1992 Fire Personnel CITY OF NEW HOPE 4401 XYLON AVENUE NORTH HENNEPIN COUNTY, MINNESOTA 55428 Fire Personnel Committee January 7, 1992 Meeting #1 City Hall, 7:00 p.m. CALL TO The New Hope Fire Personnel Committee met pursuant to due call and notice ORDER thereof; Chair Reiswig called the meeting to order at 7:07 p.m. ROLL CALL Present: Reiswig, Smith, Carlson, Fournier, and staff liaison Sherry Draper. Absent: Hillberg APPROVAL OF Motion by Smith, and second by Carlson to approve the November 5, 1991 minutes NOVEMBER 5, with the following revision: Chief Smith stated that the North Memorial ambulance 1991 MINUTES is now housed at the new fire facility for response purposes and the need to have standby from our fire department on Friday i~!51~i~i~iliiiii~ is now questionable. Voting in favor: All. PERSONNEL Sherry Draper reported to the Committee that the Personnel Rules and Regulations RULES AND revised by the Fire Personnel Committee were approved by the Personnel Board REGULATIONS and adopted by the City Council. The Rules and Regulations were then distributed to all employees. Chief Smith stated that there were some questions regarding reimbursement for mileage and the firefighters were informed that City vehicles were at their disposal for meetings and training and they are to use them and not their own vehicles. SEXUAL Sherry reported that the City has purchased a Sexual Harassment video. She stated HARASSMENT that the fire department has used it twice. Chief Smith reported that the video has TRAINING been shown to approximately 99% of the firefighters. Sherry stated she would distribute the sexual harassment handout that is given to new employees to the firefighters. Chair Reiswig asked Chief Smith if material is posted on bulletin boards in the fire facility regarding sexual harassment. Chief Smith stated that since the move to the fire facility the bulletin board material has not been posted. OFFICER Chief Smith stated that Officers Bjorklund and Datko are asking if they will be TRAINING receiving a letter from the City Manager stating that they are appointed as regular REQUIREMENTS officers since they have completed all the training requirements. Sherry stated she COMPLETED will be getting appointment letters out to the officers. REVIEW OF Discussion was held by the Fire Personnel Committee on training requirements for OFFICER the officers. It was noted that firefighters should direct their training questions to Fire Personnel Committee - 1 - January 7, 1992 TRAINING the Assistant Chief, the training officer. Applications for officer positions should REQUIREMENTS be submitted to the Fire Personnel Committee and be evaluated by them for equivalencies following any precedents that were set last time. The Committee will post the job requirements and job descriptions in a timely manner. Chief Smith will put the job requirement information out in his newsletter to the firefighters and communicate that they have to work on their qualifications early on to be able to apply for officer positions. RESCUE Chief Smith stated that the Rescue Lieutenant position is still vacant and he has not LIEUTENANT yet made a decision as to whether or not it should be filled. Chief Smith stated he POSITION sees more of a need for a Safety Officer on the department with a background in building construction, safety, and the knowledge of OSHA requirements so that individual is able to determine scene safety, station safety, and all around safety. This individual would check at the scene of a fire if personnel had their gear on properly, if the roof and floor are secure, if walls are buckling, and check if the whole scene is secure. Chief Smith stated he would like to develop a job description that would open up a position that was geared toward a Safety Officer. Chief Smith stated he would make a decision on this matter by the next Fire Personnel Committee meeting. SCHEDULE FOR Sherry reminded the Committee that the Lieutenant terms expire in June of 1992 LIEUTENANT and the position should be filled before the expiration date. The Fire Personnel RECRUITING Committee set the following schedule for the recruiting process: Job posting - May 1; Application deadline - May 15; Fire Personnel Committee to review applications - May 19; Interviews - June 2. Incumbents must apply and go through the whole interviewing process again. NEW Chief Smith reported to the Committee that Fire Chiefs from neighboring FIREFIGHTER communities will be meeting and talking about recruitment and medical RECRUITING requirements for new applicants coming in. Chief Smith said that the Fire Chiefs PLANS will be developing a schedule for recruiting that will be held on the same dates in all communities so more attention can be generated and hopefully more recruits can be attained. Chief Smith stated we have a need for more firefighters, possibly six. He stated we have 33 firefighters now and he