This includes Xylon Avenue North, which runs north and south along the west side of the site, and 45th Avenue North. City staff is hopeful that Xylon Avenue North will set the standard for street design within the City Center, as the city intends to continue the same improvements through multiple redevelopment phases. The vision for Xylon Avenue North was to create the “focal entrance point into City Center.” Public improvements and streetscaping enhancements include an entrance plaza, a convertible street space, buried utilities, and new streets, sidewalks, trails, lighting, streetlight banners, fencing, signage, and landscaping. City of New Hope 2016 Bus Tour 2 Life Time Fitness | 4203 Winnetka Avenue North Life Time Fitness is undergoing a 7,839-square foot addition that will be used for a group exercise program. In conjunction with the addition, the mall is enhancing the wall treatments along the west side of the building, which faces the Hy-Vee redevelopment site. This includes the screening of trash enclosures, the installation of new façade, and the installation of new tenant and marketing signage. The signage was approved through an amendment to a Conditional Use Permit for Planned Unit Development. City of New Hope 2016 Bus Tour Before Progress 3 North Memorial | 8100 42nd Avenue North North Memorial constructed a new 14,740-square foot primary care medical clinic that opened on February 16, 2016. The state-of-the-art clinic provides preventative services, acute care, chronic disability management, and specialty services including rheumatology, dermatology, and podiatry. The clinic moved its staff from an existing location in Plymouth. The clinic was developed in partnership with The Davis Group and focuses on creating the best possible experience for patients. This includes include rapid check-in capabilities and the latest technology to guide patients through their visit. The building satisfies “Phase 2” requirements for development of the land, as outlined by a Development Agreement between Hy-Vee and the city of New Hope. Hy-Vee negotiated a deal to sell the land to the adjacent New Hope Mall in exchange for an easement that provides an additional entry point into the grocery store from 42nd Avenue North. City of New Hope 2016 Bus Tour 4 Jordan Pond | Jordan Avenue North & Northwood Lake The control of storm water sediment into Northwood Lake was the goal of the Northwood Lake project approved by the New Hope City Council and the Basset Creek Watershed Commission. Basset Creek flows directly underneath Highway 169 and into Northwood Lake. A new 66” Reinforced Concrete Pipe was installed to channel the creek water more effectively from Highway 169 to Northwood Lake. A trash guard was also installed to stop any large debris from entering Northwood Lake. Previously this city-owned site was vacant with a small hill built up from material dredged from Northwood Lake in the past. This summer, all of the excess fill was removed and a holding pond was built. This pond, typically about 5’ deep, will collect almost 20 acres of runoff from Jordan Avenue North and from the surrounding homes. Water enters the pond from a collection pipe system to the south, and exits the pond through an overflow structure to the north. This structure ensures that water stays at a specific elevation, with the exception of large rain events where water is allowed to overflow into the new 66” storm pipe, and drain into Northwood Lake. City of New Hope 2016 Bus Tour 5 Street Reconstruction | Northwood South The 2016 Northwood South Area project includes an aggressive pavement management program and improvements for this area. The city sold bonds to finance $4 million of the $4.8 million project. The streets in yellow and blue on the map to the right will be receiving a full reconstruct, including:  Decatur Avenue North  Ensign Avenue North  Flag Avenue North  Northwood Circle  Gettysburg Avenue North  Hillsboro Avenue North  Jordan Avenue North The streets in red will be receiving a mill and overlay, including:  Boone Circle  Northwood Parkway  Gettysburg Avenue North  Independence Avenue North A total of 2.2 miles of streets are scheduled to be reconstructed, 0.77 miles to be reclaimed, 3.27 miles to receive mill and overlay, and 0.2 miles to receive edge mill and overlay in 2016, for a total of 6.44 miles of improved streets. City of New Hope 2016 Bus Tour 6 Northwood Lake | 8816 Northwood Parkway The control of storm water sediment into Northwood Lake was the goal of the Northwood Lake project approved by the New Hope City Council and the Basset Creek Watershed Commission. Construction of improvements at Northwood Lake were made to benefit the needs of the city and the environment in the cooperative agreement improvements and adopted BMP’s. The lake is now protected from its inlets by using rain gardens and a storm pond near the lake on Jordan Avenue North. A 160,000-gallon water reuse system/storm water treatment structure for surface water management was constructed at Boone Avenue North and Ensign Avenue North. The water reuse is directed to the ballfields on the east side of Boone Avenue North and has the potential to save over $10,000 in irrigation costs annually. The $1.6 million stormwater project was funded by various sources, including the Bassett Creek Watershed Management Commission, a Minnesota Pollution Control Agency grant, a Minnesota Board of Water and Soil Resources legacy grant, and the city. This complex and controversial project involved many public and private stakeholders who worked together to make it successful. The project was combined with a park project in an effort to save on costs and prevent disruption of the park for two consecutive years. City of New Hope 2016 Bus Tour 7 Northwood Park | 8816 Northwood Parkway The playground improvement project at Northwood Park started late spring. The previous equipment was replaced in 1995 and was not the oldest in the system, but the replacement was moved up two years to coincide with the storm water project. The project includes new container and equipment, wood fiber surfacing, replacement of benches and concrete pads, replacement of existing trail, an additional section of trail to make a loop and grading of the entire park. The project will be completed this fall with an anticipated ribbon cutting for the neighborhood late fall. Total budgeted $275,000, current estimated cost is $360,000. Funding for this project is available in the Park Infrastructure Fund. City of New Hope 2016 Bus Tour 8 Dunkin’ Donuts | 7820 42nd Avenue North Demolition of a vacant gas station and car wash took place in August 2016, at 7820 42nd Avenue North to make way for a new 2,000-square foot Dunkin’ Donuts. The location will be one of the first in the Twin Cities as the chain re-enters the market. The donut and coffee shop is scheduled to open in early 2017. City of New Hope 2016 Bus Tour 9 Scattered Site House | 4415 Nevada Avenue North The city acquired the distressed home at 4415 Nevada Avenue North in July 2015 as a part of the scattered site housing program. The home and garage were demolished with the intention of splitting the oversized lot and selling the lots to a developer to build two new single-family homes. In April of 2016, a request for proposals was sent to 19 builders marketing the lots. The city received proposals from three builders. The City Council selected Regal Homes as the preferred builder for the property, and approved a purchase and redevelopment agreement at the May 23, 2016, City Council meeting. The two new 3,229-square foot homes (2,329-square foot finished) will feature two-story designs, prominent front porches, high-end trim packages, a master suite, a main floor fireplace, an optional three-car garage, and vinyl siding with cultured stone accents. The image above is a representation of the homes that will be constructed. The closing will take place in September with construction to begin shortly thereafter. City of New Hope 2016 Bus Tour 10 Fred Sims Park | 4424 Nevada Avenue North In February 2015, the Council re-zoned the property at 4424 Nevada Avenue North as park land and it became part of Fred Sims Park. During the spring and summer of 2015, the CAC worked with Hennepin Technical College to develop plans for the space and the class implemented the planting design last fall. This park is scheduled for a playground improvement project in the summer of 2017. Final cost of planting project: $8,500. City of New Hope 2016 Bus Tour 11 Holiday Train Stop | 49th Avenue North & Nevada Avenue North New Hope has been selected as a stop for the 2016 Canadian Pacific (CP) Holiday Train. The CP Holiday Train is decorated with holiday lights and stops at various cities to put on musical performances as it travels throughout the country. Its objectives include entertaining the community and raising money and food for local food banks. All food donations stay in the community where it is collected. The train will be stopping in New Hope on Saturday, December 10, 2016, in the afternoon at the intersection of 49th Avenue North and Quebec Avenue North, near the Ice Arena. A 30-minute concert featuring holiday music will take place shortly after the train arrives. CP will be making a donation to a local food shelf, and those who are able are encouraged to bring non-perishable and/or cash donations. City of New Hope 2016 Bus Tour 12 Street Reconstruction | 49th Avenue North Project 962 is a Minnesota State Aid funded project, the street infrastructure improvement portion was funded by this source ($2 million of $3.4 million total cost). State Aid funds originate from the road tax on fuels. The utility infrastructure improvements were supported by each or their respective funds. The project consisted of a full reconstruction of 49th Avenue North from Boone Avenue North to Winnetka Avenue North, including pedestrian and bikeway improvements. In this section the utility infrastructure improvements consist of water and storm sewer replacement, with minimal sanitary sewer improvements. Mill and inlay street improvements are included for 49th Avenue North east of Winnetka Avenue North to the city border; and Quebec Avenue North, between 49th Avenue North and Winnetka Avenue North; as well as 54th Avenue North east of Boone Avenue North to Winnetka Avenue North. Blow mulch seeding is planned for the week of September 12 or October 19, and it is expected the contractor will pave during the week of September 12. The mill and inlay process begins with an asphalt mill which is a large machine that grinds up the surface of the roadway, turning it into a reusable resource used for roadway base material. This process can remove 1” to the full depth of the asphalt and is part of the process in full reconstruction to remove the old surface completely. The second portion of the process is to replace material into the milled area to the desired thickness. This restores the roadway to an almost new condition. The major factor for longevity for mill and inlay improvements is the strength of the road bed. A total of 2.2 miles of streets are scheduled to be reconstructed, 0.77 miles to be reclaimed, 3.27 miles to receive mill and overlay, and 0.2 miles to receive edge mill and overlay in 2016, for a total of 6.44 miles of improved streets. City of New Hope 2016 Bus Tour Mill & Overlay Full Reconstruction 13 Northwest of Christ | 8624 50th Avenue North A 13,427-square foot addition was approved in May 23, 2016, for Northwest Church of Christ. The expansion will accommodate the need for additional space for a growing congregation. The church purchased the adjacent parcel to the north of the property that contained a single-family home, which was razed in preparation for the expansion. The expansion will increase the footprint of the church by approximately 6,000-square feet. It includes a new assembly hall to be built over a full basement and an expansion of an existing mezzanine. The primary exterior building material is an LP Smartside product, a residential and commercial grade engineered wood siding in a 4’ by 8’ panel. This material will be used on the upper portion of the addition in a medium grey color for a majority of the new addition. Dark grey panels of the same material will be used to accent the “bump out” located on the north side of the building. The lower portion of the building will be dark grey in color and consist of a cementitious coating over poured concrete or burnished concrete masonry units. City of New Hope 2016 Bus Tour 14 Street Reconstruction | 50th Avenue North E of Boone Avenue North The 2015 infrastructure project included an aggressive pavement management program which covered a large portion of the city. Full reconstruction included removal of the street surface, base course, and water main, with storm sewer improvements, concrete curb replacement, pavement replacement and topsoil restoration work. A total of 1.45 miles of streets were reconstructed, 5.25 received mill and overlay, and 4.28 miles received edge mill and overlay in 2015, for a total of 10.98 miles of improved streets. City of New Hope 2016 Bus Tour 15 Winnetka Ave Overlay | 42nd Avenue North to Bass Lake Road After completion of the Winnetka Ave Quiet Zone, the county installed a 2” overlay of bituminous pavement on Winnetka Avenue North from 42nd Avenue North to Bass Lake Road. The project was delayed by the necessity of a gas main replacement by Center Point, which had occurred in the two years prior, and was completed in the fall of 2015. A total of 1.45 miles of streets were reconstructed, 5.25 received mill and overlay, and 4.28 miles received edge mill and overlay in 2015, for a total of 10.98 miles of improved streets. City of New Hope 2016 Bus Tour 16 Winnetka Quiet Zone | 51st Avenue North & Winnetka Avenue North A Quiet Zone was created at the railroad crossing north of 51st Avenue North and south of Angeline Drive on Winnetka Avenue North. The city was responsible for preparing plans and specifications, administering the construction contract, and engineering/inspection of the project. The project included the milling of bituminous pavement, installation of a concrete median, a bituminous overlay, pavement marking, signage, and pedestrian improvements. The project was funded entirely by Hennepin County as the Constant Warning time apparatus had already been installed by the railroad. The Quiet Zone went into effect on October 22, 2015. City of New Hope 2016 Bus Tour 17 Lift Station No. 1 | 7301 Bass Lake Road Lift station No. 1 improvements involved the installation of an emergency generator, automatic transfer switch, and all ancillary equipment. Lift station No. 1 serves the northeast portion of the city for both residential and commercial areas. The goal of project was to improve the level of service, assure uninterrupted service , and promote efficiency in operations. Staff