Resolution in support of a Hennepin County Youth Sports Grant program application to improve the Outdoor
Theatre at Civic Center Park
Requested Action
Staff recommends council approve this resolution so that a grant can be applied for from Hennepin County to
improve the Outdoor Theatre at Civic Center Park, located at 441h & Xylon avenues.
Background
Hennepin County is seeking grant applications from local units of government interested in developing
facilities for amateur sports or recreation. Legislation authorizing the building of the new Twins stadium
allows Hennepin County to grant up to $2 million dollars each grant cycle to Hennepin County communities
to assist with developing these facilities. The purpose of these grants will be to allow municipalities, park
districts or school districts to create, expand or improve sport or recreational facilities to enhance
opportunities for athletics and recreation. Due to the fact that the project needs to be "shovel ready" within
the next 6-9 months, staff is recommending making application this grant cycle for projects that are already
listed in the 2010 CIP. The grant will help to expand the scope of the needed improvements.
A meeting was held March 4th with a representative from the Women of Today (adopters of the park), OBMT
(main users of the facility), a representative of the Farmers Market (new users of the facility), and two
members of the Citizen Advisory Commission, as well as staff. The group discussed the grant application and
ideas related to the improvement of the facility. Input from the group provided more framework to the
application which now includes new 10 -row bleachers for the east and west sides of the stage (with backs)
and additional asphalt needed to support the bleachers; electrical upgrades to the facility to allow for a
greater variety of entertainment (in support in part of Farmers Market Board ideas); painting the exterior of
the Theatre; and additional landscaping. Total cost of the project is estimated at $100,000. The 2010 CIP lists
$30,000 for such a project and so the drant request is for 70% of the total cost estimate or $70,000.

This is the 401', year that the city has sponsored community theatre for families and the production will be
Music Man. Off Broadway Musical Theatre, the New Hope Women of Today, and the Farmers Market Board
are all supportive of this project and have provided statements of endorsement for the grant application.
Because the grants won't be awarded until May, the time line for this project calls for the project to be
completed this fall. The preparations for and presentation of Music Man may not allow for such work to be
done this summer unfortunately.
Funding
The Park Infrastructure Fund CIP has this project listed for consideration for 2010.

WHEREAS, Hennepin County, via its Hennepin Youth Sports Program, provides for capital funds to assist
local government units of Hennepin County for the development of sport or recreation facilities,
and
WHEREAS, the city of New Hope desires to improve the Outdoor Theatre in New Hope's Civic Center Park
for the purpose of benefiting youth and their families.
NOW_ THEREFORE BE IT RESOLVED BY THE city of New Hope:
I. The estimate of the total construction cost of improving the Outdoor Theatre in New
Hope's Civic Center Park shall be $100,000 and the city of New Hope is requesting
$70,000 from the Hennepin County Youth Sports Grant program and will assume
responsibility for a match requirement of $30,000.
II. The city of New Hope agrees to own, assume one hundred (100) percent of operation
costs for the Outdoor Theatre, and will operate the complex for its intended purpose for
the functional life of the facility, which is estimated to be 30 years.
III. The city of New Hope agrees to enter into necessary and required agreements with
Hennepin County for the specific purpose of improving this sport facility and long-term
program direction.
IV. That the city of New Hope City Manager and/or his designee is authorized and directed to
execute said application and serve as official liaison with Hennepin County or its
authorized representative.

Background
Hennepin County is seeking local units of government interested in developing
facilities for amateur sports or recreation. Legislation authorizing the building of the
new Twins stadium allows Hennepin County to grant $2.4 million dollars this grant
cycle to Hennepin County communities to assist with developing these facilities. These
grants will be made through the Hennepin Youth Sports Program.
Purpose
The purpose of these grants will be to allow municipalities, park districts or school
districts to create, expand or improve sport or recreational facilities to enhance
opportunities for athletics and recreation.
No grant awards may be used for ongoing expenses, such as programming services or
operating and maintaining the facilities. Charter schools must enlist a local unit of
government to sponsor their application.
Criteria
These criteria will be among those considered in evaluating grant applications:
• Need for the facility
• Population and number of people served
• Leveraging non -Hennepin County funds and in-kind contributions
• Sustainability, including ongoing operating funds
• Inclusion of environmental improvements
Partnerships among local units of governments and between local units of
governments and non-profit sports organizations
• Timeline and demonstrated ability to perform
• Equitable distribution throughout the county
Examples
The following are examples of potential projects:
Baseball and softball fields
u Soccer, football and lacrosse fields
Skate parks
• Disc golf courses
• Playgrounds
Partnerships
Hennepin County will favor proposals that support, create and enhance partnerships
both between public entities as well as those with private organizations. Operating
agreements that expand hours and programs, bring new users to the facility, and
provide opportunities that do not currently exist in the community will be preferred.
Grant Amount
Awards will range from $10,000 up to $400,000. Respondents are required to provide
matching funds or in-kind contributions. Matching fund amounts will be a criteria
considered in grant awards.
Grant Administrator
The Hennepin County Board of Commissioners will make the grant awards to
respondents. The Board has contracted with the Minnesota Amateur Sports
Commission to administer the application process.

