COUNCIL ENVIRONMENTAL SERVICES 1996 INFILTRATION AND INFLOW
REDUCTION LOAN PROGRAM
The Metropolitan Council Environmental Services 1996 Infiltration and Inflow Reduction
Loan Program makes funds available to local jurisdictions who desire to undertake
projects which reduce excessive infiltration and inflow from entering the Metropolitan
Disposal System. The loans require that a matching dollar expenditure on the project be
made from the recipient community.
After the completion of the work by the community, the community must provide annual
documentation for a period of five years to demonstrate that the inflow /infiltration has not
returned to the system. For each year that the documentation illustrates that the project is
effective in reducing infiltration and inflow, repayment of the loan will be forgiven. If the
project is not successful, the loan must be paid back.
Public Works staff and the City Engineer have identified a project which they believe to
be competitive candidates for funding. The project consists of 800 lineal feet of 12 inch
sanitary sewer located between Boone Avenue and International Parkway. The project
would consist of rehabilitating this line through a combination of activities including slip
lining and joint sealing.
The estimated cost for completing this work is $40,000. If the City is successful in
procuring the funds from the Metropolitan Council Environmental Services program, New
Hope's local share of $20,000 would be funded through the water and sewer fund.
Staff recommends approval of the resolution.

1. That the City Manager is hereby authorized to submit an application for a
loan in the amount of $20,000 to be utilized in rehabilitating approximately
800 feet of 12 inch sanitary sewer located between Boone Avenue and
International Parkway.
2. That the City Clerk shall forthwith transmit a certified copy of this resolution
and minutes of the Council meeting to the Metropolitan Council
Environmental Services 1996 Infiltration and Inflow Reduction Loan
Program.

The Metropolitan Council Environmental Services (MCES) is offering a limited number of grants
of up to $10,000 to identify, locate, quantify and develop an action plan to eliminate excessive
infiltration and inflow (1 /1) from entering the Metropolitan Disposal System. Grant funds received
from MCES must be matched by the local community.
The Public Works 1998 Capital Improvement Program includes funding for an 1/1 study. The
grant application proposes that the City evaluate three areas of high 1/1 that were identified in a
study performed in 1982. The areas, which are basically in the southwest and northwest areas
of the City, are illustrated on the attached map.
The 1/1 study would compare peak flows from 1982 to current peak flows, provide for televising
the areas to identify leaks in joints and clear water flows, and distribute a voluntary survey to
property owners in the areas requesting information about any drainage problems, sump pump
connections, etc. This information would be used to develop an action plan for 1/1 elimination.
This action plan would evaluate the cost effectiveness of the III removal, identify future projects
such as backyard or other drainage improvements, and be the basis for a targeted enforcement
program.
Grant applications are due on February 10, 1998. Selected applicants are scheduled to be
notified at the end of March, 1998.

Remarks: Attached is a copy of the 1/1 study proposal for New Hope which will be sent along with a
$10,000 grant application to MCES. MCES requires that each City applying for a grant must match funds
requested for the study. It is understood that the City has $18,000 already set aside for sanitary sewer
television inspection which more than covers the matching funds issue. MCES also requires a copy of the
minutes from the City Council meeting where this proposal is approved.
The deadline for the grant application is February 10, 1998. It is recommended that this proposal
be put on the agenda of the January 26, 1998 City Council meeting for approval. The total estimated cost
of this study would be $25,000 as stated in the attached proposal.
MCES is also offering sanitary sewer renovation loans in the amount of $40,000 with the City
matching funds. However, it is recommended that the City only pursue the $10,000 grant for the 1/1 study
at this time. The 1/1 study will locate the major existing sources of 1/1, in particular the sump pump
connections. The sewer renovation loan program builds off of the 1/1 study results. The City must
demonstrate that the identified sources contribute a majority of the overall inflow to the collection system.

Infiltration/Inflow Study

Scope
Infiltration/Inflow (III) is of growing concern in many communities. New Hope
is currently ranked 21 out of 104 communities by MCES based on I/I goals. Infiltration
is defined as the water entering the sanitary sewer due to ground water infiltration at such
points as defective pipe joints. Inflow is defined as the water discharged into a sewer
from such sources as sump pumps, foundation drains and roof leads. As identified in an
I/I study performed in 1982, it was evident that an 1/I problem did exist.
Three areas (Figure 1) were identified as being the major contributors of the UI in
New Hope by the 1982 report. Flow monitoring for these areas was taken at the locations
shown in Figure 1. Television inspections were performed in some areas and the reports
for these areas stated that were as high as fifty percent of the services with suspected
clear water flows. The report stated that the cost to benefit ratio was too costly to justify
improving the sanitary sewer. However, the report was performed in a rather dry time of
year. This study proposes investigating the three areas identified in the 1982 report and
the I/I at a much wetter time of year such as April and May. We propose the following
three -step plan to identify the major sources of I/I in New Hope:
1) Compare the UI values from 1982 for the three study areas with the recent
flows and with calculated peak flows to determine if it is cost effective to
remove the I/I from the system.
2) Perform television inspections for the three study areas to identify any major
leaks in joints and any clear water flows. These three areas combine for
approximately 60,000 ft of sanitary sewer. During the TV inspections, the
manholes could be inspected for any noticeable leaking. There are
approximately 120 manholes for the three study areas.
3) Send a written survey to the residents of these areas regarding some history
about any flooding problems in their basements, drainage systems, sump
pumps and where pumps are discharging. The three study areas combine for
approximately 1100 homes as shown in the 1982 report. This survey would
then be compared with the TV inspections to help determine if the clear water
flows are from sump pumps or foundation drains. If foundation drains were
suspected, the services would then be televised to inspect the possible source
of I/I.

