PUBLIC HEARING President Erickson introduced for discussion Item 4, Resolution Authorizing Item 4 Sale of 7109 62nd Avenue North to Daren Mattson (Improvement Project No. 511). Ms. Sarah Bellefuil, Administrative Analyst, updated the EDA regarding the property indicating the City purchased the property in October of 1993 for $36,263. The rehabilitation cost was $31,885. Both the purchase and rehabilitation of the property was funded through a MHFA grant, CDBG, and EDA funds. The house was sold for $59,900 through a lottery system with New Hope residents having first option in the lottery. Chairman Erickson questioned the house's appraised value. Ms. Bellefuil stated it was appraised at $57,900. She further explained that the MHFA grant covered the difference between the purchase and rehab price and the sale price. CLOSE HEARING Motion was made by Commissioner Otten, seconded by Commissioner Williamson, to close the public hearing. All present voted in favor. Motion carried. EDA RESOLUTION Commissioner Enck introduced the following resolution and moved its 94-13 adoption: "RESOLUTION AUTHORIZING SALE OF 7109 62ND AVENUE Item 4 NORTH (IMPROVEMENT PROJECT NO. 511)." The motion for adoption of the foregoing resolution was seconded by Commissioner Otten, and upon vote being taken thereon the following voted in favor thereof: Erickson, Otten, Enck, Wehling, Williamson; and the following voted against the same: None; Absent: None; whereupon the resolution was declared duly oassed and adooted, signed by the president which was attested to by the executive director. IMP. PROJECT 505 President Erickson introduced for discussion Item 5, Motion Approving Item 5 Concept Design for the Twin Home to be Built at 5009 Winnetka Avenue North (Improvement Project No. 505). New Hope EDA December 12, 1994 Page 1 Ms. Sarah Bellefuil stated the City purchased the property at 5009 Winnetka Avenue North from HUD in February of 1994. The site has been prepared for the construction of a handicap accessible twin home. Staff has been working with Equal Access Homes to design a fully accessible twin home plan. .She noted the access will be from 51st Avenue rather than Winnetka Avenue. Two design options were illustrated with the main difference being the roof style (hip roof or gable roof style). The estimated cost of construction is $155,000 {not including options, landscaping, curbcuts, driveway, sidewalk, or service hook-up). The EDA discussed maintenance free siding and windows, landscaping, and roof styles. Chairman Erickson expressed a preference to the wide siding. Commissioner Enck advised against placing a strip of grass between the driveways as it is difficult to maintain and is attractive only a short while. Mr. Mark Hanson, City Engineer, mentioned a preference to a peaked roof (gable) than a hip roof because there may be less dripping onto the driveway when the snow melts from the garage roof. Ms. Bellefuil mentioned the importance of the structure blending into the neighborhood. The EDA directed staff to make a decision on the roof line. MOTION Motion was made by Commissioner Williamson, seconded by Item 5 Commissioner Wehling, to approve the concept design for the twin home to be built at 5009 Winnetka Avenue North. All present voted in favor. Motion carried. ADJOURNMENT Motion was made by Commissioner Williamson, seconded by Commissioner Enck to adjourn the meeting. All present voted in favor. At the December 12th EDA meeting, the EDA reviewed concept construction plans and provided input on certain design elements. Final plans and specifications have now been prepared and the enclosed resolution approves the plans and specifications and authorizes advertisement for bids. Pending further input from the EDA on design changes, it is anticipated that bids would be opened on February 15th and considered by the EDA on February 27th, with construction to start in March. The City of New Hope purchased the property at 5009 Winnetka Avenue North from HUD on February 7, 1994. Since the time of purchase, the City has prepared the site for the construction of a handicap accessible twin home. During the past several weeks, the City has been working with Equal Access Homes to design a twin home plan that is fully accessible to individuals with disabilities. The project is being sponsored by the City in conjunction with the 5-City CO-OP Northwest Community Housing Revitalization Corporation and is being funded, in part, with Federal HOME Program funding. The CRC has signed a Letter of Intent to provide second mortgages so that the twin home will provide affordable housing for persons with special needs. The City will oversee the construction, and upon completion the homes will be sold to qualified buyers (who will execute a purchase agreement prior to the start of construction). Three persons with special needs have already pre-qualified and are interested in the project. Review: Administration: Finance: RFA-O01 ~ Request for Action 2 1-9-95 A reduced set of the final plans