IP #828PROJECT NO. 828 North Arena 07-154 10/08/07 Resolution authorizing the appropriation of funds of $13,747.80 for replacement of the North Arena Lighting for the Ice Arena by Midwest Energy Solutions (improvement project no. 828) COUNCII I: \RFA \P &R \ARENA \R -828 North Arena Lighting Replacement Quotes.doc Request for Action Originating Departments Approved for Agenda Agenda Section Planning and Parks and Recreation October 8, 2007 Development Item No. By: Shari French, Director By: 8.2 Resolution authorizing the appropriation of funds of $13,747.80 for replacement of the North Arena Lighting for the Ice Arena by Midwest Energy Solutions (improvement project no. 828) Requested Action Staff is recommending that the City Council approve the low quote attached of $13,747.80 from Midwest Energy Solutions for the purchase and installation of new lighting for the north arena. This will include 66 six -lamp T -8 fixtures with wire guards and reflectors. Jim Corbett, Recreation Facilities Manager, will be present to answer any questions. Background Three quotes were received for this project and they range in price from $13,747.80 to $18,400. These quotes are all after the utility rebate which now goes directly to the contractor after installation has been completed. The installation will be coordinated so that no loss of business or interruption of scheduled ice occurs. The payback through lowered electrical bills is anticipated by the vendor to take 3.65 years to recover the cost of this purchase. The company providing the low quote has also supplied lighting to the following local ice arenas: Plymouth, Hopkins, Braemar in Edina, and Farmington. The replacement of these lights has been on the arena's CIP listing which has been discussed at the council level during 2007. The estimated cost listed in the CIP was $20,000. The rough drawing of the two ice sheets attached shows the difference in foot candles from the oldest lighting system (north arena) to the newer system (south arena). Staff over the past two years has received several complaints from users regarding the low level of lighting in the north arena. And these users prefer the south rink because of the brighter light on that side of the facility. The savings in utility costs with the new system is another strong consideration in staff's recommendation to replace the existing lighting. Motion by Second by To: o - —_ I: \RFA \P &R \ARENA \R -828 North Arena Lighting Replacement Quotes.doc Funding Funds are available for this project in the Liquor Reserve Fund /Park Infrastructure Fund which is levy funded each year. Staff is recommending that the funds for the improvement be taken from the Liquor Reserve portion of the fund. Attachment(s) Attachments include the low quote, a memo from staff describing the project and quotes received, a rough drawing of both sheets of ice showing foot candle providing by existing lighting, and a listing of the ice arena CIP.
