IV. Background The owner of the subject property, McDonald's USA, LLC has proposed a complete renovation of the existing McDonald's restaurant. The planned improvements include replacement of the entire exterior of the building, ADA accessibility updates, parking lot improvements, new signage, and installation of a second drive-through ordering board. 1n 1986, the New Hope Shopping Center was redeveloped. The redevelopment plans included concepts for the present McDonald's site. The McDonald's restaurant was introduced as part of an overall Planning Case Report 18-01 Page 1 2/02/18 Planned Unit Development (PUD). This PUD established the following design elements between the restaurant site and the shopping center: • Building placement for the restaurant a Cross easements for parking and access between the sites. 10 Easements for the establishment of the existing drive-through service lane. The current application will not change these design elements and associated agreements. V. Zoning Analysis A. Plan Description 1. Setbacks The overall building location is not changing. The building footprint is being reduced in three locations with the removal of existing bump -out seating areas. 2. Parking The parking lot configuration meets city dimensional standards for stalls and drive aisles. The site requires 61 total parking stalls per the code requirements of the City Center District. To meet this standard, the site is reliant on shared parking with the adjacent shopping center. As such, McDonald's has been dedicated 30 shopping center parking stalls through a cross access shared parking agreement. The project improvements will result in the loss of three parking stalls on the restaurant property, leaving 34 stalls on the McDonald's site. The combined total number of parking stalls provided is 67, thereby meeting code. 3. Drive-through Service Lane The CC District allows for a drive-through service lane by administrative use permit. The proposed design changes do not change the location, design, and/or dimensions of the service lane. In this regard, the conditions will be treated as a legal non -conforming use. The current drive-through is served by one ordering station on the north side of the building. The proposed improvements will introduce one additional ordering station, for a total of two. The additional ordering station is intended to increase the efficiency of the service lane. In review of the service lane changes, we note the following comment: • Menu Board. The new drive-thru lane will have two menu boards and two ordering stations. The menu boards are roughly 7 feet high and 5 feet across. The menu boards are compliant with the city's requirements for signs. Planning Case Report 18-01 Page 2 2/02/18 4. Landscaping The applicant has submitted a landscaping plan for the project. The landscaping plan includes reed grass, day lily, and black-eyed Susan. The site also has green space, and mulched areas. The plan L2.1 does not specifically address the altered "green space" on the south and east sides of the building. These areas are currently a mix of pavement and rock. The plan calls for "green space" in these areas; but does not give details on how these areas are intended to be landscaped. The landscaping plan shall be revised to illustrate a planting plan that shows proposed plantings, shrubs, and ground cover for these areas. 5. Building Design and Exterior Materials The applicant's plans include a complete renovation of the building's exterior. The proposed changes meet the city's Design Guidelines in the following mariner: Materials. The majority of the building's exterior will be clad in brick to match the existing brick siding. The building elevations show corrugated metal panels on the roof that will serve as an accent to the brick and provide screening of rooftop mechanical equipment. Metal wall fascia has been used to break up the building's mass. All materials are approved for use, and represented in appropriate ratios. The placement of window and entryways follow Design Guideline standards. 4 The trash equipment is stored in an enclosure that matches the primary building materials. b. Pedestrian Access The site plan shows pedestrian connections between public streets and the building at two locations. Access from 42nd Avenue is a five-foot sidewalk located in the southwest corner of the parking lot entering the disability access lane and then a striped crosswalk to the building. The Design and Review Committee expressed concern about the location of this crosswalk and its proximity to the site entrance on the west side of the lot. Discussion noted that there are a number of traffic movements in this area of the site with some obstructions of visibility that may present safety concerns for pedestrians passing through the parking lot. It was recommended that the applicant consider moving the crosswalk to the east across from the southeast corner of the building for safety purposes. The applicant responded by adding an access to Winnetka Avenue via a crosswalk to the existing sidewalk in the southeast corner of the site. Both crosswalk locations require ADA disability ramps at both the existing sidewalk and at the building sidewalk to be disability accessible. The updated plans show new curbs and ramps installed at these locations. 7. Bicycle Parking The original submittal showed a planted area on the south side of the building. Staff has recommended that this area be paved to accommodate a bike rack. The applicant has Planning Case Report 18-01 Page 3 2102118 complied with this suggestion. Four bicycle parking spots are required per code. The bike rack shown on the plan will accommodate up to five bicycles. S. Signage A full signage plan was not submitted with the application. Any new signage will require a sign permit after staff review. B. Zoning Code Criteria 1. Site Plan Review Modification of or additions or enlargements to a building, or buildings, accessory site improvements, and/or land features of a parcel of land that ,result in the need for additional parking or increase the gross floor area of the building by 25 percent or more require site plan review. Criteria. In making recommendations and decisions upon site and building plan review applications, the staff, Planning Commission, and City Council shall consider the compliance of such plans with