and specs for the twin home is attached to this request. Access is from the north via 51st Avenue. Each unit will be 1,290 square feet and have an oversized two car garage. Each unit has two bedrooms, one bathroom, a kitchen, living room, dining room, and utility room. Attachment 1 shows a list of accessibility features that are included in the design. In response to the discussion at the December 12th EDA meeting, the final design includes a gable roof over the two garages, a bay window, and wide aluminum siding on the exterior of the building. The gable roof addresses the concern about water nmoff onto the driveway during the winter months. The building will also be wired for a security system if the buyer wishes to add one. The estimated cost of construction is $157,000 and does not include landscaping, curb cuts, installation of a driveway and sidewalk, or water/sewer service hook-ups. All items except the landscaping will be sent out for bid with the building plans and specs as alternates. The landscaping will be completed by the City, with a possible 50/50 matching grant for landscaping on public property. A preliminary landscaping plan designed by Tom Schuster, the City Forester, is attached. The platting/subdivision of this parcel is currently in process with the Planning Commission approving the preliminary plat on January 3rd. The final plat should be ready for Council approval by January 23rd. The Planning Commission recommended moving the zero lot line four (4) feet to the west which would move the twin home four feet further from Winnetka and provide a 37 foot setback from the right-of-way and staff concurs with that recommendation. There has been some concern raised about traffic noise from Winnetka Avenue and whether or not adequate insulation is being provided. The Building Official has reviewed the plans and has indicated that the house will be insulated to the standards required by the State: the walls will have an insulation value of R-22 and the attic will have an R-44 value. In addition, all of the exterior walls will be 2" x 6" or 6 inches thick. Many of the homes along Winnetka have only 4" thick walls and, depending on their age, do not have the amount of insulation required in newer homes. The Building Official also stated that noise does not penetrate walls, but actually penetrates areas around doors and windows. Because the City is requiring high quality windows and doors, the way to decrease possible noise infiltration is to caulk around door and window openings. Staff also spoke with the designer about insulation for the plans and specs. He stated the exterior walls will have R-19 insulation batts in the walls with 25/32 BuiltRite sheathing for a total value of R-22. In addition, the windows will be Andersen double-pane casement windows with tandem latches, and the front entry door will be a six panel steel insulated door with self-closing hinges. In addition, at the Planning Commission's request, the twin home has been moved west four feet, making the side yard setback from Winnetka Avenue to the main exterior wall 39 feet. This distance is favorable compared to other properties that have been built along Winnetka Avenue. Based on the above information, staff generally feels that the insulation in the plans adequately addresses the noise concern. However, if the EDA wants to consider additional options, staff would recommend the following for consideration: 1. Install a 1/2 inch thick sound channel on the interior wall on the Winnetka side to dampen vibrations (these are usually installed between party walls). Cost = $245.00. 2. Increase the wall thickness from 2" x 6" to 2" x 8" on the Winnetka side (this would increase the insulation value to R-27). Cost = $365.00. 3. Increase the insulation values on the Winnetka side from R-19 to R-21. Cost = $65.00. The cost for the alternatives is nominal and staff is certainly open to recommendations from the EDA. Staff recommends approval of the resolution approving the plans and specifications and authorizing advertisement for bids. Any bidder whose responsibility is questioned during consideration of the bid will be given an oppommity to address the EDA on the issue of responsibility. During the past week I have been working Doug Sandstad and Tom Schuster on a landscaping plan for the site. Tom Schuster has designed a landscaping plan for the property and has written up a spec sheet that will be used when we go out for bids. The landscaping plan is attached for your reference. As you can see fi:om the plan, there are a variety of plant materials including deciduous, conifer and ornamental trees, and bushes. The trees and bushes that are currently on the site and in good condition have been incorporated into the plan. The area between the two garage doors has been burmed slightly and has ornamental bushes. This was included because the area between the garage doors is six feet rather than the usual four feet in width. Also included on the plan is the driveway and sidewalks.
