The minutes of Thursday, January 5, 1961 were read (correction) page 1, paragraph 5, sentence 1 now reads, "The minimum length of trailor which would be permitted in the trailor court would be 38 feet in length.,, The minutes stood a~ corrected. Mr. Ray Peterson s~d Mr. Black and ~S~s. Ms, ion Thompson representing the Proposed Trailor Park appeared before the Planning C~mmission, with material cmapiled by the Minnesota Mobile Home Association which was read and placed on file. : ~. Tr~er was asked to giTM his report. Mr. Newal!, the Business A¢~minist~rator for District 281 stated the budget set per child is 315.O0 dollars for 1961, this does not include transportaion nor the funded debtedness. Mr. Trucker's report on trailor valuation is ham]led by the State at the time of licensing. Which~em~$ the taxes are collected in advance. A 1961 trailor tax valuation is 10% of the p~zrchase price; 1960 trailor ~%; 1959 - 7½%; and 1958 - 6~% ect.; which meama the deterioration of a trailor is great. A report from NewBrighton, Mr. Gould states the State paid$3,~03.62 for the calendar year of 1960 for 200 trailorswhich consisted of 153 trailors in parks$ 20 lived in for Business; ~ud 25 privately owned, which means $17.00 per trai!or was paid to the village. ~So Marion Thampson of the ~tate ~bile Trailor Association, gave this report: from l,075 Mobile Hemes all of which are in parks, children in grades 1-8 amount to 161; children in grades 9-i2 amount to 39 and 110 persons attending co~_leges. This su~eywas taken November of 1959. Mrs. Thompson stated that 85% of all the Mobile Hemes being b~ilt today are 40 feet and over, some are as high as 70 feet In length, with crank out 9 x 9 foot rooms. Mr. Hasbrouck, the Village Planner, pointed out aS this point, tralior parks or courts as we know them today are the ne~t thLug to a Junk yard, but there are trailor courts in the suburbs today that are w~l! kept, modern, and very attractive. The point about the n~mber o:~ children which~uld attend scho~ls$ no one aekes this question when a new house is being built. A modern well kept t:.'ailor court today brec~<s about even when it c~mes to taxes. The question which should be asked is what ~ffect will this have upon the azmextng parts of Plymouth and the west boundary as it stands is a ~traight !ineo I object to this proposal because off the eff~ct to Plymouth and ~.~o the we~t boundary lin~ ~f the Vil!~ of New Hope~ it is ~ straight l~n~ which ~houid b~ Page 2 In be~ogniti°n of the facts presented by proponents of the trailer court and the recmm~edgtions of the Village Planner, motion byTrucker, seconded by SicOra to recommend to the Council to reject at the present time for lack of ~widence the proposed traiior court, which would be iht he best interest of the Village of New Hope.