The city of New Hope is submitting this application for the Hennepin County Youth Sports
Grant program to assist the city in improving its Outdoor Theatre which is located in Civic
Center Park, 44th & Xylon avenues. The grant will enhance local opportunities for youth and
adults to participate in theatre classes as well as live productions and it will enhance
opportunities for more youth and adults to attend free, live summer theatre performances as
well as special entertainment events.
Project improvements include new 10 -row bleachers for the east and west sides of the stage
(with backs) and the additional asphalt needed to support the bleachers. Current seating
capacity in the bleachers is approximately 350 people. The new bleachers will increase seating
to approximately XXX. Additional project improvements include electrical upgrades to the
facility to allow for a greater variety of entertainment; painting the exterior of the Theatre; and
additional landscaping. Total cost of the project is estimated at $100,000 which includes soft
costs. The grant request is for 70% of that amount or $70,000. The city's capital improvement
plan for parks lists $30,000 for the improvement project for this park.
The city of New Hope has offered family musical productions every summer since 1971 for its
residents and the greater community at its Outdoor Theatre. These productions have provided
many opportunities for community youth to get involved in local theatre both on stage, as part
of the live orchestra and/or behind the scenes. Some child actors have gone on to become well
known both locally and nationally. The 400, annual production this summer will be Music Man
and 11 performances are scheduled for July and August at the Outdoor Theatre. Performances
have been free for all 40 years with food shelf donations collected at each show to support the
community and -its needs.
Statements of endorsement for the grant application have been provided by local groups.
Because the grants are anticipated to be awarded late spring, the time line for this project calls
for the project to be completed this summer.

Geographic Location Map
This project is located near the intersection of Xylon and 45th Avenues, just north of
County Road 9 in the city of New Hope. The site lies adjacent to New Hope City Hall
and the police station, in Civic Center Park. Vehicle access is available off Xylon Avenue
and parking area is shared with City Hall and the municipal pool.

Environmental Intrusions Statement
The project involves electrical improvements, painting of the building, and the
installation of new spectator seating. All disturbed turf or other surface areas will be
restored to their existing, or better, condition.
No other intrusions, or required mitigations, are anticipated for this project.
Agreements and Arrangements
The city of New Hope strives to work closely with local agencies and organizations. Not only
are effective partnerships a great way to bring youth excellent programming, but such
partnerships do so in a cost effective and efficient manner. The city has strong working
relationships with Off Broadway Musical Theatre, the New Hope Women of Today, and the
New Hope Community Farmers Market Board. All three organizations have written letters of
support for this grant application.
The city of New Hope has offered family musical productions every summer since 1971 for its
residents at its Outdoor Theatre. These productions have provided many opportunities for
community youth to get involved in local theatre both on stage, as part of the live orchestra
and/or behind the scenes. Some children have gone on to become well known actors both
locally and nationally (T.R. Knight for one). In the early 80's the Off Broadway Musical Theatre
Board (OBMT) formed to provide support for the theatre program the city offered. For the past
28 years OBMT has produced the musicals for the city and offered nine performances each year.
The 40th annual production for summer of 2010 will be Music Man and 11 performances are
scheduled for July and August at the Outdoor Theatre in New Hope's Civic Center Park. The
two additional performances are scheduled to accommodate the expected crowds for the 404,
anniversary production. Performances have been free for all 40 years with food shelf donations
collected at each show to support the greater community and its needs.
The New Hope Women of Today, in their ongoing support of city programs and facilities, have
adopted Civic Center Park. Among other things, they have hosted "Opening Night" for the
annual theatre production. Some of their members and family members have participated in the
theatre productions both on stage and behind the scenes. They also plant flowers annually to
enhance the beauty of the Outdoor Theatre.
The New Community Farmers Market began in 2009 and is held on Saturdays from June
through October across the street from the Outdoor Theatre. The New Hope Community
Farmers Market Board is also very supportive of the city's theatre programs. They are planning
to hold special events and offer entertainment at the Theatre to enhance the Market. During
2009, most Saturdays saw one thousand plus visitors at the Market.
Improvements planned for the Outdoor Theatre will allow for a greater number of events and
entertainment and will allow for much more seating to accommodate the community.

