Proj. #484bTOWN MEETINGS: ATTENDANCE SHEETS AND MINUTES February 9, 1993 City of New Hope Citizens Advisory Commission Community Center Town Meeting Minutes Meadow Lake School Commission members present; Roger Landy, Roger Rubin, Penny Stillman Town meeting was called to order by Chairman Roger Landy at 7:05 P.M. 6 residents were in attendance. Landy explained the citizen advisory's role in the community center process. He then gave a brief overview and history of the Commission's activities on the center project to date. The meeting was then open to citizen comments. The two residents who live on Zealand Avenue expressed their displeasure of locating the center across the street from their homes. If the center is to be built, they would prefer to locate it at the ball fields and relocate the ball fields. Discussion then centered around the uses of the community center. If the City needs meeting space for seniors, can they not look to sharing facilities with the closed schools now being leased by the Osseo School District or even sharing with the churches? Residents then asked can the center be built at Northridge? We could not answer this and will refer to City staff. Mr. Devine spoke and said he utilizes the Robbinsdale Community Center and they appear under utilized and asked if we could not share their facility. Mr. Weninger spoke about spending all this money on a center and then having very little open gym time. All residents made it clear, let the community decide on the need for a center not the Commission or City Council and put it to a vote by New Hope citizens. The commission took a straw vote with 6 residents opposed and none in favor of building a community center. Ms. Reed was not totally opposed but if it is to be built, do not spend in excess of the tax increment funds now in place. Relocate the ball fields to the proposed center site. Do not spend in excess of the current increment tax funds. Town meeting was called to order by Chairman Roger Landy at 7:15 p.m. 2 residents were in attendance. Landy explained the Citizen Advisory's role in the Community Center process. He then gave a brief overview and history of the Commission's activities on the Center project to date. The meeting was then open to citizen comments. Mr. Rodriguez asked about how large the center would be. He then inquired as to the operating costs and building costs. After answering, the Commission commented on how these costs would impact on the property taxes of the residents. Both residents have mixed feelings as to building the center. They favor a centralized, organized facility for our seniors and young people, but oppose to raising taxes to building the complex. They would be in favor if it would bring positive results,i.e. more jobs and opportunity for the community. The residents and the Commission both expressed their frustration on the low turnout to date. Mr. Rodriguez said, he would personally spread the word about our upcoming sessions. Town meeting called to order by chairman Roger Landy at 7:10 p.m. Three residents were in attandence. One rasident Jeff Weninger returned from the first meeting. Landy explained the Citizen Advisory role in the community center process. He then gave a brief overview and history of the commission's activities on the center project to date. The meeting was open to citizen comments. All residents expressed dismay at the low turnouts to date. Mr. Weninger said he walked his block (Zealand Ave) this evening to gather input. Most neighbors knew nothing of the center nor of our town meetings. However, he explained all of his neighbors are against the center. Mr. and Mrs. Hassinger thought there are many alternatives to meeting space for seniors. She mentioned the programs for seniors at this church. All agrQed there is a shortage of gym space. tis. Town meeting was called to order at 7:00 p.m. by chairman Roger Landy. 20 residents were in attendenoe. Landy explained the Citizen Advisory role in the community center process. He then gave a brief overview and history of the commisssions's activities on the center project to date. The meeting was then open to citizen comments. Questions were raised concerning financing and what is meant by TIF funds. One resident, a Zealand Ave. resident, was concerned about the location of the center. The area becomes alot of buildings and parking lots and less of a community park. Another resident spoke of scaling down the center and then sharing facilities with Crystal. Maybe we should just build gym space for park and rec. and let Crystal share this, while our seniors share the Crystal facility. Much concern centered around not going over budget. If the center is to be built, build it within the two million dollars now in the TIF fund. The commission answered questions directed to operating costs. Discussion then reverted back to where the center is to be built. We should look to tieing the center to existing structures. Possibly build the center near the City Hall and move the hockey and skating rinks. Why should we tear up the newly planted trees and newly paved trails to bulid the center. The commission was encouraged to look at Winnetka School because it is so close to the North Ridge part of the TIF district. In summary, stay withing the 2 million budget. Do not tear up the park to build the center; look to the area around City Hall. The citizens will support the operating costs. Chair Landy explained the Citizen Advisory Commission's role in the community center process. He then gave a brief overview and history of the commission's activities on the center project to date. The meeting was then open to citizen comments. A resident, Ms. Pat Norby, provided information she had gathered on T.I.F funding and wanted to verify that the information was accurate. Chair Landy stated that it was accurate. She continued that rather than building a community center, she would prefer to see the T.I.F funds used to improve the park. She also suggested looking at joint ventures with Crystal. One resident indicated that she would like to hear from the Parks & Recreation on what they would put in the building for recreation activities. Commissioner Rubin explained the different activities the Parks & Recreation Department intended to use the building for, such as exercise and dance classes, adult and youth athletic activities, senior meeting space, etc. A senior resident commented that she would like to see a heated pool in the center. She stated that many elderly people need to use a heated pool and there is not one in this area. Another comment was that there is a need for gym space by the Parks & Recreation Department. A resident asked the Commission what the consensus was at the other town meetings. Chair Landy stated that attendance at the other meetings was very low. He noted that most residents were in favor as long as the community center was built for the amount that was available in the T.I.F. They did not want to see a referendum to pay for the building. There were also residents that live on Zealand Avenue at those meetings who were not in favor of the location. There were also a few opposed to the idea. Discussion again turned to the use of the Crystal Community Center. It was explained that the Crystal Community Center is full and is used to capacity. There is not space available for New Hope to use that building. A North Park Plaza resident, Helene Francel, also stated that Crystal does not want anymore new senior members. The seniors would like a room that they could use in New Hope that has restrooms conveniently located and a kitchen. Page 2 Community Center Town Meeting March 15, 1993 Some residents questioned the financing of the center. They wanted to know that if the construction of a community center was approved, would a referendum be needed? The Commission indicated that if the center is built for the now estimated S3.5 million then, ves, there would have to be a referendum. This would depend on what the residents want included in the building. It could be built for less if it is scaled down and then a referendum would not be needed. One of the seniors commented on the