would like to get up the numbers up to 38. Chief Smith reported that because of the Americans with Disabilities Act (ADA), physical requirements must now be put in job descriptions. Chief Smith stated he would have a date for recruitment of new firefighters at the next Fire Personnel Committee meeting. Chief Smith went on to say that the department is working with a doctor from North Memorial developing the standards for physical requirements of firefighters. O F F I C E R Sherry Draper reported that there have been two appeals submitted and responded DECISIONS AND to. She stated that Chief Smith and she have discussed the appeal process when a APPEAL person normally goes to their supervisor, then to the Department Head, but in the PROCEDURE Fire Department the Fire Chief is an officer as well as a Department Head. Sherry suggested that Chief Smith not participate in the decisions made by the Fire Officers so that he as the Department Head is the next step in the appeal process. Committee member Fournier stated there is no time limit in the Rules and Fire Personnel Committee - 2 - January 7, 1992 Regulations stating when the City Manager must reply to appeals. The Committee determined that the person appealing should have the burden of following up on their appeal. It was decided that a procedure should be developed that an acknowledgement receipt for an appeal should immediately be given to the person who is filing the grievance. Chief Smith stated he would go over the grievance and appeals procedure with all of the firefighters. WAGE Chair Reiswig confirmed that the Wage Committee of the Fire Department is no POLICY longer in existence. Chief Smith stated he would be taking full responsibility for preparing a wage proposal for 1992. FIREFIGHTER Chair Reiswig asked the Committee members if there has been any more feedback EVALUATION OF as far as the officer selection process was concerned. Committee members Fournier OFFICER and Carlson stated that they have had positive input from the firefighters. Chair SELECTION Reiswig stated that the Personnel Board is very pleased with the work that this PROCESS Committee has done the past year. COMMITYEE Sherry Draper asked the committee members if there were any goals they would OBJECTIVES like the Fire Personnel Committee to achieve in 1992. Discussion was held FOR 1992 regarding the terms of office for members of the committee. Chair Reiswig stated that this issue should be considered by the Personnel Board. Chief Smith stated he would be working with Sherry on revising the firefighter job application form. Sherry also stated that meeting dates should be set for 1992 and consideration given to the necessity for this committee to meet every month. CONSOLI- Committee member Fournier and Chief Smith as a members of the Fire DATION STUDY Consolidation Committee reported that there has been one meeting of the REPORT Consolidation Committee and basically it was to get to know each other and develop goals. The committee consists of the mayors from each city, the managers from each city, the fire chiefs from each city, firefighters from each city and citizens from each city. The New Hope City Council asked that a decision be brought back to them in six months on whether this issue should be pursued. OTHER Chair Reiswig asked Fire Chief Smith if the specifications have been written for the BUSINESS new fire truck. Chief Smith stated they have been written and will go out to bid in the near future. The next meeting for the Fire Personnel Committee is set for February 4, 1992. Voting in favor: All. 1992 MINUTES RESCUE Chief Smith stated that he and the police department have been working together LIEUTENANT/ and assessing the possibility of restructuring the rescue lieutenant's position as that SAFETY individual schedules Company 3 standbys on Monday night and Friday night. The OFFICER police department said they would support the opportunity for the fire department POSITION to be more active than just on Monday night and Friday night to assist the police department on specific medical calls. Chief Smith stated his decision is not to fill either one of the positions at this time, but put it on hold and assess it for a future time. NEW FIRE- Chief Smith stated he had met with other fire chiefs in the area and discovered that FIGHTER Hennepin Technical College will offer Firefighter I twice a year and Anoka RECRUITING Technical College will offer the course on a as needed basis, so that need not be a PLANS concern in hiring new applicants. Chief Smith stated that the probationary firefighters are completing their requirements, so hiring a new group can be introduced into the department. Chief Smith stated that there will be information in the City Newsletter going out the third week in March with an article on recruitment of firefighters. Sherry Draper stated she would like to set the first meeting in May for interviewing