PLANNING COMMISSION MINUTES ~ April 10, I963
Minutes of New Hope Planning Commission Meeting held April 10, 1963.
Members Present: Kelso, Click, Culligan, Krueger, Olson, Kuebelbeck, Adams
Members Absent: Michaletz, Fetzer, Price.
A special meeting of the New Hope Planning Commission was held in the
Village Hall at 6:30 P.M. on April I0. The meeting was called at the request
of a committee of New Hope citizens who have been concerned with the proposal
that the Village purchase Minneapolis water, in order to give this committee
an opportunity to present their views to the Planning Commission prior to the
public hearing on the water issue, scheduled for April 1I.
John Sicora, representing this committee, presented arguments against
the proposal to purchase Minneapolis water. He also handed out published
copies of a report by the Village of Brooklyn Center of a study made by that
Village on its water needs and on the feasibility of the various solutions proposed.
Mr. Sicora stated that his committee had circulated petitions on Saturday,
April 6, in opposition to Yfater Improvement No. 91 for the following stated
reasons: "%Ye, the undersigned, are opposed to any contract to purchase water
from any Municipality which will result in (i) an increase in the present water
rate of 35¢ per 1,000 gallons, (Z) any special assessment against my property
for water, (3) any increase in the Village mill rate for water." He stated that
the committee has obtained over i, 300 signatures on these petitions, and that
from 70% to 80% of the citizens contacted have signed the petitions.
Mr. SiCora also said that although discussions have been held at various
times during the past I 1/Z years in regard to alternative sources of water,
there has been no mention until now of an assessment basis of funding the
proposed construction. He also said it was his understanding that the Village
Council intended to take action on the water proposal at the April I I hearing,
or in any case no later than April 16. He said he felt that since the April II
public hearing was the first effort to inform the citizens in regard to the pro-
posed change, and also because all members of the Village Council have not
had an opportunity to thoroughly study the issue, that action should be postponed
until a more complete study can be made.
Mr. Adams reported on figures which he had obtained in a personal visit
to the Village's consulting water engineer. I-Ie said the engineer had indicated
that both the Jordan basin and the Mississippi River would be adequate sources
of potable water for some time. According to cost estimates provided by the
engineer, it appeared the Village water requirements could be met by drilling
additional wells and erecting additional tanks as needed, the total cost of the
system being $1,780,000. The addition of a municipal water treatment plant,
if desired, would cost approximately $I, 500,000. The total cost of connecting
to the Minneapolis system was given as $2,007,500. Figures were not obtained
showing the present cost of pumping Village water, which would indicate the
amount of possible profit to the Village in operating its own water system
rather than buying it from Minneapolis.
Mr. Krueger was asked if, as a member of the Council, he felt that he
had had sufficient time to study the proposal. Mr. Krueger replied that he

felt that he had not nor would he have prior to the public hearing on April Il.
He was also asked if he felt that other members of the Council had had
sufficient time to study the proposal. His reply was no and that to his know-
ledge only one member of the Council had actually read the proposed contract.
The Chairman raised the question as to what action, if any, the members
considered appropriate. The discussion that followed pointed out that Village
planning which did not include concern for the Village water supply would be
unrealistic. For example, land use might be planned well in every other
respect but still be impossible of fulfillment unless plans for water were
compatible and supportive. It was further noted that earlier questions on the
establishment and expansion of the present water system were referred to
the Planning Commission while feasibility was being studied.
With full recognition of the prerogatives of the Council, it is neverthe-
less a matter of fact that no referrals of any aspects of Water Proposal No. 91
have been made to the Planning Commission as of this date.
It was further noted that Water Proposal No. 91 shows concern over the
question of an adequate water supply for New Hope as related to Crystal and
Golden Valley. Up to this time there has been no evidence presented of any
studies of the possibilities of New Hope's water question being solved in
relation to Brooklyn Center, Brooklyn Park, Plymouth, and Maple Grove.
In addition, it was pointed out that the expressed need for financing
Water Proposal No. 9I by assessment rather than by revenue bonds was

