Requested Action
Staff requests that the City Council review and discuss the enclosed information regarding quiet zone design
proposals from SRF Consulting and Bonestroo, Rosene, Anderlik, & Associates. Staff requests that the Council
review the proposals for design work and direct staff to proceed with design work for the proposed quiet zone.
Policy /Past Practice
On October 3, 2005 the City Council directed staff to obtains estimates from engineering firms for design work
associated with the proposed improvements necessary on Winnetka Avenue to implement a Quiet Zone. The
city frequently solicits proposals for public improvement projects.

zone implementation. Based on our substantial quiet zone experience, we think that there is
a fairly high probability that technical and interagency coordination issues will arise which
could create complications in design, approval and implementation of the City's Quiet Zone.
Specific project issues that may arise include:
1. Unanticipated changes in future railway operations that can significantly affect the
Quiet Zone calculation inputs /results; these changes can substantially change SSM
configuration/design/cost from those originally planned, and if not revised during the
coordination phase of the quiet zone process, can result in the need for future
additional costs to upgrade SSM's so as to maintain compliance with FBA's quiet
zone risk index standards.
2. implications of the proposed median SSM construction cost may prompt funding
questions that encourage the examination of alternative SSM designs.
3. Unique rail operations or the physical track layout at the Winnetka Avenue crossing
site could affect expected costs and complicate the gate /rail signal timing.
4. Private driveway access closures resulting from the proposed median may generate
opposition, which may result in pressure on the City Council to offer mitigation plans
or analyze alternative SSM layouts.
5. Although not required by FRA, ancillary safety measures may be included into the
SSM's design (such as pedestrian safety enhancements) as they are often desired by
the Railway company. The inclusion of ancillary safety measures may also be
considered good public policy in terms of a safe -route to school or city -wide safety
program.
Quiet Zone Experience
The City can be assured that by retaining SRF Consulting Group, Inc., it will have ' the
necessary technical support and knowledge to address any quiet zone issue that may arise.
SRF offers the City a highly qualified rail/traffic /rail signal team, and SRF's quiet zone
expertise is nationally recognized (please refer to Exhibit A).
Further, SRF has established strong relationships with all key project partners involved in the
New Hope Quiet Zone. For example, we are currently working with the Canadian Pacific
Railroad (CPRR) on the Minnetonka and St. Louis Park Quiet Zones. We also have worked
with Mn/DOT and FRA on numerous other quiet zone projects, including the planning,
design, and implementation of the longest, most complex and only bi -state quiet zone in the
nation approved by FRA (the Fargo - Moorhead Quiet Zone). We also regularly assist
Hennepin County in a wide variety of engineering work, and have already researched and
discussed important New Hope Quiet Zone design issues with County staff.

Finally, SRF has demonstrated by its past quiet zone work, an ability to achieve consensus
among diverse interests that are commonly involved in the development of quiet zones.
SRF's experience allows us to effectively serve the City as its advocate in detailed
negotiations with CPRR, Hennepin County, Mn/DO and FRA during the design and
approval stages of the New Hope Quiet Zone project. Our references included in Exhibit A
will attest to the crucial coordination services SRF provided in past quiet zone projects.
Quiet Zone Coordination Tasks
We propose the following critical stakeholder coordination services:

appropriate Supplemental Safety Measures (SSM) treatments, any special or unique
engineering features present, and gain consensus from all parties on acceptable
options. Prepare a diagnostic summary, as documentation of the cooperative decision
arrived at by key stakeholders, and distribute to all participants.
F. Attend a City Council meeting or Work Session.to describe the proposed quiet zone
plan of action, and to gain Council approval authorizing the next phase of the Quiet
Zone project (design).
G. Act as the City's representative and support City staff and officials at meetings or in
negotiations with the Railway, Hennepin County, Mn/DOT and FRA during the

which requires railroad cooperation or access to railroad signal systems.
B. Gather and review existing project data including as- builts, comprehensive plans,
existing public and private utility information, city digital planimetrics and contours
and incorporate into a project database and basemap. This does not include
topographic survey of the project area, which has been included as an optional task
below.
C. Gather existing right of way plats, property information and Hennepin County
Section data and create an existing right of way basemap.
D. Perform detailed design including:
a. Develop a computed roadway alignment.
b. Develop project geometry that meets Mn/DOT State Aid Standards.
c. Develop a computed roadway profile.
d. Develop existing and 20 year projected traffic volumes for Winnetka Avenue.
e. Develop proposed pavement sections and typical sections. This does not include
any additional soils investigation and assumes City will provide this information
if necessary.

We propose to be reimbursed for our services on an hourly basis for actual time expended. Other

Metropolitan Council of Governments in
securing a train whistle quiet zone for the
Fargo- Moorhead metropolitan area. This quiet
zone is nationally significant in that it was
only t h e fourth Federal Railroad
Ad approved zone in the nation,
and it is th longest, most complex whistle
ban zone in the U.S. It is also the only bi- state,
multi - jurisdictional quiet zone that has been
approved to date.
Already more than $23 million of public -
private investment has been leveraged for
downtown renewal efforts in the central
business district, papally due to the
fundamental environmental changes created
by the quiet zone. Our multidisciplinary