the following standards: (a) Consistency with the various elements and objectives of the city's long-range plans, including, but not limited to, the Comprehensive Plan. Fines The Comprehensive Plan supports redevelopment and revitalization of commercial buildings along 42nd Avenue. The proposed improvements represent an opportunity to improve the appearance of the building while complying with New Hope Design Guidelines for commercial buildings. (b) Consistency with the purposes of this Code. Findings. The proposal is generally consistent with the purposes of the City Code, meeting all minimum requirements. (c) Preservation of the site in its natural state, insofar as practicable, by minimizing tree and soil removal, and designing any grade changes so as to be in keeping with the general appearance of neighboring developed or developing areas. Findings. The proposed improvements will maintain all existing trees on the site, and increase the amount of green space on the property. (d) Creation of a harmonious relationship of buildings and open spaces with the terrain and with existing and future buildings having a visual relationship to the proposed development. Findings. Staff believes the proposal for site and building renovations are adequate and will be of a harmonious nature. The building materials selected for the renovation will be complimentary to the surrounding area and improve the overall aesthetic of the site. Planning Case Report 18-01 Page 4 2102/18 (e) Creation of a functional and harmonious design for structures and site features. 1. Creation of an internal sense of order for the various functions and buildings on the site and provision of a desirable environment for occupants, visitors, and the general community. Findings. Staff finds that the applicant has created a good internal sense of order with the layout of the site. The proposed site plan delivers a desirable environment for occupants, visitors and the general community. 2. Appropriateness of the amount and arrangement of open space and landscaping to the design and function of the development. Findings. The arrangement of landscaping elements compliments the function of the site. The amount of green space on the site is being increased by nearly 2 percent. 3. Appropriateness of the materials, textures, colors, and details of construction as an expression of the design concept of the project and the compatibility of the same with the adjacent and neighboring structures and functions. Findings. Staff finds that the proposed exterior finishes meet the standards of the New Hope Design Guidelines. Staff also finds that the proposed building materials, textures, and construction details are appropriate and compatible with neighboring structures. 4. Adequacy of vehicular, cycling and pedestrian circulation, including walkways, interior drives and parking, in terms of location and number of access points to the public streets, width of interior drives and access points, general interior circulation, separation of pedestrian, cycling and vehicular traffic and arrangement and amount of parking so as to be safe, convenient and, insofar as practicable, compatible with the design of proposed buildings, structures and neighboring properties. Findings. The proposed site plan provides for adequate vehicular, pedestrian, and cycling circulation. The proposed access points to public streets are adequate in both number and size. The amount of parking provided meets code. (f) Creation of an energy -conserving design through design, location, orientation and elevation of structures, the use and location of glass in structures, and the use of landscape materials and site grading. Findings. The proposed building renovation will use modern building materials and technologies to maximize energy conservation. The new building components will meet all current building code standards that relate to energy efficiency. (g) Protection of adjacent and neighboring properties through reasonable provisions for such matters as surface water drainage, sound and sight buffers, preservation of views, light and air, and those aspects of design, not adequately covered by other regulations, which may have substantial effects on neighboring land uses. Planning Case Report 18-01 Page 5 2/02/18 Findings. The proposed project will not interfere with the views or limit access to light and air of adjacent properties. There is no adverse impact expected to adjacent properties because of this project. C. Design and Review Committee The Design and Review Committee met on January 18, 2018, to consider the proposal. Notification Property owners within 500 feet of the parcel were notified by mail and a legal notice was published in the SunPost newspaper. Staff has received a few question regarding the proposal, but no opposition. VIII. Summary The proposed improvements represent an opportunity for McDonald's to update their existing building in a manner that is consistent with specific redevelopment goals stated in the Comprehensive Plan. IX. Recommendation Based on review of the application, staff recommends approval of the site plan with the following conditions: 1. The landscaping plan shall be updated to show details on how the green space on the south and east of the building will be landscaped with plantings, shrubs, and ground cover. Avenue North. The proposed site plan is for a new drive-thru service lane and a new fagade on the building. The plans were reviewed by Staff and revisions were suggested. The site is zoned CC — City Center. Under the CC zoning district, a restaurant with a drive-thru lane is an allowed use. The site is currently occupied an existing McDonald's Restaurant with approximately 0.66 acres of usable space on the lot. The site is adjacent to CC zoning to the west; CC zoning to the north; CC zoning to the east; and R-1 zoning to the south (Gethsemane Cemetery). In 1986, the New Hope Shopping Center was redeveloped including concepts for the redevelopment of the previous Sinclair Station at the present McDonald's site. As part of the shopping center redevelopment, the McDonald's restaurant was introduced as part of an overall Planned Unit Development (PUD). The PUD established the following design elements between the restaurant site and the shopping center: 1. Building placement for the restaurant. 