Requested Action
Staff recommends proceeding with camera equipment replacement in the Council Chambers.
Policy/Past Practice
Northwest Community Television began cablecasting council meetings for the city in the fall of 1991 after the council
chambers was equipped with cameras and recording equipment. The Council is committed to keeping the community
informed of city matters.
Background
The existing cameras in the council chambers were installed in 1999 and are 13 years old. Northwest Community
Television prepared an RFP and solicited quotes for replacement of three high definition video cameras and production
switcher equipment. The following two bids were received. A third vendor, VIS, declined to bid as they were awarded
another job that would conflict with completion dates.
Alpha Video $30,834.69
AVI $34,399.00
Northwest Community Television has experience working with both vendors. It is recommended to award the contract to
the low bidder, Alpha Video, for $30,834.69. Installation would occur in late December when the chambers is not in use.
Funding
The city receives an annual cable grant of $28,706 that is used to fund production of council meetings and other city
events (ie, state of the city) and to fund equipment replacement. Grant funds will pay for this expenditure; the current
cable grant fund balance is $113,841. It should be noted that staff is also seeking bids for lighting improvements in the
chambers which will improve the overall color of the broadcast. This item will be presented to Council in the near future
and could also be paid by cable grant funds.

WHEREAS, cameras in the council chambers are over 13 years old and in need of replacement;
and
WHEREAS, council meeting broadcasts and replays will be significantly improved with new
cameras; and
WHEREAS, through the assistance of Northwest Community Television (NWCT), bids were
solicited for replacing three video cameras and the production switcher; and
WHEREAS, the bid in the amount of $30,834.69 from Alpha Video is the lowest responsible bid
submitted; and,
WHEREAS, the manager of municipal telecommunications services of NWCT recommends
Council award the contract to Alpha Video.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the city of New Hope, Hennepin
County, Minnesota to award the contract to Alpha Video for $30,834.69.

Recommendation for awarding of contract for Chambers Camera Replacement
On September 4, 2012, a Request for Proposal was issued to three Audio -Visual integration companies:
Video Services, Inc. (VSI) of Mankato, MN; Alpha Video of Edina, MN; and AVI Systems of Eden Prairie,
MN. On September 11, 2012 1 received an email from Terry Dahl of VSI stating that they would not be
bidding on the project.
I met with representatives from both Alpha Video and AVI Systems separately at New Hope City Hall,
they inspected the work site and we discussed the parameters of the project.
The bid deadline was Friday, September 24 at Noon. Both companies submitted bid materials before the
deadline. The bids were opened in public in the council chambers at that time. The results are:
Alpha Video - $30,834.69
AVI - $34,399.00
Both bids are within the anticipated range of cost and appear to be complete.
On Monday, September 24, after the bid opening, I emailed both vendors and informed them of a
potential schedule change for the installation window to December 10, 2012 - January 14, 2013. Both
responded that moving the installation back until after December 10, 2012 would not be a problem or
change the amount of their bid. Both asked to have the installation scheduled as soon as possible after
that date so as not to conflict with the holidays, and so that they can still order equipment, complete
and invoice the project in 2012 before equipment prices go up at the beginning of the new year. This
should not be a problem, but we should block out the time in the chambers soon.
I have reviewed the bid documents from each company for completeness and any discrepancies
between what each has proposed and the original RFP. The proposals are very comparable as this is a
fairly straightforward project.
It should be noted that the proposal from Alpha states that their system warranty is for 90 days,
however the proposal also includes an optional 1 year extended support agreement that is included in
the base bid amount. All the equipment specified in the contract has a manufacturer's 1 year warranty
as well.
Based on my experience working with both of these vendors, in my estimation either company will
provide excellent products, materials, workmanship and service. Based on the numbers, I recommend
awarding the contract to Alpha Video in the amount stated in their proposal. Alpha's DLI license and a
certificate of insurance are included in their bid packet.

The Northwest Suburbs Cable Communications Comnnission has increased its capital flat grant to
cities by 5%. The grant, to be paid quarterly, is comprised of a flat grant to each city plus a
proportional grant determined by the number of subscribers within each city. The schedule for these
payments will be January 31" , April 30", July 31"' and October 31". If the 30" lands on a weekend
the payment will be sent prior to the 30`x.

