030722 HRC MinutesCITY OF NEW HOPE 4401 XYLON AVENUE NORTH NEW HOPE, MINNESOTA 55428 Human Rights Commission March 7, 2022 Regular Meeting In Person - City Hall CALL TO ORDER Chair Meyer called the meeting to order at 7:04 p.m. ROLL CALL Present: Kendra Curry Allison Isenberg Mindy London Donna Meyer Trista Rehnke Zachary Snabes Absent: Danielle Saima Jennifer Toavs City Liaison: Chief Tim Hoyt Guests: Brandi Hearn, Administrative Specialist New Hope PD Brad Kallio, Officer Community Services Mike TenEyck, Police Sargent Leslie Hendricks AGENDA APPROVAL Commissioner Isenberg made a motion to accept the March 7, 2022, agenda, seconded by Commissioner London. All voted in favor. MINUTES APPROVAL Commissioner Curry made a motion to accept the February 7, 2022, minutes, seconded by Commissioner Isenberg. All voted in favor. OPEN FORUM Electric Cars - Will the city be installing charging stations? o The answer is unknown at this time. There are some charging stations currently available, ie Hy-vee o The city of Plymouth is part of a program installing locations around their city. o Having electric scooters available around the city is being discussed. City Manager Replacement Process - Discussion at a recent council meeting regarding posting the position internally only or using an external search firm. - HRC asked the HR Director for demographics of the current staff and compared them to the most recent census data. - HRC had discussion around this topic and agreed it was important to have a diverse candidate pool that reflects the community. - Chair Meyer, Commissioners Curry and Rehnke have agreed to draft a letter to the Mayor and Council with the HRC’s position. Cooper High School Girls’ Basketball Team - During a game in New Prague, students and parents were making derogatory and racist comments and gestures. - ISD 281 has since announced it will no longer participate in events with New Prague this year. - HRC decided to extend an invitation to the team to attend an upcoming meeting and they would be given the floor. - Chair Meyer, Commissioners Curry and Rehnke agreed to draft a letter to the coach, team and parents. DISCUSSION ITEMS AND REPORTS 2022 Sub-Committees - Expectations o Sub-committees are expected to meet throughout the month, outside of the regular HRC meeting. NEW BUSINESS NA COMMUNICATION & INFORMATION SHARING Police Department Website - Police Department website was updated with the link to report a hate crime. Empty Bowls Fundraiser - Cooper High School, Tuesday, March 8th, 4:00 – 7:00 pm, benefits NEAR in Crystal and PRISM in Golden Valley. No-Knock Warrants Follow-up - From 2016 – Feb 2022 – 17 unannounced entry warrants were issued in New Hope. - Total Search Warrant applications during the same time period: 184 Total.