identified backup power as an essential need at the city’s largest lift stations and considers installation of backup power a high priority. The project was funded by the sanitary sewer fund. The cost of the generator was $89,000 and site improvements were $68,000, for a total project cost of $157,000. City of New Hope 2016 Bus Tour 18 Parkview | 55th Avenue North & Winnetka Avenue North Construction is underway on Parkview, a 60-unit housing development at 55th Avenue North and Winnetka Avenue North by Centra Homes. Six homes have been completed, and construction is underway on an additional twenty homes. The residential subdivision will consist of 29 single-family homes and 31 detached townhomes. The developer plans to build about 20 units per year for the next three years. The two-story, single-family homes (shown above) will be offered for $325,000-$350,000, range from 2,585-3,990 square feet, and will offer a variety of models and floor plans. Each model will include a two-car garage, with a number of models offering an option for a three- car garage. The detached townhomes will be offered for $250,000-$275,000, range from 1,974-2,128 square feet, and will be association-maintained. There will be four models to select from, all including a full basement and space for a 12-foot deep deck or patio. City of New Hope 2016 Bus Tour 14 19 Alatus Luxury Apartments | 8400 Bass Lake Road Alatus, LLC is proposing to construct a $36 million, four-story, 183-unit luxury apartment building on the city-owned site adjacent to New Hope’s golf course. The city completed a market feasibility study in the spring of 2015, to determine what type of redevelopment was best suited for the site and concluded that luxury apartments were the most viable option. The developer held two community meetings to discuss the proposal with the City Council and neighbors. Land use approvals are now in place, and the city is working with the developer to finalize details of the purchase and redevelopment agreement. The developer anticipates beginning construction in the fall of 2016, with a spring of 2018 opening. City of New Hope 2016 Bus Tour 20 Scattered Site Housing | 9115 & 9121 62nd Avenue North The property located at 9121 62nd Avenue North was acquired as part of the city’s scattered site housing program. The city demolished the distressed home, split the oversized lot, and sold the lots to a developer to build two new single-family homes. Local custom home builder Novak-Fleck Inc. purchased and developed both vacant lots. New residents purchased and moved into the 2,446-square foot homes in April of 2016. The homes feature 3-car garages, granite countertops, vaulted ceilings, and a master suite. City of New Hope 2016 Bus Tour Before After 21 Bass Creek Restoration | 6085 Hillsboro Avenue North Based on the feasibility report to the Shingle Creek and West Mississippi Watershed Management Commissions’ Technical Advisory Committee (TAC) for their review and comments, suggestions were included on stream improvements and Best Management Practice (BMPs). These recommendations were incorporated in the project to improve the habitat for aquatic organisms in the creek. Work was completed in the fall of 2012. The contractor had a three-year planting agreement that was closed out this summer. Work included slope stabilization by use of tree revetment and installing riffles along the stream bed. City of New Hope 2016 Bus Tour 22 Crack Repaired Streets | 60th – 62nd Avenue North To maximize the life of the pavement on city streets, New Hope annually schedules crack repair and seal coating of selected city streets. This is an activity that is critical to the city’s current pavement management strategy. City staff along with the contractor have each performed crack filling with separate products to test performance of each. After crack repair is complete the roads are ready to have the surface coated to seal out moisture which is the leading cause of asphalt failure. The process involves application of an asphaltic emulsion followed by a trap rock aggregate. After a few days sweeping of the aggregated takes place, followed by an asphaltic fog to encapsulate and lock in the aggregate while further sealing the road surface, rock release has virtually been eliminated with this process. The added benefit to fogging is the road will be given the appearance of a jet black surface, which will last many years, and resembles a newly paved surface. City of New Hope 2016 Bus Tour 23 Victory Park | 5550 International Parkway Victory Park was built in 1991 in a wetland area as a second lighted athletic field complex for city use and is used primarily for the adult softball program. Over the years, a swale developed in center field and the right field started to sink slightly. Minimal corrective work was completed in 2007 and a major improvement project was finalized last year. The project included raising the elevation of the right field, improving the