CALL TO ORDER President Erickson called the meeting of the Economic Development
Authority to order at 9:16 p.m.
ROLL CALL Present: Erickson, Enck, Otten, Wehling, Norby

APPROVE MINUTES Motion was made by Commissioner Enck, seconded by Commissioner
Otten, to approve the EDA minutes of January 9, 1995. All present voted
in favor. Motion carried.
IMP. PROJECT 505 President Erickson introduced for discussion Item 4, Resolution Approving
Item 4 Declaration of Covenants for 7901-7909 51 st Avenue North (Improvement
Project No. 505).
Commissioner Enck questioned who is responsible to administer or
arbitrate any disputes between homeowners. Mr. Steve Sondrall, City
Attorney, stated if necessary, it would be the responsibility of the
homeowners to obtain an arbitrator.
EDA RESOLUTION Commissioner Enck introduced the following resolution and moved its
95-02 adoption: "RESOLUTION APPROVING DECLARATION OF COVENANTS
Item 4 FOR 7901-7909 51ST AVENUE NORTH (IMPROVEMENT PROJECT NO.
605)." The motion for adoption of the foregoing'resolution was seconded
by Commissioner Wehling, and upon vote being taken thereon the
following voted in favor thereof: Erickson, Otten, Enck, Wehling; and the
following voted against the same: Norby; Absent: None; whereupon the
resolution was (leciared duly oassed and adooted, signed by the president
which was attested to by the executive director.
ADJOURNMENT Motion was made by Commissioner Otten, seconded by Commissioner
Wehling to adjourn the meeting. All present voted in favor. The New
Hope EDA adjourned at 9:19 p.m.

DISCUSSION REGARDING "SHOP NEW HOPE" CITY-WIDE RETAIL PROMOTION
Staff request to discuss with the EDA the idea of a "Shop New Hope" City-wide retail promotion.
One of the 1995 goals of the City Council and staff is to improve communication/coordination between
the City and the retail/commercial businesses in New Hope. Since the beginning of the year the
Mayor and City Manager have contacted or met with the majority of owners/managers of New Hope's
commercial centers and major retailers including Midland Center, Poste Haste Center, Winnetka
Center, Winnetka Commons, K-Mart and New Hope Mall. The purpose of these meetings has been
to inquire how the City can better assist the business/retail environment at these locations and to find
out if the shopping centers and major businesses would cooperate with the City in a "Shop New Hope"
promotion. It is anticipated that such a promotion would be jointly funded by the City and businesses
and would educate residents about shopping opportunities in New Hope. Such a promotion could be
coordinated in conjunction with Duk Duk Daze. The majority of shopping center/retail business
owners and/or managers indicated that they would be very supportive of the program and would
participate.
Staff also has met with Key Group Advertising, Inc., the promotion company utilized by Kraus-
Anderson, to discuss the City-wide retail promotion idea. Key Group indicated that they thought the
idea was very progressive and forward thinking and that they would like to work with the City on the
development of these ideas in the coming months. Key Group could assist in the development of a
budget for the promotion and would assist in coordinating group meetings between the retailers and

the City to develop the program. Several of the ideas discussed to date for the promotion include
possible discounts for purchases made at local businesses or the development of a map/directory of
New Hope businesses.
Staff is seeking direction from the EDA on this idea. Staff is proposing that the City's contribution
for the program for this year could total approximately $25,000 and would be derived from the 1995
EDA budget ($14,000) and from surplus EDA funds ($11,000). The City's contribution would be
made as a match from local retailers. If the EDA is supportive of the concept, staff would proceed
to organize a meeting with all commercial/retail businesses in the City to develop program ideas and
work with a consultant on coordinating the program.
NEW HOPE SHOPPING CENTERS
Midland was built in three phases from 1961, 1965, and 1967. Originally, the anchors were a
grocery store, drug store, and bank.
New Hope Mall is located on the comer of 42nd and Winnetka. The original mall was
constructed in 1965 with stores being accessed from the interior of the building. The original
anchors were a Red Owl grocery store and a liquor store. After the grocery store and liquor store
left, the owners of the mall tried to make New Hope Mall into an outlet mall.
In 1985 US Swim & Fitness came to the City and stated that they were interested in opening a
gym if the mall was expanded and renovated. The mall was gutted and additions were built to
house the US Swim & Fitness and Applebee's Restaurant.
K-Mart was built in 1971. The site originally continued as a K-mart and a 21,000 square foot
Elm Farm grocery store. The grocery store closed and was replaced with the Old America Store.
Post haste is located on Highway 169 and 36th Avenue North. R was built by Jerome Showalter
in 1971. Mr. Showalter still owns the property. The anchors were Ole Piper Inn and a PDQ
store ~,hieh have since closed. A Bridgeman's Restaurant is considering moving into the old Ole
Piper Inn site.
Winnetka Center
Winnetka Center was built in 1979 directly north of the New Hope Mall. The original anchors
were Marquette Bank, Lunds Grocery Store, and a hardware store. Since then the hardware store
has closed and the Lunds was replaced by a SuperValue. The SuperValue will be closing
shortly.
Winngtka Commons .
Winnetka Commons is located on the comer of 36th and Winnetka. The site was originally the
home of the Holy Nativity Church. In the late 1980's the Church expressed an interest in
expanding their facilities to accommodate their growing congregation. A group of developers,
Winnetka Assoc~ were interested in developing the church site for commercial purposes. In
addition, th~ City was interested in helping the church settle at 3900 Quebec which was the
location of s~ old NSP tank farm. The City was interested in having the tank farm removed and
rezoning th~ ama for more compatible uses. NSP removed the tank farm, the site was rezoned,
and Holy Nativity Churoh built an atWa~ve new church on the site.
The old church was tom down and Winnetka Commons was built in 1990. In addition, drainage
and ponding issues were resolved on the site during the development of Wlnnotka Commons.

