CALL TO ORDER Chair Meyer called the meeting to order at 7:02 p.m.

AGENDA APPROVAL Commissioner London made a motion to accept the April 4, 2022,
agenda, seconded by Commissioner Saima. All voted in favor.
MINUTES APPROVAL Commissioner Isenberg made a motion to accept the March 7, 2022,
minutes, seconded by Commissioner Saima. All voted in favor.
OPEN FORUM City Manager Replacement Process
- City HR staff and Personnel Board members attended the meeting to
explain the hiring process steps, answer questions and discuss DE&I
programs and initiatives.
- Personnel board follows the state statute, members are volunteers,
role is to certify candidates to be hired by the city.
- Steps in the hiring process:
o Advertise
o City staff review applications
o Interviews
o Personnel board interviews, 2 – 3 applicants are usually
certified
o Interviews with City Manager & Department Head
o Hire
- City does not currently have a DE&I plan or defined strategy. DE&I
is important and valued. They want to reflect the community with the
staff but that is not always possible. Having staff with diverse
backgrounds is good. City does partner with ISD 281 DE&I
Specialist but they do not have anyone on staff or as a formal
consultant. Would be open to seeing what other cities use or have
as a DE&I plan.
- City Manager position is not subject to the define process listed
above. The City Council is responsible for all steps and makes the
final hiring decision.
- There is no specific budget for hiring, funds come out of the larger
HR department budget.
- City positions are advertised here:
o Sun Post Newspaper
o League of MN Cities website
o Handshake => state universities, tech schools
o Gov Jobs.com
o Industry specific sites like: National Latino/Black/Asian
Peace Officers, Building Inspectors Association, etc.
o City Reader Boards
o Social Media sites
o Employee Referrals
- Staff does annual diversity training online that is interactive.
- Turnover in 2021 = 7.5%, goal is to be less than 12%.
DISCUSSION ITEMS
AND REPORTS 2022 Sub-Committees
- Expectations
o Sub-committees are expected to meet throughout the month,
outside of the regular HRC meeting. The Lead will report
back at the HRC meeting
- Colors of the World / Dream Big (Donna Meyer – Lead)
o Team hasn’t met yet. No update.
- Juneteenth Proclamation & Education (Allison Isenberg – Lead)
o Discussed options. Reached out to city to get copies of past
documents and request process steps or forms needed. Will
continue to work on this.
o Going to pull this group under Marketing team.
- Community Conversations (Donna Meyer – Lead)
o Next event, Sunday, April 24th at Emerald Point Apts in the
Community Room.
o Want to have meeting in Civic Center park this summer.
Need city approval and need to get on the calendar.
o Brad will add HRC member to the options for block parties to
select for National Night Out city visitors.
- Cultural Music & Food Fair / Food Trucks (Kendra Curry – Lead)
o Team hasn’t met yet. No update.
- Citizen of the Quarter (Trista Rehnke – Lead)
o Changing this to HRC Spotlight of the Quarter. We will
recognize and celebrate an individual, group of people,
organization or business in New Hope.
o City had a similar award in the past. Requested the form
from the city to review.
o Going to pull this group under the Marketing team.
- Sunnyside Park & Volunteer Coordination (Trista Rehnke – Lead)
o Park clean up #1 – Saturday, May 21st at 10:00 am.
o Partner with Holy Natvity Church at Sunnyside Park. Partner
with the Boy Scouts at Victory Park.
o HRC members can volunteer at either park.
- Marketing (Allison Isenberg – Lead)
o Team is working to connect and set up contacts within the
city, CCX, Sun Post. Will promote and document HRC
events throughout the year.
o Brad Kallio will provide t-shirt vendor contact information.
2022 Meeting Dates:
- 5/2, 6/6, no July mtg, 8/1, 9/6 (Tues), 10/3, 11/7, 12/5
HRC Membership
- Two open Commissioner positions
- Brad Kallio reached out to Treehouse for student seat recruitment.
