All present voted in favor. Motion carried. EDA LEVY President Hemken introduced for discussion EDA Item 4, Resolution Item 4 authorizing the final levy of a special benefit levy pursuant to Minnesota Statutes, Section 469.033, subdivision 6 and approval of a final budget for fiscal year 2015. Mr. Kirk McDonald, executive director, stated the resolution supports the EDA levy of $150,000 which is the same amount as 2014. He noted in the past the EDA levy was included with the city levy. RESOLUTION 2014-19 Commissioner Elder introduced the following resolution and moved its Item 4 adoption "RESOLUTION AUTHORIZING THE FINAL LEVY OF A SPECIAL BENEFIT LEVY PURSUANT TO MINNESOTA STATUTES, SECTION 469.033, SUBDIVISION 6 AND APPROVAL OF A FINAL BUDGET FOR FISCAL YEAR 2015." The motion for the adoption of the foregoing resolution was seconded by Commissioner Lammle, and upon vote being taken thereon, the following voted in favor thereof: Hemken, Elder, Hoffe, Lammle, Stauner; and the following voted against the same: None; Abstained: None; Absent: None, whereupon the resolution was declared duly passed and adopted, signed by the president which was attested to by the EDA Meeting Page 1 December 8, 2014 executive director. HOME ENERGY President Hemken introduced for discussion EDA Item 5, Resolution SQUAD VISITS approving an amendment to an agreement to perform Home Energy Squad Item 5 Visits and Home Energy Squad Enhanced visits in the city of New Hope. Mr. Jeff Sargent, community development director, explained in May of 2014 the EDA entered into an agreement with the Center for Energy and the Environment (CEE) to perform Home Energy Squad Visits and Home Energy Squad Enhanced visits for New Hope. Since that time CenterPoint Energy (CPE) has made public their new insulation and air sealing rebate program. This will replace the Quality Assurance program offered by CEE, and CEE will refer participating homeowners to CPE's approved contractor list. He stated CEE is willing to reduce the per visit charge from $70 to $50. Commissioner Hoffe commented on the worthiness of the program. Commissioner Stauner recommended the program be posted on the city's website. RESOLUTION 2014-20 Commissioner Lammle introduced the following resolution and moved its Item 5 adoption "RESOLUTION APPROVING AN AMENDMENT TO AN AGREEMENT TO PERFORM HOME ENERGY SQUAD VISITS AND HOME ENERGY SQUAD ENHANCED VISITS IN THE CITY OF NEW HOPE," The motion for the adoption of the foregoing resolution was seconded by Commissioner Hoffe, and upon vote being taken thereon, the following voted in favor thereof: Hernken, Elder, Hoffe, Lammle, Stauner; and the following voted against the same: None, Abstained: None; Absent: None, whereupon the resolution was declared dul,assed and adopted, signed by the president which was attested to by the executive director. Policy/Past Practice It is a city policy and past practice to have the EDA approve agreements between the EDA and third party suppliers of services. Background In January of 2013, the EDA first entered into an agreement with the CEE for the provision of these Energy Squad activities. A total of $15,000 was allocated for this service out of EDA funds. This activity has proven to be popular with New Hope residents, with 124 residents having taken advantage of the program in its first two years. The original agreement stated that CEE would submit regular invoices to the EDA for activity performed under the agreement, and that the EDA would reimburse the CEE for $70 per visit completed, not to exceed $8,820 per year without further authorization from the EDA. This was as a result of CenterPoint Energy (CPE) making their new insulation and air sealing rebate program available to the public. CPE now offers an independent Quality Assurance program for insulation and air sealing contractors, replacing what was previously offered through the CEE. The CEE now refers participating homeowners to CPE's approved list of contractors, instead of their own, resulting in no changes to the services provided. This resolution approves an agreement with the CEE to perform Home Energy Squad visits and Horne Energy Squad Enhanced visits in the city of New Hope through December 31, 2016. It is proposed that the service continue to be funded at $8,820 per year, with the city paying $50 for each individual visit. Funding The 2015 EDA budget contains funds for this program. Recommendation Staff recommends approval of the resolution. Kathi Hemken, President New Hope EDA Attest: Kirk McDonald, Executive Director AGREEMENT to Perform Home Energy Squad Enhanced Visits in the City of New Hope CEE Doc# 2014 This Agreement is made by and between the City of New Hope with an office at 4401 Xylon Avenue North New Hope, MN 55428 and the Center for Energy and Environment ("CEE"), with offices at 212 Yd Avenue North, Suite 560, Minneapolis, Minnesota 55401. The following agreement is for the Center for Energy and Environment (CEE) to deliver a Home Energy Squad Enhanced Program to residents in the city of New Hope. PROGRAM SCOPE The purpose of the Home Energy Squad Enhanced Program is to promote energy conservation in residential properties by offering an enhanced residential program including contactor quality assurance and follow-up services. The City of New Hope will provide support with a copay for part of the cost of CEE's Home Energy Squad Enhanced visit. CEE will perform the Home Energy Squad Enhanced visit for a fee of $100. CEE will collect $50 from the homeowner and will invoice the City of New Hope for $50 per completed visit. Each year the total budget for the program will be $8,824 for the Home Energy Squad Enhanced Program. ELIGIBLE PROPERTIES Properties must be residential (from 1-4 units) and located within the geographical boundaries of the city of New Hope. Individual owners of condominiums or town homes are eligible for funding. (Condo or townhome associations are not eligible.) CEE TASKS Conduct Home Energy Squad Enhanced Visits. CEE will conduct Home Energy Squad Enhanced visits to help homeowners identify and implement energy savings opportunities in their homes. The visit will include the direct install of energy-saving materials where possible, including high -efficiency showerheads, faucet aerators, door weather-stripping, programmable thermostats, water heater blankets and compact florescent light bulbs. In addition, it will include a blower door test to check for air leaks, visual inspection of insulation levels, heating system and hot water heater combustion safety test and a report to the homeowner on recommended energy upgrades (if resident is a renter, permission from the landlord may be required for doing these additional diagnostic services). The co -pay and exact package of services are subject to change based on programmatic considerations, including CEE's agreement with utilities and other factors which are outside the bounds of this agreement. CEE will notify the City prior to any changes taking effect. CEE will lead a community-based marketing campaign to promote the program. The City shall provide assistance in developing and implementing this campaign. 2. Follow-up services If major upgrades (air sealing, insulation and furnace or boiler replacement) were recommended at the visit, CEE will follow-up with homeowners to encourage implementation. CEE will also provide contact information to program participants who have follow-up questions after the home visit. PAYMENT CEE shall submit regular invoices to the City of New Hope for activity performed under this agreement. Invoices will be emailed to Jeff Sargent. The City of New Hope will reimburse CEE $50 per visit completed, not to exceed $8,820 without further authorization from the City of New Hope. TERM The project shall run from January 1 "Y 2016 through December 31 ", 2016 and may be extended upon mutual AGgEMENT between the City of New Hope and CEE Page - CEE Doc # 2014 agreement by the parties.
