Imp. Proj. #483The City Engineer has completed the feasibility report on the Backyard llrainage improvements proposed for 4909 -4941 Winnetka Avenue North, Improvement Project No.483. The report discusses the proposed drainage improvements and presents a preliminary cost estimate ($29,990) and a preliminary assessment roll. Storm water ponding does occur in these backyards during most rainfall events and homeowners who have experienced storm water ponding in their backyards have approached the City to correct /improve the problem. The project is feasible from an engineering standpoint and the Engineer is recommending the project be constructed provided that all easements can be acquired at no cost. The original proposal included construction of a 12" storm sewer system along the common lot line between Lots 5 and 6, construction of a catch basin in the backyards between Lots 5 and 6, and grading overland drainage swales north and south from the new catch basin to collect /convey storm water to new catch basin; all of which would connect to existing catch basin in Winnetka Avenue. However, new grades for the drainage swales result in significant grade changes that complicate use of each backyard and homeowners were not confident that the overland drainage swales would correct the problem. Therefore, the Engineer is also proposing to extend a 12' storm sewer north and south from the new catch basin between Lots 5 and 6 and to install two additional catch basins (one on Lot 3, one on Lot 7). The project would also include removal/reconstruction of existing fence and sidewalk, grading overland swales, and installing sod /top soil. Note that the Engineer is recommending that a maximum square footage of 8,000 square feet be established for assessment purposes. The City Engineer will make a presentation on the project at the 2/10/92 meeting and if the Council desires to proceed with the project, the next step would be to call for a public hearing on the improvement. The attached resolution receives the report and calls for a public hearing on the improvement to be scheduled for 3/9/92. Mark Hanson Date: _ Reg. No. 14260 34140.rpt . , SCOPE This project provides for drainage improvements in the back yards of 4909 -4941 Winnetka Avenue North. This area was developed in the late 19.50's and early 1960's. The storm water runoff from this area is intended to drain overland north and south along the back lot lines to the common lot lines between Lots 3 and 4 and Lots 7 and S. At each of these lot lines the runoff is to drain overland easterly to Winnetka Avenue. However, due to the flat elevations that exist in the backyards of Lots 3 -7 and the inadequate grade that exists in the drainage swales between the homes abutting Winnetka Avenue, storm water ponding does occur in the backyards during most rainfall events. In addition, due to the reconstruction of Winnetka Avenue in 1972, the elevation of the sidewalk does compromise the overland drainage from the backyards to Winnetka Avenue. The homeowners who have experienced storm water ponding in their backyards have approached the City on numerous occasions to correct /improve the storm water problem. New Hope's policy relative to backyard drainage improvements is that the City will provide the engineering effort to improve the drainage problem in hopes that the effected homeowners will work together to correct /improve the drainage problem on their own. An informational meeting was held with the effected homeowners to discuss one proposed improvement. However, additional homeowners expressed similar problems and didn't feel the improvements as proposed would correct /improve their problem. Therefore, the City Council ordered the preparation of a feasibility report to discuss proposed improvements Which would correct /improve the drainage problems for this area. 34MO.rpt 1 FEASIBILITY AND RECOMMENDATION This report is feasible form an engineering standpoint and is in accordance with standards for conveying storm water in the City of New Hope. The project, as outlined herein, can be constructed under of a single contract or combined with a similar type project. It's recommended the project be constructed provided all easements can be acquired at no cost. DISCUSSION Storm water drainage for this area is identified in Figure No. 1 and is intended to drain overland between the homes abutting Winnetka Avenue as previously discussed. Storm sewer exists in Winnetka Avenue which is also shown on Figure No. 1. At the informational meeting it was proposed to construct a 12" storm sewer system along the common lot line between Lots 5 and 6. A catch basin was to be constructed in the backyards between Lots 5 and 6 and collect storm water runoff from the immediate area. The proposed storm sewer is to connect to the existing catch basin in Winnetka Avenue as shown on Figure No. 1. It was also proposed to grade overland drainage swales north and south from the new catch basin to properly convey storm water runoff to the new catch basin. However, the new grades for the drainage Swale across Lots 4, 