new applicants so that they would be on board in June. Chief Smith stated he would like the committee members to bring their calendars to the next meeting in order to block off some dates for interviewing. TERMS FOR Sherry Draper stated that the Personnel Board looked back at the original COMMITTEE communication from the City Manager putting this committee together and the MEMBERS suggestion then was to have a term of office of two to three years and the Personnel Board would make the determination on the term of office. The Personnel Board at their last meeting decided the term of office should be two years and the first Fire Personnel Committee - 1 - February 4, 1992 term be retroactive to January 1, 1991, and that the terms should be staggered. This would include the positions of the two firefighters and the New Hope citizen. Chair Reiswig stated it did not include his position because the Personnel Board had not yet determined this length of office. After discussion, Committee member Fournier stated he would extend his term on the committee to three years in order that staggered terms could be initiated. PHYSICAL Chief Smith reported he has not heard back from the doctor who is working on the REQUIREMENTS physical requirements for firefighters. FOR FIRE- FIGHTERS KEN SCI-IILLING Ken Schilling was unable to attend the meeting due to his work schedule. The APPEAL Committee reviewed all the information provided by Ken. The Committee also took into consideration information provided by Chief Smith and Sherry Draper. Motion by Greg Carlson, and seconded by Don Fournier, to revise Ken Schilling's attendance record for the month of August due to his hospitalization and the unique situation of three drills occurring during the six days of his availability - and to remove the October 3, 1991 disciplinary letter from his file. Voting in favor: All. Chief Smith abstained. CONSOLI- Committee member Don Fournier reported that he had attended the second DATION Consolidation Committee meeting. Frank Quisenberry, facilitator of the committee, STUDY REPORT was unable to attend so it was not a very productive meeting. Don reported that they did watch the video "Business of Paradigms" which was very good in that it encourages people to look at change in different ways. Chief Smith stated that both the Fire Chiefs received direction to present an organizational chart, review the resources of their departments as far as personnel, equipment, age of equipment, maintenance of equipment, and rolling stock and bring it back to the next meeting. OTHER Chief Smith distributed a supplemental sheet for firefighters that could be attached BUSINESS to a generic employment application. The committee discussed and edited the supplement and Chief Smith will bring the revised copy back to the next meeting. APPROVAL OF Motion by Fournier, and second by Hillberg to approve the February 4, 1992 FEBRUARY 4, minutes amended as follows: Chief Smith stated his decision is not to fill ~ 1992 MINUTES ~i!~~ii~gi~iiii~ii~iii~ii~i!i~i~ at this time, but put it on hold and assess it for a future time. Voting in favor: All. TEMPORARY Chief Smith reported that Fire Lieutenant Frank Datko has resigned from the fire OFFICER service and his term of office needs to be filled. Chief Smith stated he would like APPOINTMENT to fill the position on a temporary basis until the term of office expires. All firefighters have had the opportunity to submit a letter of intent listing their qualifications. One letter was received from Douglas Anderson who has all the qualifications that are required of this position. MOTION Motion by Smith, seconded by Fournier to recommend to the City Manager that he make a provisional appointment of Douglas Anderson as Fire Lieutenant. Voting in favor. All. FIREFIGHTER Sherry reported that she had received a memo (addressed to Doug) from 15 REQUEST FOR firefighters requesting that the Fire Personnel Committee attend a Fire Department COMMITTEE TO meeting. She responded to them saying that their issues should be brought to the ATTEND Committee through their representatives. She also informed them of this meeting DEPARTMENT date and said if they wished to attend they should notify Chief Smith. MEETING Don Fournier distributed a memo to the Committee from the firefighters stating they did not feel it was necessary to attend the meeting. They attached a list of questions for the Committee to address. After reviewing the questions and a lengthy discussion, it was decided by the Committee that most of the questions concerned the management of the Department. It is appropriate for these types of questions to go directly to the Fire Officers. The Fire Chief and the Fire Officers will be responding to these questions. There may be a number of courses that would qualify for administration/ management training. This question should be directed to the training officer. Concerning