New Hope Outdoor Pool Project Summary
The New Hope Crystal Plymouth Swim Club and the city of New Hope are submitting this
application for a Minnesota Swimming Inc. grant to assist the city with the construction of a
new outdoor aquatic facility which will be located at 4401 Xylon Avenue North, New Hope.
This community attraction will include a 50-meter (8-lane, 3.5'- 13' deep) pool, current channel,
shallow water area with play feature, diving well with 1 &3 meter boards, 2-body slides,
bathhouse, concession area, and mechanical building. The overall swim capacity will be
approximately 1,200. A preliminary pool schematic is included as Appendix A.
The city of New Hope's previous outdoor pool was constructed in 1965,however it was well
past its life expectancy and was in need of a great number of major repairs. In January 2017, the
New Hope City Council approved moving forward with plans to construct a new police
department and city hall on the site of the existing pool. At that time, they also expressed a
commitment to building a new outdoor pool so a resident committee was formed to develop a
master plan for a new facility. When deciding on the opportunity for a new outdoor pool
complex and the type of pool to build,there were several factors that they considered including
the initial cost, the amenities being offered for the residents and other pool users, the effect that
the footprint size of the pool and buildings would have on the rest of the park space, and the
cost recovery.
Two concepts,both with 25-yard pools, were created and shared with New Hope residents at
an open house. In addition to a public comment period, a listening session was held with the
City Council. Based on the public input, a third concept which included a 50-meter pool was
added. In December 2017, the City Council identified a preferred concept with the expansion to
a 50-meter pool if state funding could be secured to help with the added costs. At that time, city
officials began coordinating with local legislators to submit a state bonding request for
additional funding. Testimony was provided at the state capital during the 2018 legislative
session and the city was notified that the funding was approved in May 2018.
In early 2018, the previous pool was removed as part of the police department and city hall
construction. In June 2018, the City Council entered into an agreement with Stantec Consulting
Service Inc. to continue plans to build a new outdoor pool facility, with an anticipated opening
of June 2020.

The New Hope Crystal Plymouth Swim Club is supportive of New Hope's plans for the new
facility and has offered primary support for the grant. A letter is attached as Appendix B.
If awarded a Minnesota Swimming Inc. grant,the city would be interested in providing
recognition of the grant funding on a permanent sign at the outdoor pool.
#1: Benefit to the Membership of Minnesota Swimming Enc.
Minnesota Swimming Inc.membership will benefit from access to a modem 50-meter facility
for practices during the summer months on weekdays and weekends. Prior to the New Hope
Pool being removed, multiple swim teams used the pool for practice times. The new facility will
also have designated time periods for teams upon reopening in 2020. In addition, the New
Hope Crystal Plymouth Swim Club may have the opportunity to rent the 50-meter swimming
pool for summer meets that assist participants working towards qualifying times for the
summer Long Course Season regional events. The combined practices and events will provide
broad access supporting the Minnesota Swimming Inc. competitive swim community.
#2 & #3: Amount of the Grant Request and Category
The city of New Hope,with support from the New Hope Crystal Plymouth Swim Club
(NHCP),is requesting a grant in the amount of$200,000.
In the spring of 2019, the City will begin construction of a new$11,000,000 outdoor aquatic
facility. This community attraction amenities will include a 50-meter(8-lane, 3.5'- 13' deep)
pool, current channel, shallow water area with play feature, diving well with 1 &3 meter
boards, 2-body slides,bathhouse and concession area. In addition to a mechanical building,
other components such as lawn area,loungers, chairs and sun shades will be included to make
the facility attractive and useable.

#4: Grant Use
The new outdoor facility will total approximately$11,000,000.Stantec staff have estimated
approximately$2,000,000 for the expansion of a 6-lane 25-yard pool to a 6-lane 50-meter pool
and an additional$500,000 to increase from 6-lanes to 8-lanes.
The grant from Minnesota Swimming would be used toward the design and construction of the
50-meter portion of the aquatic facility,including the expansion of the pool from the original
budgeted facility of 6-lanes to 8-lanes.

#5: Principal Source of Funding
The city of New Hope is the primary funding source for this project and will bond
approximately$9,000,000 for the new facility. This cost includes construction, site work, design
and building fees, indirect costs, and contingency.
Bonding will take place in the spring of 2019, as the first construction invoices will be paid in
the late summer of 2019.Until the bonding dollars are received,the City will be paying for
planning and design fees from the Park Infrastructure Fund.
The city of New Hope will be the owner and operator of the facility.
#6: Other Funding
During the 2018 Legislative Session, the city of New Hope received$2,000,000 from the State of
Minnesota. New Hope,with the encouragement of local swim teams, sought state funds for a
50-meter pool to help fulfill a regional need for competitive swimming facilities in the west
metro.The state funds will help cover the difference in cost to construct a 50-meter pool

compared to the cost of the 25-yard pool that the citizen committee had initially favored. The
input and support from the local swim teams was instrumental in the process.
The city of New Hope has strong partnerships with many businesses and organizations located
in New Hope and nearby. Once final plan details are in place, staff will be working with these
businesses and organizations for donation and sponsorship opportunities.
Additional grant opportunities will also be pursued,including a Hennepin Youth Sports
Facility Grant and smaller Hennepin Youth Sports Equipment Grants.
In the previous facility, several swim teams rented space for team practices.The New Hope
Crystal Plymouth Swim Club has indicated their commitment to continuing to lease space for
practices and meets, estimating approximately$20,000 in summer expenditures. In addition,
they will provide the competitive swim blocks,lane lines and scoreboards. Monetary donations
from swim teams,who used the previous pool and will be looking to use space at the new
facility,would be accepted and appreciated by the City Council.
#7: Business Plan
On August 20, 2018,the New Hope City Council approved a schematic layout for the new
facility. Based on this approval,the engineering firm will be working on the design phase over
the next several months.
Once preliminary design work has been completed, city of New Hope staff, along with the city
engineer and representatives of Abdo Eick&Meyers will work to develop a detailed
Operational Cost Recovery schedule.
#8: Organizational Structure
The city of New Hope is a statutory city with a Plan B council-manager form of government.
The City Council is comprised of a mayor and four council members, who are all elected. The

city manager, who reports directly to the 5-person council,is responsible for the day-to-day
operations of the City and directly supervises five department heads.
In January 2017, an eleven member resident committee was formed to work with staff and
Stantec engineers to develop 2-3 master pool concepts. After receiving public input,the
committee recommendations were shared with the City Council in December 2017.
Currently, the Stantec design team is coordinating the additional planning and design phases.
Others involved in the planning include Mayor Hemken, the city manager, all department
heads, several staff from the parks and recreation department and a representative from Wold
Architects. All information is shared with the City Council, who make the final decisions.

#11: Nonprofit Organization ']Tax-Exempt Status
The New Hope Crystal Plymouth Swim Club is a nonprofit organization and has received their
determination letter from the IRS. The documentation is attached as Appendix C.
#12: Programming Partnerships
City of New Hope staff anticipates having a range of programming partnerships at the New
Hope Pool.Swim lessons are an important component of any aquatic facility and staff would
continue to offer an expansive Red Cross swim lesson program for a variety of ages and levels. •
A strong swim program will also benefit local swim clubs.
Swim team practices and meets have been a large part of the rental programming that occurred
at the previous facility and will be an extremely important component of the new facility. Swim
teams will be given the opportunity to rent space for team practices Monday through Friday
mornings (before and during swim lessons) and evenings (after hours) and on the weekends
(before and after open swim hours). With the new facility,having more than one weekend
morning meet would be a possibility. In addition,there could be the ability to have a full
weekend meet prior to the pool opening for the season(approximately the first weekend in
June) or at the end of the season(approximately mid to late August). Full weekend meets
during the regular pool season could be discussed by the City Council.
Other programs that will be offered at the New Hope Outdoor Pool will include life guard
training, diving instruction,lap swim, aqua aerobics,and special events for all age groups.
General swim for youth and families will be offered on a daily basis for residents and non-
residents. A daily admission will be charged and families will have the opportunity to purchase
a season pass.The city of New Hope will continue to offer a joint pool pass program with the
city of Crystal,which allows pool pass holders to use either pool with one pass. A reciprocity
agreement with the city of Golden Valley will also allow Golden Valley resident's access to the
New Hope Outdoor Pool at the resident rate.
Staff will also work with the local YMCA and area school districts to provide group offerings
during open swim time as well as possible group rentals.

As with the previous pool,many of these programming options will occur simultaneously in
order to accommodate as many groups and people as possible. For example,during the
majority of the morning swim lessons, several of the 50-meter pool lanes were rented to the
swim teams.
Based on past customer residency for swim lessons and pool passes, it is expected that a new
facility will continue to draw from a large area of the metro region.A residency chart is
attached as Appendix D.
#13 & #14: Operational Budget/ Profit or Loss Obligation
The New Hope Parks and Recreation Department will be responsible for the operation and
maintenance of the New Hope Outdoor Pool.Direct supervision falls under the responsibilities
of the recreation facility manager. The recreation facility manager and recreation facility
supervisor will be responsible for all of the facility rentals,program set-up, day-to-day
operations and maintenance for the facility.
The New Hope Outdoor Pool will be operated as a 3-month facility, from early June through
mid-August. Similar to the previous facility,it is expected that the pool will be available during
the morning hours for rentals,swim lessons and lap swimming.
The pool will operate as part of the city of New Hope general fund,with maintenance or
improvement projects over$5,000 coming from the Park Infrastructure Fund.Budgets will be
submitted to the city manager then reviewed and approved by the New Hope City Council on
an annual basis.
A proposed budget for 2020 is attached as Appendix E. The estimated operational cost recovery
percentage is expected to be 80-100%. This estimate is based on other similar outdoor pool
facilities.
As the New Hope Outdoor Pool will be owned and operated by the city of New Hope, any
profit would be absorbed by the City's General Fund.Any loss would solely be the
responsibility of the city of New Hope.