Objectives
The objectives are to identify the sources of III for three study areas in New Hope.
This would aid in implementing a strategy to remove the UI from the overall metropolitan
collection system contributed by the City and reduce the cost charged to the City for
wastewater disposal.
Work Responsibilities
The City of New Hope is the location of the M study. The engineering consulting
firm representing the City is Bonestroo, Rosene, Anderlik and Associates (BRAA). The
work responsibilities would be as follows:
City of New Hope:
• Obtain a pipe inspection contractor to televise the sewer.
• Send out survey to residents.
• Review TV inspection reports and tapes.
BRAA:
• Inspect manholes for UI.
• Monitor wastewater flows.
• Aid the City in reviewing the TV inspection reports and tapes.
• Compile and summarize data.
Estimate of Potential I/I Removed
The 1982 I/I report gives supporting data that shows there is an I/I contribution to
the overall metropolitan collection system from the City of New Hope. This can be
compared with theoretical peak I/I flow from sump pumps and foundation drains to
obtain the proposed amount of III that can be removed from the system using the
information found in this study. Theoretical I/I quantities contributed by sump pumps
were found assuming that 1/3 of the 1100 homes in the study areas discharge into the
sanitary sewer on major storm events at 5 gpm for 10 days /year. The cost to the City for
disposal in the metropolitan collection was assumed to be $1.37/1000 gals. The
comparison is shown in the following table.

The removal of the theoretical I/I contributed by sump pumps in the three study
areas combined could save the City on the order of $36,000 per year.
Cost Effectiveness
The cost effectiveness for this study was determined by taking the total cost of the
study and comparing it to the total cost saved if the I/I were eliminated.

The comparison of the study cost and the annual cost to the City for disposal
shows that this is a cost effective way to locate the direct inflow sources of I/I for
removal from the overall collection system. It would also be cost effective to eliminate
sump pump connections in future rehabilitation projects if these are the major sources of
I/I.

There are no known historic bypasses located in the City of New Hope.

In January, 1998, the City Council authorized staff to submit a grant application to the
Metropolitan Council Environmental Services (MCES) Inflow /Infiltration (1 /1 Reduction Program.
The purpose of the grant program is to assist communities in developing an action plan to
eliminate excessive 1/1 from entering the Metropolitan Disposal System. Staff submitted an
application in the amount of $10,000 and has received notice that the application was selected
for funding.
The grant received from the Metropolitan Council must be matched by the local community.
The Public Works 1998 Capital Improvement Program and the Wastewater Operating Budget
includes $15,000 for the III study.
The 1/1 study will allow the City to evaluate three areas of high 1/1 that were identified in a study

City, are illustrated on the attached map.

Dear Mr. Gustafson:
Enclosed are three (3) copies of the Grant Agreement which must be entered into between the
Metropolitan Council and your community before the initial distribution of the Grant can be given
out.
Please review the agreement, and if acceptable, have the appropriate authorized person at the
community sign each of the three copies as indicated. Once they are signed, forward all three
copies, directed to my attention, to the Metropolitan Council Environmental Services (MCES).
Once the agreement has been executed by the Metropolitan Council, one copy of the executed
agreement will be returned to the community with the initial distribution of the Grant.
Per the terms of the agreement, the initial distribution will be equal to 50% of the total grant
amount. Once the study has been completed, and the community wishes to receive the remaining
balance of the Grant, the community must submit a final "Findings Report" and a final "Activity
and Expenditure Report." Once the MCES has found these reports to be in order and acceptable,
the remaining portion of the Grant (50% of total Grant amount) will be forwarded to the
community.

THIS AGREEMENT is entered into by and between the Metropolitan Council (the "Council')
and the City of New Hope (the "Grantee "), each acting by and through its duly authorized
officers.
WHEREAS, it is in the best interests of the Metropolitan Council and a benefit to the
metropolitan area to reduce excess inflow and infiltration C' IX') into local sewer systems, which
discharge into the Metropolitan Disposal System, in order to reduce costs, increase system
capacity, and delay the necessity to undertake capital improvements; and
WHEREAS, the Metropolitan Council has allocated funds to be used for grants to communities
serviced by the Metropolitan Disposal System in order to fund studies aimed at identifying,
locating, quantifying and developing action plans for the elimination of excessive community
inflow and infiltration into the local sewer systems; and
WHEREAS, it is in the best interests of the Grantee to reduce inflow and infiltration into its local
sewer system in order to increase capacity, reduce costs, and delay the necessity to undertake
capital improvements; and
WHEREAS, the Grantee is eligible to receive an Inflow/Infiltration Control Program Grant and
has submitted an application for a such a grant; and
WHEREAS, the Council has reviewed the application and desires to assist the Grantee by the
award of an Inflow/Infiltration Control Program Grant.
NOW, THEREFORE, the Council and the Grantee agree as follows:
1.01 Grant Study Activities. The Grantee agrees to perform and complete in a
satisfactory and proper manner the study as described in the Grantee's application for grant
assistance ("Grant Study"), incorporated in this agreement by reference, and in accordance with
the terms and conditions of this agreement. Specifically, the Grantee agrees to perform the study
activities described in Exhibit A, which is attached to and incorporated in this agreement. After
the Work Plan described in paragraph 5.01 has been approved by the Council, the Grantee agrees
to conduct the Grant Study activities in compliance with the approved Work Plan. The Grantee
may engage contractors to perform the Grant Study with prior approval of the Council.
However, the Grantee retains primary responsibility to the Council for performance of the Grant
Study.

