No parties associated with the plat were present. The public hearing was tabled pending arrival of said parties. Public hearing opened on the preliminary plat of Northern Heights 2nd Addition, G. Devine, builder sales repo~ presented the plat. No villagers appeared at the hearing. Village Engineering's repor~ recommended plat approval. Questions regarding status of neg- otiations with the Park B$ard, undersized property lines on cul-de- sacs, use of Out lot #l afi~ype of dwellings to be built on Block #1 were presented. The builder was not available to answer ques- tions, therefore, the public hearing was adJourned until the February 18 meeting of the Planning Oommission. Public hearing on Wick's pre%iminary pla~ was returned to the floor. 0. DeVries and Mr, Wick presented the plat. No villagers appeared at the hearing. Village Engineer's report recommended plat approval subject to resolution of location of $Sth Ave. Planning Commission recommended the developer contact the property owner at $Sth & Nevada to permit settlement of the location of ~Sth Ave. and re- locate the lot line between lots #? and 8, Block ~, to meet minimu~ requirements of 75 feet at the lot line. 'Motion by Krueger, seconded by Olson to adjourn the public hearing until thePlanning 'Commission meeting of March 3rdo Motion carried° Mro K. Weestrend appeared before the Commission to obtain rat- ification of the variance to construct a house on Lot 2, Block 4, Royal Oak Hills 1st Addition within 8 feet of the north lot line.rather than the 10 feet required by the zoning ordinance. Planning Commission ratification was requested by the Village Council at the April 23, 1963, meeting. A letter from the affected property owner Was presented indicating acceptance of the variance and a.check in,payment of ~he variance fee was accepted. Motion by Price to ratify the Variance, seconded by Krueger. Mo~ion carried. The regular meeting of the Planning Commission was called 'to order, Lo £4ichalitZ' letter of resignation from the Planning Commission da~$ed January ~9, 1965, was read. PLANNING CO~,'~ISSION ~,~I~fdTES February 4, 196$ The letter of application for membership on the Planning Com- mission received for ~arvin So Pettis was read and M. Pettis was introduced to the Commission. Action on the application was deferred until the Planning CommisSion meeting of February 18, 196~. A note from Betty Pouliot indicated Howard NcCann has indicated interest in membership on the Planning Commission. Klosterman will contact the applicant to obtain information on qualifications, Two openings now exist on the Con~uisston. · Minutes of the July' 21, 196~ Planning Commission 14eeting were read. In the 4th paragraph "civil" should read "Civic", Minutes accepted ~ith correction. The Civic Center Development Subcommittee is to meet with the Village Engineer. Krueger will contac% members of the Planning Commission when arrangeraents for the meeting are finalized, A letter from the Hennepi~ 0ounty League of Municipalities regarding ~he agenda for their meeting on February 6 was read, Interested par~ies will attend. Steinbergs, Mobile district real estate agent, appeared to present the prop°salo This public hearing was held over from the April 7 Planning Commission meeting~ The intended use of the area in question is the construction of a gasoline station, restaurant and possibly :a6dical offices° The ~obile representative indicated that no gasoline station construction would begin until such time at 42 Aveo NV. is widened° It was indicated that the restaurant, Red Barn Chain, would begin construction immediately. The feasibility of issuing a special use permit for the gasoline station was discussed and the ~obile representative indicated this a~proach acceptable to him. The co~mmission discussed the general nature of the zoning in this area and it was considered appropriate at this time to investigate rezoning the area between the commercial and the small developed area on the northwes~ corner of ~his block. }~otion by Lloyd to reco~uend to the Village Council approval of the requested rezoning. Amended motion by Krueger tha~, if the gasoline station is platted on a 200 by 200 foot lot, the owner dedicate to the village a-'7 foot strip running the length of the property on 42 Ave° No. and Winnetka Ave. No. The motion was seconded by Schultz; five voted in favor, Klosterman dissented° Motion carried~ Public hearing closed. Motion by Lloyd to request recommending to the Village Council 'that public hearing be held to rezone the remaining retail business on this block to general business, the northern boundary of which'shall be the eastward extension of the property line of the area defined in the previous public hearing. Also rezone from single residence to multiple residence the balance of the undeveloped property in the area bounded by 43 Ave° No., general industry, general business and Winnetka Ave. Nco Discussion: It is felt that the rezoning from retail business to general business would provide a consistent plan and eliminate any implication of spot zoning. The rezonin~ of the single residence to multiple residence is considered to be the only approach whereby the developed area can be protected from the general business and general industry currently being planned in this area~ Seconded by Schultz, motion carried° -2- Minutes of the April 7 Planning Commission