CALL TO ORDER The meeting was called to order by Chair Galstad at 6:00 p.m. pursuant to due call and notice
thereof.
ROLL CALL Present: Chair Eric Galstad, Commissioner Tony Brown, City Manager Reece Bertholf,
Director of HR/Admin. Services Rich Johnson
Absent: Commissioner Wendy Brostrom, HR Specialist Walker MacBeath
ESST Discussion
Staff presented information about the new state law that will become effective Jan. 1, 2024
titled: Employee Sick and Safe Time (ESST).
Staff reviewed the City’s current two leave plans, vacation/sick and personal leave, with the
board and presented their recommendation for the City’s implementation of ESST.
• After discussion, the Board endorsed staff’s recommendation to:
• Make no changes to vacation leave.
• Make the necessary modifications (define acceptable uses, etc.) incorporating ESST into
sick leave.
• Make no changes to the personal leave plan.
• Implement ESST in addition to the personal leave plan.
• Implement ESST for other employees as required by the new law including seasonal
employees, non-regularly scheduled employees, etc.
ANNOUNCEMENTS Director Johnson shared that this item would be brought forward to the city council work
session on Monday, Nov. 20, 2023.
ADJOURNMENT As there was no further business to come before the board, the meeting adjourned at 6:40 p.m.