3.02 Grantee's Match. The Grantee has an obligation under this grant agreement to
share in the costs of the Grant Study by providing at least a fifty percent (50 %) cash or in -kind
match. Accordingly, the Grantee agrees to provide $10,000 in matching funds during the Grant
Study Activity Period, in accordance with the Council's Guidelines and Application Materials
dated December 1997 and incorporated in this agreement by reference. The Grantee agrees that
there will be no reduction in the monetary amount of match unless there is at the same time a
proportionate reduction in the Total Grant Amount.
3.03 Distribution of Grant Funds. Grant funds will be distributed by the Council
according to the following schedule:
a. Upon commencement of the study funded by this grant, the Council will distribute
to the Grantee fifty percent (50 %) of the Total Grant Amount.
b. Upon approval of the final reports required by paragraphs 5.04 and 5.05, the
Council will distribute to the Grantee the final payment of the remainder of the
Total Grant Amount.
No payment will be made which would cause the Total Grant Amount to exceed fifty (50°!x) of
projected total Grant Study costs. No payment will be made if the Grantee is not current in its
reporting requirements under article V. Distribution of any funds or approval of any report is not
to be construed as a Council waiver of any Grantee noncompliance with this agreement.
ACCOUNTING O REQUIREMENTS
4.01 Documentation of Grant Study Costs and Income. All costs charged to the
Grant Study, whether paid with grant proceeds or charged as the Grantee's match, must be
supported by proper documentation, including properly executed payrolls, time records, invoices,
contracts, or vouchers, evidencing in detail the nature and propriety of the charges.
4.02 Accounts and Records. The Grantee agrees to establish and maintain accurate,
detailed, and complete separate accounts and records relating to the receipt and expenditure of all
grant funds and the Grantee's Match required by this agreement, including all Grant Study
documents, financial records, supporting documentation, and the property records required by
paragraph 7.10. These Grant Study accounts and records shall be retained intact by the Grantee
for at least three (3) years following the end of the Grant Period set forth in section 6.02. These
requirements shall survive closeout of the grant agreement.
4.03 Audit. The Grantee agrees to keep and maintain books, records, documents, and
other evidence pertinent to its performance under this agreement in accordance with generally
accepted accounting principles and practices consistently applied. Such books, records,
documents and other evidence will be maintained until the latest of:
1. Complete performance of this agreement; or
2. Three (3) years following the Grant Period; or
3. If any litigation, claim, or audit is commenced during said three (3) year
period, when all such litigation, claims or audits have been resolved.

c. A schedule for doing follow -up project(s) within the study area aimed at reducing or
eliminating sources of I/I and an indication of whether outside funding sources would be
required by the Grantee in order to finance the project(s).
5.06 Content of Reports. The Grantee agrees to report completely and to provide the
Council with any additional or follow -up information as may be requested by Council staff.
5.07 Other Monitoring Activities. To assist the Council in monitoring compliance with
the grant agreement, the Grantee agrees to attend Grantee meetings as requested by Council staff
and to permit site visits by Council staff, during business hours, upon reasonable notice. The
Grantee agrees to submit to the Council a copy of any promotional information regarding the
Grant Study disseminated by the Grantee during the Grant Period.
5.08 Changed Conditions. The Grantee agrees to notify the Council immediately of any
change in conditions, local law, or any other event that may affect the Grantee's ability to perform
the Grant Study in accordance with the terms of this agreement.

6.01 Grant Study Activity Period. The Grant Study Activity Period shall consist of the
time period from March 1, 1998 or from the date this grant was awarded by the Council) until
August 31, 1999 that date which is eighteen months after the date when this agreement is
executed by both parties. The Grantee agrees to complete the Grant Study activities described in
Exhibit A during the Study Activity Period. The Council will not provide grant funds to the
Grantee for any Grant Study activities taking place before or after the end of the Study Activity
Period.
6.02 Grant Period. The Grant Period shall extend from the date of final execution of
this agreement to a date three (3) months following the end of the Study Activity Period, to
permit closeout of the grant agreement.
7.01 Amendments. The terms of this agreement may be changed by mutual agreement
of the parties. Such changes shall be effective only upon the execution of written amendments
signed by authorized representatives of the Council and the Grantee.
7.02 Noncompliance by Grantee. If the Council finds that there has been a failure to
comply with the provisions of this agreement, the Council may terminate the agreement at any
time following seven (7) days' written notice to the Grantee and upon failure of the Grantee to
cure the default within the seven -day period. If the Council finds that the Grantee's
noncompliance is willful and unreasonable, the Council may terminate or rescind this agreement
and require the Grantee to'repay the grant funds in full or in a portion determined by the Council.
Nothing herein shall be construed so as to limit the Council's legal remedies to recover grant
funds.

