt and the grading around the fountain had been disturbed. She added that the Facebook posting had encouraged people to be watchful in the parks and to call 911 if they witnessed unusual activity. OTHER BUSINESS Ms. Rader reported that City Manager Reece Bertholf had started working for the City the previous day and noted that he planned to attend a future meeting of the Citizen Advisory Commission. Mayor Hemken requested the floor and reviewed Mr. Bertholf's background. She encouraged the commissioners to view the recording of the previous night's Council Meeting during which he was introduced. Ms. Rader reported that the Aquatic Park had a busy opening weekend on June 3 and 4. She noted that the pool had been closed June 5-7, but had re- opened for the season on June 8. She explained that a new Tot Time program was scheduled for two Saturdays per month. She also reported that the City had received a lifeguard grant of $6,800 from Hennepin County to use toward lifeguard training and the purchase of equipment over the next three years. Ms. Rader also mentioned that the Northwood Park softball field dedication in memory of Art Field would take place on Thursday, June 15 at 5:30 p.m. Ms. Rader announced the following upcoming events: • Movie in the Park: "Top Gun: Maverick" was scheduled for Thursday, June 15 at 9:15 p.m. at the performance center. • Music in the Park: "Wendy's Wiggle, Jiggle & Jam" was scheduled for New Hope Citizen Advisory Commission June 13, 2023 Page 2 Wednesday, June 21 at 10 a.m. at the performance center. Music in the Park: Folk Artist Matt Hannah was scheduled to perform on Wednesday, July 5 at 7 p.m. at the performance center. The summer musical, "The Sound of Music" would take place Wednesdays through Saturdays, July 19-29 at 8 p.m. at the performance center. Food Truck Fridays were taking place in the City Hall parking lot between 11 a.m. and 2 p.m. No food trucks were scheduled for July 14. ADJOURNMENT Commissioner Wills made a motion to adjourn the regular meeting of the Citizen Advisory Commission. Commissioner Kaufman seconded the motion. All present voted in favor. Motion carried. The meeting adjourned at 7:27 p.m. Following adjournment, Mark Severson, Recreation Facilities Manager conducted a tour of the New Hope Ice Arena for those commissioners present.