the question of receiving minutes in a timely manner, it is standard procedure that City committees approve minutes at their next meeting and distribute the minutes only after they are approved. Sherry will communicate this response from the Committee and advise the firefighters to ask future management questions Fire Personnel Committee - 1 - March 3, 1992 directly of the officers. NEW FIRE- Chief Smith stated that any new recruitment will be on hold until next fall, but he FIGHTER would like to see applicants that are on file interviewed now. Chair Reiswig stated RECRUITING that the candidates on the current certified list can be offered jobs right away if they SCHEDULE are still available. Chair Reiswig stated that an interview schedule should be set up. After discussion, it was determined that interviews will be held at the next Fire Personnel Committee meeting on March 31, 1992. Sherry stated she would contact the candidates on the certified list and see if they are still interested and available. Chief Smith stated that candidates with day response availability will have preference over night responders. Committee member Fournier clarified this point by stating: at this time there is no job opening for the night time schedule. Sherry stated she would write to the new applicants and send them pertinent information regarding the Fire Department, tell them that the Fire Personnel Committee will be interviewing on March 31, and ask them to schedule an appointment. RESPONSE The Fire Personnel Committee discussed the response area for the New Hope Fire AREA Department. Chief Smith stated that the response area was established indicating the response time would be geographic borders based upon a time frame. The time frame is 7 minutes to the Fire Station. Committee Member Greg Carlson left the meeting at 8:45 p.m. PHYSICAL Chief Smith apprised the Committee that he has not heard from the doctor as yet REQUIREMENTS so he had nothing to report. This issue will be placed on the agenda for next FOR FIRE- meeting. FIGHTERS EMPLOYMENT After discussion by the Fire Personnel Committee, it was determined that the Fire APPLICATION Department Employment Application will be tabled until the primary New Hope City Employment Application is updated. CONSOLI- Chief Smith reported that the last meeting was conducted in New Hope on February DATION STUDY 25. A mission statement was established at that meeting. Two areas of the fire REPORT service were reviewed, the organizational structure of the two departments, and the resources (fire equipment) and goals were established. Chief Smith stated that the consolidation study will take about twelve months to complete. OTHER Sherry reported that one or all of the New Hope Firefighters have applied to BUSINESS AFSCME (American Federation of State, County, and Municipal Employees) to be considered as a collective bargaining unit. The City has received official notice from the Bureau of Mediation Services that this request has taken place. TO ORDER The New Hope Fire Personnel Committee met pursuant to due call and notice thereof; Chair Reiswig called the meeting to order at 7:05 p.m. ROLL CALL Present: Reiswig, Smith, Carlson, Fournier, Hillberg, and staff liaison Sherry Draper. Since Doug Smith had to leave the meeting at 8:00 p.m. to host the Mutual Aid meeting, he did not participate in the firefighter interviews. APPROVAL OF Motion by Smith, and seconded by Carlson to approve the MINUTES March 3, 1992 minutes as written. Voting in favor. Ail. PHYSICAL REQUIRE- Doug Smith reported that the Chiefs Association had met MENTS FOR FIRE- with Dr. Mark Berg from North Works. They reviewed the FIGHTERS mandates from ADA, OSHA, and AWAIR, as well as the recommendations from NFPA (copy attached). They will begin to develop a plan at their next meeting. Standards will be for all firefighters, not just recruits. CAPTAIN VACANCY Since Ed Anderson is moving outside the response area, he has resigned from the Department effective April 1. The Committee discussed procedures for filling the nine-month unexpired term of his Captain position. The firefighters expressed a concern that a regular appointment at this time could possibly eliminate a firefighter who thought he/she had until year end to meet all the requirements of the position. The question was raised as to the possibility of renewing a 90-day temporary appointment. It was also suggested that a regular appointment could be made to include the remainder of this term and the next full term. The Committee asked the Chief to post the position for a temporary appointment and Sherry Draper to contact the Personnel Board for further direction. OTHER BUSINESS Sherry stated that it had been six months since the officer training requirements were last reviewed and it was time to do it again. Doug reported that Henry Benton is currently enrolled in the Saturday FMO training, his final