Members Present: Kuebelbeck, Price, Adams, Michaletz, Trucker, Krueger, Teschner Members Absent: Kelso The meeting was called to order by Mr. Keube~beck in the absence of Chairm~n Kelso. Mr. Kuebelbeck read the request for Special Use Permit for Bass L~ke L~d Company for multiple dweLl~gs on Boone Avenue from &Sth to &Tth Avenue North as advertised in the Village newspaper dated 9 January, 1962. Mr. Curt Hanson of Ba~s Lake Land Company presented tax information i~icating that multiple dwellings had a net benefit of $22,613.00 over seventeen single family dwellings that could be built on the same property. He also stated that the Village should be interested in making living quarter~ available to potenti~l workers and school teacher~. He said that the units would have a minimum of two bedrooms ~nd would rent for a n~-tmun- of $125.00 per month. Approximately ten residents of the Village presented arguments age_inet the issuance of the Special Use Pe~ait. Their arguments c~ntered primarily on increased Village services r~quired and the pot~ntiel for increased school req'~irements~ Mr. Teschner ~ie a motion to de~y the request for special use permit. Seconded by Mr. Price. Upon a rol~ call vote the following voted in favor - Mr. Teschner, Mr. Price Mr. Km~eger. The following voted against- Mr. Adam~, Mr. Michaletz, ~ir~ Trucker, Mr. Kueb~lbeck~ whereuDon the motion was declared defeated. After further disuu~sion on the problem the following motion was made by Mr. Trucker, seconded by Mr. Krueger that the matter of multiple dwellingi.~construction in the Village be referred to ~he newly mppointed Village Pl~uners for their recmmaendaticns on this Special Use Permit in conjunction with a Village wide survey on multiple dwellings and the problems ~s~ociated therewith. Motion carried. The Chairman of the Planning Commission Sub-Committee appointed to held ~oint meetings with members of the City of Crystel P~ar~ing Commission reported on the subjects discussed and the decisions reached. Motion by T~cker, seconded by Teschn~r to refer the following to the V~lage Council for their consideration and action ms they deem necessary or desirable. · "1. The City of Crystal has easements o~ the south side of 60th Avenue North from Broadway to Louisiana Avenue North and are wil!ir~g to consider the '°~oint construc- tion of the street. It was recommended that the New Hope Village Engineer and the City of C~rystal Engineer meet and arrive $ a mutually acceptable division of costs and go ahead with the street improvement project. 2. The City of Crystal is ag~eab!~ to the joint construction of mn extension of Nevada Avenme North South of 36th Avenue. It was recommended that the New Hope Village F~ugine~r meet with the City of Crystal Engineer and agree on a division of c~msts~ construction details a~i the installation of ~tilities Platting Commission Minutes of 16 January 1962 Page 2 in the street prior to construction. It is the opinion of the New Hope representatives that since only New Hope has water at this location it would be to the benefit of both municipalities to install New Hope utilities. 3. The City of Crystal representatives indicated that their Park Board and Planning Commission are in favor of expanding the G~ynnco Park to Kentucky Avenue as reccmwaended by the New Hope Park Board and Plsmm/ng Commission. They also agreed that development of the Park should remain the responsibility of the New Hope-Crystal Lions Club. &. It was the joint recommendation of both groups that the R. R. Crossing at Agth Avenue North and at Louisiana Avenue North are still desirable and further action should be taken by both municipalities to get an answer from the Minnesota Railroad and Warehouse ~ommission. Motion carried. The members attending the Joint meeting from the City of Crystal were Mr. Milton Lymdahl, Chai ~r~_n and Mr. E~agene ~bbert~ and from New Hope were D. Trucker, Chairman, Mol Ohman and Robert Kuebelbeck. The next meeting to discuss the possibility of adjusting our ~$oint boundary was set for l& February, 1962 at 7:30 o~clock p.m. at the New Hope Village Hall. The Planning Commission minutes of 2 January 1962 were approved as read. Mr. Malanfant presented a plat of Wendy gane apartment