use of the Ice Arena Community Room for their club meetings. She explained that it is extremely difficult to meet there for the seniors because the restrooms are located on the main floor in the back of the building (they meet on the top floor). She stated that this room is not heated well and their card tables have been damaged. Another resident questioned whether empty space in the New Hope Mall could be rented for the seniors. It was also asked if the Commission had investigated building just meeting space. The Commission reported that they have not investigated using mall space or building just meeting rooms. Depending on the outcome to these meetings and the survey this could be something to investigate. Some residents expressed that they are unhappy with the City Council's decision to give North Ridge T.I.F. funds for their adult daycare center. They were previously unaware that this was going to take place. A resident stated that there is a need for more communication between the city and the public. She wanted to know if the information on the town meetings was going to be made public. The Commission explained that information on the community center project has been publicized for some time in the city newsletter, in the POST, and on cable T.V. The town meeting dates were also listed in the newsletter, in the POST, on the sign on 42nd & Xylon Avenue, and on Cable. Chair Tandy stated that all information gathered from the town meetings and the surveys will be made public. Ms. Shari French, Parks & Recreation Director, was asked to provide information on the Parks & Recreation Department's use of schools in the district. She noted that the schools are used to their maximum by the department and athletic association. Every school gym but Cooper High School is used 5 days per week in the evenings at no cost. Hosterman Middle School is used to capacity on the weekends for a fee of approximately $7 per hour for a building supervisory's salary. She noted that other schools would be used on the weekends but all elementary schools and Cooper High School entail a custodial overtime fee of approximately $27 per hour if used weekends. At this time that fee is too high for the department to absorb and would cause program registration fees to be too high for residents to pay if it were to be passed on to the users. Page 3 Community Center Town Meeting March 15, 1993 Someone questioned whether North Ridge could expand their adult daycare facility for a senior adult room if the community center is not built. The Commission will check into this idea. A resident congratulated the Citizen Advisory Commission for taking this issue out to the public throughout the City. During the past year, the City has informally discussed this issue, and during the past two months, the Citizen Advisory Commission has conducted "town meetings" throughout the City to seek input from residents. This survey is the last step in gathering com- munity input before the Commission makes a recommen- dation to the City Council this spring. The City wants to receive citizen opinions on this issue, and encourages all residents to take a few minutes to complete the attached survey. During the past year, many residents have expressed the opinion that there is a need for more gym and meeting room space in the City. Although the City cooperates with the School District in utilizing and sharing school facilities, there are still many needs that have not been met, particularly in adult athletic programs and open gym time for all ages. Many local groups such as seniors, boy and girl scouts, civic organiza- tions, and so forth, have expressed a need for more meeting room space, and/orthe need for a community gathering place with a kitchen facility that could be utilized for a wide range of events, from wedding receptions to pancake feeds. While it was originally felt that the old fire station could be utilized for a community center building, independent evalua- tions of the station have shown that the deteriorating building would need extensive remodeling, code updates, and a sub- stantial amount of repairs. The advisability of spending a significant amount of money to upgrade a building that would remain functionally deficient is questionable. The estimated cost of constructing a new community center is approximately $3.5 million (a basic functional building without many amenities), that would include gym space with walking track; meeting rooms for community groups; an aerobics/ dance room for Park and Recreation instructional classes; a kitchen facility; and a large multi-purpose room that could be used for such events as wedding receptions. The City Hall campus, including the area where a proposed community center would be constructed, is located in a "tax increment financing district" and the City is investigating the use of "tax increment funds" (TIF) to finance the construction of a commu- nity center. TIF funds are excess revenues derived from an increase in property valuation after development, and State law says that excess revenues in a TIF district can only be used for a limited number of items, of which a community center is one. TIF funds cannot be used for general City expenses such as fire trucks, more police officers or street improvements. The important thing to remember is that tax increment revenues, not general tax dollars, would pay for the construction of the cen- ter, and if the TIF funds are not expended, they must be returned to various taxing Jurisdictions. While the construction of a com- munity center could be funded with TIF dollars, the on-going operating budget could not. The operating budget most likely would be funded through the general fund. It is anticipated that the net annual costs of staffing and operating the community center would be about $150.000, and it is not anticipated that revenues derived from the rental of the facility would equal the operating expenses. It is estimated that the annual operation of a community center would increase the taxes of the average New Hooe home owner by about $18 per year. As you can see, l am opposed to the idea of building a community center I feel it would be much better to develop the community effort with Crystal , Plymouth or Golden Valley. This would be a more cost effective arrangement. I believe the reciporal use of the Crystal & New Hope pools was well received last year. However, I would like to elaborate. I'm not sure why the City of New Hope has gone spending/building/remodeling happy, but it appears that every time we turn around you're doing something new. I was in favor of updating our Fire Department. This is for everyone's protection. I didn't even mind when the pool area was redone. I thought, okay -- it's nice for the kids. Then you decided you needed new offices. That was questionable. However, how anyone can justify the frivolity (and irresponsibility) of building a "community center" is beyond me -- when New Hope already has many public buildings to be used for a variety of activities. In fact, we have several schools, perfectly adequate, to be used for group meetings and educational classes. In the winter, a route within one of the schools (evenings and weekends) can be established for walkers (they do it in other schools, which I'm sure you are aware of). There are many of us New Hope residents who do not use these facilities and resent very much being forced to pay for new ones. Take stock of what we already have available: 1. Schools - churches 2. YMCA 3. Hockey Arena 4. Swimming Pool (used 2-1/2 months out of the year) 5. Outdoor Theatre 6. Beautiful Park/Ball Fields 7. Playgrounds/Tennis Courts 8. Northridge Home And maybe some I've missed. It's time to stop. We needn't "keep up with the Jones's". Just because the surrounding cities have something doesn't mean we need it, also. Come on, folks. We've been taxed and re -taxed by everybody this year. Don't you think it's time to QUIT spending and maybe set an example as being the first Minneapolis suburb to WISE UP and stop imposing hardships on their residents? Sincerely, New Hope Community Center Survey The purpose of this survey is