Subject: Parking at Cooper High School athletic facility/community gym
Dear Mr. Peterson,
Please be advised that your request to add “No Parking Monday through Friday between 6:00 a.m. and
2:30 p.m. on student contact days” signage along the north end of the northern/west parking lot near the
Cooper High School athletic facility/community gym entrance has been approved. This includes the
relocation of two existing handicap parking spaces to the east end of the parking lot. The total affected area
will be 18 parking stalls.
These changes will allow for buses that are used for special education to be stationed along the curb line,
making loading and unloading safer for students. All spaces must remain striped in order to identify them
as parking spaces. According to your request, the alterations will not result in the loss of any permanent
parking spaces for the site.

Good Afternoon Everyone-
Currently there is an agreement between Robbinsdale School District I.S.D. 281 that
requires 281 to maintain 626 parking spaces (including 15 handicap spaces) between
the Cooper High School site and the New Hope Learning Center site. The district
currently maintains 624 parking spaces including 15 Handicap spaces. The district
transportation department has requested a modification of current parking spaces at the
Cooper site. The modification would allow all of our Special Education busses to be
stationed along curbline to better ensure safer boarding and unloading of the Special Ed
busses and students. The current configuration requires Special Ed busses to "double
stack" busses, causing students to walk in between busses, risking injury or worse of
staff and/ or students.
The proposal is to place signage along the north end of the northern/west parking lot
closest to our Athletic facility entrance and the Community Gym entrance. The signage
would state " No parking Monday thru Friday between 6AM and 2:30PM on student
contact days. This would allow staff or students and members of the community to park
in the signed areas during all other time frames. The spaces would still remain painted
to identify them as parking spaces. There would be no permanent loss of parking, only
during the signed time frame. This would require relocation of 2 existing Handicap
parking spaces to the east end of the closest parking area, ensuring that we maintain
the required number of Handicap parking spaces. On the document to follow it indicates
the affected area. Currently our south west parking lot does not reach full capacity of
parking during student contact time or sporting/ social events, so the impact on parking
would be minimal and not intrusive for vehicles.
ISD 281 would like permission from our partner, the city of New Hope to discuss the
proposal and hopefully give it's blessing to the proposed change, at which time ISD 281
will proceed with the requested changes to improve the safety of our students.

See attached development agreement and planning case report associated with this project. The number of parking
spaces is addressed on page 4 of the planning case report, however the report does not specify who is responsible for
maintenance.

I am pretty sure there was nothing written into the agreement when we built the Community Gyms but is there any
rules you need to follow or are there guidelines with the number of parking spots you need to include with a facility?

Good Morning Steve-
Does the city of New Hope have an agreement on file with the required number of
parking spaces to be made available or to be maintained by the district with regard to
the parking lot? Facilities Director Jim Gerber seemed to recall such an agreement from
when the Football Stadium was renovated and updated.

I did receive copies of the use agreement between the district and the city of New
Hope, as well as the agreement from when the Community Gym was built, but neither
of those mentions the required number of parking spots to be maintained by the
district.
If the city has anything else pertaining to parking, I would greatly appreciate a

Subject:Cooper parking.
Jeff,
In the first photo it identifies the area that we would like place signage restricting
parking during student contact times from 6a.m. until 2:30p.m. Monday thru Friday,
parking would be available all other times. There are a total of 18 parking spots
affected. In photos 2 and 3 it depicts the South East parking lot with at least 50 open
spots. These photos were taken yesterday morning at approximately 8:45a.m., when
the school was at full occupancy.
If any other information is needed, please let me know.