requirement. He also said that Steve Homstad had enrolled in a course to complete his final requirement. However, this course was canceled so he is in the process of identifying another administrative/management one. Ail other officers have met all training requirements. Chief Smith reported that Hennepin Tech has discontinued Fire Office I and II, replacing these courses with Line Officer Basic and Line Officer Advanced. It was noted Fire Personnel Committee - 1 - March 31, 1992 that job descriptions need to be updated with this change. CONSOLIDATION Chief Smith said that the committee started to review the STUDY REPORT budgets from both cities but discovered they weren't comparing "apples to apples." The Finance Directors from both cities will be asked to prepare the analysis. The State Auditor's opinion on combining relief associations was introduced. It will be discussed further at the next meeting. FIREFIGHTER Sherry reported that she had seven applications on file INTERVIEWS and she had invited all to interview. Three made appointments, one let her know he had moved out of the area, and three did not respond. She also said she had contacted both certified candidates to determine their current interest. Scott Ladwig responded that he is still interested in a firefighter position. Dale Hilukka did not respond. Chair Reiswig asked Sherry to try once again to contact the three applicants who did not respond and to notify Mr. Hilukka that his name was being removed from the certified list. The Fire Personnel Committee interviewed Mark Dooley and Paul Larson. Chris Eichen did not attend. Both candidates scored well. Mark would be a night responder and Paul a day responder. Paul does not live within the response area, but is planning to move to New Hope. MOTION Motion by Carlson and second by Fournier to certify Mark Dooley and to certify Paul Larson, contingent upon his living within the response area. Discussion followed regarding hiring needs. Since the decision was made to make offers to day responders only, there have been three resignations from night responders. Since Chief Smith was not present, the Committee did not make a recommendation. Sherry reminded the Committee that probationary firefighters must have a positive physical exam before they start to do anything, even going to classes. LIEUTENANT Motion by Fournier and second by Carlson to approve the RECRUITING MOTION following schedule for Lieutenant recruiting: Post Openings May 1 Application Deadline May 15 Interview June 2 Appoint July 1 LMC LOSS CONTROL Sherry reported she attended the Fire Track at the League WORKSHOP of Minnesota Cities Safety and Loss Control Workshop. She found it very interesting and informative. One of the sessions addressed recruiting and hiring procedures. It was stressed that failing to advertise openings and voting on members are discriminatory practices. It was suggested that a written test be given to determine if candidates could read (comprehension level) and write. A local high school could help with testing in return for fire education from the department. A performance test was recommended to determine if candidates can do fireground work, i.e., hose rolls, ladder climbs, dummy drags - on a pass/fail basis. She received examples of these tests. Voting in favor: All. 1992 MINLYI'F~ CAPTAIN Sherry reported to the Committee that she was asked at the last meeting to take the APPOINTMENT matter of the Captain's position to the Personnel Board for direction on how to fill the remainder of the term since it is for a longer period of time (through the end of December). The Personnel Board responded that a temporary appointment be made only until the end of June and then recruit for the Captain position for a six month term at the same time as the Lieutenant recruiting. The Captain position was posted as a temporary position; only one person applied (Mike Bennett) and he has been appointed to the temporary position until June 30. Chair Reiswig stated the Lieutenant and Captain postings were worded in such a way that applications would be accepted from those candidates who were fully qualified and those who were near qualification, however, those who were fully qualified would be considered first. Sherry asked if someone had filled the position before meant that they are qualified. Chief Smith replied that no one is grandfathered into positions. FIREFIGHTER Sherry stated that at the last meeting she was asked to contact the three applicants RECRUITING who were asked to interview but did not respond. She said she wrote the three another letter, and still has not heard from two of the applicants. The third one called and left a message stating he had a new job that takes him out of town. He said that he would call again, but has not done that. Sherry said she feels these three applicants are no longer viable candidates. Sherry gave the Committee an update on the