With the facility being located outdoors and open for only three months out of the year, the City
expects to subsidize a portion of the operating costs.
#15 & 16: Other Entities Involved in Supporting the Project
This project is a city of New Hope project,however there are several groups who are
supporting the project. Letters of support are included as Appendix F.
The New Hope Crystal Plymouth Swim Club is a community stakeholder and has presented to
the City Council on the importance of the 50-meter pool as a community asset. Other area swim
clubs support the project and value it as a regional resource for competitive events. Teams have
attended city council meetings and expressed interest in a new facility for their swimmers.
Swimming outdoors and in a 50-meter facility is much different for swimmers than swimming
indoors or in a 25-yard pool and area clubs value the opportunity for their swimmers to have
outdoor 50-meter experience. Area swim teams plan to attend meets and use the pool for
practice times, as availability permits, including Great Wolf, Hurricanes, Life Time Minnesota,
Sea Devils,Velocity Aquatics, North Suburban and others.
The following is a five-year swim team use history of the previous outdoor pool. In addition to
the New Hope Crystal Plymouth Swim Club, the other renters included Great Wolf, Life Time
Minnesota and Hopkins Hurricanes.

The city of New Hope has a history of strong support from local legislatures and this project is
no different. Support for this project includes Senator Ann Rest, Representative Lyndon
Carlson, Representative Mike Freiberg and Hennepin Commissioner Mike Opat. All were
instrumental in the state bonding request and the successful $2,000,000 award that will enable

the expansion of the facility from a 25-yard pool to a 50-meter pool. As the number of outdoor
50-meter pools in the metro area have declined over the last decade, this project is seen as a
regional investment.
#17: Other Industry Experts
Stantec Consulting Services Inc. is the engineering firm that will be designing the New Hope
Outdoor Pool.Their Aquatics Group has an extensive history of working with a variety of
aquatic facilities throughout the United States and Canada. Their services are wide-ranging and
include comprehensive studies, master planning, design and renovations. Previously known as
Bonestroo,they were the designers of the original New Hope Pool that was built in 1965 and
lasted for 52 years.
In addition to their expertise with aquatics facilities, Stantec has a thorough understanding of
the workings of the city of New Hope and the infrastructure on the site.They have been the
official engineering firm for the city of New Hope for the past 50+years.
Wold Architects is also providing input on the project. They are the architectural firm
overseeing the city hall and police station project that is located adjacent to the pool project.
#18: Funding Collected to this Point
The city of New Hope will be receiving$2,000,000 from the State of Minnesota.The funding will
be received at the completion of the project. Until the state funding is received, the City will be
using internal temporary financing to cover the project costs. This fund will be reimbursed once
the state bonding proceeds are received.
City bonding, which will be the primary funding source, will take place in the spring of 2019.
As construction won't start until spring/summer of 2019, staff wants to delay the bonding
process until it is necessary. Until the bonding dollars are received, the City will be paying for
planning and design fees from the Park Infrastructure Fund.

Several local swim teams have indicated that they will support a new facility with rentals,
however, there have been no monetary commitments for the project itself.
#19: Timing for this Grant Request
This grant application is being submitted for the 2018 fall process in order to have a
commitment by.January 1,2019,prior to the start of the bonding process.The project is
expected to start in early summer of 2019 with an anticipated opening of June 2020.
#20: If Grant Amount is Less than Requested
The city of New Hope is requesting up to$200,000 to assist with the construction of a 50-meter
pool.If the award is for less than the amount requested,the City would need to bond for the
additional funds.

will be used by area youth, adults and families seven days a week, during the summer months.
It is my understanding that the city has this project designated in their Capital Improvement Project
budget and will be bonding for the majority of the project.In addition, during the 2018 legislative session
the city received$2 million to expand the original 25-yard pool concept to 50-meters.

• Re:New Hope Pool Grant Application
Dear Mr. Crunstedt,
I am the president of the Hurricanes Swim Team, which is based in the West metro area. I write
to enthusiastically support the proposed 50-meter pool in New Hope.
As you know,Minnesota is sorely in need of another 50-meter pool. This past summer, our team
(and many others)participated in the Minnesota Achievement Championships in New Prague,
Minnesota. Although the meet was well run and the pool more than adequate, it was
disappointing for our swimmers to compete in a 25-yard pool after training in a 50-meter pool
and attending long-course meets through the summer season. Adding another 50-meter pool to
the state, and in particular the metro area, will increase the likelihood that each and every child
will be able to compete in a 50-meter pool during and at the end of the long-course season.
I expect that the Hurricanes would request to use the new 50-meter pool for summer practices (as
we did with the previous New Hope pool) and would certainly attend meets hosted at the pool.
We would also consider hosting meets at the pool, if that would be a possibility. In addition to
greatly benefitting the Minnesota swimming community,I believe that the proposed pool would
also be a boon to the community at large.
I would be happy to discuss this further if that would be of assistance in this process.