2. Cross easements for parking and access between the sites. 3. Easements for the establishment of the existing drive-through service lane. With the new application, the location will continue to be unchanged and will not influence this application. ISSUES ANALYSIS Building Layout. The applicant has not submitted a building floor plan. No internal alterations in the building use or seating is anticipated. The footprint does identify some alterations indicating that the south wall bump outs will be removed, which reduces the building size. Setbacks. The building location is not changing. This condition meets past approvals. Parking. The parking lot configuration meets City dimensional standards for stalls and drive aisles. The site is reliant on shared parking with the shopping center to meet the City standards for a convenience restaurant. The applicant has provided a table that shows 68 parking stalls are necessary for this project. The table also shows that 70 parking spaces will be provided through the joint parking agreement with the PUD. The applicant is compliant with the parking requirements. Drive -Through Service Lane. The CC District allows for a drive-through service lane by conditional use permit. The proposed design changes do not change the location, design, and/or dimensions of the service lane. In this regard, the conditions will be treated as a legal non -conforming use. The alteration will introduce two order stations at the north side of the building. These order stations are intended to increase the efficiency of the service lanes. In review of the service lane changes, we note the following comments: Menu Board. The new drive-thru lane will have two menu boards and two ordering stations. The menu boards are roughly 7 feet high and 5 feet across. The menu boards are compliant with the City's requirements for signs. Signage. In addition to the menu boards, the applicant is proposing several directional signs around the property. The signs direct traffic to the drive-thru lane, direct traffic in and out of the site, and mark "no parking" areas. The sign plan appears to be consistent with the City's regulations for signage. Building Design. The proposed facade alterations meet the City's Design Guidelines related to: * Materials. The majority will be brick with a metal roof accent that will screen rooftop equipment. Color changes are used to break up building mass. * The placement of window and entryways follow the standards of the Design Guidelines. * The trash equipment is stored in trash enclosures that match the building. Rooftop equipment is screened from the public right-of-way and adjoining properties. 0 Pedestrian Access. The site plan shows pedestrian connections between public streets and the building at two locations. Access from 42nd Avenue is a five-foot sidewalk located in the southwest corner of the parking lot entering the disability access lane and then a striped crosswalk to the building. The site is a 0.66 -acre parcel that is used by the existing McDonald's. The proposed improvements include replacing the exterior of the building, ADA updates to the parking stalls and sidewalks, updating the drive-through to include a second ordering area, replacing and installing new signage and restriping the parking lot. We are excited about the improvements proposed for this site. McDonalds will be updating the facade of the building to create an attractive and inviting storefront. The building materials include brick, aluminum paneling, and large windows. The building footprint will be reduced slightly. All rooftop equipment will be screened using parapets, ADA Ornpr vernents The site will be brought into compliance with federal ADA standards. The current accessible stalls in the parking lot will be modified and uneven pavement will be replaced and smoothed. Sidewalk routes leading to building entrances and the public sidewalks along the East and South side of the site will be updated and installed to meet federal ADA standards. Drive -Through Improvements McDonald's is proposing to update the drive-through layout by adjusting the location as shown on the site plan and to incorporate an additional ordering location for increased efficiency of the drive- through. Signage Improvements McDonalds is proposing to replace the existing menu board and order canopy and add an additional menu board, order canopy, and presell board. The new order boards have a digital display that does not rotate, flash or have dynamic elements. Displays would be changed manually to reflect a new menu item or price. The presell boards have a digital display that cycles every eight seconds. Parking Lot Updates The parking lot will be getting striping updates to incorporate additional traffic directional markings. Minor adjustments to the parking stall striping will occur to incorporate the ADA adjustments to the site. The site currently has a recorded agreement with the property to the Northwest allowing the use of 30 parking stalls. These 30 parking stalls combined with the 36 stalls provided on site are sufficient for the restaurant. Redevelop commercial sites that display building deterioration, obsolete site design, land use compatibility issues and a high level of vacancies. Create a cohesive and unified identity for New Hope's commercial areas. (2) Consistency with the purposes of this Code. The proposed improvements to the site meet the applicable zoning code requirements in Section 4-3 and 4-17. (3) Preservation of the site in its natural state, insofar as practicable, by minimizing tree and soil removal, and designing any grade changes so as to be in keeping with the general appearance of neighboring developed or developing areas. The McDonald's structure improvements include large windows and the site includes tree and shrubs. These lead to an energy -conserving design within the parameters of the site work. (7) Protection of adjacent and neighboring properties through reasonable provisions for such matters as surface water drainage, sound and sight buffers, preservation of views, light and air, and those aspects of design, not adequately covered by other regulations, which may have substantial effects on neighboring land uses. The new drive-through signage is designed to keep the light and sound contained to the location of the sign and ordering equipment. This limits the impacts on