Requested Action
Staff requests approval of a resolution awarding the contract to the low and responsible bidder, Doboszenski
& Sons Inc., in the amount of $86,554.50. Staff also recommends that the awarding of the contract be
contingent on the proposed Prairie Ridge housing development's purchase and development agreement.
Background
In April of 2006, Council authorized staff to initiate a request for proposals for the development of single
family homes on city owned property near 52nd and Pennsylvania avenues north. Also in April of 2006,
Council authorized $3,500 for the city engineer to complete a preliminary boundary survey of the site to be
used with potential developers in the request for proposal process. Through the request for proposal process
and discussions with the Council, it was determined that the prospective developer would be responsible for
the construction of all street and utility infrastructure.
On September 25, 2006, Council passed a motion authorizing staff to negotiate an interim agreement with
Avalon Homes. Staff and the city engineers have worked with Avalon Homes to develop preliminary site
plans. During the design process of the overall site elevations and the individual building sites' elevations, it
was determined that the city's existing sanitary sewer pipe at the west end of the property was not deep
enough to receive sewer flows from a number of building sites on the east end of the development.

Staff and the developer considered two options to resolve the issue of sanitary sewer services for the east end
of the development. The preferred option was to review the possibility of connecting these building sites to
the city of Crystal's sanitary sewer collection system on Louisiana Avenue using gravity flow.
Staff met with Crystal's engineering staff to discuss this option. Crystal's staff agreed to look into the
feasibility of a connection to their sanitary sewer collection system. After reviewing their sanitary sewer
collection system in the area between 52nd Avenue and Bass Lake Road, from Louisiana Avenue down
stream to Douglas Avenue, it was determined that their system could not handle the additional volume.
With that determination, the only remaining option is the installation of a sanitary sewer lift station on city
property in the southeast corner of the proposed development. The lift station will receive sewer flow from
the homes on the east end of the site and pump the sewage through a force main into a manhole with gravity
flow located in the west half of the development.
The lift station's plans and specifications that the Council approved on March 14, duplicate the city's existing
lift stations throughout the city. Duplicating the rest of the city's lift stations, and their SCADA systems, will
help to ensure efficiency in long -term lift station operations and future maintenance needs.
The developer will be responsible for their collection system's connection to the city's lift station and the
connection of the lift station's force main to the manhole with gravity flow in the street right -of -way. The
developer will also be responsible for the installation of all necessary sanitary sewer infrastructure for the
individual building sites and the collection system in the road right -of -way, including the connection of the
development's gravity flow system to the city's existing sanitary sewer pipe at the west end of the
development.
Bids were received from four contractors, with Doboszenski & Sons Inc. being the low responsible bidder, at
$86.554.50. The project involves the developer's contractor constructing the lift station infrastructure and the
sanitary sewer force main that would later be connected to the sanitary sewer gravity collection system. Staff
is recommending that the electrical control panel and SCADA system be constructed by the city's current 2007
SCADA system contractor through a change order. A breakdown of the total cost estimates is attached in the
engineer's project memo.
Funding
Funding for the lift station would be from the EDA.

WHEREAS, this Council approved plans and specific ons and ordered bids for the
construction of a sanitary sewer lift stat' n in the area of the proposed Prairie Ridge
housing development; and,
WHEREAS, this activity is an integral compo dnt of the proposed development's sanitary sewer
collection system infrastructure; and,
WHEREAS, if the Prairie Ridge development is constructed, this Council does hereby determine
to proceed with the construction of a sanitary sewer lift station; and,
WHEREAS, the advertisement for bids for construction of the Prairie Ridge lift station and force
main project were published in the New Hope - Golden Valley Sun Post, the official
newspaper of the city, on July 12, 2007, and in the Construction Bulletin on July 9
and July 16, 2007; and,
WHEREAS, the bids for construction of the Prairie Ridge lift station and force main project were
duly opened at the New Hope City Hall, 4401 Xylon Avenue North, at 11:00 a.m. on
August 6, 2007; and,
WHEREAS, the bid of Doboszenski & Sons Inc., in the amount of $86,554.50, for construction of
the Prairie Ridge lift station and force main project is the lowest responsible bid
submitted; and,
WHEREAS, the city engineer, Bonestroo, has recommended that Council award the contract to
Doboszenski & Sons Inc., contingent on the signing of the Prairie Ridge housing
development's purchase and development agreement.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the city of New Hope, Hennepin
County, Minnesota:
That contingent on the signing of the Prairie Ridge housing development's
purchase and development agreement, the contract for construction of the
Prairie Ridge lift station and force main project is awarded to Doboszenski &
Sons Inc.; and,
2. That the Mayor and Acting City Manager are authorized and directed to sign
the same.

Background
The development of a City owned parcel adjacent the railroad tracks just east of Winnetka Avenue is
proposed. The development will be supported by extending existing utilities and constructing an east -west
road through the site with connections to both Pennsylvania and Louisiana Avenues. Avalon Homes is the
developer for the project and MFRA, development engineers, is completing the design for the infrastructure
and site work.
In the initial stages of the marketing the property, the City completed a preliminary boundary surrey of the
property. Engineering staff also assumed that the trunk water, sanitary sewer, street, and storm water
utilities could all be extended and constructed efficiently to serve the proposed development. Cost
estimates were prepared for these infrastructure extensions and were presented to developers during the
marketing phase. The design of the infrastructure was not completed at that time.
During the analysis and design phase of the project, MFRA notified the City that the street, water, and storm
infrastructure could be constructed generally as anticipated. However, the existing trunk sanitary sewer
extending through the west side of the property was too high to provide gravity sanitary sewer service to all
the proposed homes within the development. To resolve this issue, it was proposed that the homes on the
east end of the development be served by connecting a gravity sewer to the existing sanitary sewer in the
City of Crystal.
Due to capacity issues with the existing system, the City of Crystal said that a connection contributing
additional flow would not be feasible. Elimination of this option resulted in the need for a lift station to service
a portion of the homes in the proposed development. It was determined that services from 12 of the 17
homes be routed to the lift station.
The lift station did provide some cost savings to the proposed development as the connection to the Crystal
system was not required. This eliminated the need to reconstruct a portion of Louisiana Avenue. The cost
savings were determined to be $33,046.30. The developer will be responsible to contribute an amount equal
to these savings towards the cost of the lift station.
Lift Station Project Coordination
The lift station and force main were bid as a City project to facilitate consistency with other city lift stations.
The bid was coordinated with the development schedule. To facilitate the targeted schedule for occupancy
of the first home, the electrical (control panel) work was removed from the lift station project bid and added
via change order to the Lift Station Control Panel contract involving similar work at other lift stations.
Completing the Prairie Ridge control panel via this change order will also assure the control panel is
consistent with other City lift stations. Consistency in these facilities is an important attribute from an
operation and maintenance perspective.
Project Bids and Costs
Bids have been received for the lift station work. The general contractor selected to do the development
grading and infrastructure was also the apparent low bidder on the lift station. One general contractor for all
of the work will improve coordination. A quote for the control panel is also being requested from the
contractor working on the control panel contract. No recent contact has been made with Exel regarding the
electrical service. Below is a table summarizing anticipated costs for the project:
