Policy/Past Practice Northwest Community Television began cablecasting council meetings for the city in the fall of 1991 after the council chambers was equipped with cameras and recording equipment. The Council is committed to keeping the community informed of city matters. Background The existing cameras in the council chambers were installed in 1999 and are 13 years old. Northwest Community Television prepared an RFP and solicited quotes for replacement of three high definition video cameras and production switcher equipment. The following two bids were received. A third vendor, VIS, declined to bid as they were awarded another job that would conflict with completion dates. Alpha Video $30,834.69 AVI $34,399.00 Northwest Community Television has experience working with both vendors. It is recommended to award the contract to the low bidder, Alpha Video, for $30,834.69. Installation would occur in late December when the chambers is not in use. Funding The city receives an annual cable grant of $28,706 that is used to fund production of council meetings and other city events (ie, state of the city) and to fund equipment replacement. Grant funds will pay for this expenditure; the current cable grant fund balance is $113,841. It should be noted that staff is also seeking bids for lighting improvements in the chambers which will improve the overall color of the broadcast. This item will be presented to Council in the near future and could also be paid by cable grant funds. (VSI) of Mankato, MN; Alpha Video of Edina, MN; and AVI Systems of Eden Prairie, MN. On September 11, 2012 1 received an email from Terry Dahl of VSI stating that they would not be bidding on the project. I met with representatives from both Alpha Video and AVI Systems separately at New Hope City Hall, they inspected the work site and we discussed the parameters of the project. The bid deadline was Friday, September 24 at Noon. Both companies submitted bid materials before the deadline. The bids were opened in public in the council chambers at that time. The results are: Alpha Video - $30,834.69 AVI - $34,399.00 Both bids are within the anticipated range of cost and appear to be complete. On Monday, September 24, after the bid opening, I emailed both vendors and informed them of a potential schedule change for the installation window to December 10, 2012 - January 14, 2013. Both responded that moving the installation back until after December 10, 2012 would not be a problem or change the amount of their bid. Both asked to have the installation scheduled as soon as possible after that date so as not to conflict with the holidays, and so that they can still order equipment, complete and invoice the project in 2012 before equipment prices go up at the beginning of the new year. This should not be a problem, but we should block out the time in the chambers soon. I have reviewed the bid documents from each company for completeness and any discrepancies between what each has proposed and the original RFP. The proposals are very comparable as this is a fairly straightforward project. It should be noted that the proposal from Alpha states that their system warranty is for 90 days, however the proposal also includes an optional 1 year extended support agreement that is included in the base bid amount. All the equipment specified in the contract has a manufacturer's 1 year warranty as well. Based on my experience working with both of these vendors, in my estimation either company will provide excellent products, materials, workmanship and service. Based on the numbers, I recommend awarding the contract to Alpha Video in the amount stated in their proposal. Alpha's DLI license and a certificate of insurance are included in their bid packet. This statement of work document outlines the equipment and services that Alpha Video will deliver and the responsibilities of City of New Hope for a successful implementation. Video Cameras & CCU Alpha Video will provide and install three new compact, high definition, PTZ cameras in the council chamber. Cabling to each location will consist of color coded CatSe cabling (Violet — video, Yellow — power, Blue — control), one of each color will be pulled to each of the three locations. Cameras will be mounted in the same locations as possible to the existing units. Existing cameras, control heads and cabling will be removed and delivered to the client at the end of the day that they are removed. Cabling will be routed from the camera positions to the control room where they will be terminated and connected to new CCUs. CCUs will be mounted in the right-hand rack, in the middle section (replacing some monitors which will be relocated and repurposed to the center rack for monitoring of video record feeds). Switcher & Multiview Monitor Alpha Video will provide and install a high definition video switcher with an integrated camera controller. This switcher will receive inputs from the CCU's for the new cameras via HD15 connectors. The existing document camera and output from the existing Crestron control/switching system will also be routed in to this switcher. Standard definition adapter cables are provided for this purpose. Output from the system will be to a new Multiview control monitor. The monitor will be installed on an articulated swing -arm