candidates that were interviewed. Mark Dooley has passed all exams (background, motor vehicle, physical) and is on board and making calls. Paul Larson has purchased a home within the response area and the closing is scheduled for May 28. He asked if he could start the process early, he was told not until he closes on his house. Sherry stated the quarterly City Newsletter will be delivered to residents in June and Chief Smith suggested that another recruiting item be put into the newsletter. After discussion among Committee members it was decided that informational meetings for prospective firefighters will be held July 22 at 7:00 p.m. and July 24 at 9:00 a.m. Both meetings will be held at the fire station. Notices of the meetings will be put on the 42nd Avenue readerboard, cable t.v., and advertised in the City Newsletter and New Hope/Golden Valley Post. Applications will be available at the informational meetings, but if attendance is not possible, the interested party can Fire Personnel Committee - 1 - May 5, 1992 call City Hall and talk to either Chief Smith or Sherry. Also, a promotional effort will take place at Duk Duk Daze. Discussion was held regarding who would conduct the informational meetings. Chief Smith stated the officers would be in attendance and perhaps one of the new probationary firefighters could be present to field questions. FIREFIGHTER Sherry brought up the issue of mentoring as it would apply to the fire department. ASSIMILATION Sherry went on to say that perhaps when new firefighters came into the department, a senior firefighter could take that person under his wing and help develop that new firefighter with mentoring and dialoging on a one to one basis. Greg Carlson stated maybe after one year of service that mentoring would help, but not in the first year as it is such an intense year with training, etc. Don Fournier stated the most important thing in a situation like mentoring is that personalities match and also the fact that New Hope has a paid-on-call department rather than a career department with different shifts involved. CONSOLI- Chief Smith reported that at the last meeting of the Consolidation Study Committee DATION STUDY costs and budgets for the two departments were discussed. He said that the two REPORT Finance Directors (from Crystal and New Hope) are meeting tomorrow to look at budgets. There are some legal questions regarding the pension plans that have to be answered and legal counsel will be brought in on that issue. Chief Smith stated all concerned parties are receiving an appreciation of what the fire service is and what each others communities are ail about. OTHER Chief Smith stated the union question for the firefighters in now being reviewed by BUSINESS the Bureau of Mediation Services. Sherry reported she has done nothing to advertise for a replacement for Cindi Hillberg's position. Discussion was held and it was determined that an ad should be put in the City Newsletter, New Hope/Golden Valley Post, and cable t.v. Sherry will devise a form to send to applicants for informational purposes. There will be no deadline, but open-ended until the position is filled. Chief Smith stated that Fire Lieutenant Doug Anderson has resigned so there is another officer position opening. Don Fournier stated that his proposal to the officers is to have senior firefighters pull standby duty for the remainder of Anderson's term (until lune 30.) CINDI HILL- Chair Reiswig thanked Cindi for her participation, input, and time that she has put BERG APPRE- in on the Fire Personnel Committee. NEW The Committee reviewed two applications. They confirmed Doug Dunnette was not COMMITTEE qualified because he did not have any firefighter experience outside of New Hope. MEMBER The Committee determined Richard Quarnstrom was qualified and instructed Sherry UPDATE to schedule him for an interview at the July meeting. CONSOLI- Committee member Fournier said he did not think much progress was being made DATION STUDY with the consolidation study. He expressed disappointment with elected officials' REPORT lack of attendance at the meetings. Sherry said she and the Assistant from Crystal had been brought into the project and they were developing an "apples to apples" financial analysis for the Managers. OTHER It was noted that previously certified candidate Paul Larson had moved into the BUSINESS response area and was appointed to Probationary Firefighter June 1. Voting in favor: All. 1992 lVIINUTES COMMITTEE The Fire Personnel Committee interviewed Richard Quarnstrom for the Fire MEMBER Personnel Committee position. Mr. Quarnstrom advised the Fire Personnel INTERVIEW Committee of his qualifications. Mr. Quarnstrom stated he is a retired Minneapolis Firefighter and was a member of the Minneapolis Fire Department and a Battalion Chief for 29 years. Mr. Quarnstrom stated he had worked within the personnel and civil service areas in Minneapolis with hiring, firing, and testing candidates. He said he was instrumental in hiring the first minorities and females and was responsible for training the first female candidates. Mr. Quarnstrom stated he was also on the State Board of Examiners for Firefighter Certification and a senior instructor/trainer and licensed Community College instructor. Mr. Quamstrom told the committee that he also instituted a fitness training program for Minneapolis firefighters. MOTION Motion by Carlson and second by Fournier to recommend to the Personnel Board the acceptance of Mr. Quamstrom as a member of the Fire Personnel Committee. Voting in favor: All. INFORMA- The Committee discussed the informational meetings for recruiting TIONAL firefighters that are scheduled for July 22 and July 24. They will be MEETING advertised on cable t.v. and the community board. The Committee also talked about rookie participation and decided that they would get them involved in the informational meetings. CONSOLI- Committee member Fournier stated that issues are progressing with the DATION consolidation studies. One of the issues that will be difficult to resolve is the REPORT Relief Association pensions and how they are affected by a merger. Sherry stated that she and the Assistant Manager from Crystal presented a financial Fire Personnel Committee 1 - July 7, 1992 statement comparing both cities. Sherry stated that Mayor Erickson was very supportive of the firefighters and the pension issue. Sherry stated that the Fire Chiefs from the two cities are working on a model now and are to present it to their respective memberships. UNION Sherry reported that on July 6, the Bureau of Mediation Services issued its REPORT findings that none of New Hope's paid-on-call firefighters are public employees within the meaning of Minnesota Statutes. The petition for AFSCME representation was dismissed. She also informed the Committee that this project had cost the City a lot of staff time and many dollars for consultants and computer program changes. Voting in favor: All. 1992 MINUTES WELCOME Chair Reiswig officially welcomed Richard Quamstrom as the citizen NEW MEMBER representative to the Committee. He was appointed by the Council on Juty RICHARD 27. His term will expire on December 31, 1993. QUARNSTROM REVIEW Chief Smith reported that the informational meetings followed the same INFORMA- format as last year, with the addition of "testimonials" from probationary TIONAL firefighters. He said Glenn Johnston and Don Kirchoffner did an excellent MEETINGS job of relating both the benefits and hardships of their experiences on the department. Sherry Draper said statistics proved the meetings were successful. Sixteen of the nineteen who attended submitted applications. She also noted that most had learned about the meetings either through the City Report or Cable TV. INTERVIEWS Chief Smith said he wanted to move the selection process along as quickly PROBATION- as possible because other cities are hiring and Anoka Technical College will ARY FIRE- start a Firefighter I class for New Hope and Golden Valley in September. FIGHTERS Chief Smith also said he would like to hire eight (combination of day and night responders) probationary firefighters. This would bring our departmental total up to 37. The Fire Personnel Committee interviewed five candidates: Tom Anderson, Vernon Goble, Gary Boyle, Micheal Iwanok, Tom Gooler. Allison Frank did not attend. Certification discussion was postponed until all candidates have been Fire Personnel Committee 1 - August 4, 1992 interviewed. Sherry reminded the Committee that last year the passing interview score was set at 60. CONSOLI- The next Consolidation Study meeting is scheduled for August 17. Chief DATIONSTUDY Smith has gathered questions from both firefighters and retirees. He said REPORT pensions are still a key issue. Chief Smith and the Crystal chief are working on a presentation for the meeting. OTHER The Committee set next Tuesday, August 11, as the next interview date. BUSINESS They asked Sherry to schedule interviews from 7:00 until 10:00. The committee also recognized they may need to meet sometime during daytime hours to interview potential day responders. The Chief announced that Glenn Johnston and Don Kirchoffner have successfully completed their probationary periods and will be sworn in as firefighters at the next Council meeting. Committee members discussed the effect of one member's absence on the interview scoring process. It was the consensus that one absence would not have much of an impact on an averaged score. Therefore, it was decided that the scores from the first interview session will stand (included Fournier and divided by 5). Sherry reported there were still 3 or 4 candidates to be interviewed. Following a review of the member's availability, the Committee decided to meet again on the next evening, Wednesday, August 12, at 7:00. Chair