Introduction
Alpha Video and Audio Inc. is pleased to present this proposal for the replacement
and installation of new video cameras and video switcher equipment. This statement
of work document outlines the equipment and services that Alpha Video will deliver
and the responsibilities of City of New Hope for a successful implementation.
Video Cameras & CCU
Alpha Video will provide and install three new compact, high definition, PTZ cameras
in the council chamber. Cabling to each location will consist of color coded CatSe
cabling (Violet — video, Yellow — power, Blue — control), one of each color will be
pulled to each of the three locations.
Cameras will be mounted in the same locations as possible to the existing units.
Existing cameras, control heads and cabling will be removed and delivered to the
client at the end of the day that they are removed.
Cabling will be routed from the camera positions to the control room where they will
be terminated and connected to new CCUs. CCUs will be mounted in the right-hand
rack, in the middle section (replacing some monitors which will be relocated and
repurposed to the center rack for monitoring of video record feeds).
Switcher & Multiview Monitor
Alpha Video will provide and install a high definition video switcher with an
integrated camera controller. This switcher will receive inputs from the CCU's for the
new cameras via HD15 connectors. The existing document camera and output from
the existing Crestron control/switching system will also be routed in to this switcher.
Standard definition adapter cables are provided for this purpose.
Output from the system will be to a new Multiview control monitor. The monitor will
be installed on an articulated swing -arm mount which will be attached to the rack
above the CCUs. This monitor will be configured to view the sources, preview and
program outputs of the switcher as well as providing visual cues for the stored
camera preset positions.
Miscellaneous Work
Alpha Video will provide labor to relocate and repurpose the existing 3 x 5" LCD
monitors in the rack. These will be moved to the center rack and connected to
monitor the video record feeds for the three recorders (VHS, DVD and mini -DVT).

Additional Installation Information or Re uirements
This proposal assumes that all existing equipment required for the functionality of
the system is in proper operating condition and without defect. If any of the required
existing equipment is not in proper operating condition, a change order may be
required for the functionality outlined in this proposal. This proposal also assumes
that work can be carried out continuously throughout the day with limited to no
interruptions. If daily interruptions do occur during on site work, change orders may
be required based on installation inefficiencies related to these interruptions.
Standards of Integration
General
• System and components will be installed in a neat and professional
manner.
• All equipment will be new and blemish free unless otherwise noted in
this document.
• Any above ceiling components shall be installed with trim rings and/or
grommets when necessary.
• All rack equipment will be installed using proper manufacture supplied
mounting hardware.
• All rack blank spaces will be filled with either a blank or vent panel
depending on need.
• All racks will have proper ventilation to prevent heat buildup and
increase equipment life expectance.
Wirine and Cables
® All rack cabling will be bundled neatly with cable ties or hook & loop
depending on requirements.
• Low and high voltage cabling will be separated in according with NFPA 70
(National Electric Code) 2008 specifications.
•
All cabling in conduit will comply with the conduit fill specifications in
NFPA 70 (National Electric Code) 2008.
• Proper strain relief at connections and joints will be used.

• Sufficient service loops shall be provided for all above ceiling elements,
above racks, in racks or in cable trays so that components may be
minimally moved or serviced without cable strain.
• All connectors are si ed to fit the specific cabling and are installed in
accordance with manufacture specifications.
• All permanently installed cabling will be labeled with permanent CAD
generated labels.
Installer Testing and Ad'ustments
• Proper grounding will be verified on all equipment.
• Video displays shall be properly aligned and free from distortion.
• Cabling and loudspeakers shall be tested for proper polarity.
• Audio shall be free of distortion, hums, bu es or pops.
• Loudspeaker systems shall be tested and equali ed to provide uniform
frequency response.
• Control system program shall be tested for proper system operation and
shall be free of glitches. Any issues will be brought to the attention of the
programmer for correction.
Training
Alpha Video will provide up to two hours of system training to no more than three
key users on basic system operation and troubleshooting. The training will be
provided once the system is fully functional and will be continuous during one day
unless otherwise noted above.
Documentation
Alpha Video will provide shop drawings that reflect the final system design. Upon
pro ect completion, a full set of D" si a as -built drawings will be provided, which will
include components of the video, audio and control systems and any architectural
documentation used during the installation. Those drawings will become property of
City of New Hope upon receipt of final payment for this pro ect.