During the Grant Period, the Grantee bears the risk of loss of, damage to, or destruction of any
personal property acquired with grant or matching funds. No such loss, damage, or destruction
shall relieve the Grantee of its obligations under this agreement. The Grantee agrees to maintain
personal property acquired with grant or matching funds in good operating order. If, during the
Grant Study Activity Period, any Grant Study personal property is not used in performing the
Grant Study, whether by planned withdrawal, misuse, or casualty loss, the Grantee shall
immediately notify the Council's authorized agent. Unless otherwise approved by the Council's
authorized agent, the Grantee shall remit to the Council a proportional amount of the fair market
value of the item(s), if any, determined on the basis of the proportion of Council grant funds used
to acquire the item(s).
7.11 Effect of Grant Study Closeout. The Grantee agrees that Grant Study closeout
does not invalidate continuing obligations imposed on the Grantee by this agreement. Grant
Study closeout does not alter the Council's authority to disallow costs and recover funds on the
basis of a later audit or other review, and does not alter the Grantee's obligation to return any
funds due to the Council as a result of later refunds, corrections, or other transactions.
The study program activities proposed by the city of New Hope includes sanitary sewer system
inspection and evaluation for three areas within the City which were identified in a 1982 I/I report
as containing some amount of I/I. The three areas are generally located in the Northwest and
Southwest corner of the City. Proposed activities within the study area include:
Review flow data and conduct televised inspections of the majority of the sewers within the
study areas. A total of 60,000 feet of sanitary sewer has been identified within and included in
the study areas.
2. Visual inspection of all MH structures located along the sanitary sewer pipe to be televised.
Visual inspections will document any sources of M. There are approximately 120 MH
structures in the study area.
3. Develop and mail out written surveys to residents within the study area requesting history
about flooding and sump pump information. There are approximately 1,100 residential
properties located within the study area.
4. Upon completion of all visual inspections, and review of inspection reports, and after
reviewing the results of the written surveys, those individual services suspected of having a
clear water connection from foundation drain systems will be televised.
5. Upon completion of all inspections, and review of the inspection reports, a summary report
will be prepared. Summary report is to include recommendations for prioritized M sewer
rehabilitation work.
Study activities will be conducted using a combination of City Staff, contracted service vendors
and consultant services.

Total study as outlined in the City's study program activities has been estimated to cost $25,000.
Of this amount the City proposes to finance 60% or $15,000 using City funds, and finance the
remaining 40% using the $10,000 grant.
An itemized breakdown of the study costs have been summarized in a memorandum from the
City's Consultant, Bonestroo, Rosene, Anderlik & Associates, Inc., dated April 16, 1998 and is
attached an hereby part of Exhibit B.

REQUESTED ACTION
Staff is recommending that Council accept the final Infiltration and Inflow report from the City's
consulting engineering firm.
BACKGROUND
Three study areas in New Hope were investigated for the influence of infiltration and inflow (1/1)
on the volume of sanitary sewage. The three areas were selected based on an 1/1 study
performed in 1982. The 1/1 investigation involved performing the following four activities:
1. Monitoring total sewage flows of each study area.
2. Manhole Inspections.
3. Televised Inspection of Sanitary Sewers.
4. Survey of residents for Sump Pump usage.
FUNDING
Funding for this project is available through a Metropolitan Council Environmental Services
Grant Program and the Storm Water Utility Fund.

Re: New Hope Sump Pump Program
Staff will eventually have information from three sources to share with the Council regarding a future City sump
pump program. The Inflow /Infiltration (1 /1) Study is the first source of information. All sources will first be
reviewed to determine if a program is actually needed, and what benefits would be realized, with conditions that
exist today. 1/1 are serious issues for the Metropolitan Council. In an attempt to control treatment cost in the
metropolitan area, the Met Council has required communities to address 1/1 in their Comprehensive Plan
updates. One of the parameters the Met Council is looking for, is that a city's monthly sewer flow rate not
exceed a certain percentage over their average monthly flow rate. At the time of the Comprehensive Plan
update last year, New Hope had only exceeded that rate once in the past 30 months.
The recently completed 1/1 Study gave staff a good indication of 1/1 issues in three areas of the City. There were
four parts to this study. Part one involved televising the sanitary sewer lines in these neighborhoods to identify
infiltration into the pipes and manholes from ground- water, and to identify clear water flowing from private
services (Inflow from sump pump, roof drains, etc.). The second part of the study was the actual measurement
of the amount of sewage flow out of these neighborhoods. These measurements were compared with
corresponding rainfall data to determine 1/1 issues. The third activity was the inspection of the manholes in the
neighborhoods. The 1/1 Study also included a survey mailed to 1,100 households. The survey asked whether a
sump pump existed in the home and where it discharged, if known.
The second source of information will be the results of the sump pump inventory the City is requiring the water
meter replacement contractor to perform. It is anticipated that the information gathered from this inventory will
provide a more accurate reflection of the actual quantity of sump pumps City -wide, and those that are in violation
of the City's ordinance, than the survey that was mailed to some residents during the 1/1 Study.
Finally, staff will review sump pump inspection programs, and their effectiveness, used by other cities in the
Metropolitan area.

Study Background
The City of New Hope entered into an agreement with the Metropolitan Council Environmental
Services (MCES) in early .1998 to study the magnitude, causes, and effects of Infiltration/Inflow
(UI) in three specific areas of New Hope.
MCES agreed to grant $10,000 towards this study. New Hope estimated contributing $15,000
towards the study. Met Council funding will be received after the Council accepts the report and
expenses are sent to the Metropolitan Council.
Study Objectives and Results
The objectives of the study were:
• To identify I/I sources
• Develop information and strategies towards reducing III and costs charged for wastewater
disposal.
The Study included four primary activities:
• Flow Monitoring in strategic areas
• Manhole inspections
• Televising sewers
• Residential sump pump surveys
The study identified three sources I/I.
• Pick Holes in manhole covers
• Defects (cracks, separated joints) in sanitary sewers
• Sump pump and footing drains connected to sanitary sewers
Extensive lists of problem locations are included in the report.