To Whom it May Concern,
As Producers of an annual theatrical musical in Civic Center Park in New Hope for the last
twenty-eight years, we would like to fully support the application by the City of New Hope for a
Hennepin County Youth Sports Grant to allow upgrades to the park.
We have had the privilege of collaborating with the City of New Hope to bring the opportunity
of learning and performing on stage for people of all ages in our community. What started as an
"open playhouse" in the park with people changing in the cemetery next door, has evolved into a
unique "castle" setting with standing room only nearly every night of its annual nine -
performance run that is free to the public.
Our goal each year at Off-Broadway Musical Theatre is to maintain the strong presence we have
established in the community. Each year, dependant on the show choice, we involve children,
teens, young adults, to parents and even grandparents in our productions. That involvement can
include auditioning as a family who want to perform and spend time together during their
summer evenings, or students who want to learn how to build or paint set pieces, be involved in
other technical aspects of the show or playing an instrument in the Orchestra. We also have
youth volunteers each year assist us on show nights with our concession sales and ushering
duties. Students who start when they are young often continue with our theatre each summer and
eventually some move on to acting regionally or in films.
For some kids, the theatre is their outlet, for others it is baseball. Whichever your choice, access
is the key. We feel that our summer production provides one of the few opportunities in the area
for access for kids and adults who choose to be involved in theatre.
To that end, we could not continue to grow and improve our program if it were not for the City
of New Hope and their Parks and Recreation Department. As you are aware, budget short falls
have hit cities hard. The City has so far been able to maintain the park area where the theatre sits
and maintain a budget item for a portion of our administration fees each year. As the building
ages, however, and technology moves forward, it has been difficult to keep up with any larger
improvements that arise. This is the case with the bleachers in Civic Center Park.
Current capacity for bleacher show seating at the Park is approximately 350 per performance.
Each year we struggle to maintain seating for our patrons, as we strive to make room for all, we
seat anywhere from 100 —150 in lawn chairs and on the grass. Many years we end up turning
people away on our busy nights, something we wish we did not need to do. Increasing the

bleacher seating in the Park, giving access to more people each night, would enhance the
experience for all — patrons and performers.
We appreciate the fact that the City of New Hope is willing to apply for this funding to benefit

To Whom It May Concern:
This letter is written for the purpose of offering our support of the application to the
Hennepin County Youth Sports Grant to make needed repairs to our bleachers at the
outdoor theater at City Center Park in New Hope. This theater has been part of the
community for nearly 40 years and is used to entertain thousands of people young and
old. The bleachers, as well as some other needed updates, are important to be able to
meet the needs of the many people who come to watch the events put on there every
summer. This precious community theater on a summer's evening, is looked forward to
by all who attend and is a welcomed opportunity for the numerous local actors and
musicians to perform there.
During these difficult economic times, and due to the loss of much needed Local
Government Aid, we are grateful that our city has the opportunity to apply for a grant to
help improve our community activities.
The New Hope Women of Today have "adopted" this park and would like to see
improvements made to keep it as functional and useful as possible.
The New Hope Women of Today is a women's community service organization with over
20 years of commitment to the city of New Hope. We are proud of our city and proud of
our working relationship with New Hope's Off Broadway Theater. For many years we
have hosted 'Opening Night' for the annual summer theater performance. So we are
delighted to hear that our Mayor, Kathi Hemken, is requesting funding from the
Hennepin County Youth Sports Grant for renovations to New Hope's theater.
The Women of Today is a National organization with over 1600 members in Minnesota.

On March 10, 2010, the New Hope Community Farmers Market (NHCFM) Board of Directors voted to
support the City of New Hope's application for the Hennepin County Youth Sports Grant for expansion of
the Outdoor Theatre.
The NHCFM, in its second year, hopes to utilize the Outdoor Theatre for special events and promotions.
The Outdoor Theatre is located across the street from the NHCFM and is a logical gathering space for the
Farmers Market and its customers. The NHCFM intends to use the Theatre, hopefully in an expanded
capacity, to host musical, arts and entertainment events that support the Farmers Market and provide the
community with an outdoor, family-oriented recreational opportunity.
The Farmers Market, which draws large crowds, would benefit greatly from the expanded capacity of the
Theatre and other improvements. In conclusion, the New Hope Community Farmers Market Board of
Directors supports the efforts of the City of New Hope as they seek funding to improve this community
asset.

Operations and Maintenance Statement
The New Hope Parks and Recreation and Public Works departments are responsible for the
operation and maintenance of the New Hope Outdoor Theatre. Direct supervision falls under
the responsibilities of the Parks and Streets Supervisor. The project will be planned for and
overseen by the two departments. Currently, the departments jointly oversee 20 parks and six
facilities.
The New Hope Outdoor Theatre is located within Civic Center Park. Whether or not the facility
is improved, it will continue to be funded by the annual Parks and Recreation operating budget.
Budgets are submitted by the city manager and reviewed and approved by the New Hope City
Council on an annual basis. Attached are the general types and frequency of maintenance
activities that take place now and will continue to take place into the future at the site.
The city's Park and Recreation and Public Works departments share responsibility for the
operation and maintenance of parks. The city contracts with the Hennepin County Sentenced to
Serve (STS) crew whose primary focus is the maintenance and beautification of New Hope's
park system. The STS crew is in part responsible for litter pick-up, vegetation restoration, some
turf maintenance, etc. The city also has a well established Adopt -A -Park (AAP) program in
which families have taken extreme pride in making sure their adopted park is maintained. AAP
participants also assist by report problems/issues with the park and its amenities, work on
park/field enhancements and improvement projects, and clean up the park and the playing
fields semi-annually.
The Outdoor Theatre is located within Civic Center Park, located at 441h & Xylon avenues. The
theatre facility is utilized predominately for theatre classes, play practices and performances.
All activities are for resident families and the community at large during June, July and August.
Upgrading the Theatre would provide for much more seating, upgrades to the electrical would
provide for a wider range of entertainment opportunities. In addition the building is in need of
paint for its exterior as well as replacement of some of the landscaping. The upgrades would be
a welcome addition to the Outdoor Theatre. With the continuation of the New Hope
Community Farmers Market in the area, the Outdoor Theatre is receiving additional exposure
and the city anticipates greater involvement whether as a spectator or as a participant in the
Theatre itself.

Comprehensive Plan Compatibility
The Comprehensive Plan of the city of New Hope identifies several goals that support the
proposed project. Three goals that are applicable are from the Community Facilities section (see
attachment A).
1. Continue to implement a Capital Improvement Program that addresses the repair,
replacement, and improvement of community facilities including streets, utilities, storm
water management, community buildings, recreation facilities and parks.
2. Promote and encourage cooperation and coordination between governmental units to
avoid duplication of public service facilities and services.
3. Continue upgrades of city park facilities to maintain the park system's high quality,
safety, and user friendliness for all ages of the city's population.
In 2005, the city of New Hope completed a community survey (see attachment B). "A high 76%
of households surveyed make use of city parks, recreation facilities, and programs. In the case
of all but one component, over 90% of those holding opinions rate them as "excellent" or
"good". "Park facilities continue to be viewed very positively by the New Hope residents and
rank among the top quarter of suburban Metropolitan Area communities." Since that survey
was completed in 2005, the city of New Hope has invested approximately $967,625 in
improving its park system with another $103,000 approved so far for 2010 projects. This project
is slated for 2010 as the city continues to upgrade its facilities to better meet community
expectations.
The project will contribute to recreational services as follows:
1. Provide facilities for city of New Hope youth programming sponsored by the city.
2. Create additional seating for community productions, entertainment, and special events.
3. Provide passive park space for unorganized recreation and relaxation while space is not
in use by organized programs.

C. Require all industrial uses to abide by State and Federal standards related to noise,
emissions, odor, contaminants, or pollutants.