mount which will be attached to the rack above the CCUs. This monitor will be configured to view the sources, preview and program outputs of the switcher as well as providing visual cues for the stored camera preset positions. Miscellaneous Work Alpha Video will provide labor to relocate and repurpose the existing 3 x 5" LCD monitors in the rack. These will be moved to the center rack and connected to monitor the video record feeds for the three recorders (VHS, DVD and mini -DVT). If any of the required existing equipment is not in proper operating condition, a change order may be required for the functionality outlined in this proposal. This proposal also assumes that work can be carried out continuously throughout the day with limited to no interruptions. If daily interruptions do occur during on site work, change orders may be required based on installation inefficiencies related to these interruptions. Installer Testing and Ad'ustments • Proper grounding will be verified on all equipment. • Video displays shall be properly aligned and free from distortion. • Cabling and loudspeakers shall be tested for proper polarity. • Audio shall be free of distortion, hums, bu es or pops. • Loudspeaker systems shall be tested and equali ed to provide uniform frequency response. • Control system program shall be tested for proper system operation and shall be free of glitches. Any issues will be brought to the attention of the programmer for correction. Training Alpha Video will provide up to two hours of system training to no more than three key users on basic system operation and troubleshooting. The training will be provided once the system is fully functional and will be continuous during one day unless otherwise noted above. Documentation Alpha Video will provide shop drawings that reflect the final system design. Those drawings will become property of City of New Hope upon receipt of final payment for this pro ect. The project manager will manage the installation timeline and coordinate work with any additional trades involved in this installation. Installation can only begin when the project manager has been notified that construction progress has reached a point that electronic equipment can be installed in a secure and clean job site. Chanee Re ua ests When the scope of work is agreed upon, any changes to that scope must be requested as a change order. Change requests shall be submitted in written form so that both parties fully understand the request. Any costs resulting from change orders shall be the responsibi Iity of City of New Hope. System Warranty and Support Alpha Video offers a standard 90 -day warranty on all systems installations. During the 90 days, Alpha Video will facilitate system service, phone support or repair at no charge for labor, travel, and/or shipping on any Alpha Video installed system or component. All system hardware is covered under the terms and conditions of each manufacturer's warranty. Alpha Video, at its option, may repair or replace any product or part of the products, which proves defective because of failure, under normal use, for the length of the 90 -day warranty period. An optional extension for a full 1 -year support agreement is available for purchase during the 90 day warranty period. In the past, CMOS image sensors in PTZ robotic cameras were light �I hungry with less clarity than CCD image sensor technology. But in order to get a 1920x1080 high definition signal out of the CCD sensor, extra signal processing and scaling was required to produce HD video at those resolutions. Today, using an increased pixel aperture size, high frame rate, high signal to noise and column - parallel AID conversion method, the resolution, saturation and the sensitivity of the CMOS sensor are increased. Policy/Past Practice Northwest Community Television began cablecasting council meetings for the city in the fall of 1991 after the council chambers was equipped with cameras and recording equipment. The Council is committed to keeping the community informed of city matters. Also, a decision was recently made to commence cablecasting of planning commission meetings beginning in early 2013. Background At the October 8, 2012, Council Meeting, Council awarded a contract to Alpha Video for $30,834 for video camera replacement in the council chambers. Installation of the new equipment is scheduled to occur beginning December 11, 2012. In order to improve the overall color of the broadcast, it is necessary to make lighting changes (the chambers is presently equipped with a combination of incandescent lighting and florescent lighting). Northwest Community Television has assisted the city in seeking bids from electrical/lighting vendors for the recommended improvements. The following three bids were received: Company Bids Sylvania $29,294 replaces lighting fixtures and ceiling tile above dais area Peoples Electric $30,000 replaces lighting fixtures including dimming option over audience section (a (or $28,500 with $1,500 deduct); includes new ceiling tile above the dais area; $3,000 option $1,500 deduct) for replacement of ceiling tile in audience section to match front of room. Peoples EIectric $64,100 includes more expensive fixtures and a hard ceiling instead of ceiling tiles It is recommended to award the contract