meeting were accepted as mailed° Motion by Krueger, seconded by Lloyd, to notify the three current applicants for membership to the commission that a review and selection for the one opening will take place at the May 19 Planning Commission meeting. Notion by Krueger to request the Village Clerk to order ten, two inch, three ring binders with cover lettered "New Hope Planning Commis~on"~ seconded by Schultz and motion carried. The establishment of subcommittees was discussed with the Village Planner and it was considered desirable to create standing sub- committees and appoint a chairman for each who will prepare an outline of proposed activity and recommendation for the number of members required. The meeting was called to order by Chairman ~uebelbeck at 8:00 p.m. Members Present: Adams, Click, Klosterman, Krueger, Kuebelbeck, Schultz, Zaske, Olaon. Members Absent: Lloyd Mr. L. Phelps and C. Holcombe appeared to request approval of the final plat of Midwest Propertiee Addition in Boone Avenue. The plat for Block 1 had been previously approved by the Planning Commission and the Village Council but had not been r~gistered as required and as such approval must again to granted. The developer was not successful in negotiating a street dedication with the Mennonite Bretheran Church and the access to Block 2 is a problem~ The Commission suggested that the developer re-evaluate the property in an attempt to provide access to Block 2 without using "chimney" lots and present the proposal at the September ! public hearing. Mr. Ekberg presented a site plan and sketches of the proposed American L~theran Mission' Church proposed to be built at Boone Avenue and &Sth Avenue. No action to be taken by the Commission; however, favorable comments were expressed by the members. Dale Pollock indicated that the Village E~gineer denied the Planning Commi~wsion's comments on the location of Xylon Avenue somth of Bass Lake Road. There appears to be no ordinance violations and with the dedication of 30 feet by both Lodoen and the Church the suggested location of Xylon Avenue is satisfactory. The Park Board Minutes of July 29, 196&, were reviewed. The 196& expenditures to date were reviewed and discussed as well as item,s of cost anticipated for the balance of 196& and 1965. The following 1965 budget decisions were made: 1. The Secretary's salary shall be increased $ 60/year to $ 180. 5 The printing and publishing account shall be increased $ 100 to $ 500. A Village informational brochure is contemplated. The miscellaneous account shall remain at $ 100. The professional service account shall be increased by $ 500 over the planner's fee. Experience this year has indicated professional services, beyond that covered by the standard fee, ~e required to accomplish the commission's charter. PLANNING COM}~SSI~ MINUTES AUGUST 18, 1964 The reduction in industrial development being experienced in the Village is of great concern to the commission. Ideas were expressed as to methods of attracting new industry. The PuDlic Relations Subcommittee was directed to develop a firm plan for attracting new industry. The quantity and qmality of multiple dwellings continues to be of concern to the commission. Dale Pollock reviewed portions of the West St. Paul Zoning Ordinance pertaining to multiple dwellings. This approach establishes density and acreage requirements as well as defining specific points w~thin the community where multiples are desireable. Comments were made regarding the Golden Valley building code which has been established t~ upgrade m~tliple ~wellings. The legal, master plan and zoning sub- committees ~ere directed to investigate methods of controlling the quantity and quality of buildings in the Village. F~ion cam-iedo -2- Public hearing opened on the preliminary plat of the Corrick property. It was noted that the Village Council requested that the Planning Commission again review the McMasters' preliminary plat in conjunction with the Corrick plat. The Village Engineerts report was reviewed. He recommended extending 3&th Avenue through to Flag based upon the extensive fill required in this area to accommodate the necessary drainage. Corrick indicated that the eng~neer~ report was invalid because it was not based upon the plat that he was proposing. Corrick indicated that he ~uld withdraw his objection to continuation of 3~th Avenue if the engineer's report was valid. Corrick presented two plats: one with 3&th Avenue through; one with 3~th Avenue dead ended at Gettysburg Avenue. The latter was the plat to be considered at the hearing. Regardless of the decision on the 3~th Avenue, lot variations will be necessary on one plat or the other. Dead ending 3~th Avenue at Gettys- burg results in the loss of one lot on the McMasters~ plat with no lot loss to Corrick in either case. Mr. Girdler appeared and indicated that the property owners, who bought from McMasters, Dempseyand Stagora~ were aware of the hearing on the Corrick property but did not know that any consideration was being given to the plat of their land. The Village Planner indicated no strong preference for the location of 3&th Avenue. If, however, 3&th extends to Flag, he feels that Corrick should run his Cul-de-sac from Gettysburg rather than Flag. Motion by Kuebeibeck to recommend to the Village Council disapproval of the proposed plat based upon the Village Engineer's report.