The first two III sources, pick holes and defective sewer, can be corrected through on -going City
infrastructure improvements. Some localized problems may warrant immediate improvement;
however, most will be completed with street improvements in the future. Public Works staff
must evaluate the need and feasibility for immediate improvements.
The third source, sump pumps, can be addressed through City ordinances. Additional
information is being compiled to form the basis for a revised City of New Hope "Sump Pump
Ordinance ".
Sump Pump Ordinance
Some Cities have adopted ordinances prohibiting the discharge of clear or "natural" water to the
sanitary collection system. Inspections are performed periodically and/or during property
improvements. Violations are penalized via surcharges to utility bills.
The information in this study leads to the conclusion that sump pumps are a major contributor to
the I/I in the City of New Hope. Therefore, the Council may want to consider modifying
existing ordinances as required to reduce this I/I source.
Staff is currently gathering more information to describe this issue to the Council. A survey is
being completed for each property in the City as part of the water meter replacement program.
The existence and discharge location of sump pumps is being verified on each property as is
feasible. Staff will also gather sample sump pump ordinances from other Cities as examples for
Council consideration.
Recommendations
It is recommended that:
• Council accept this report and the information regarding existing III sources.
• Staff submit the report and required documentation to the MCES to fulfil the grant
obligations.
• Staff incorporate recommended improvements into the future CIP and associated
infrastructure improvements.
• The sump pump survey as part of the water meter replacement project be complete
• Staff gather sample ordinances from other Cities.
• Council consider information from this study, the sump pump survey, and other sample
ordinances in formulating future ordinances and policies for New Hope.

Three study areas in the City of New Hope were investigated for the influence of infiltration and
inflow (1/1) on the volume of sanitary sewage. The three areas were selected based on an 1/1
study performed in 1982.The three study areas are shown on Figure 1. The L'I investigation.

Through the use of a manhole inspection, residential sump pump survey and sewer televising
report, individual III locations or problems will be identified and recommended for repair. The
necessity of repair will be based on the cost effectiveness of each repair. Some repairs will
immediately reduce I/I while others will avoid future problems such as pipe collapse and root
intrusion. While some items may require timely attention, or be cost effective at any time due to
their severe nature, others will be identified as being cost effective during corresponding street
reconstruction projects.
A product of the manhole inspection and sewer televising report will also be recommendations
for manholes and pipe segments in need of maintenance.

Each study area was monitored at its downstream end for approximately one month during the
summer of 1998. Flow data was collected and compared with the corresponding rainfall data.
The three study areas are separately shown on Figures 2 through 4 contained in Appendix A of
this report.
The measured flows in all three areas were significantly lower than the flows from the 1982 1/1
work. The July to September, 1998 monitoring period was significantly drier than April to June,
1981. The following table shows the comparison of these flows.

Study Area I
Several significant rainfall events occurred during the flow monitoring period in August, 1998.
The impact on flows indicates some inflow sources from manholes and residential sump pumps.
The estimated annual 1/1 from Area I is about 180,000 to 220,000 gallons, based on the flow
monitoring. Limited sewer line problems and infiltration problems are indicated from this data.

Study Are I 2
A large rainfall event (2") in the middle of July was the only significant observation was the only
one witnessed for this study area. Large peaks in the metered flow at the area's outlet and in the
lift station data show a strong correlation, suggesting several inflow sources. The estimated
annual 1/1 from Area 2 is about 570,000 to 920,000 gallons, based on the flow monitoring.
Study Area 3
There were few rain events during the monitoring period of Area 3. An event of 0.41 was used
to compare with flow data from dry days, since there were no daily rains over V2". This flow
comparison produced a significant peak flow, which indicates several high inflow sources from
manholes and other sources. It appears that there some significant I/I problems in Area 3. The
estimated annual I/I from Area 3 is about 370,000 to 650,000 gallons, based on the flow
monitoring.
The overall flow monitoring onitoring results indicate that the 1/1 amounts in these areas are higher than
those estimated. The previous flow monitoring was done during a more significant rainfall period
than was experienced during the summer of 1998. It is estimated that the I/I in these areas
exceeds 2.5 million gallons per year, during years with higher than average rainfall.

230 manholes were inspected in the three study areas. Most manholes were found to be in good
structural condition with few 1/1 problems.
The most common I/I problem was open pick holes in manhole covers, with only 13 manhole
covers with concealed pick holes. The 217 manhole covers with open pick holes can contribute
an estimated peak inflow of 80 gpin or an estimated annual flow of 0.7 to 1.8 million gallons per
year. There is an estimated 3 — 4 year payback for the rehabilitation work needed to plug the pick
holes.
The remaining I/I problems are listed in the table below. The problems listed represent an
estimated 100,000 to 150,000 gallons of I/I per year. The estimated construction cost for the
recommended rehabilitation work is about $9,000. City of New Hope Public Works personnel
can perform most of the recommended work.

Over 60,000 feet of sanitary sewer was televised in the three study areas. The problems found
from the televised inspection were divided into three categories; these being Structural, 1/1 and
Maintenance problems.
Structural problems such items as cracks, sags and misalignments. 52 structural problems were
identified in the three study areas. The most severe of these problems are listed in the following
table. These should be considered for repair in the near future due to their severity and the
possibility of them causing a backup.

The less severe structural problems, which require open-cut repairs, can wait to be done in
conjunction with pavement replacement projects or street repairs, above them. All the
recommended structural repairs are listed in Appendix D.
1/1 Problems
The major LI problem identified was leaking pipe joint and manholes. The most I/I problems are
listed on the following table with a break down of the repair costs and the estimated three-year
savings, which will result from these repairs. These savings are based only on the payments for
MCES service charges. Other savings could stem from a reduction in local pumping costs and
other such related expenditures. Appendix D contains complete lists of the observed III
problems.

Sump pump surveys were mailed to all residences in the three study areas. 605 sump pump
surveys were returned out of about the 1,100 mailed to residences in the three study areas. This is
an excellent response to a voluntary survey. The results are summarized in the following table.