to Peoples Electric Company for $30,000 for lighting improvements and ceiling tile above the dais area. Staff also recommends approval of the $3,000 option for replacing the remainder of the ceiling tile in the chambers to match, Peoples Electric Company's proposal would allow for installation before the first meeting in January, 2013. Northwest Community Television has experience working with Peoples Electric at the Plymouth council chambers and has been satisfied with their performance. And this may be the case to a certain extent with the new cameras, even though we will have better control of them. Therefore it has been my recommendation that we explore an upgrade to the chambers lighting system in conjunction with the camera replacement. The objective would be to even out the lighting levels to eliminate bright and dark spots, provide consistent color temperature (a measurement of the light spectrum of lamps) for better color rendition by the cameras, and reduce glare and heat for meeting participants. To this end I have been working with two vendors to come up with proposals and bids to make improvements that meet those goals at a reasonable expense. Both vendors have been working under the assumption, at my direction, that we want to switch over to an all florescent system in the chambers. We recently installed this type of lighting in the Plymouth City Council Chambers and have been happy with the results. Using specialized florescent teleconferencing fixtures and other color compatible fixtures in the council dais area will allow us to accomplish the goals and save money as we will be matching the lighting over the audience portion of the chambers. Those fixtures will not need to be replaced, however having those lights on the dimming system and up to current energy efficiency standards is desirable. The proposals and ideas have ranged from replacing the whole ceiling/soffit over the dais area with a hard ceiling to simply replacing the track fixture bulbs. We have received 3 written bids from two vendors: Sylvania-Osram $29,294 This proposal provides for demolition and removal of the existing ceiling and soffit structures over the council dais section of the room, replacement of that ceiling with a new suspended ceiling, replacement lighting fixtures in the dais, wall -wash and podium sections of the room, and a new dimming system. Peoples Electric #1 $64,100 This proposal replaces the whole existing ceiling in the front part of the room with a hard ceiling, which would be very time-consuming as well as expensive. It also includes much more expensive fixtures than their proposal #2. Peoples Electric #2 $30,000 This proposal replaces and supplements the incandescent track fixtures with fluorescents, both for dais and presentation podium area, replaces and supplements the wall wash fixtures behind the dais, replaces the dimming system and includes replacement of the audience lighting with dimmable fixtures. Also included in the proposal is new ceiling tile in the existing grid over the dais area and an option for replacement ceiling tile for the rest of the room to match. It is my recommendation that we accept the proposal #2 from Peoples Electric in the amount of $30,000 (and the $3,000 option of replacing the ceiling tiles in the rest of the room if desired) for the following reasons: The cost is very comparable on the two quotes. do not feel that the Sylvania-Osram proposal provides adequate lighting for the staff seats on the right and left angled ends of the dais, nor the background behind those seats. The track lighting system proposed by Peoples will allow for much more adjustabiiity so that we can more accurately direct the light for even illumination and will utilize the existing soffit spaces. Peoples' proposal is much less "invasive" as far as structural work in the chambers. Replacing the whole ceiling structure as proposed by Sylvania-Osram would take the whole room out of commission for about 2-3 weeks. Peoples Electric has indicated that the project can be completed in a little over a week on-site. Changing the height of the existing ceiling requires modifications to the sprinkler system as noted in the Sylvania-Osram proposal, and possibly modifications to the fabric covered wall panels behind the dais, which was not anticipated in their proposal. The Sylvania-Osram proposal indicates a 6-8 week lead time on equipment which would put us out to at least mid to late February for completion. Peoples' proposal indicates 3 weeks for ordering/receiving equipment which would potentially allow us to have the new lighting in place before our first meeting with the new cameras on January 14th and before the Planning Commission starts cablecasting their meetings. -- The Peoples proposal includes replacement of the lighting fixtures over the audience area as well for a consistent look and addition of dimming function to that section of the room. The Sylvania-Osram proposal does not. Peoples indicated a deduction of $1500 if we do not do that portion, which would bring their base bid amount down to $28,500 in comparison to Sylvania-Osram at $29,294. However, I would recommend keeping that option in the project. We had a very positive experience working with Peoples on the Plymouth City Council Chambers project last year.