to gather Input from resi- dents regarding their feelings on the need for a commu- nity center in New Hope. During the past year, the City has Informally discussed this issue, and during the past two months, the Citizen Advisory Commission has conducted "town meetings" throughout the City to seek Input from residents. This survey is the last step in gathering com- munity input before the Commission makes a recommen- dation to the City Council this spring. The City wants to receive citizen opinions on this issue, and encourages all residents to take a few minutes to complete the attached survey. During the past year, many residents have expressed the opinion that there is a need far more gym and meeting room space in the City. Although the City cooperates with the School District in utilizing and sharing school facilities, there are still many needs that have not been met, particularly in adult athletic programs and open gym time for all apes. Many local groups such as seniors, boy and girl scouts, civic organiza- tions, and so forth, have expressed a need for more meeting room Space. and; or the need for a comp,nih, gatherin^y place with a kitchen facility that could be utilized for a wide range of events, from wedding receptions to pancake feeds. While it was originally felt that the old fire station could be utilized for a community center building, independent evalua- tions of the station have shown that the deteriorating building would need extensive remodeling, code updates, and a sub- stantial amount of repairs. The advisability of spending a significant amount of money to upgrade a building that would remain functionally deficient is questionable. The estimated cost of constructing a new community center is approximately 30 s milllnn is basic functional building without many amenities), that would include gym space with walking track; meeting rooms for community groups; an aerobics/ dance room for Park and Recreation instructional classes; a kitchen facility; and a large mufti -purpose room that could be used for such events as wedding receptions. The City Hall campus, including the area where a proposed community center would be constructed, is located in a 'tax increment financing district" and the City is investigating the use -of 'tax ncremen un s"(TIF)tofinancetheconstructionofacommu- nity center. TIF funds are excess revenues derived from an Increase in property valuation after development, and State law says that excess revenues In a T F dl trict can only be used for a limited number of Items, of which a community center is one. TIF funds cannot be used for general City expenses such as fire trucks, more police officers or street improvements. The important thing to remember is that tax increment revenues, no general tax dollars, would pa for the construction of the cen ter, and if the TIF funds are no expended, they must be returne< to various taxing jurisdictions ! For instance: o TIF funds have been given to Northridge --why? How do they qualify for these funds? o We have been given only one option, the community center, for the expenditure of TIF funds. Are there other options? o Will a community center subtract income from commercial establishments, such as U.S. Swim and Fitness and the YMCA? o Can TIF funds be used to help pay for people who cannot afford the use of these commercial establishments, increasing the businesses' revenues and ultimately ourcommunity's tax income? We owe it to the businesses in our community to contribute positively to their fiscal welfare. o Can we share Crystal's facility? o Building a community center would be an attractive community statement but a long-term, costly commitment. Is this center really a "need"? Our other facilities are not self-supporting; we don't need another. I would guess we are mostly middle class, even lower middle class, trying to support families. o In the long run, it is better that we can assure funds are always available to keep our streets and community at large well kept. However, I would prefer keeping the service local and spending our money on this rather than a community center. This is one way to assure a strong community identity. Also, these other communities' needs could realistically be greater than New Hope's and we could be short-changed. Our city council does not represent the people. On March 16, a meeting, evidently to fulfill the obliga- tions of the law, was held in regard to the widening of Win- netka Avenue. Not one person spoke in favor of the project, but the city council of Golden Valley voted 41 to go ahead with this construction. The east side of the shopping area on Highway 55 still looks terrible, after years of promises to improve it. The only businesses left when the council gets done will be the west part of the Golden Valley Shopping Center. We certainly don't need all the parking that they say we'll have. As I stated, I first started gathering information regarding the possibility of building the Center as a project for the Creative Problem Solving Class I am enrolled in at North Hennepin Community College. As a New Hope resident, this has increased my awareness and concern for this project. You have my permission to retain my name and address for future reference when the City decides to take further action regarding this matter, I regret not being more involved in this issue before. Thank you again for your time. Sincerely. y� Jeanne M. Stephens PUBLIC HEARING MINUTES Mr. Herman presented a rough drawing of the plaza design and explained what ideas will be proposed. Commissioner Rubin inquired about where the funds would come from for this project. Ms. French replied that the City has tax increment districts set up. One of these tax increment districts is the North Ridge district which is closing out. There is apparently funding from the interest revenue generated from the tax increment district that can only be used for a community center. She explained that the City will have enough money out of that district by 1992 to fund the entire project. Commissioner Perhai felt that the design of the Theatre should tie in with the design of -the park amenities. Mr. Herman stated that the proposed idea is to try to tie all of the buildings together. Motion was. made by Commissioner Landy to accept the conceptual plans of Bernard Herman Architects concerning the Civic Center Park improvements. Second by Commissioner Perhai. All approved. Motion carried. COMMUNITY CENTER Bernard Herman began by noting that the Fire Station building had been inventoried in great detail. He pointed out that there were a tremendous amount of code violations in the building that currently exist. For instance, the second floor does not meet code in terms of fire exits, the mechanical room does not meet code in terms of separation, there is not adequate stairways. The building is deteriorating fairly rapidly now and there are many improvements that need to be made. He continued by reporting that the basic structure is pretty good and that there is a reasonable structure to work with. He felt the apparatus area, with its high ceilings and open area would be great space for a gymnasium or social hall. Mr. Herman stated that by putting on an addition with a stairway and a new entrance the building could become a badly needed building in the community. From the architect's standpoint, they think the building has potential. While it has a lot of code problems, deterioration and New Hope Citizen Advisory Commission February 26, 1990 Page 3 maintenance issues, those problems can be take care of. A new mechanical system and ai. conditioning would have to be brought in, but Mr. Herman thinks it can be done. Commissioner Landy asked Mr. Herman to estimate the cost of renovating and bringing the building up to code. Mr. Herman thought it could be done for 1/2 million, maybe less. He expressed that it would depend on what was included in the building. Commissioner Perhai questioned whether New Hope needed a social hall with all the neighboring communities having their own community centers. Mr. Herman stated that those cities cater to their own municipalities. Commissioner