Alpha Video will appoint a project manager that will be the main point of contact for
City of New Hope regarding this project. The project manager will manage the
installation timeline and coordinate work with any additional trades involved in this
installation.
Installation can only begin when the project manager has been notified that
construction progress has reached a point that electronic equipment can be installed
in a secure and clean job site.
Chanee Re ua ests
When the scope of work is agreed upon, any changes to that scope must be
requested as a change order. Change requests shall be submitted in written form so
that both parties fully understand the request. Any costs resulting from change
orders shall be the responsibi Iity of City of New Hope.
System Warranty and Support
Alpha Video offers a standard 90 -day warranty on all systems installations. During
the 90 days, Alpha Video will facilitate system service, phone support or repair at no
charge for labor, travel, and/or shipping on any Alpha Video installed system or
component. All system hardware is covered under the terms and conditions of each
manufacturer's warranty. Alpha Video, at its option, may repair or replace any
product or part of the products, which proves defective because of failure, under
normal use, for the length of the 90 -day warranty period. An optional extension for a
full 1 -year support agreement is available for purchase during the 90 day warranty
period.
Phone support is available Monday through Friday during regular business hours of
8:00 a.m. to 5:00 p.m. Alpha Video's office number is 952-896-9898. Calls will be
returned within a four-hour period. If the issue cannot be rectified over the phone a
technician will be on site within 24-48 hours. Alpha Video will not be open on
various holidays that occur during a Monday - Friday work week. City of New Hope
agrees that prompt and full access to the system will be granted to Alpha Video at
any time Alpha Video is on-site to service the system.
Products not provided by Alpha Video but included in this installation will not be
covered by this warranty. Alpha Video is not responsible for any failure of equipment
that is connected to or caused by Client furnished equipment. The warranty coverage

The ProductionVIEW HD MV is a
broadcast quality 6 x 2 multi -format,
seamless video mixer that also provides
two discrete outputs for dual bus
program feeds (two independent 6 x 1
switchers/mixers).
It also includes a broadcast style 3-Axis/1-Button Hall Effect Joystick with twist -handle Zoom Control as well as
separate Pan, Tilt and Speed Control Knobs. Cuts, Dissolves and Wipes can be achieved through user -selectable
buttons built into the control surface. A new Lower Screen Graphic (LSG) function allows users to overlay their
computer graphics onto the program video output. Analog and digital HD video resolutions up to and including
1080p/60fps are supported by the ProductionVIEW HD MV (see Technical Specifications).
ProductionVIEW HD MV is the ideal HD switcher and camera control system for a wide variety of video
applications, including houses of worship, local government and live event production.

High Definition Integrated Robotic PTZ Camera
The remarkable VaddioTM ClearVlEW HD -20 high definition
integrated robotic PTZ camera features a 20X optical zoom lens
and is built around a 6.49mm diagonal (112.8 Type) high-speed
CMOS image sensor with a total of 3.27M pixels for truly precise
and clean HD video image acquisition.
In the past, CMOS image sensors in PTZ robotic cameras were light �I
hungry with less clarity than CCD image sensor technology. But in
order to get a 1920x1080 high definition signal out of the CCD
sensor, extra signal processing and scaling was required to produce
HD video at those resolutions. Today, using an increased pixel
aperture size, high frame rate, high signal to noise and column -
parallel AID conversion method, the resolution, saturation and the
sensitivity of the CMOS sensor are increased. The HD -20 achieves
m4i M'
improved picture quality even in low light environments requiring a
minimum illumination of just 1.6 LUX.
The HD -20 is smaller and more compact than the preceding ClearVlEW HD -18, and as important aside, the 1-113-20,
does not replace the HD -18, but instead complements it, adding to the breadth and depth of the Vaddio camera
product line. Significant improvements include a 20X, 11 -element glass, motorized zoom lens, slip -clutch system
and the new rugged HD platinum -metallic silver color.
The HD -20 outputs HD video in both analog component (YPbPr) and HDMI formats in resolutions of
10801159.94/60, 1080150i, 720p159.94I60, 720150p, 1080/30p and 1080/25p. The HD -20 is and exceptional camera
for a wide range of HD video applications such as houses of worship, corporate boardrooms, live events and
distance -learning.

Analog Component and HDMI Outputs:
The ClearVlEW HD -20 has simultaneous YPbPr
(analog) and HDMI (digital) video outputs (same
resolution) on the rear of the camera for use in AN
presentation environments and videoconferencing
applications.
Quick -Connect Compatibility
The HD -20 is compatible with the HD -18 Quick -
Connect - SR Interface, the Quick -Connect
DVI/HDMI - SR Interface and the Quick -Connect
CCU in different packages.
High Definition Camera
The ClearVlEW HD -20 is a high definition output
camera and has resolutions of 720p, 10801 and
1080p available. The HD -20 does not support SD
output resolutions.
Precision Motors
High-torque, micro stepper motors provide for
extremely smooth panning and tilting of the camera.
Recalled preset camera positions are highly accurate
across the entire pan and tilt range. A smooth slip -
clutch mechanism has been included to further
enhance movement. The HD -20 is invertible as well,
with no frame loss, for ceiling mount applications.
Easy Integration
Using a common RS -232 protocol (VISCAV) the
ClearVlEW HD -20 is easily integrated for use with
videoconferencing codecs and control systems such
as Crestron® and AMX®. And of course, the HD -20
is compatible with all Vaddio camera controllers.

The HD -20 is equipped with a HILD (High Index Low
Dispersion) 11 -element glass lens for improved
images and reduced chromatic aberrations. In short,
the image looks really, really good.
Advanced Digital Signal Processing
The HD -20 has an advanced DSP which captures the
original colors of the subject matter such as faces,
clothing, and objects accurately. sRGB color space
is available for older DVI -D monitors as well.

The 1:4 VGA Hub allows a computer with a VGA graphic card to connect to up to
four VGA compatible monitors or projectors at the same time. Because it allows
one computer to drive multiple monitors for simultaneous viewing, the 1:4 VGA Hub
can be used to set up additional monitors in the workspace or to assist presentation
environments by sending graphics to both monitors and projectors at the same time.
Hoer It Works
Simply connect your computer's VGA graphic port to the 1:4 VGA Hub's input using
the supplied cable. Up to four analog monitors or projectors are connected to the
Hub's four VGA outputs. VGA output 1 is the primary connection and is used for the
main display. VGA output 2, 3 and 4 will mirror the primary connection.

Display information (EDID) is not sent back to the source. Standard VESA
resolutions should be output by most computers without the need of an EDID.
If using a non -VESA standard resolution or if EDID is needed, an EDID storage
and relay device is necessary. Gefen recommends the use of a DVI Detective
(part #EXT-DVI-EDIDN or EXT DVI-EDIDP) with two VGA to DVI adapters.

CONNECTING AND OPERATING THE 1:4 VGA HUB
How to Connect the 1:4 VGA Hub to your devices
Connec+ the supplied VGA cable from the VGA device into the 1:4 VGA Hub
Input.
2. Connect the cables from your displays (monitor or projector) into the VGA Out
slots in the back of the 1:4 VGA Hub
3. Plug the 5v power supply into the 1:4 VGA Hub.
4. Plug the 5v wall -mount power supply into the wall outlet.

Gefen warrants the equipment it manufactures to be free from defects in material
and workmanship.
If equipment fails because of such defects and Gefen is notified within two (2)
years from the date of shipment, Gefen will, at its option, repair or replace the
equipment, provided that the equipment has not been subjected to mechanical,
electrical, or other abuse or modifications. Equipment that fails under conditions
other than those covered will be repaired at the current price of parts and labor in
effect at the time of repair. Such repairs are warranted for ninety (90) days from
the day of reshipment to the Buyer.
This warranty is in lieu of all other warranties expressed or implied, including
without limitation, any implied warranty or merchantability or fitness for any

Service Support Agreement
This agreement between the City of New Hope (Client) and Alpha Video describes certain services Alpha
Video shall furnish related to a system owned or supervised by the Client. These services will be
rendered in consideration of a fee paid by the Client to Alpha Video. Or this service may be provided as
part of a bid response.
This agreement will be executed for each system/mom and includes only those components as described
in Addendum #1.

Service Response:
1. Phone Support
Alpha Video will respond within 1-2 hours of client request for phone support. Alpha Video will make
every reasonable effort to restore the system to normal functionality by using an on-site employee of
the Client that is familiar with the systems and their functionality. If repairs or restoration of
functionality is not possible during the initial service phone call, a service technician will be notified
and scheduled for a site visit. Hours for support are Monday through Friday from the hours of Sam to
Spm. Holidays that Alpha Video honor are not covered for support. See Addendum #2.
On-site Support
Our technician will be on-site within 24 business hours after that notification. Alpha Video will make
every reasonable effort to restore the system to its normal function. If permanent repairs are not
possible during the service call due to lack of parts, availability or failed equipment, permanent repairs
will be made as soon as the equipment is repaired or parts can be obtained. Alpha Video may
request to re -configure the room 1 system for some functionality while the failed components(s) are
repaired. This technician may be a subcontractor working on behalf of Alpha Video. Shipping costs
for parts and equipment are included. All costs for the technician's labor and travel are covered. All
costs for internal processing labor at Alpha Video are covered. Alpha Video does not cover the
expense of equipment failures, parts or repairs that are out of the manufacturer's warranty or if the
equipment has been abused or used outside of its normal operation procedure. If Alpha Video's
Rental Dept has equipment that is applicable and available during the repair time line, that equipment
will be made available to the Client until the repairs can be completed.
2. The Client agrees that prompt and full access to the system will be.granted to Alpha Video any time
Alpha Video is on-site to service or maintain the system. It is the responsibility of the Client to provide
remote access to the IP addressable components of this system as needed and if applicable. It is the
responsibility of the Client to provide any passwords for the components of this system as needed
and if applicable..(Crestron, Biamp, Servers, DVR's etc.)
3. This agreement does not include emergency 2417 service of the system.
4. This agreement does not apply to a system or system components manufactured by companies for
which Alpha Video is not a dealer or distributor and did not install.
5. The annual fee for this agreement is included in the cost of the bid.
6. This agreement shall begin at 12:01 AM on 12/10/2012 and end at 11:59 PM on 1210912013. Thirty
to forty five days prior to the expiration of this agreement Alpha Video may supply a renewal option.
7. Parts, repairs and support that are not covered in this SMA will be billed on a time and materials
basis at Alpha Video's current service rates. The rates for the following services are as of 2012.
These rates may change at any time and without notice. Sr Engineering at 125.00 per hour.
Engineering at 100.00 per hour. Programming at 110.00 per hour. Project Management at 95.00 per
hour. Installation technician at 90.00 per hour. Travel at 50.00 per hour. Hotel, air fare, car rental and
per diem costs as incurred.
8. In the event the Client has not paid the billed fee within 60 days of the due date, Alpha Video will, re -
invoice via certified mail. If there is no response in 5 business days Alpha Video can terminate this
contract. The Client is responsible for any services or time of service performed at current rates on a
pro -rated basis.
Alpha Video warrants that we will provide service to the Client's system substantially in accordance
with the terms of this agreement. If the Client believes that Alpha Video is not providing service in
accordance with this agreement while it's in force, the Client will contact Alpha Video via certified
mail. If there is no response in 5 business days the Client can terminate this contract and reduce
payment or request remittance for any services already performed at current rates on a pro -rated
basis.
10 Alpha Video will use its best efforts to correct any deviation from this agreement within a reasonable
time after notification. The Client agrees that the foregoing constitutes the Client's sole and exclusive
remedy for breach by Alpha Video under any warranty under this agreement. The warranty and
remedy provided herein are exclusive and in lieu of all other warranties (express or implied) including
but not limited to the implied warranties of merchantability, performance, and fitness for a particular
purpose. The Client assumes all risk as to the suitability, quality, and performance of the system.

In no event will Alpha Video, or its directors, officers, employees, or affiliates be liable for any
consequential, incidental, indirect, special, or exemplary damages arising out of the use or existence
of the system in whole or part or use of Alpha Video's service, even if Alpha Video has been advised
of the possibility of such damages. Alpha Video's liability to the Client (if any) for actual direct
damages for any cause whatsoever, and regardless of the form of the action, will be limited to, and
shall not exceed, the fee for the current term of the agreement.
11. If the Client is not also the Owner of the system, the Client represents that they may lawfully enter
into contracts as representatives of the Owner and have full and complete authority granted to them
by the Owner over service and maintenance of the system, including, but not limited to, expenditures
for maintenance, repair, and component replacement of the system. The Client, if not the Owner, also
asserts that they have the authority to obligate the Owner to the terms of this contract.
12. In the event the ownership of the system changes, the Client ceases to be a representative of the
system Owner (if different), or the system is taken out of service wholly and completely during the
term of this agreement, the Client may terminate this agreement by notifying Alpha Video in writing of
the change in status. The value of any services that have been provided from the inception or
renewal of the agreement up to the date of notification will be calculated based on current dates for
those services and any over -payment will be refunded. If based on this recalculation, it is determined
there is a balance due to Alpha Video, this balance will be billed in accordance with current practices.
13. In this agreement, the term "Client" includes the business entity, as well as the directors, officers,
employees, affiliates, and assigns of the business entity, jointly and/or separately.
14. No oral or written statement, understanding, or document other than amendments or addendums
properly executed by both parties and attached to this agreement shall in any way extend, modify, or
add to the foregoing agreement.