E. Encourage industrial site designs that include green space, setbacks and
landscaping to provide an aesthetically attractive appearance.
F. Encourage energy efficiency through building design and use of available
technologies.

the needs and interests of the community.

In looking at various characteristics of a community, residents split on the number of apartments
in New Hope: 48% think the number is "about right," while 46% see "too many." Fifty-six
percent think the number of entertainment and dining opportunities is "too few," and 46% feel
similarly about service and retail establishments. About one-quarter of the respondents, though,
see the need for more higher cost housing opportunities; affordable housing, senior housing
opportunities, starter homes, and trails and bikeways; in each case, however, a near -majority or a
majority think the. -city has "about the right amount."
Commuting and Public Transportation:
Eighty-five percent report they commute to work by "driving alone." A large eight percent ride
in "a van or car pool," while three percent "take a bus" and four percent "walk or bike." In all, a
comparatively large 15% do not drive alone to work. When asked about the ease of getting from
place to place within the City of New Hope, a solid 89% rate it as "excellent" or "good," while
11 % are more critical in their judgments.
Parks and Recreational Issues:
A high 76% of the households surveyed use city. Thirty-seven percent visit the New Hope
Swimming Pool, while 35% go to community ballfields. Thirty percent use the New Hope
Village Golf Course, while 29% visit the New Hope Outdoor Theater, and 27%, the New Hope
Ice Arena. In the case of all but one component, over ninety percent of those holding opinions
rate them as "excellent" or "good." In the case of community ballfields, the positive rating is
84%.
Overall, 81 % rate park and recreational facilities in New Hope as "excellent" or "good," while
12% are more critical. Park facilities, then, continue to be viewed very positively by New Hope
citizens and rank among the top quarter of suburban Metropolitan Area communities.
Recreational Programs:
Twenty-two percent of the households in the city contain members who have participated in city -
sponsored recreation programs. Eighty-nine percent report satisfaction with the experience,
while 10% are dissatisfied. Seventy-five percent state the current mix of recreational
programming in the community adequately meets the needs of their household; only four percent
disagree. The vast majority of residents could see no further recreation programs they would add
to current offerings.
Estimate of Users
The New Hope Outdoor Theatre is one of several well known amenities at Civic Center Park.
Summer of 2010 will mark the city's 40"' year offering free theatre performances for the
community. In the early 1980's the city started contracting with Off Broadway Musical Theatre
(OBMT), a group of community volunteers very interested in supporting the arts and theatre in
the city, to produce the annual summer musicals. OBMT has produced each musical for the past
28 years.
Auditions are held in the spring for acting roles, orchestra, sound and lights, scenery, and all
the other behind the scenes roles in which crew are needed. Each summer, 35-40 youth and
adults make up the cast and crew and approximately 3000+ individuals attend the
performances; many of these being teens and families.
The Theatre is also used for drama classes which are offered for approximately 70 youth ages 4-
12 years. These one-week summer camps conclude with each class putting on a final
performance on the stage for parents and families.
Starting the summer of 2010, the New Hope Community Farmers Market will be offering
musical performances several Saturdays from June through October. The Farmers Market
typically draws 1000 people each Saturday it is open.
The majority of youth and families performing at the Outdoor Theatre are residents of
Hennepin County. Audience members come from all over the metropolitan area.
Local Matching Funds
A total estimated cost for the construction of the project is $100,000. This cost is inclusive of
construction, site work, furnishings, fees, finance costs, indirect costs, and contingency. A
construction budget is included in the next section.

The city has strong working relationships with Off Broadway Musical Theatre, the New Hope

The city of New Hope is submitting this application for the Hennepin County Youth Sports
Grant program to assist the city in improving its Outdoor Theatre which is located in Civic
Center Park, 44�h & Xylon avenues. The grant will enhance local opportunities for youth and
adults to participate in theatre classes as well as live productions and it will enhance
opportunities for more youth and adults to attend free, live summer theatre performances as
well as special entertainment events.
Project improvements include new 10 -row bleachers for the east side and west side of the stage
(all with backs) and the additional asphalt needed to support the bleachers. Current seating
capacity in the bleachers is approximately 350 people. The new bleachers will increase seating
to approximately 465, doubling the seating on the east and west sides. Additional project
improvements include electrical upgrades to the facility to allow for a greater variety of
entertainment, painting the exterior of the Theatre; and additional landscaping. Total cost of
the project is estimated at $100,000 which includes soft costs. The grant request is for 70% of that
amount or $70,000. The city's capital improvement plan for parks lists $30,000 for the
improvement project for this park.