Rubin asked if the building was used for a social hall, whether the upper level could be refurbished for office space. Mr. Herman stated that it could be if the second stairway is added. ® Ms. French commented that the purpose of thi discussion is to determine whether or not there is a need here for some kind of a center and whether this is the place to have it. Then the next part of the discussion will be on the specific type of facility needed. It could be either a social hall or gymnasium. There may not be room for both. Ms. French also commented on how the City is lacking for gym space for adult sports. Almost all of the gym space available is used for youth sports. Ms. French continued that she would like the commission to make a recommendation on a needs assessment. The City could have a company come in and do the study or try to conduct a study on its own. New Hope citizen Advisory Commission February 26, 19S Page 4 Commissioner Landy expressed that he was not totally in favor of Decision Resources conducting the needs assessment. He felt that this should be something that the City tackle itself. He suggested conducting a mail survey or bringing in the leaders in the community. It was the consensus of the Commission to hold a public meeting in March and invite the leaders in the community, such as the Lions, Women of Today, NHPAA, Senior Club presidents, etc. The Commission recommended that the Civic Center neighborhood should be invited to the April meeting to voice their interest or concerns. CIVIC CENTER PLAY- Shari French added to the agenda the discussion GROUND EQUIPMENT of the addition of new playground equipment to Civic Center Park. The Civic Center park neighborhood presented a petition last year requesting new playground equipment at the park and the Commission was in favor of having Civic Center be the next park to get new equipment. She explained that there is $75,000 in the CIP which was to cover equipment at two parks. Ms. French suggested that one idea would be to ® put all those funds into Civic Center park Jl equipment, since Civic Center will be the focal point this year. one of the national playground companies is building handicapped accessible equipment that they would like to see put in New Hope. The Commission needs to look at the idea of adding totally accessible equipment to the park. Ms. French distributed pictures of the equipment for the Commissioners to review. She stated that all of the CIP funds would be needed for this project, possibly more. Ms. French explained that she does not feel comfortable going with totally handicapped accessible equipment. She feels she must also look at the other 95% of the youth that are not handicapped that will be using the equipment and be sure they are also challenged by the equipment. Commissioner Perhai felt that the City could get by with just a couple of pieces of handicapped accessible equipment in the park. She stated that it is very difficult to bring a child with special needs to a park on a consistent basis. Unless the City is mandated to install it, she did not feel the park should be totally 4,0 handicapped accessible. DISCUSSION REGARD- Chair Farmer started the discussion by thanking ING NEED FOR A all of the people in attendance for coming and COMMUNITY CENTER asking them to come to the podium, identify AND/OR GYMNASIUM themselves and voice their views on the need IN NEW HOPE for a Community Center and/or Gymnasium in New • Hope. Kathleen Ohnstad was recognized. She stated she was a member of the New Hope Seniors and looking for a place to hold their meetings. She said that the senior group was now meeting in the ice arena twice a month but would perhaps meet more often if their was available space. Mrs. Ohnstad said the facilities at the ice arena were fine except for the bathroom being down a flight of stairs which made it difficult for some of the seniors to use as some had walkers. She spoke in favor of a community center for their group. Commissioner Landy questioned Mrs. Ohnstad about what kind of activities the group participated in. Mrs. Ohnstad replied that mostly they played cards and went out for dinners and lunches. She stated that there are forty-one paid up members for 1990. Jim Lee was recognized. He stated he was director of the basketball program for the New Hope Plymouth Athletic Association. Mr. Lee stated that they were desperately short of gym New Hope Citizen Advisory Commission March 19, 1990 Page 1 Al F rY; S;I E 0 space in the schools for their basketball program. He said there were around 470 children signed up from third grade to ninth grade (both boys and girls). They worked with the school district for gym space and were bumped often for concerts and school activities. The New Hope Plymouth Athletic Association added 70 new children this year and it is expected that it will continue to grow. The association would like to add another traveling basketball team in the 6th, 7th, 8th and 9th grade level, but at this time, they cannot do it because of the lack of gym space for practice. Susan Bassett, Recreation Supervisor for the City of New Hope was recognized. Ms. Bassett stated that she too would be interested in having a room in the community center for the - seniors. She stated that if the seniors had a room that was more accessible, an expanded program for the seniors was something that could be looked into so that they could add various programs like exercise classes. She stated that they now meet in the schools and have had a tough time this year being bumped from place to place. Ms. Bassett said they were starting to get a good following for these classes and are also getting discouraged New Hope participants because of the constant changes in places to gather. Commissioner Landy asked Ms. Bassett if there were any other needs in the City to utilize the Community Center. Ms. Bassett replied that there is a teen night held in conjunction with the City of Crystal that is held at Hosterman Middle School and has worked quite well, but could expand into more than one night a month and use the Community Center and also plan more programs if they had a place they could plan on. Steve Ellingson, Athletic Supervisor for the City of New Hope, identified himself. He stated that the City is in desperate need of practice facilities. He stated that the New Hope Park department has no programs for adults interested in basketball any only women's volleyball. The City has only one adult night, Monday night at Hosterman Middle School. New Hope Citizen Advisory Commission March 19, 1990 Page 2 Possible other programs that could be provided in a community center are gymnastics, aerobics, teeny tumblers and pee wee tennis programs. Many adults now have to go to Crystal or Plymouth to have their adult recreational needs met. He said there is a big need for such programs. Shari French, Director of Parks and Recreation gave a brief outline of the existing facility. Ms. French stated that last fall the City of New Hope passed a referendum to build a new fire station and it will be completed in March or April of 1991. The fire station will be located where the pool bathhouse is now. The fire station that exists now may or may not be available for a community center and the City Council has asked the Citizen Advisory Commission to study the need for a community - center in New Hope. If the Advisory Commission decided that there is a need for a community center, then they must decide what kind of facility does the City need. Ms. French stated that the question the Commission must determine now is what kind of community center does the City need, one with meeting space, one with gym .y space, or both. Ms. French stated that there is a possibility of using the old fire station but that is something the Commission needs to look at further this spring to see if the building is able to be used. She stated that it is old, there are some structural things wrong with it that would have to be fixed before it could be occupied by the public for any kind of a public facility. She continued by saying another possibility could be to build a new facility if the