A PROFILE OF KEY GROUP ADVERTISING, INC.
KEY GROUP ADVERTISING, INC. is a full-service advertising agency and Special
events producer. The agency was established in 1973 as a subsidiary of
Kraus-Anderson, Incorporated, one of the oldest and most respected construction
arid real estate firms in the state. Created to produce advertising' and sales
promotions for Kraus-Anderson's owned and managed shopping centers, the
agency today serves a variety of outside clients as well, from small businesses to
Mall of America and Knott's Camp Snoopy.
Key Group Vice President and General Manager MARYANNE GEARS joined the
agency as promotion director in 1975, having worked for WCCO Radio and
Television in the Promotion Department. She was named agency director in 1980-
and vice president and general manager of the agency in 1982. In addition to agency
projects, she is extensively involved in the communications and public relations
activities of the Bloomington Chamber of Commerce Board of Directors, Boy Scouts
of America Board and committee and the Decathlon Club. Her educational
background includes a B.A. in journalism from the University of Minnesota and
graduate coursework in public relations from the College of St. Thomas. She holds
the CMD designation from the International Council of Shopping Centers and is
founder of the Twin Cities Marketing Directors Association. She is the creator of
Chapel of Love wedding chapel in Mall of America, which opened in 1994 and has
received international media attention.
JUDY HEMAK is Director of Shopping Center and Special Events Marketing. Site is
responsible for the development and execution of annual marketing programs for
the agency's shopping center clients, which range from 90,000 s.f. to 450,000 s:f. GLA.
I-Iemak has been with Key Group for 1! years and has over 15 years of advertising
agency experience. She serves on the boards of the Bloomington Chamber of
Commerce, the Bloomington History Clock Tower and Bloomington Public
Television.
Events coordinator BARBARA MAKOWSKI has produced over 100 special events
for Key Group clients. Well-connected with community service and leadership,
she is past president of the' St. Anthony Kiwanis, and has served as entertainment
chair of the St. Timothy Catholic Church Festival in Blaine and coordinator of the
annual St. Anthony Festival in St. Anthony. Prior to joining Key Group, Makowski
was marketing director for Apache Plaza in St. Anthony Village.
Office manager and accountant BARBARA SEDGES has served as agency accountant
for 11 years. She is on the Board of the Edinburgh Ladies Golf Association and past
Board member and trip coordinator of Ullr Ski Club.
Art Director CATHY LINDVALL joined Key Group in 1992 and was involved in the
production of the 1993 Mississippi Mile brochure. She is responsible for production
of brochures, collateral pieces, annual reports, direct mail, posters, flyers, point of
purchase materials, newspaper and magazine advertisements, corporate n. ewsletters,
signage and logo designs. Lindvall comes to Key Group from Gottry Advertising &
Marketing, Inc. in Bloomington, where she served as associate art director.
Copywriter MARY KAEDING joined Key Group in 1984 and is responsible for
writing all the agency's creative product, including print ads, radio, posters, direct
mail, sales brochures, press releases and the Kraus-Anderson Quarterly, a principal
marketing tool of the Kraus-Anderson Companies. A Phi Beta Kappa graduate of
the University of Minnesota School of Journalism, she is a member of the
Newsletter Committee of the Minnesota Shopping Center Association and the
Technical Advisory Board at Theatre in the Round, where she serves as designer,
stage manager and newsletter editor.
Agency Coordinator SARA THIEDE is a recent graduate of University of Wisconsin
at Madison, holding a Journalism degree with an emphasis in advertising. She
supports the agency's activities with marketing program coordination and computer
graphics expertise.

City staff have found a buyer for one unit of the handicapped accessible twin home to be
constructed at 7901 - 7909 51st Avenue North and a purchase agreement has been executed,
subject to the approval of the EDA. By law, a public hearing regarding the sale must be held
with at least 10 days published notice. The attached resolution authorizes the public hearing and
publication of the notice. The public heating would then be conducted at the March 27th
Council/EDA meeting.

PUBLICATION OF NOTICE AND THE HOLDING OF A PUBLIC HEARING
REGARDING SALE OF 7909 51ST AVENUE NORTH
WHEREAS, the Economic Development Authority in and for the
City of New Hope is the owner of certain property known as 7909
51st Avenue North, to be legally described as:
Lot 1, Block 1, Marky Addition, Hennepin County,
Minnesota (the "Property"),
and
WHEREAS, the property consists of real estate to be improved
by closing with one unit of a handicap accessible twin home
residence, and
WHEREAS, the EDA staff has been working with Hennepin County
and the Minnesota Housing Finance Agency to sell the property to a
first time handicapped home buyer who may otherwise not qualify for
a mortgage to purchase the property, and
WHEREAS, the EDA has entered into a purchase agreement with T.
Jeff Bangsberg, and
WHEREAS, the EDA has authority to sell the property under
Minn. Stat. §§469.091, 469.105 and 469.029, and
WHEREAS, published notice and a public hearing are required
before the property can be sold.
NOW, THEREFORE, BE IT RESOLVED by the Economic Development
Authority in and for the City of New Hope as follows:
1. That a public hearing on the sale of the property to T.
Jeff Bangsberg shall be held on March 27, 1995 as set
forth in the Notice of Public Hearing attached hereto as
Exhibit A.
2. That the City Clerk is directed to publish the Notice of
Public Hearing as set forth in the attached Exhibit A.
Adopted by the Economic Development Authority in and for the