undesirable, was contrary to the expressed policy of the Village, and would
seem to be an unreasonable concession to Golden Valley.
For the above reasons, the members of the Planning Commission stated
they felt insufficiently informed to act on Mr. Sicora's request to oppose
Vfater Proposal No. 91.
Motion by Mr. Krueger to recommend to the Village Council that it defer
action on Water Proposal No. 9I at this particular time and that no contract
be entered into until a more complete study can be made of Water Proposal
No. 9I as compared with the development of our present system and any other
feasible alternatives, that copies of this study be presented to and reviewed
with all members of the Council and that copies be made available to all
interested citizens for a reasonable time prior to any public hearing.
Seconded by Culligan. Motion carried unanimously.
The Secretary was asked to have the minutes of the meeting completed
so that the Chairman could present them to the Council at the Public Hearing
on April ll.

Public ~earing opened on request by Rceengren and Benson to rezone from limited
industry to general industry property between ~th and ~Tth Avenues North
between Quebec Avenue and the ~ Railroad. Mr. Kenneth Benson appeared for
Rosengren and Ben~on~ He said the remoning requested involved only the pox~icn
between Quebec Avenue and the tracks, not the 80 feet west of the street° He
said the principal difficulty under the limited business zoning was the three~
acre site requirement, and that the property could be developed more rapidly if
one-acre sites could be used~
Six residents of the area west of the property in question appeared and expressed
concern about the effect the rezening would have on the surrounding residential
The Commission pointed out there are two ~p~ ic~ problems in comue~tion with
this property ~hich must be considered: (1) It will have to be decided what to
do about the 80 feet of industrial zoning west of Q~ebec Avenue. (2) The present
views of the Pa~k Board should be obtained on the location of a park in thi~ area°
It was further suggested that if a site plan could be presented that met the set~
back and yard requirements of a limited business development, it might appear

quality Homes, Inco, was read regarding a request to build a combi-
nation residence and beauty shop for Mr~ Edward Yorawayo
Robert Gordon of Quality Homes, together with Mro and Mrs? Yoraway~
discussed this request~ The proposed building is to be constructed
on the lot immediately north of the service station on Loulsianna
Ave° and Rockford Road° The lot is 80' wide, of which the southerly
?03 is zoned general business and the north 10' single family res-

Plans are to build the living quarters in one wing of an L~shaped
house~ with ~he beauty shop in the wing closest to the service station°

request for extension of the temporary special use permit for the operation of

Council that the special use permit be issued for the operation of a nursery,
including the sale of Christmas trees and wood. Motion carried.

The regular meeting of the Planning Commission was called to order° Minutes
of the Planning Commission meeting held December 3, 1963 were read and accepted,
Public hearings reconvened on preliminary plat and proposed rezoning of Perry
Addition, between ~7th and ~Sth, Avenues, from Winnetka to the MN&S Railroad.
Ray Perry and Mike Landecker presented their original plat and two alternative
arrangements. Mr. and Mrs. Puder, Mr. Olstad, and Mr. and Hrs. Reimer again
appeared in opposition to the plat. They favored an arrangement whereby all
lots along Winnetka would front on Winnetka.
Price arrived at 9:00
Motion by Click, seconded by Adams, to recommend to the Village Council that
the Perry Plat #3 be approved. Voting for the'motion: Click, Adams, Kelso,
Klosterman. Voting against the motion: Olson, Abstaining: Price° Motion
carried~ The Commission recommended that the Council withhold action on the proposed
plat until the first meeting of the Council in January.
Discussion of the proposed rezoning on the eastern portion of the plat.
Mr. Puder said he was instructed by the Lynncroft chapter of the Citizents League to
oppose the multiples if the plat was approved. Discussion held regarding garages
for the proposed multiples. The applicants indicated willingness to provide
them° Motion by Click, seconded by Price, to recommend to the Village Council
that the requested remoning to multiple family residence and limited industry
be granted. Motion carried. It was recommended that the Council withhold
action on the proposed rezoning until its first meeting in Jan~o