adjacent and neighboring properties. Summary The proposed improvements comply with all ordinance standards. Mr. Jeff Alger, Community Development Assistant, gave background on the planning case. Alger stated the Design & Review Committee reviewed the application at their December 15th meeting. In 2016, the city approved up to 15 tenant signs and 3 marketing signs for the back of the building. Currently, Life Time Fitness is the only business that has installed signs. The applicant is requesting flexibility in the size and location of the identification of tenant signs, as well as the ability to illuminate the signs. The vertical location of the tenant identification signs would remain consistent across the top of the building, while the property owner would have discretion on the horizontal location of the signs. Next, Alger reviewed the zoning analysis. The applicant is requesting the ability to install up to 14 additional signs, in addition to the four Life Time Fitness signs and three Applebee's signs that are currently in place. According to the applicant, only three to four tenants plan to install signage at this time; however, flexibility for tenants to install signs in the future is preferred. The applicant is also requesting flexibility in the allowable square footage for each individual sign to accommodate for future tenants or logo changes. According to City Code, the cumulative area of wall signs shall not exceed 10% of the face of the principal commercial building upon which they are located. The applicant is requesting the total area of the wall signage on the back wall be limited to 10% of the fagade. Individual signs would be limited to no more than 100 square feet. The property owner is also requesting the ability to illuminate each of the signs. Alger then covered the sign plan, design guidelines, and zoning district details. The Comprehensive Sign Plan meets submission requirements for multiple occupancy building and illumination does not abut residential district. The total sign area does not exceed maximum area requirement of 10% of combined wall surfaces. Individual signs do not exceed 100 square feet. Signs are positioned so they are integral design feature of building and complement and enhance architectural features. Signs may be placed in the horizontal lintel space above storefront windows. "Marketing signs" are supported by city's Design Guidelines. The City Center district goals include requiring aesthetically pleasing building and site design through use of high-quality building materials and architectural design, and encourages sense of activity and liveliness along building facades. Proposed improvements contribute to the aesthetic appearance of building, giving a storefront impression. Alger concluded that staff recommends that Planning Commission recommend approval of the Comprehensive Sign Plan amendment with the conditions outlined in the report. When Chair Schmidt questioned whether any of the Commissioners had any questions for staff or the applicant, Commissioner Landy said he had questions for the applicant. Mercedes Rhoads, representative of the building owner, 4600 Kingspoint Rd, Minnetrista, MN, came to the podium. Commissioner Landy asked for clarification on the number of tenant signs that had interest in being installed. The applicant replied that three tenants are interested in having signs installed. Commissioner Landy asked where the signs would be located on the building. Rhoads informed that Affinity Plus has applied and has been given a prime location over the garage area. Ideally, they would like to start all signs at that spot and move south. A couple of tenants would have sign locations on the rear face of their actual location. The signs would all be consistently the same size vertically. Commissioner Landy asked if the colors of the illuminated signs would all be different. The applicant stated the larger franchises are limited to what the franchise allows for signage. The applicant has also noticed the smaller, local tenants have limited funding and have opted for the aluminum signage in the front and are not sure if they would do additional signage in the back of the building. Chair Schmidt stated the signage on the front of the building is not consistent. Al i3rixius stated that color is not necessarily bad and that the tenants and property owner should be allowed to work within the framework of their guidelines. The aesthetics of the building has improved greatly and sign illumination will help to draw attention to the signage. Chair Schmidt said the inconsistency is in the materials, not the signage itself. The applicant said there was pushback from tenants saying they would not renew their leases if they could not switch to lit signage to follow their franchise signage guidelines. 2 Planning Commission Meeting January 2, 2018 Commissioner Brinkman said he was glad applicant is doing this and glad the tenant signage size is increasing to help with visibility. Commissioner Smith said the difference of coloring and franchise specific signage would be nice to help with brand identification and easily knowing where tenants are located versus all brushed metal signage. Commissioner Brinkman asked with Life Time Fitness taking up so much space if signage from other tenants would be located in that section of the building. The applicant said they believe enough space was requested to keep all the signage from the Affinity Plus location on down. Keeping the signs in one area of the building is due to not being allowed to run electrical wiring through multiple tenant spaces to light signs. Chair Schmidt inquired if anyone in the audience would like to address the Planning Commission. Being that no one wanted to speak, Chair Schmidt asked for a motion to close the Public Hearing. Motion by Commissioner Landy, seconded by Commissioner Frazier, to close the public hearing. All present voted in favor. Motion carried. Individual tenant signs shall be placed within uniform sign band in a consistent vertical location. 2. The horizontal placement and allocation of sign area shall be at the discretion of the property owner, with the cumulative sign area not to exceed 852.50 square feet and individual sign area not to exceed 100 square feet. 3. The applicant shall obtain individual sign permits for each of the signs to be installed.