community decided that there is a need for one. Commissioner Landy stated that he met with Ken Johnson, head of the Parks Commission in New Brighton, and New Brighton has studied the need for a community center for two years. Commissioner Landy submitted the New Brighton Community Center study as an inclusion to these minutes. New Brighton is building a 60,000 square feet recreational facility as Phase I and if they get funding an ice arena as Phase II. He stated that all of their resources are !J New Hope Citizen Advisory Commission March 19, 1990 Page 3 i available to the City of New Hope. Commissioner Perhai questioned if the new facility in Crystal would take any of the pressure off the athletic groups. Jim Lee of the NHPAA replied that he didn't believe it would make any difference and does not see that as an alternative. Chair Farmer stated that the Commission will be pursuing this issue and keeping the citizens informed as to what is going on. Chair Farmer stated that from what he was hearing, that the citizens were in favor of a community center. Commissioner Landy suggested that the Citizen Advisory Commission tour the fire facility next month, receive the report that Bernie Herman had prepared when he and the consultant looked - at the building and also to have Larry Watts, Finance Director, present to discuss financing of such a facility. DISCUSSION OF PUNS Susan Bassett, Recreation Supervisor for the FOR IIP -CONING GRAND City stated that the plans are starting to OPENING OF THE NEW form for the grand opening of the new bathhouse BATHHOUSE 6/9/90 slated to open on June 9. She stated she was open for suggestions from the Commission. Ms. Bassett stated that they are planning on a ribbon cutting ceremony with the Mayor at 1:00 p.m. and a free swim from 1 p.m. to 4 p.m. The Commission suggested a drawing for a free family pool pass for the year, fire truck on site, K-9 unit, face painting, entertainment and clowns. The Commission also suggested advertising in the Post, Cable T.V. and alsc the summer brochure. Chair Farmer suggested getting the senior citizens involved in some way. The consensus REMODELING FIRE of the committee after touring the building is STATION INTO that it would not be suitable to use as a COMMUNITY community center because of the extremely high CENTER cost of remodeling. Motion by Commissioner Rubin and seconded by Commissioner Perhai that the Citizen Advisory Committee has toured the existing fire facility, reviewed the finances available, discussed with "experts" regarding the feasibility of retaining or remodeling the building. It is the opinion of the Citizen Advisory Committee that the current fire station not be considered for remodeling for a community center. However, the site of the current fire station should be considered for future use of a community center for the City of New Hope with this Commission being advised and consulted regarding the potential construction of a community center. Commissioner Landy noted that the Commission wanted to extend their congratulations to Susan Bassett, Recreation Supervisor, for being chosen Employee of the Quarter. • Chair Farmer turned the meeting over to Mr. Dan Donahue, City Manager, to discuss the improvements to the City Hall Campus. Mr. Donahue explained to the audience that the Citizen Advisory Commission is interested in receiving input on a series of concepts involving the City Center complex. He continued that there have been no decisions made and no monies spent on putting together these concepts. The projects being discussed are City Hall Entrance Landscaping and Handicapped Accessibility Improvements, City Hall Expansion over Existing Police Garages, and a Community Center. Mr. Donahue explained that the Commission is here tonight to receive input from the public on whether the City should expend monies on those types of ventures. The City has enlisted the aid of the City's engineering firm, Bonestroo, Rosene, Anderlik & Associates, to help put together those concepts. Members of that firm are present to discuss those concepts. Mr. Donahue stated that the Citizen Advisory Commission will accept the audiences testimony, ideas, and input on whether the City should even look into these items and will report that input back to the City Council. The City Manager reiterated that nothing at this time has been decided and ,Wew Hope Citizen Advisory Commission October 21, 1991 Page 1 Mr. Russek continued that the primary change in t1 - basement is that the police firing range has been removes, There will be four extra parking places for the police vehicles, a storage area, and a stairway for safe exiting from the office space above. There is also some bracing being done to make the floor stronger. Commissioner Hickel asked if there would be a need for additional electrical and plumbing for the upper level. Mr. Russek replied that additional plumbing would not have to be added. There are now enough plumbing fixtures to serve the needs. There will probably need to be additional electrical service and some heating, ventilation and air conditioning provided. COMMUNITY Mr. Donahue began by stating that whether the City should CENTER CONCEPT even entertain the idea of a community center is really the issue. He wanted to emphasize that nothing has been done other than developing a concept for a community center. No money has been expended on this idea, not even for developing the plans. The whole focus is on whether the City should entertain the idea, what kinds of needs the City has for a community center, and whether the City even has a need for a community center. Mr. Donahue noted that City staff has been working with the consultants to put together a concept plan. In explaining the concept, Mr Donahue showed an overall illustration of the City Campu; The proposed community center would face the existing City Hall parking lot. Mr. Donahue stated that the City Council actually began working on the plan back in 1986-87. The Council at that time spent a considerable amount of time thinking and talking about what the needs were of the City in regards to the City Center area. At that time the Council received input that there was a critical need to upgrade the whole pool area and the fire station. Those issues would be the first phase and would be dealt with first. The Council also decided that the idea of a community center would be explored in the future, whether there was a need, and whether it was an issue in the City. This mission was long ago given to the Citizen Advisory Commission and that is why this public hearing is being held. Mr. Donahue indicated that it is very important for the public to relate to the Citizen Advisory Commission and City Council what it is they want. Mr. Donahue reiterated that the Council has made no plans on anything at this time. Wdew Hope Citizen Advisory Commission October 21, 1991 Page 5 Mr. Russek expressed that the primary goal of planning a community center is having something for everybody. He continued by providing the plans for the public to view. He stated that the main floor consists of two primary areas. First, there is the community room which is a large room with a southern exposure and a patio area. This room is dividable by two folding dividers into three separate areas. The second major use area is the gymnasium. The gymnasium is planned around a typical basketball gym, but also has an elevated walkway that is accessible from the upper level by stairs or by elevator. Mr. Russek stated that his firm's experience indicates that the most used feature is the walkway, which everyone can use at anytime. There is also space for a stage on one end of the gym and storage on the other end. There is a kitchen with serving windows serving both the community room and the gym. There is also a service area that leads to the kitchen. Also included on the main floor is a dance/aerobics room, a youth room, public restrooms, locker rooms, a warming room, and an office area for the recreation staff. Mr. Russek noted that there is also an upper area which consists of storage for the most part, the elevated walkway, an area for additional