The work to be done includes crack filling at Meadow Lake School Park's tennis courts and Sunnyside Park's basketball court; crack filling, resurfacing and a new color coating for Corner Park's basketball court and Lions Park's tennis courts. A quote was also received during this process to crack fill Sunny Hollow School courts but staff recommends waiting a year to do that work. Those courts were crack filled in 2006 but due to the poor soils under the courts, shifting ground continues to cause cracks to reappear rather quickly. Background Courts in the parks need periodic crack filling and /or repainting to keep them safe for users. Painted surfaces that are too worn become very slippery and dangerous. Limited funds are available each year for this maintenance need. Staff evaluates courts yearly and determines priority order for work to be done. The priority in the past has been based on condition of the courts, usage by the public, and funds available. Some areas have more cracking due to less stable soils beneath the courts. • The work on Meadow Lake's tennis courts and Sunnyside's basketball court is to be crack repair. Meadow Lake was rebuilt in 1998; this will be the first crack repair since then. Sunnyside court was resurfaced in 2003 and crack filling is now needed. • The work on Corner Park's basketball court and Lions Park's tennis courts calls for crack repair and resurfacing. Lions' courts were crack filled only in 2005 and unstable soils cause the need for it to be done again as well as the resurfacing. Corner Park hasn't had work done on this court since 1998. Quotes received for the work on the four court locations are as follows: $8,906.00 from Tennis Court Doctor; $9,515.00 from C & H Surfaces; $9,611.63 from CSR Court Surfaces; and $20,800.00 from McBroom Construction Co., Inc. Funding The 2007 CIP for parks calls for resurfacing of courts. Funds are available in the parks infrastructure fund for this needed work. Attachments A copy of the low quote is attached. Quotes were due on April 20 2007. The quote was divided into five court surface treatments based upon the court surface condition. Staff recommends reexamining Sunny Hollow in 2008 for crack repair. The tennis courts in this park had crack repair in 2006, due to a soil condition below the court surface, this crack repairs have become a semi routine procedure. A quote was requested for the crack repair of this court, though the cracks are relatively minor relative to the other court surfaces at this time. The low quote this year, based upon staff recommendations of repairing /resurfacing the four courts previously listed, was received from Tennis Court Doctor. We have worked with Tennis Court Doctor in the past and staff was very pleased with their work. Therefore, I recommend that we hire Tennis Court Doctor for court resurfacing and repair this summer. There is $12,000.00 in the 2007 Park budget for court resurfacing and repair. Background The original contract for parks' hard court repairs, Park Project #822, was approved by council on May 14, 2007 for $8,906. Staff and the engineers are recommending this change order be approved to cover the work needed on the basketball court at Fred Sims Park. This park is scheduled for an improvement project ( #821) in 2007. Council directed staff to seek quotes for this specialized portion of the needed work at Fred Sims under separate contract. This work will include all crack repairs and prep work plus the installation of a new color surface. The specifications will follow all those governing the contract for court repairs recently approved. Funding Recommended funding would be from the city's Park Infrastructure Fund. The Parks CIP listed $12,000 for the hard courts repair work to be done in 2007. The work at Fred Sims Park is a separate project and listed so in the CIP at $185,000. Attachments The engineer's recommendation letter and the resolution are attached. There is currently a contract with a court specialist for other court work in the City. It is recommended the work to the Fred Sims court be added to the abovementioned project via change order. Adding this work to an existing project will eliminate the need to produce a second set of contract documents, including technical specifications. Also, because the contractor is all ready working within the City, a savings in mobilization costs should be realized. The contractor awarded the existing project provided a quote for the addition of the Fred Sims Park basketball court. The work to this court is equivalent to that being completed on the other courts.