Reiswig called the meeting to order at 7:00 p.m. ROLL CALL Present: Carlson, Reiswig, Smith, Fournier, Quarnstrom, and staff liaison Sherry Draper. APPROVAL OF Motion by Carlson, seconded by Foumier to approve the August MINUTES 12, 1992 minutes as written. All present voted in favor. Motion carried. NEW FIRE- Sherry Draper stated that she had received only one application for FIGHTER the Committee, and it had later been withdrawn. The Committee REPRESENTATIVE then discussed the need to fill the position. They decided the TO COMMITTEE Committee would function best with all positions filled, and that it was important to have the representation from active firefighters. The Committee also discussed the appropriateness of an officer's appointment to the Committee. The consensus was that the position should bring peer representation (rather than supervisory) and that if it were an officer, he/she would have to step down during appeal hearings and officer interviews. However these issues could be dealt with, if necessary. Sherry Draper will repost the opening, stating that applications will be reviewed at the October meeting. Greg Carlson and Doug Smith will also communicate that the position is still open and encourage firefighters to apply. STATUS OF Sherry Draper reported that eight employment offers had been CERTIFIED made and accepted, including two day responders and one female. CANDIDATES All motor vehicle records and criminal backgrounds are okay. Chief Smith asked Sherry to contact Assistant Chief Homstad as soon as she receives results from the physical exams. Steve will then schedule orientations. EMPLOYMENT Sherry Draper asked the Committee to take another look at the APPLICATION application supplement in relation to the latest interview sessions. REVIEW Was there any additional information they wanted to request? Following discussion, a few revisions were recommended. OTHER Chair Reiswig asked for a report on the Consolidation Committee. BUSINESS Chief Smith said he and Chief McGinty had presented several options on organizational structure, fire stations, etc. at the last meeting. No action was taken. Dick Quarnstrom shared his ideas on consolidation and hiring full-time daytime firefighters. Don Foumier was thanked for service on the Committee and wished well in his retirement. ADJOURNMENT The Fire Personnel Committee adjourned at 8:50 p.m. Respectfully submitted, /Jayne Ferry Recording Secretary -2- CITY OF NEW HOPE 4401 XYLON AVENUE NORTH HENNEPIN COUNTY, MINNESOTA 55428 Fire Department Personnel Committee December 1, 1992 Meeting #13 City Hall, 6:30 p.m. CALL TO The New Hope Fire Personnel Committee met pursuant to due call ORDER and notice thereof; Chair Reiswig called the meeting to order at 6:30 p.m. ROLL CALL Present: Carlson, Reiswig, Smith, Tate and staff liaison Sherry Draper Absent: Quarnstrom MOTION Motion by Carlson to approve the minutes of October 6, 1992 with the following correction: ~~!i!~iii.{."~!!~!ii~~~li~!!l~ Motion carried. CAPTAIN The Fire Personnel Committee interviewed Mike Bennett and Ron INTERVIEWS Bjorklund for the Captain positions. Both candidates were fully qualified. MOTION Motion by Carlson, seconded by Tate to certify both candidates. All present voted in favor. Motion carried. Chief Smith indicated he would be implementing one on one performance evaluations with his fire officers and talk with them about goal setting for the coming year. CONSOLI- Chief Smith reported that there has not been a consolidation DATION STUDY meeting for two months. The major concern of the firefighters is REPORT the pension plan. Chief Smith stated that the Mayors of the two cities are saying no one will get hurt by the consolidation. The City Managers of Crystal and New Hope have visited with legislators at the State Capitol to try and get legislation through so that pension plans would be allowed to merge. Governor Carlson has made his opinion known that he highly favors cities working together in order to spend money more effectively. OTHER Chief Smith reported that six New Hope firefighters made a trip to BUSINESS Toyne's in Iowa for a pre-paint inspection on the new fire truck. He went on to say that the firefighters were very pleased with what has been purchased. Delivery of the vehicle will be the week of December 14 and it is expected to be in service by the first of the year. Chief Smith said he would like to publicize the new vehicle in the Post and on cable t.v. APPOINTMENT Motion by Smith, seconded by Carlson to appoint Jonathan Tate to a two year term which expires December 31, 1994. All present voted in favor. Motion carried. Chief Smith reported that the Fire Department is updating the department's policies and procedures manual and finishing the bloodborne pathogen training. Next Meeting The first 1993 meeting of the Fire Personnel Committee will be held on February 2, 1993, 7:00 p.m. at the Fire Station.