restrooms, and a mezzanine space, which would be an unfinished space for future use. 1 Mr. Russek went on to discuss the site plan. He stated that the community center is planned to form an ensemble with the existing buildings. The tennis courts and basketball court would be relocated and would act as buffers. There would also be a landscaped berm along Zealand Avenue to reduce the impact of the building on the houses across the street. Ms. Terri Wehling asked if there would be an area for bleachers included in the gym for spectators. Mr. Russek responded that there would be room all the way around to have a small number of bleachers. Ms. Wehling wanted to know what number of people the community room could hold. Mr. Russek noted that at restaurant density the room could seat 300 people. At lecture density, with people sitting in chairs, the capacity would be twice that. Ms. Wehling asked what would happen to the playground area if the community center is built and whether there would be access from Zealand Avenue to the parking area. •few Hope Citizen Advisory Commission October 21, 1991 Page 6 71 11 Mr. Russek explained that the play area would be relocated to the north. The play area is very easy to relocate. TY play structure would be disassembled and moved to the n, location. He stated that there would be no access from Zealand Avenue because it is a residential -type street and is not designed or intended to carry a large volume of traffic. Whereas Xylon Avenue, serving a commercial area, is intended to carry a large volume. The City Manager stated that what City staff and the consultants have identified as a need consists of a large meeting room, space for people to meet with the space available for rent, and space for weddings and community events. Staff has identified a need for additional gym space, because all available gym space in the schools is used and the City still comes up short of space. There is a big demand, for both youth and adult, for gym space. The need has also been identified to relocate the Parks & Recreation Department to that building. Currently, they are in a very closed, confined space at City Hall. It is felt that it would be a much better service to the community to relocate the staff to that building. First, there will be more space and it will be more easily accessible. They can also take care of the building at the same time. Mr. Donahue expounded that these are the three main program areas of use. He explained that you could put the building to more uses, with many more amenities added, depending on what kind of needs and wants the community ha - in mind. Mr. Donahue asked for the public to address the Commission with their views and input on a future community center and the other City Hall items that have been discussed. Ms. Terri Wehling, 3033 Gettysburg Avenue North, approached the Commission. She stated that she is involved in several community organizations in New Hope including Duk Duk Daze Chair, Women of Today, Girl Scout leader, and has been a guest at the Lions and Lioness' meetings. She also has four children who are involved in several extracurricular activities. She feels the City definitely needs meeting space. Right now the Women of Today are meeting in the community room at Norwest Bank. She explained that there are now 65 members and the room they use is not handicapped accessible. She continued that the organization also holds many community events and there is always a difficulty as to where to hold such events. She stated that she was the Duk Duk Daze Chair last year, and with the growing Parks & Recreation programs, found it very difficult to find a place to meet. She noted that the Girl Scouts in the area have been meeting at the Larch Lane fire station, and at Wew Hope Citizen Advisory Commission October 21, 1991 Page 7 the last meeting there were so many people in attendance they had to meet out in the parking lot. Ms. Wehling continued that her daughter plays basketball and they had their practices shorten to 1/2 hour practices twice a week from 1 hour twice a week because of the lack of gym space. Mr. Scott Adkisson, 4500 Oregon Avenue North, was in attendance representing the New Hope Plymouth Athletic Association. Mr. Adkisson is president of the Athletic Association and one of the reasons he was in attendance was to express the need for meeting space. He stated that meeting space is very major for them because they carry 25- 30 people at each meeting. The group is now meeting in the downstairs conference room at City Hall which does not accommodate these numbers. The association is now looking at Nickalows which offered them a meeting place in their basement. Mr. Adkisson does not feel it is proper to have meetings for a youth organization at a restaurant. Mr. Adkisson wanted to give the Commission some insight on the basketball program and why they are looking for gym space. Last year the program had 345 youth playing basketball, which equals out to 43 teams. Right now they do not have enough space. He commented that they have teams practicing at 9:00 and 9:30 at night. He stated that the association may be losing one of their full court gyms in Plymouth next year, which they need very badly. He noted that individual sign ups are now at 2,008 for all of the NHPAA programs. Mr. Adkisson commented that the program has grown at a 108 rate for the last three years in all of the programs. The basketball program has grown again this year and is up approximately 100 youth, with a total of 55 teams. Ms. Helene Francel, 8201 45th Avenue North, is a senior who lives across the street at North Park Plaza. She stated that she and other seniors are interested in a meeting room. She was president of the New Hope Senior's Club for four years which meets at the Ice Arena Community Room. She said the constant complaints were that they had to go upstairs to meet and they also had no restrooms on the upper level. The seniors would like to be a part of this decision and would appreciate a small meeting room. She stated that the club has steadily been losing members due to the space they have to use for their meetings. Ms. Francel asked how well the meeting room at a new community center would be supervised. Oew Hope Citizen Advisory Commission October 21, 1991 Page 8 Ms. Shari French, Parks & Recreation Director, replied that staff would do as good a job at supervising the rooms r possible with the staff available. Ms. Wehling asked is there could be a section of the community center for a senior room. Mr. Donahue stated that there would be space available on the second level to be programmed. Commissioner Markey asked the City Manager to explain the financing of a community center. Mr. Donahue replied that the community center, at this time, is just a concept so he does not have any actual figures. The concept that was presented should cost around $2.5-3 million. This would be a basic, functional building without many amenities. He stated that by comparison, the Crystal Community Center cost $3.7 million. Crystal has more amenities and a few more programs, such as congregate dining. Crystal has more uses than New Hope has in mind. That doesn't mean New Hope can't get into that if that is what the public would like. Mr. Donahue explained that years ago the City Council set up this whole district in what is called a tax increment district. Funds have been accumulating over the years so there is money available that could be expended for community center. State law says that excess revenues a tax increment district can be used for a community center. It cannot be used for fire engines, City Hall, or wages. Mr. Donahue proposed to the Council that they expend some of those excess revenues, some of the revenues that won't be needed to pay off the tax revenue debt, towards the community center. He noted that some of that money has already been spent on the pool renovations. To date, some $700,000 has been spent that has come from the tax increment revenues, not the general taxes. The proposal presented tonight could be funded from the excess revenues from that tax increment district. What we