drainage, new fencing, and replacement of the trail. Funding for this project was available in the Park Infrastructure Fund. Final cost: $304,000. City of New Hope 2016 Bus Tour 24 Public Works | 5500 International Parkway During City Council work sessions in 2014, 2015, and 2016, the cost of a Central Garage expansion was identified in the 2018 Capital Improvement Plan. The purpose of fully housing Central Garage equipment inside a facility is to protect investments, increase longevity/reduce weathering, increase efficiency, and reduce accidents and injuries. To date, a few needs and upgrades have been completed in the administrative center, such as security upgrades, office windows, office chairs, lunchroom tables, ergonomic workstations, partial roof replacement, specific HVAC replacement, new larger lockers, and enlargement of the locker room. An addition to the mechanic’s area of the Central Garage was completed 16 years prior to these housekeeping improvements. The space needs of the department have grown over the past 16 years and there will be additional demands in the future. In this regard, staff is being proactive by informing the City Council of the space needs in an effort to continue providing efficient services for the community. Respectively, over the last five years, other improvements have been identified but delayed with the hope of integrating them into a future single project along with the expansion. The city’s financial consultant, Abdo, Eick & Meyers (AEM), has recommended that the Central Garage Reserve fund the expansion, and an annual budget expense line item has been created for the Central Garage Building in order to pay for the long-term improvements or building replacement. The City Council authorized staff to request RFP’s for architectural consultants to determine if the project is feasible and supportable by the Central Garage Reserve fund and AEM. City of New Hope 2016 Bus Tour 25 Avtec | 9101 Science Center Drive Avtec Finishing Systems, which specializes in metal plate finishing, is expanding their operations with a 20,763-square foot addition. The addition will improve workflow through added space and remodeling. It will enlarge the shipping and receiving operations and include a new two-story office at the northwest corner of the building. The office is accented with a prefinished metal panel system and storefront glass corner entrance area. The addition will provide a new exterior wall on the east and north sides of the existing building. The new exterior walls are integrally colored, exposed aggregate precast concrete panels. Along with the building addition, the parking lot will also be enlarged to accommodate the minimum code requirements. City of New Hope 2016 Bus Tour 26 Industrial Equities | 9449 Science Center Drive A 48,000-square foot speculative industrial building at 9449 Science Center Dr ive was approved in July 2015. Demolition took place in early 2016, and the building is now under construction. The high-quality, single-story, multi-tenant building replaces a vacant and distressed industrial building, and will provide flexible space to meet the needs of many potential tenants. The building is expected to be completed in the fall of 2016. A Tax Increment Financing (TIF) district was created to provide up to $370,000 in assistance for demolition and abatement expenses. City of New Hope 2016 Bus Tour 27 Street Reconstruction | 47th - 49th Avenue North & Flag Avenue North The 2015 infrastructure project included an aggressive pavement management program which covered a large portion of the city. City of New Hope 2016 Bus Tour 28 Scattered Site Housing | 4511 Boone Avenue North Novak-Fleck Inc. is constructing a new two-story home at 4511 Boone Avenue North, which is listed for sale on the MLS for $314,900. It will replace a home that was destroyed by a fire in 2013. The city worked with the bank for over two years to acquire the property to clear the blight from the neighborhood. The new 2,952-square foot home will feature a two-story design, prominent front porch, a high-end trim package, a master suite, a three-car garage, and vinyl siding with cultured stone accents. City of New Hope 2016 Bus Tour 29 Noise Wall | 42nd - 49th Avenue North & Highway 169 Through an agreement with MnDOT, the city partnered in the construction of a noise wall along the east side of Highway 169, between 42nd Avenue North and 49th Avenue North. All major construction is complete. As the project was being developed an opportunity to improve a storm water flooding issue was brought forward. To correct the storm water issue additional construction costs, engineering and additional funding were required, therefore, the project has increased over the original $1.2 million estimate. The city's portion of the updated cost estimate for the noise wall and storm sewer construction was $220,201 ($203,890, and associated construction engineering $16,311). City of New Hope 2016 Bus Tour