area showing reduced lot size and a relocation of the parking lot on the northernly building at Nevada Avenue North of &let Avenue. Mr. Malanfant agreed to get a copy of the plat~ for the Planning Commission files. Motion was made by Kru~ger, seconded by Adams to approve the reduced sized lots subject to the parking lot on the northernly building being reinstalled on the north side of the building. Motion carried. Mr. Malanfant presented site pla~ of the four £irst lots on 62nd Avenue North between Broadway and Sumter Avenue North~for,the construction of four apartment b~ildings. Mr. Malanfant agreed 't~ furnish copies of the Plat plan for the Planning Commission files. Motion.by Price, seconded by Teschner to approve the plat plan as presented. Motion carried. Furthe~z discussion was h~ld as to _the problem of the influx of requests for special use permits and rezoni~ng for multiple dwellings. Mr. E. Peterson asked if the Planning Commission ham controls and plans for =~ltiple dwellings? Answer was nothing other than what-is now in the Zoning~ ar~ Building Code~. Mr. P. Salisbury requested that a study be made to see what limits conld b~ established on the quantity of multiple dwellings and Est an ordinance to control them. Hr. John Niedenfuer requested information On the possibility of building two - & plex'e on Maryland Aven~e North of 36th Avenue North adjoining the existing multiples on the East side of M~ryland Avenue. He was advised to contact the Village Deputy Clerk for rezoning on Special Use Permit requirement~ end present the required data and dra~!ngs for consideration. Discussion was held on prospective new mambe~s for the Planning C~ts~ton. Since some of the letter~ of personal q,m~fications were not available for consideration, the matter was laid over until the next regular meeting. Discussion was held on a new ~i!ding Code. Mr. Kuebelbeck is to attempt to get copies of the National Code and Minneapolis City Code. Discussion was held on holding only one planning commission meeting per month. It was pointed out that the Ordi~mmce which established the Commission and the amend- ments thereto required two meetings per month. It was further suggested that possibly only ~h~t "action'; meeting be held and the second meeting be for disucssion, training and administrative work. The Planning Commission Secretary wac instructed to request that the Village Clerks office advise the newly appointed professional consultant~..planner to attend the next Planning Commission meeting 6 February 1962 and to send all future agenda item~, Planning Commission and Council minutes to them for their, consideration and recommenda- tions prior to the next meeting. He indicated that it would eventually be a ~ ~t un~% with 80 bed unit to be built first. He indicated that the build- ing would cost in the neighborhood of $5~000.00 per bed unit. The Village of New Hope adopt the Building Code of' New Brighton, dated 195~, as the new Building Code of New Hope. The Building Code of New Brighton should be adoated in its' entirety with the following exceptions: a. Obvious changes of names, places, ordinance numbers etc. b. Omit first sentence of 3-21! p. ~4 (trailor ~arks) c. Delete Sec. 4-3~ P. 19 (tra~lor ~arks) d. Alter Sec. 5-20, p. 21, 5th line (lot sizes) to read 9,500 square feet instead of lO,O00 square feet. e. Delete Sec. 6-2 p. 23 (room sizes). Reolace with Sec. 17, chaoter 52D, ordinance 61.60 of our pres'ent New Hope Building Code. 2. The Village of New Hope set up a permanent Building Code Committee. The responsibility of this co~nittee would be to keep the New Building Code up to date. This would involve investigating any proposed code changes and making recommendations to the Village Council. This committee would also, from time to time, re-evaluate our code and make further recommendations to the council. Much discussion was held reguarding this New Building Cod~. The major points of the discussion were as follows: 1. Because of the limited amount of time available to spend on the comoarison of our present code and the New Brighton Code, we are not prepared to make a reco~uendation to the council, but we feel the council should take into consideration the following items: a.