Resolution in support of a Hennepin County Youth Sports Grant program application
To improve the Outdoor Theatre at Civic Center Park
WHEREAS, Hennepin County, via its Hennepin Youth Sports Program, provides for capital funds to assist
local government units of Hennepin County for the development of sport or recreation facilities,
and
WHEREAS, the city of New Hope desires to improve the Outdoor Theatre in New Hope's Civic Center Park
for the purpose of benefiting youth and their families.
NOW, THEREFORE BE IT RESOLVED BY THE city of New Hope:
I. The estimate of the total construction cost of improving the Outdoor Theatre in New
Hope's Civic Center Park shall be $100,000 and the city of New Hope is requesting
$70,000 from the Hennepin County Youth Sports Grant program and will assume
responsibility for a match requirement of $30,000.
II. The city of New Hope agrees to own, assume one hundred (100) percent of operation
costs for the Outdoor Theatre, and will operate the complex for its intended purpose for
the functional life of the facility, which is estimated to be 30 years.
111. The city of New Hope agrees to enter into necessary and required agreements with
Hennepin County for the specific purpose of improving this sport facility and long-term
program direction.
IV. That the city of New Hope City Manager and/or his designee is authorized and directed to
execute said application and serve as official liaison with Hennepin County or its
authorized representative.

Environmental Intrusions Statement
The project involves electrical improvements, painting of the building, and the
installation of new spectator seating. All disturbed turf or other surface areas will be
restored to their existing, or better, condition.
No other intrusions, or required mitigations, are anticipated for this project.
Agreements and Arrangements
The city of New Hope strives to work closely with local agencies and organizations. Not only
are effective partnerships a great way to bring youth excellent programming, but such
partnerships do so in a cost effective and efficient manner. The city has strong working
relationships with Off Broadway Musical Theatre, the New Hope Women of Today, and the
New Hope Community Farmers Market Board. All three organizations have written letters of
support for this grant application.

enhance the beauty of the Outdoor Theatre.
The New Hope Community Farmers Market began in 2009 and is held on Saturdays from June
through October across the street from the Outdoor Theatre. The New Hope Community
Farmers Market Board is also very supportive of the city's theatre programs. They are planning
to hold special events and offer entertainment at the Theatre to enhance the Market. During
2009, most Saturdays saw one thousand plus visitors at the Market.
Improvements planned for the Outdoor Theatre will allow for a greater number of events and
entertainment and will allow for much more seating to accommodate the community.

To Whom it May Concern,
As Producers of an annual theatrical musical in Civic Center Park in New Hope for the last
twenty-eight years, we would like to fully support the application by the City of New Hope for a
Hennepin County Youth Sports Grant to allow upgrades to the park.
We have had the privilege of collaborating with the City of New Hope to bring the opportunity
of learning and performing on stage for people of all ages in our community. What started as an
"open playhouse" in the park with people changing in the cemetery next door, has evolved into a
unique "castle" setting with standing room only nearly every night of its annual nine -
performance run that is free to the public.
Our goal each year at Off-Broadway Musical Theatre is to maintain the strong presence we have
established in the community. Each year, dependant on the show choice, we involve children,
teens, young adults, to parents and even grandparents in our productions. That involvement can
include auditioning as a family who want to perform and spend time together during their
summer evenings, or students who want to learn how to build or paint set pieces, be involved in
other technical aspects of the show or playing an instrument in the Orchestra. We also have
youth volunteers each year assist us on show nights with our concession sales and ushering
duties. Students who start when they are young often continue with our theatre each summer and
eventually some move on to acting regionally or in films.
For some kids, the theatre is their outlet, for others it is baseball. Whichever your choice, access
is the key. We feel that our summer production provides one of the few opportunities in the area
for access for kids and adults who choose to be involved in theatre.
To that end, we could not continue to grow and improve our program if it were not for the City
of New Hope and their Parks and Recreation Department. As you are aware, budget short falls
have hit cities hard. The City has so far been able to maintain the park area where the theatre sits
and maintain a budget item for a portion of our administration fees each year. As the building
ages, however, and technology moves forward, it has been difficult to keep up with any larger
improvements that arise. This is the case with the bleachers in Civic Center Park.
Current capacity for bleacher show seating at the Park is approximately 350 per performance.
Each year we struggle to maintain seating for our patrons, as we strive to make room for all, we
seat anywhere from 100 —150 in lawn chairs and on the grass. Many years we end up turning
people away on our busy nights, something we wish we did not need to do. Increasing the