Resolution awarding contract to Peoples Electric Company for $33,000 for lighting improvements in the council chambers
(improvement project no. 91;)
Requested Action
Staff recommends approval of the lighting improvements in the Council Chambers.
Policy/Past Practice
Northwest Community Television began cablecasting council meetings for the city in the fall of 1991 after the council
chambers was equipped with cameras and recording equipment. The Council is committed to keeping the community
informed of city matters. Also, a decision was recently made to commence cablecasting of planning commission meetings
beginning in early 2013.
Background
At the October 8, 2012, Council Meeting, Council awarded a contract to Alpha Video for $30,834 for video camera
replacement in the council chambers. Installation of the new equipment is scheduled to occur beginning December 11,
2012. In order to improve the overall color of the broadcast, it is necessary to make lighting changes (the chambers is
presently equipped with a combination of incandescent lighting and florescent lighting). Northwest Community
Television has assisted the city in seeking bids from electrical/lighting vendors for the recommended improvements. The
following three bids were received:
Company Bids
Sylvania $29,294 replaces lighting fixtures and ceiling tile above dais area
Peoples Electric $30,000 replaces lighting fixtures including dimming option over audience section (a
(or $28,500 with $1,500 deduct); includes new ceiling tile above the dais area; $3,000 option
$1,500 deduct) for replacement of ceiling tile in audience section to match front of room.
Peoples EIectric $64,100 includes more expensive fixtures and a hard ceiling instead of ceiling tiles
It is recommended to award the contract to Peoples Electric Company for $30,000 for lighting improvements and ceiling
tile above the dais area. Staff also recommends approval of the $3,000 option for replacing the remainder of the ceiling tile
in the chambers to match, Peoples Electric Company's proposal would allow for installation before the first meeting in
January, 2013. Northwest Community Television has experience working with Peoples Electric at the Plymouth council
chambers and has been satisfied with their performance. Although Peoples' bid appears higher than Sylvania, it includes
replacement of the lighting fixtures over the audience area and a dimming option for the audience lighting ($1,500 cost),
and NWCTV believes the track li htin stem proEosed by Peoples will allow greater flexibility.

Funding
The city receives an annual cable grant of $28,706 that is used to fund production of council meetings and
other city events (ie, state of the city) and to fund equipment replacement. There are adequate grant funds
for the lighting improvements. The current cable grant fund balance is $113,841, less approximately
$31,000 for video cameras.

WHEREAS, through the assistance of Northwest Community Television (NWCT), bids were
solicited for replacing current lighting on the council dais and presentation podium

WHEREAS, the bid in the amount of $28,500 from Peoples Electric Company is the lowest
responsible bid submitted; and,
WHEREAS, the manager of municipal telecommunications services of NWCT recommends
Council award the contract to Peoples Electric Company,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the city of New Hope, Hennepin
County, Minnesota to award the contract to Peoples Electric Company for $28,500.

New Hope City Council Chambers Lighting Upgrade — Request for Bids
Objective: Improve the chambers lighting for broadcast television cameras
without increasing misery factor for meeting participants
What we want to do:
Replace current lighting on the city council dais and presentation podium area
Create consistent illumination pattern and footcandle/cumin levels across all areas
that are seen on TV cameras.
Create consistent Color -Temperature across all areas of the room including
audience seating area
Maintain wall wash on wall behind dais (north wall) and on sides.
Keep current screen and projector configuration and not have the screen washed
out by new lighting. Be able to use screen without having to change lighting in
middle of meeting
Use existing dimming system if possible keep control of separate zones so that
we can adjust back wall, dais, podium and audience separately (This is an
incandescent system only and will need to be replaced if we go with a florescent
system.)
No need to dim audience area -- can be just on-off
Camera replacement is happening December 11-14, next meeting in chambers is
January 14, 2013.

As you know, the video cameras in the City Council Chambers are being replaced starting
Tuesday, December 11, 2012. We look forward to working with the new equipment and to the
better images they will produce for your city meeting broadcasts. However, as we have
discussed in the past the current lighting situation in the chambers does not make for an
environment conducive to producing the optimum results with any video camera, either the
existing system or the new one being installed. Aside from the dysfunction of the old cameras
and their inability to adjust for color, the mixture of florescent and incandescent lighting
sources makes it very difficult get video cameras to render the correct colors. And this may be
the case to a certain extent with the new cameras, even though we will have better control of
them. Therefore it has been my recommendation that we explore an upgrade to the chambers
lighting system in conjunction with the camera replacement. The objective would be to even
out the lighting levels to eliminate bright and dark spots, provide consistent color temperature
(a measurement of the light spectrum of lamps) for better color rendition by the cameras, and
reduce glare and heat for meeting participants. To this end I have been working with two
vendors to come up with proposals and bids to make improvements that meet those goals at a
reasonable expense.
Both vendors have been working under the assumption, at my direction, that we want to switch
over to an all florescent system in the chambers. We recently installed this type of lighting in
the Plymouth City Council Chambers and have been happy with the results. Using specialized
florescent teleconferencing fixtures and other color compatible fixtures in the council dais area
will allow us to accomplish the goals and save money as we will be matching the lighting over
the audience portion of the chambers. Those fixtures will not need to be replaced, however
having those lights on the dimming system and up to current energy efficiency standards is
desirable.
The proposals and ideas have ranged from replacing the whole ceiling/soffit over the dais area
with a hard ceiling to simply replacing the track fixture bulbs. We have received 3 written bids
from two vendors:
Sylvania-Osram $29,294
This proposal provides for demolition and removal of the existing ceiling and soffit structures
over the council dais section of the room, replacement of that ceiling with a new suspended
ceiling, replacement lighting fixtures in the dais, wall -wash and podium sections of the room,
and a new dimming system.
Peoples Electric #1 $64,100
This proposal replaces the whole existing ceiling in the front part of the room with a hard
ceiling, which would be very time-consuming as well as expensive. It also includes much more
expensive fixtures than their proposal #2.
Peoples Electric #2 $30,000
This proposal replaces and supplements the incandescent track fixtures with fluorescents, both
for dais and presentation podium area, replaces and supplements the wall wash fixtures behind
the dais, replaces the dimming system and includes replacement of the audience lighting with
dimmable fixtures. Also included in the proposal is new ceiling tile in the existing grid over the
dais area and an option for replacement ceiling tile for the rest of the room to match.
It is my recommendation that we accept the proposal #2 from Peoples Electric in the amount of
$30,000 (and the $3,000 option of replacing the ceiling tiles in the rest of the room if desired)
for the following reasons:
The cost is very comparable on the two quotes.
do not feel that the Sylvania-Osram proposal provides adequate lighting for the staff
seats on the right and left angled ends of the dais, nor the background behind those
seats.
The track lighting system proposed by Peoples will allow for much more adjustabiiity so
that we can more accurately direct the light for even illumination and will utilize the
existing soffit spaces.
Peoples' proposal is much less "invasive" as far as structural work in the chambers.
Replacing the whole ceiling structure as proposed by Sylvania-Osram would take the
whole room out of commission for about 2-3 weeks. Peoples Electric has indicated that
the project can be completed in a little over a week on-site.
Changing the height of the existing ceiling requires modifications to the sprinkler system
as noted in the Sylvania-Osram proposal, and possibly modifications to the fabric
covered wall panels behind the dais, which was not anticipated in their proposal.
The Sylvania-Osram proposal indicates a 6-8 week lead time on equipment which would
put us out to at least mid to late February for completion. Peoples' proposal indicates 3
weeks for ordering/receiving equipment which would potentially allow us to have the
new lighting in place before our first meeting with the new cameras on January 14th and
before the Planning Commission starts cablecasting their meetings.
-- The Peoples proposal includes replacement of the lighting fixtures over the audience
area as well for a consistent look and addition of dimming function to that section of the
room. The Sylvania-Osram proposal does not. Peoples indicated a deduction of $1500 if
we do not do that portion, which would bring their base bid amount down to $28,500 in
comparison to Sylvania-Osram at $29,294. However, I would recommend keeping that
option in the project.
We had a very positive experience working with Peoples on the Plymouth City Council
Chambers project last year.
