CALL TO ORDER President Hemken called the meeting of the Economic Development Authority
to order at 7:27 p.m.

Item 3
Motion was made by Commissioner Elder, seconded by Commissioner
London, to approve the minutes of November 28, 2016. Voting in favor:
Hemken, Elder, Hoffe, London; Abstained: Lammle. Motion carried.
2017 BUDGET & LEVY
Item 4
President Hemken introduced for discussion EDA Item 4, Resolution
authorizing the final levy of a special benefit levy pursuant to Minnesota
Statutes, Section 469.033, subdivision 6 and approval of a final budget for fiscal
year 2017.
Mr. Kirk McDonald, city manager, stated the EDA levy is set at $200,000 which
is an increase of $50,000 over last year. He stated additional funding is
necessary to support the scattered site housing program.

Item 4
Commissioner London introduced the following resolution and moved its
adoption “RESOLUTION AUTHORIZING THE FINAL LEVY OF A
SPECIAL BENEFIT LEVY PURSUANT TO MINNESOTA STATUTES,
SECTION 469.033, SUBDIVISION 6 AND APPROVAL OF A FINAL
BUDGET FOR FISCAL YEAR 2017”. The motion for the adoption of the
foregoing resolution was seconded by Commissioner Hoffe, and upon vote
being taken thereon, the following voted in favor thereof: Hemken, Elder,
Hoffe, Lammle, London; and the following voted against the same: None;
Abstained: None; Absent: None; whereupon the resolution was declared duly

passed and adopted, signed by the president which was attested to by the
executive director.

Item 5
President Hemken introduced for discussion EDA Item 5, Resolution
approving purchase and redevelopment agreement with Great Buy Homes,
Inc. for the sale of 5400 Yukon Avenue North (improvement project no. 986).
Mr. Aaron Chirpich, community development specialist, explained staff
received proposals from four builders to purchase and develop the EDA‐
owned scattered site lot located at 5400 Yukon Avenue. He reported the Council
reviewed the proposals at its November 21 work session and selected Great
Buy Homes as the preferred developer. He stated the home will be a split‐entry
design, contain 2,310 total square feet, four finished bedrooms, two finished
bathrooms, a mid to high‐end trim package, and three‐stall garage. He stated
the anticipated sales price for the home is $285,000.
Mr. Chirpich stated the lot sales price is $55,000, and the land sale closing is
expected to occur by the end of April, 2017.
President Hemken opened the floor. There was no one desirous of addressing
the EDA for the public hearing.

Motion was made by Commissioner London, seconded by Commissioner
Lammle, to close the public hearing. All present voted in favor. Motion
carried.

Commissioner Elder introduced the following resolution and moved its
adoption “RESOLUTION APPROVING PURCHASE AND REDEVELOP‐
MENT AGREEMENT WITH GREAT BUY HOMES, INC. FOR THE SALE
OF 5400 YUKON AVENUE NORTH (IMPROVEMENT PROJECT NO. 986)”.
The motion for the adoption of the foregoing resolution was seconded by
Commissioner London, and upon vote being taken thereon, the following
voted in favor thereof: Hemken, Elder, Hoffe, Lammle, London; and the
following voted against the same: None; Abstained: None; Absent: None;
whereupon the resolution was declared duly passed and adopted, signed by
the president which was attested to by the executive director.
ADJOURNMENT Motion was made by Commissioner London, seconded by Commissioner
Lammle, to adjourn the meeting. All present voted in favor. Motion carried.
The New Hope EDA adjourned at 7:32 p.m.

Requested Action
Staff requests that the City Council approve a resolution approving a three‐year agreement with the Center for
Energy and Environment (CEE) to perform Home Energy Squad visits and Home Energy Squad Enhanced
visits in the city of New Hope through December 31, 2019.
Policy/Past Practice
It is a city policy and past practice to have the EDA approve agreements between the EDA and third party
suppliers of services.
Background
In January of 2013, the EDA first entered into an agreement with the CEE for the provision of these Energy
Squad activities. A total of $15,000 was allocated for this service out of EDA funds. This activity has proven to
be popular with New Hope residents, with 124 residents having taken advantage of the program in its first two
years. The original agreement stated that CEE would submit regular invoices to the EDA for activity performed
under the agreement, and that the EDA would reimburse the CEE for $70 per visit completed, not to exceed
$8,820 per year without further authorization from the EDA.
On December 8, 2014, the agreement was amended to reduce the amount that the EDA would reimburse CEE
from $70 to $50. This was as a result of CenterPoint Energy (CPE) making their new insulation and air sealing
rebate program available to the public. CPE now offers an independent Quality Assurance program for
insulation and air sealing contractors, replacing what was previously offered through CEE. CEE now refers
participating homeowners to CenterPoint Energy’s approved list of contractors, instead of their own, resulting
in no changes to the services provided.
This resolution approves a three‐year agreement with the CEE to perform Home Energy Squad visits and Home
Energy Squad Enhanced visits in the city of New Hope through December 31, 2019. It is proposed that the
service continue to be funded at $8,820 per year, with the city paying $50 for each individual visit.
Funding
The 2017 EDA budget contains funds for this program.
Recommendation
Staff recommends approval of the resolution.

Resolution approving agreement to perform
Home Energy Squad Visits and
Home Energy Squad Enhanced Visits
in the city of New Hope
through December 31, 2019
WHEREAS, the Center for Energy and the Environment was authorized to begin conducting
Home Energy Squad Visits and Home Energy Squad Enhanced Visits in January
of 2013; and
WHEREAS, the city desires to continue the promotion of well maintained houses within the
city; and
WHEREAS, the city has appointed the Center for Energy and Environment to administer
many city housing programs; and
WHEREAS, this service has been well‐received by the residents of the city of New Hope; and
NOW, THEREFORE, BE IT RESOLVED THAT THE City Council hereby authorized the Executive
Director of the New Hope EDA to execute the Agreement between the EDA and the
Center for Energy and the Environment for the provision of Home Energy Squad
Visits and Home Energy Squad Enhanced Visits.
Adopted by the Economic Development Authority of New Hope, City of New Hope, Hennepin
County, Minnesota, this 23rd day of January, 2017.