outdoor theater at City Center Park in New Hope. This theater has been part of the
community for nearly 40 years and is used to entertain thousands of people young and
old. The bleachers, as well as some other needed updates, are important to be able to
meet the needs of the many people who come to watch the events put on there every
summer. This precious community theater on a summer's evening, is looked forward to
by all who attend and is a welcomed opportunity for the numerous local actors and
musicians to perforrri there.
During these difficult economic times, and due to the loss of much needed Local
Government Aid, we are grateful that our city has the opportunity to apply for a grant to
help improve our community activities.
The New Hope Women of Today have "adopted" this park and would like to see

support the City of New Hope's application for the Hennepin County Youth Sports Grant for expansion of
the Outdoor Theatre.
The NHCFM, in its second year, hopes to utilize the Outdoor Theatre for special events and promotions.
The Outdoor Theatre is located across the street from the N HUM and is a logical gathering space for the
Farmers Market and its customers. The NHCFM intends to use the Theatre, hopefully in an expanded
capacity, to host musical, arts and entertainment events that support the Farmers Market and provide the
community with an outdoor, family-oriented recreational opportunity.
The Farmers Market, which draws large crowds, would benefit greatly from the expanded capacity of the
Theatre and other improvements. In conclusion, the New Hope Community Farmers Market Board of
Directors supports the efforts of the City of New Hope as they seek funding to improve this community

Operations and Maintenance Statement
The New Hope Parks and Recreation and Public Works departments are responsible for the
operation and maintenance of the New Hope Outdoor Theatre. Direct supervision falls under
the responsibilities of the Parks and Streets Supervisor. The project will be planned for and
overseen by the two departments. Currently, the departments jointly oversee 20 parks and six
facilities.
The New Hope Outdoor Theatre is located within Civic Center Park. Whether or not the facility
is improved, it will continue to be funded by the annual Parks and Recreation operating budget.
Budgets are submitted by the city manager and reviewed and approved by the New Hope City
Council on an annual basis. Attached are the general types and frequency of maintenance
activities that take place now and will continue to take place into the future at the site.
The city's Park and Recreation and Public Works departments share responsibility for the
operation and maintenance of parks. The city contracts with the Hennepin County Sentenced to
Serve (STS) crew whose primary focus is the maintenance and beautification of New Hope's
park system. The STS crew is in part responsible for litter pick-up, vegetation restoration, some
turf maintenance, etc. The city also has a well established Adopt -A -Park (AAP) program in
which families have taken extreme pride in making sure their adopted park is maintained. AAP
participants also assist by reporting problems/issues with the park and its amenities, working
on park/field enhancements and improvement projects, and cleaning up the park and the
playing fields semi-annually.
The Outdoor Theatre is in Civic Center Park, located at 4411' & Xylon avenues. The theatre
facility is utilized predominately for theatre classes, play practices and performances. All
activities are for resident families and the community at large during June, July and August.
Upgrading the Theatre would provide for much more seating, upgrades to the electrical would
provide for a wider range of entertainment opportunities. In addition, the building is in need of
paint for its exterior as well as replacement of some of the landscaping. The upgrades would be
a welcome addition to the Outdoor Theatre. With the continuation of the New Hope
Community Farmers Market in the area, the Outdoor Theatre is receiving additional exposure
and the city anticipates greater involvement by both spectators and performers at the Theatre.