don't know is how much a community center is going to cost to operate. The City is trying to analyze the cost of operating this facility. The City needs to know if this facility is going to make some money or if this is something the general fund and the tax payers are going to have to support year after year. Chair Farmer questioned whether there would be any federal funding available. *New Hope Citizen Advisory Commission October 21, 1991 Page 9 The City Manager stated that he thought some limited ' federal funds would be available. This would include funds for the disability access issues. He does not believe any other federal funds would be available to go towards a community center. Mr. Donahue is urging the Citizen Advisory Commission and the Council to look closely at what the ongoing costs would be of maintaining a community center. Commissioner Hickel asked if there is money available at this time to pay for a $2.5 million facility. Mr. Donahue replied that funds are not available at this time. The life of the tax increment district runs through 1997 or 1998. By the end of that district's life there will be sufficient revenue to probably pay for the facility. The City needs to project out into the future and come close to estimating how much revenue will be generated based upon the market value of those properties in that tax increment district. An assessment agreement was also set up so there is a minimum value, which takes away some of the risk. Commissioner Hickel asked that if based upon those projections, three or four years from now, there would be sufficient funds and this project could be initiated. Mr. Donahue stated that the project could be initiated at almost anytime. There are several mechanisms that could be used for funding. The City could do some internal funding by borrowing from one fund and paying it back in the future. He noted that bonds could not be sold without the vote from the citizens. There are a couple of different mechanisms that are going to be explored with the City's financial consultants. Commissioner Hickel inquired whether these funds could be used to refurbish certain areas of the ice arena. The City Manager replied that they absolutely could not be used on the ice arena. Money can only be expended within the tax increment district. Years ago the City Hall was incorporated into that district with the handicapped housing project and North Ridge Care Center. Those are the only properties in that district. Under today's state law you cannot expand the district to pick up something you want to work on. Since the ice arena community room was not in the original district, you cannot include it today and the current dollars cannot be expended on that. aew Hope Citizen Advisory Commission October 21, 1991 Page 10 Chair Farmer thanked the people present for participati at this public hearing. He asked that those in attendan,_ pass this information on to others in the community and please inform the City by a call or letter on any comments they may want to present. At this time Chair Farmer closed this portion of the meeting. Mr. Donahue and the Commission thanked Bob Rosene, Bob Russek, and Rene Plumart for all of the work and input they have put into the project. The City Manager stated that the Citizen Advisory Commission's recommendation would go directly to the Council. Mr. Donahue does not see the Council discussing this issue until the first part of next year. He stated that if the project is approved no work would start until, at the earliest, next summer. The Advisory Commission continued discussion on the community center. Commission Rubin asked about the relocation of the tennis courts. Under the presented concept, Ms. French stated that two of the four tennis courts would be relocated. She noted that only two courts would be relocated so there is room for the basketball court to be relocated also. With only two courts, this could present a problem for the lessons programs and leagues. She commented that there will be - balancing act trying to get everything included on th. site. Commissioner Markey asked if Plymouth has any plans down the road to put in a community center. Ms. French commented that a community center has been a very controversial issue in Plymouth. The public did not want a community center and the city said they were going to build one. In the election of 1989 three people lost their seats on the Council because of the community center issue. Ms. French understands that they City of Plymouth has spent the money that they had available for a community center. They had funds that they have spent on the public works building, a new police facility next to City Hall, and two new play fields. Commissioner Markey questioned whether one gym would alleviate the problem of the needed gym space in the community. Wew Hope Citizen Advisory Commission October 21, 1991 Page 11 Mr. Steve Ellingson, Athletic Supervisor, stated that right now there is no space for adult athletics. New Hope now uses Hosterman on Monday nights for women's volleyball. New Hope only has six hours of gym space per week to program for adults. other than that, virtually no extra gym space is available for adults. With at least one extra gym, some adult programming would be possible. One gym could accommodate two full size volleyball courts and one full size basketball court. He stated that with one gym we would program heavily on the adult side. Mr. Ellingson feels that we are not offering the adults in the community enough indoor recreation. Ms. French stated that right now we are programming over 100 hours of gym time per week. The youth programs use 100 hours and adults six hours per week. If a gym were added we would be adding 5-6 hours of gym space on weekdays and 10-12 on weekends. She noted that when Crystal built their community center with three gymnasiums, they did not give up one hour of gym space in the schools. They filled every hour of gym space in their three gyms without giving up any time in the schools. She stated that there are many groups looking for space indoors, especially in Minnesota. Mr. Ellingson went on to explain that when we have gym time scheduled in the schools and the schools need to hold a 4,0 meeting or special event, we get bumped out of the space. If they say they will only have the buildings open until 9:00 p.m., we have to be out by 9:00. Commissioner Landy asked if community centers are generally profitable. Mr. Russek stated that he does not believe so. Mr. Rosene commented that most try to just cover the operating costs. Chair Farmer commented that he did not feel you could put a value on what the public and city would gain from a community center. Chair Farmer suggested that the Commissioners divide into sub -committees to study the different projects proposed for the City and report back in 60 days. In 1967, a single story addition was added to the north end of the building for a dormitory, and squad room. In 1970, a second addition was added to the south end of the building for expansion of the Apparatus Room. This Evaluation of the Existing Fire Station Building is Part 3- of our scope of planning services and is divided into three parts: Building Code Analysis, Maintenance and Repair Requirements, and Inventory of Existing _Conditions. Part 1 of our services was the Tour of Fire Station Facilities, which has been Meted, and Part 2 was the Program Requirements for the New Hope Fire Station which was submitted to the City on February 10, 1989. In order to evaluate the existing fire station facility, this report includes a partial cost estimate for the necessary construction work to.xupg;ade the building for code oomplianand ce, arepair and maintenance of existing conditions. There is no attempt in this Evaluation to analyze planuning alternatives for a new or remodeled fire station facility. Part 4 of our services will include an Analysis of Planning Options which will consider planning alternatives for reuse or retrofit of the existing building, new construction, or both. 1 MVALUATICH of FIRM STATION FACILITY for CITY Cr NOW HOPM Maintenance and Repair Requirements: Theex.iat; ni fire station building is constructed with concrete block and brick exterior walls. The roof structure of the original building (1961) and the south addition (1970) is laminated wood beams, .00d deck end composition shingles. Exterior roof soffits at overhangs are painted wood. The north addition (1967) is single story with wood beams, wood deck and a built-up roof. The building is deteriorating and in need of significant maintenance and repair work. The following is a partial list of maintenance and repair items that qualify for immediate attention: 1� Replace sloped roofing with new shingles, insulation, portion of damaged wood deck, and metal roof edge flashing. 