Few residences in these areas pose an 1/1 problem with their sump pump discharges or
foundation drains. Only 5 % of the homes surveyed have foundation drains or sump pumps
connected to the sanitary sewer. Estimated I/I from these surveyed residential sources is about
1,350,000 total gallons per year, or about $ 1,900 per year in MCES service charges. Appendix E
contains a complete listing of all sump pump survey results.

1998 Sanitary Sewer Investigation
City of New hope
Given that only 55% of residences responded to the survey, the estimated total 1/1 from these
three areas could be about 2,500,000 gallons per year, or worth about $ 3,500 per year in MCES
charges.
Based on the results of this investigation, the following conclusions are made.
1. Flow monitoring work in the three study areas found total estimated 1/1 amounts of 1 .1 to 1.8
million gallons per year. I/I amounts likely exceed 2.7 million gallons per year during years
with greater than average rainfall.
2. Manhole inspections found that Inflow from open pick holes in manhole covers were the
most significant 1/1 problem, Total I/I from manholes is estimated from 900,000 to 1,950,000
gallons per day.
3. Televised sewer inspections identified several significant structural, I/I and sewer
maintenance problems in the 60,000 feet of sanitary sewer.
4. The sanitary sewer 1/1 problems were mainly leaking pipe joints and manholes. The most
significant pipe repair and sealing work has a payback period of 5 to 6 years. The manhole
sealing work has a payback of 3 years or less. The most significant problems contribute about
1.2 million gallons of I/I per year.
5. Sump pumps and Foundation drains are a significant I/I problem in the three study areas
investigated. There are many fewer of these systems discharging to the sanitary sewer than
originally assumed.
It is recommended that the City of New Hope follow up on the results of this investigation. There
are significant structural and I/I problems should be repaired as either separate projects or in
conjunction with neighborhood infrastructure or paving projects. The following is a summary of
the recommended repairs.
1. Repair of manhole adjusting rings, manhole cover replacement and plugging of open pick
holes be performed by City Public Works personnel.
2. Manhole grouting work be contracted out as small rehabilitation projects or incorporated into
a larger project.
3. Sanitary sewer repairs are to be contracted out as part of a larger infrastructure rehabilitation
project.

Dear New Hope Resident,
We are writing this to ask your help with a City wide survey to determine the cause of
high sanitary sewer flows during and after rainfall periods. The high flows can be caused
by several sources such as leaking pipes, manholes, house foundation drains and
basement sump pumps. This excess water is called Infiltration/Inflow or 1/1.
To begin to correct the 1/I problem, the City has inspected the sanitary sewers. We have
found significant 1/1 sources, which we can repair. The televised inspection of the
sanitary sewer found 1/1 coming from several house services. The majority of the 1/I is
from foundation drains and sump pumps hooked into the sanitary sewer.
We are requesting your help in locating any sources of I/I in and around your home. Our
plan is to determine where the majority of the I/I is coming from to implement a program
to reduce the excess flow into the sanitary sewer. The City has received a grant from the
Metropolitan Council to implement this study. The City also has plans to apply for a
grant for sanitary sewer rehabilitation after the initial study is submitted.

DISCUSSION REGARDING SUMP PUMP DATA AND INFILTRATION /INFLOW (1 /1)
REQUESTED ACTION
Staff requests to review the attached information on sump pumps and infiltration /inflow (1 /1) with the City
Council and determine what action steps the Council wants to take in response to this data.
POLICY /PAST ACTION
The City has been proactive in the past in its efforts to reduce infiltration /inflow and sump pump discharge into
the sanitary sewer system. With the recent installation of new water meters in every residence in the City, a
survey was conducted on sump pump connections. The Council should consider the data and determine if any
adjustments in policy or practice should be made.
BACKGROUND
In the year 2000, the City collected sump pump survey data from homeowners as part of the water meter
replacement project. In August, a temporary intern entered the survey data into a computer program for
analysis. Approximately 95 percent of the properties in the City are represented in the survey. The results of
the data are summarized in the attached memo /graphs from Phil Kern (December 8, 2000). A sample survey is
also attached.
Appropriate city staff met to discuss the results of the data in December including Public Works, the City
Engineer and Community Development. The results /recommendations from staff are outlined in the attached
memo from the City Engineer (February 14, 2000). At this point, staff does not necessarily recommend that a
sump pump enforcement program be established, as the problem is not that serious. Staff is recommending a
number of proactive steps to help reduce both sump pump and 1/1 discharge into the sanitary sewer system.
Those recommendations are outlined in the City Engineer's memo.

Sump Pump Survey Results
As you are aware, for the past year the City has been compiling sump pump survey
data from homeowners as part of the water meter replacement project. In August, the
City hired a temporary intern to enter the survey data into a computer program for
analysis. While information has not been collected on every property in the City, it is
estimated that around 95% of the properties are represented in the survey. This
amount of survey response is enough to draw significant conclusions regarding sumps
within the City.
I have completed some preliminary analysis on the survey data and prepared the
attached charts and graphs to summarize the information. The data is presented as
percentages of the 4,894 properties surveyed to date.
In summary, the data can be explained as follows:
• 41 % of New Hope properties have a sump pump. 55% responded that they
do not have sump pumps, and 4% did not know for sure.
• Of those with sump pumps, 68% stated it had not operated recently. 12%
responded that the pump had operated recently, while 20% did not know.
• 87% of the sump pumps are connected directly to an electrical outlet
compared to 5% that are not. 8% of homeowners did not know if their sump
pump was directly connected to an outlet.
• 91 % of the sump pumps have a cover, 5% do not, and 4% of homeowners
were unsure.
• The discharge piping used for the sump pumps breaks down into the following
categories:

• Flexible piping — 16%
• Unknown — 5%
• Both Rigid and Flexible — 1 %
• 91.7% of the sump pumps drain outside. 4.5% drain to an inside drain, and
3.8% are unsure where the pump drains.