Comprehensive Plan Compatibility
The Comprehensive Plan of the city of New Hope identifies several goals that support the
proposed project. Three goals that are applicable are from the Community Facilities section (see
attachment A).
1. Continue to implement a Capital Improvement Program that addresses the repair,
replacement, and improvement of community facilities including streets, utilities, storm
water management, community buildings, recreation facilities and parks.
2. Promote and encourage cooperation and coordination between governmental units to
avoid duplication of public service facilities and services.
3. Continue upgrades of city park facilities to maintain the park system's high quality,
safety, and user friendliness for all ages of the city's population.
In 2005, the city of New Hope completed a community survey (see attachment B). "A high 76%
of households surveyed make use of.city parks, recreation facilities, and programs. In the case
of all but one component, over 90% of those holding opinions rate them as "excellent" or
"good". "Park facilities continue to be viewed very positively by the New Hope residents and
rank among the top quarter of suburban Twin Cities metropolitan area communities." Since
that survey was completed in 2005, the city of New Hope has invested approximately $967,625
in improving its park system with another $103,000 approved so far for 2010 projects. This
project is slated for 2010 as the city continues to upgrade its facilities to better meet community
expectations.
The project will contribute to recreational services as follows:
1. Provide facilities for city of New Hope youth programming sponsored by the city.
2. Create additional seating for community productions, entertainment, and special events.
3. Provide passive park space for unorganized recreation and relaxation while space is not
in use by organized programs.

In looking at various characteristics of a community, residents split on the number of apartments
in New Hope: 48% think the number is "about right," while 46% see "too many." Fifty-six
percent think the number of entertainment and dining opportunities is "too few," and 46% feel
similarly about service and retail establishments. About one-quarter of the respondents, though,
see the need for more higher cost housing opportunities; affordable housing, senior housing
opportunities, starter homes, and trails and bikeways; in each case, however, a near -majority or a
majority think the. -city has "about the right amount."
Commuting and Public Transportation:
Eighty-five percent report they commute to work by "driving alone." A large eight percent ride
in "a van or car pool," while three percent "take a bus" and four percent "walk or bike." In all, a
comparatively large 15% do not drive alone to work. When asked about the ease of getting from
place to place within the City of New Hope, a solid 89% rate it as "excellent" or "good," while
11 % are more critical in their judgments.
Parks and Recreational Issues:
A high 76% of the households surveyed use city. Thirty-seven percent visit the New Hope
Swimming Pool, while 35% go to community ballfields. Thirty percent use the New Hope
Village Golf Course, while 29% visit the New Hope Outdoor Theater, and 27%, the New Hope
Ice Arena. In the case of all but one component, over ninety percent of those holding opinions
rate them as "excellent" or "good." In the case of community ballfields, the positive rating is
84%.
Overall, 81 % rate park and recreational facilities in New Hope as "excellent" or "good," while
12% are more critical. Park facilities, then, continue to be viewed very positively by New Hope
citizens and rank among the top quarter of suburban Metropolitan Area communities.
Recreational Programs:
Twenty-two percent of the households in the city contain members who have participated in city -
sponsored recreation programs. Eighty-nine percent report satisfaction with the experience,
while 10% are dissatisfied, Seventy-five percent state the current mix of recreational
programming in the community adequately meets the needs of their household; only four percent
disagree. The vast majority of residents could see no further recreation programs they would add
to current offerings.

Estimate of Users
The New Hope Outdoor Theatre is one of several well known amenities at Civic Center Park.
Summer of 2010 will mark the city's 401h year offering free theatre performances for the
community. In the early 1980's the city started contracting with Off Broadway Musical Theatre
(OBMT), a group of community volunteers very interested in supporting the arts and theatre in
the city, to produce the annual summer musicals. OBMT has produced each musical for the past
28 years.
Auditions are held in the spring for acting roles, orchestra, sound and lights, scenery, and all
the other behind the scenes roles in which crew are needed. Each summer, 35-40 youth and
adults make up the cast and crew and approximately 3000+ individuals attend the
performances; many of these being teens and families.
The Theatre is also used for drama classes which are offered for approximately 70 youth ages 4-
12 years. These one-week summer camps conclude with each class putting on a final
performance on the stage for parents and families.
Starting the summer of 2010, the New Hope Community Farmers Market wiII be offering
musical performances several Saturdays from June through October. The Farmers Market
typically draws 1000 people each Saturday it is open.
The demand for seating at performances frequently exceeds the number of seats available. The
new bleacher seating in this project allows for increased audience capacity of 115 at the Outdoor.
Theatre. The majority of youth and families performing at the Theatre are residents of
Hennepin County. Audience members come from all over the metropolitan area.

A total estimated cost for the construction of the project is $100,000. This cost is inclusive of
construction, site work, furnishings, fees, finance costs, indirect costs, and contingency. A
construction budget is included in the next section.