2. Replace broken and damaged bricks at lc*oer wall jambs at overhead doors . on west wall and on south jamb of door as asst wall. 3. Tuckpoint brick walls of hose tower and other portions of the building, as required. Rote: Cracking in the walls, or joint deterioration, maybe caused by settleerent of the foundation system. This Matter should be verified. 4. Paint exterior wood trim, deck, soffits and timber beams. 5. Strip concrete floor of the Apparatus Room and apply new sealer or orating. 6. Paint all interior walls, doors, etc. 7. Remove roof vents in Apparatus Roam (addition) where unit heaters were moved. S. Relocate downspout an west exterior wall to avoid paling at entrance door to building. 9. clean all mechanical duct work. 10. Replace or clean mechanical registers and diffusers as required by their oorriitiak. 11. Secure or re -install loose guard rail, at 42" high, and wall ladder in Hose Tower. 12. Replace acoustic tile ceiling panels in Chief's Office on first floor. 13. Replace damaged gaskets at overhead doors. Maintenance and Repair, Requirements* - 14. Replace or repair overhead doors where Panels are delaminating. 15. Insulate hot water piping, as required. 16. Consider repair of sagging or deflecting roof Purling in Apparatus RrK= - of original building. Plans specified 41-0" on -center spacing of Purling M :i 1 although actual installation is 61-0" on --center. -17. Remove or replace original Modine unit heater in original Apparatus Room that appears to be. non-operationia. 18. Remove or verify need for wall exhaust unit on upper south wall of south addition to Apparatus Room. Unit does not appear to be OPerstiOnal- 19. Repair broken windows or remove and block up openings on interior wall between Meeting Roan cn second floor and Apparatus Roca. (Note: Refer to items 5 and 9 of Building Code Analysis-) 20. Replace exterior windows of second floor Meeting Room and Kitchen which are single glazed and in poor condition. 21. Remove asbestos, construction materials from the building,, -ms required, based on an asbestos survey to be performed by a qualified consultant. This item is an indication of concern only based on 1961 construction when asbestos was commonly used for pipe insulation, floor tile, etc. 'A b r:A c. 1 0 3 EVALUATION of FIRE STATION BUILDING for CITY OF NEW HOPS Building Code Analysis: An on-site review of the existing fire station has revealed a long list of code violations and issues that should be resolved in order that this building conform with applicable codes, ordinances and reasonable standards of construction. The following is a partial list of code related issues or .-violations that should be corrected if the building is to be utilized as part of an expanded fire station facility: 1. Meeting Room on second floor does not have two means of egress. (Requirement is based on occupant load.) 2..;. The stair -ay to the second floor is not contained in a fire rated enclosure. 3. 'Stairway handrails are not proper length extending 6 beyond top and bottom stair nosings. 4. Corridor on first floor is dead ended and does not have second means of egress. 5. Wall separation between Apparatus Pow ( e), B-1 Occupancy, and the balance of building, B-2 Occupancy, is not a 1 -Hour rated wall as required. This affects all openings in the wall including ductwork, windows and doors. Operating windowss should be eliminated. 6. Hose Timer does not have a ship's ladder or stairway system for access to the upper portion of the tower. (Vertical ladder is not acceptable.) 7. Dormitory Roo® of first floor should not have, direct . and open accessibility to gas-fired furnace. 8. Kitchen on second floor should not be an open space within the Mechanical Roam which should be separated by a one-hour rated wall enclosure. Also, the mechanical ductwork in this roam is less than 7'-0" above the floor which is too low and not permitted. 9. Meeting roc® on second floor in not properly ventilated. Note: When the interior windows to the Apparatus Roc® are opened, a negative pressure is created in the building. One window is broken and is always open. 10. Meeting Room and Kitchen on second floor are not handicapped accessible. 4 Building Code Analysis: z. 11. Men's and Women's toilet Roams, on first floor, are not designed for the handicapped in terms of required size, fixtures and equipment. Also, there are not enough plumbing fixtures or toilet rooms in the building based on occupant load. 12. Entrance door on first floor is not handicapped accessible dux to changes in level and concrete stoop. 13. Number of electrical outlets and receptacles are not t*.., 14. Electrical wiring ' in- Apparatus Rocm and Hose Tower is not,ground-fault circuit protected. 15: Kit;hen on second floor ds not mechanically ventilated or exhausted. 16. Building does not conform to current energy oode requirements. Roof insulation, wall insulation, or lack thereof, glasa,and glazing are not adequate. 17. Apparatus' Rcxrm '(garage) does not have proper ventilation system for required air changes. ; i8. Toilet Foes and Shower. Room 2re not adequately, exhausted. 19. Cores in pre -cast concrete floor planks of second floor are being used as ducts for registers on the north wall of the Meeting Roam which is not acceptable. 20. Due to dam "di!sftw-of the furnace units, draft indwers.were recently installed. The occurance of dam drafts is indicative of a negative pressure in the* building,. the cause of which should be determined and resolved.: `4 . - 21. The following is a partial list of deficiencies of each roam or facility: General d6miaients: 1. Quality "of interior materials, finishes, and colors are outdated and unattractive. 2. T building is in a state of overall deterioration. '5:' Furniture and equipment is outdated and unattractive. 4. Building does not have a vestibule or main entrarx a lobby. Further, the -building is deteriorating and in need of substantial °impairs and maintenance. As a result, there has been an adverse a:'fect„on:the morale and efficiency of the Department. Further, the overall lack :of quality facilities may be detrimental to recruitment and retention offirefighters. Space deficiencies are typical throughoiet'the entire building. The need for additional,apaceraffect storage and maintenance <of apparatus, equipment storage ;A,„,mai enan:e, firefighter training, operations center/dispatch, administration; -and general storage. Additional space is needed to provide for public education, emergency standby quarters for sale and female firefighters, and an emergency operations canter (BOC). The current building does not meet the functional requirements of the Department. There are numerous repair and maintenance items described in this report most of which can be taken care of, some at great expense. However, building code violations will be more difficult, if not impossible, to totally resolve due to limitations of space and nature of existing construction In order for this building to be brought up to code, extensive remodeling will be required including redesign of the mechanical and electrical systems. It should be emphasized that even if the building is brought -up to code -and all items of repair and maintenance taken care of, the building will not meet the functional or space requirements of the Fire Department. Accordingly, the advisability of spending a significant amount of money to upgrade a building that will remain functionally deficient is questionable.