Infiltration/Inflow (I/I) introduces clean ground and storm water into the collection system adding to
the overall flow and increasing treatment costs. The Metropolitan Council Environmental Services
(MCES) encourages and assists communities in reducing I/I. MCES has provided grants to New
Hope in the past to assist in flow metering and the identification of UI sources.
MCES I/I Reduction Goal
MCES has established an 1/I reduction goal for New Hope as well as all other cities connected to
their collection system. The goals are community specific and based on the statistical analysis of
historical flow rates. The goal for New Hope is as follows:
The max. total flow in any month shall not exceed 1.58 times the lowest total monthly
flow in the same calendar year.
The 1.580 multiplier is based on MCES's statistical analysis. The City of New Hope acknowledges
this goal in the Comprehensive Plan. In the past 72 months, New Hope has only missed the goal
twice (July 1997: 1.710 and May 1999: 1.583)
MCES will look for cities to pursue significant I/I reduction projects if their goal is continually
violated. If the goal is routinely met, as is New Hope's situation, MCES will look for communities
to pursue PI maintenance projects to continue and improve the acceptable performance.
Economically, it is in everyone's interest to keep 1/I as low as possible.

Sump Pump Connections
Sump pumps are one Inflow source that contributes to the overall I/I problem. Some property
owners connect sump discharge lines directly to the sanitary collection system, which is illegal. An
illegal residential connection could contribute over 14,000 gallons per month of ground water to the
collection system.
The City completed an inventory of sump pumps and the discharge lines as part of the water meter
replacement project.
Approximately 4,900 properties were inventoried.
45% or 2,205 properties have sump pumps
8.3% (or 183) of the properties with sump pumps have illegal or unknown sump discharge
locations.
In a worst case, the 183 properties could be contributing 2.5 million gallons per month in I/I. In the
two months that violated the MCES goal, this quantity would equate to approximately 2.5% of the
total monthly flow.
I/I contributors
Over the past 8 years the average driest monthly flow is 62.0 million gallons. The wettest months
reach 100.0 million gallons indicating that 38.0 million gallons of I/I per month can occur in the
City. A sump pump flow of 2.5 million gallons would represent approx. 7% of the UI problem.
We would estimate that leaking pipe joints and manholes are the primary UI contributors. This has
been substantiated with video tapes of sewers and service connections. Also, direct footing drain
connections contribute a large amount. City staff suspects a large number of footing drains were
connected during new house construction in the 1960s and 70s. It is difficult to accurately estimate
the volume contributed by either of those sources. It is equally difficult to repair /correct some of
these sources.
Recommendations
It is recommended that:
• New Hope continues to actively seek economic means to meet the MCES I/I reduction goal.

into the Sanitary Sewer System
740.01. Purpose. The discharge of water from roof, surface, groundwater sump pump,
footing We, swimming pool, or other natural precipitation into the City sewerage system results
in flooding and overloading of the sewer-age system. When this water is discharged into the
sanitary sewer system it is treated at the sewage treatment plant. This results in very large and
needless expenditures. The City Council, therefore, finds it in the best interest Of the City to
prohibit such discharges.
740.02. Discharge Prohibited. Except as otherwise expressly authorized in this Section, no
water from any roof, surface, groundwater sump pump, footing tile, swimming pool, or other
natural precipitation shall be discharged into the sanitary sewer system. Dwellings and other
buildings and structures which require, because of infiltration of water into basements, crawl
spaces, and the like, a sump pump discharge system shall have a permanently installed discharge
line which shall not at any time discharge water into the sanitary sewer system, except as
provided herein. A permanent installation shall be one which provides for year round discharge
capability to either the outside of the dwelling, building, or structure, or is connected to City
storm sewer or discharge through the curb and gutter to the street- It shall consist of a rigid
discharge line, without valving or quick connections for altering the path of discharge, and if
connections for altering the path of discharge, and if connected to the City storm sewer line,
include a check valve and an air gap located in a small diameter structure as shown in the City's
standard plates.
740.03. IX=nnection. Before August 1, 1995, any person, firm, or corporation having a
roof surface, groundwater sump pump, footing tile, or swimming pool now connected andfor
discharging into the sanitary sewer system shall disconnect or remove same. Any disconnects or
openings in the sanitary sewer system shall be closed or repaired in an effective, woriananlike
manner.
740.04. L=-ecrivii. Every person Owning improved real estate that discharges into the
City's sanitary sewer system shall allow an employee of the City of Plymouth or a designated
representative of the City to inspect the buildings to confirm that there is no sump pump or other
prohibited discharge into the sanitary sewer system. In lieu of having the City inspect their
property, any person may furnish a certificate from a licensed plumber certifying that their
property is ir. compliance with this ordinance.
740.05. Future Ta=gQtinnj- ach sump pump connection jdcntified will be reinspected
periodically.
740.06. New Congmction. All new dwellings with sumps for which a buildiin& permit is
issued after August 1, 1995, shall have a pump and shall be piped to the outside of the dwelling
before a certificate of occupancy is issued.
740.07. Surcharge. A surcharge of One Hundred and 001100 Dollars ($100.00) per month
is hereby imposed on every sewer bill mailed on and after October 1 , 1995, to property owners
who a= not in compliance with this ordinance or who have refused to allow their property to be
ln ected to determine if there is compliance- All pro eyries found during yearly reinsp=tion to
have violated this ordinance- will be Subject to the S100-GO per month penalty for all months
between the two most recent inspections_
740.08. W inter Di5ch rge. 71je City manager is authorized to issue a permit to allow a
property owner to discharge Surface Water into the sanitary sewer system. The permit shall
authorize such discharge only from November 15 to March 15 and a property owner is required
to meet at I= One Of the following criteria in order to obtain the permit:

is causing a dangerous condition, such as ice buildup or flooding, on either public
or private property.
(b) The property owner has demonstrated that them is a danger that the sump pump or
footing drain pipes will freeze up and result in either failure or damage to the sump
PUMP unit Or the footing drain and cause basement flooding.
(c) The water being discharged from the sump pump or footing drain cannot be readily
discharged into a storm din or ether acceptable drainage system_
Following ten (I0) days written notice and an opportunity to be heard,. the City Manager
may require a property to discharge their sump pump into the sanitary sewer from November 15
to Nfaxh 15 if surface water discharge is causing an icy condition on streets.

ordinance inquiring that they he inspected if installed in the future,
What is a cross connection?
A cross connection happens when a sump pump is connected to a sanitary sewer line, Often, this czn be a hose
leading into a laundry tub or a floor drain. Sump pumps are supposed to drain into storm sewers, either through a
direct connection (a pipe from the home connecting with the main storm sewer line), or through draining directly
onto the ground or into the gutter outside the home.
.y are cross connections a problem?
Sump water is what engineers call "clear water," most often rain water, ground water, or snow melt. This water is
clean enough to drain, directly into area streams, ponds and lakes, without treatment. Wastewater — water from
your sinks, showers, tubs, toilets, and washing machines — must be treated at your area wastewater treatment
plant before it can be safely discharged into the environment.
When "clear water" is added to wastewater, it can overload the collection system. The Minnesota Pollution
control Agency (MPCA) has estimated that a single home with a cross connected sump pump can add up to
1,400 gallons of water to the system during one average rain storm. That's the equivalent of flushing your toilet
280 times (based on a standard toilet with a five gallon tank — if you have a low -flow toilet with a three gallon
tank, you'd have to flush 466 times). Multiply that by the number of homes in your neighborhood, and the
magnitude of the problem becomes evident.
VVhy should I care?
Excess water in the treatment system costs the city, and you, money. Rates at the treatment plant are based on the
number of gallons that flow through the system, When "clear water" enters the system through cross cQn-
nected sump pumps, everyone pays to treat water that is already clean, According to MPCA estimates,
Plymouth sends approximately 575 million gallons of "clear water" through the system annua3)y, This costs the
city an extra $1 million in wastewater treatment bills, a cost that is passed to consumers through increased sewer
rates_ Sump pump cross connections are likely responsible for about 25 percent of this, around 150 million
gallons. Clearing tip cross connections will help solve a portion of the "clear water" problem, and help keep rate
increases to a minimum.
flow can they tell when storm water gets into the system?
It is not difficult to find out if extra water is entering the System. All homes have water meters that measure the
amount of water you use. Think of that water as flowing through your home — it enters, is used (for cooking,
washing, cleaning), and then goes down the drain_ If the amount of water that reaches the treatment plant is far in
excess of the amount being delivered to homes, then obviously, extra water is entering the system.
Are cross connections the only cause of this?
No_ Water can infiltrate the system through bad joints, cracks, or breaks in Elie sanitary sewer pipe. Plymouth
reg. ularly inspects the interior o f the sanitary sewer pipe with TV cameras so these problems can be found and
corrected.

How do I know if I have a cross connected sump pump?
The illustration below shows one correct method of connection_ The key thing; to look for is where the water
goes when the sump pump is running. If you have a rigid, PVC -type pipe that goes outdoors and drains into
your yard (well away from your foundation, of course), you're probably okay. If you have a hose that drains
into your laundry tub or floor strain, you're definitely not okay. If you can see right away that your sump
pump is cross connected, it would be to your advantage to get it rerouted prior to inspection. This will save
you time, as only one inspection will need to be done to confirm your correction. If you're not sure, infor-
mation available at the public meeting may help you decide. If you still can't tell, don't worry, The inspec-
tors will let you know, and you will have time to get the problem corrected before the surcharge is applied.
if you are rerouting your system. be sure to bury the right kind of pipe. It must be a rigid, PVC -type pipe, not
flexible hose. Even in systems that already pump water outside, inspectors will require that flexible hoses be
replaced with rigid pipe.

How do I make an appointment for an inspector to visit my home?
MSA personnel will be going; door to door to try to get as many homes as possible inspected without appoint-
ments. If they don't find you at home, they will leave a notice on your door knob with the number to call for an
appointment. Voice -mail bas been installed on the phone so you shouldn't have to call more than once. If you
don't reach a person when you call, please do leave your name, telephone number, address, and the best time to
reach you. We will return calls during business hours and in the evenings.
Why inspect my house?
Neitheryou r home nor neighborhood has been singled out for any reason. All Plymouth homes and businesses
with sanitary sewer connections will be inspected. In the past year, inspection has been completed in over
10,000 Plymouth homes. Nearly 1,000 were found to be incorrectly connected.
What will correcting a cross connection cost me?
if you do the work yourself, less than $50, assuring your basement is unfinished and you already have a sump
pump. If an outside contractor is used, most corrections will be around $200, again assuming your sump pump is
in place and ic's just a matter of replacing flexible pipe and/or rerouting your flow.