5, and 6 resulted in significant grade changes, complicating the use of each backyard. In addition, the effected homeowners were not confident that the overland drainage swales would be properly constructed to convey storm water runoff in accordance with engineering standards. Therefore, it's also proposed to extend a 12" storm sewer north and south from the new catch basin located between Lot 5 and 6 as shown on Figure No. 1. Catch basins are to be located in Lot 3 and 7 to collect storm water runoff from the immediate area. 341.40.rpt 2 A 10' wide utility and drainage easement does exist along the back lot line and between Lots 3 and 4 and Lots 7 and 8 to Winnetka Avenue. The existing easement is adequate to construct the proposed storm sewer. However, to minimize tree removal and follow the existing drainage Swale, it's not recommended the proposed storm sewer be constructed within the existing easement. Therefore, drainage and utility easements will be required across Lots 3, 4, 5, 6, and 7 and temporary construction easements to accommodate the proposed storm sewer construction. COST ESTIMATE A detailed cost estimate is presented in Appendix A located at the back of this report. The total estimated project cost is $29,990 which includes 5% contingencies and 25% for legal, engineering, administration and bond interest. The total estimated project cost does not include cost for easement acquisition. AREA TO BE INCLUDED The area to be included for assessment purposes is presented on Figure No. 1 and listed below: Mork Campion Manor Lots 1 -23 Block 1. 34140.rpt 3 ASSESSMENTS Assessments are proposed to be assessed to the benefitted property. It's proposed that 50% of the project cost be assessed to the benefitted property in the drainage area. The remaining cost will be the responsibility of the City. It's proposed the benefitted property be assessed on an area basis. However, the maximum area proposed to be assessed to a given parcel is 8,000 sq. ft. A preliminary assessment roll is presented in Appendix B located at the back of this report. The estimated assessment for each property is between $208 and $878. The average assessment per lot is $652. The homeowner has the option to pay off the assessment at the time of the assessment hearing or include the assessment as part of their property tax statement. If the homeowner elects to include the assessment as part of their property tax statement, the cost will be spread over a period of time and at an interest rate determined by the City Council. It's suggested, because the assessment is small that it be spread over a period of time between 5 and 10 years. REVENUE SOURCES Revenue sources to cover the cost of the project are summarized below: Proiect Cast Revenue Balance Storm Sewer $29,990 Lateral Assessment $ 14,995 TOTAL $29,990 $14,995 $- 14,995 The estimated project deficit is $14,995 which will be the responsibility of the City of New Hope. 34140.rpt 4 PROJECT SCHEDULE Present Feasibility Report Public Bearing Approve Plans & Specifications Begin Construction Complete Construction Assessment Hearing February 10, 1992 March 9, 1992 April 13, 1992 May 1, 1992 June 1992 September 1992 34140.rpt 5 APPENDIX A PRELIMINARY COST ESTIMATE 4909 -4941 WINNETKA AVENUE NORTH BACKYARD DRAINAGE IMPROVEMENTS CITY PROJECT NO. 483 Lump Sum Mobilization @. $1,000 /1S $ 1,000 450 L.F. 12" PVC storm sewer a $30.00 /L.F. 13,500 1 Each Std M I I w /casting @ $1,200.00 /EA. 1,200 3 Each Std C13MH w /casting @ $1,000.00 /EA. 3,000 1 Each Connect to existing CB @ $700.00 /EA. 700 Lump Sum Remove & reconstruct existing fence 200 150 Sq. 1. It was also _proposed to grade overland drainage swales north and south from the new catch basin to properly convey storm water runoff to the new catch basin. 34140.rpt 2 A 10' wide utility and drainage easement does exist along the back lot line and between Lots 3 and 4 and Lots 7 and 8 to Winnetka Avenue. 1 and listed below: Mork Campion Manor Lots 1 -23 Block 1 34140.rpt 3 ASSESSMENTS Assessments are proposed to be assessed to the benefitted property. REVENUE SOURCES Revenue sources to cover the cost of the project are summarized below: Storm Sewer $29,990 Lateral Assessment $ 14,995 TOTAL $29,990 $14,995 $-14,995 The estimated project deficit is $14,995 which will be the responsibility of the City of New Hope. 34140.rpt 4 PROJECT SCHEDULE Present Feasibility Report Public f tearing; Approve Plans & Specifications Begin Construction Complete Construction Assessment Hearing; February 10, 1992 March 9, 1992 April 13, 1992 May 1, 1992 June 1992 September 1992 34140.rpt 5 APPENDIX A PRELIMINARY COST ESTIMATE 4909 -4941 WINNETKA AVENUE NORTH BACKYARD DRAINAGE IMPROVEMENTS CITY PROJECT NO. 483 Lump Sum Mobilization @ $1,000/LS $ 1,000 450 L.F. 12" PVC storm sewer @ $30.00 /L.F. 13,500 1 Each Std M l I w /casting c@ $1,200.00 /EA. 1,200 3 Each Std CBMII w /casting L $1,000.00 /EA. 3,000 1 Each Connect to existing CB @ $700.00 /EA. 700 Lump Sum Remove & reconstruct existing fence 200 150 Sq. At that time it was suggested that the storm sewer alingnment to Winnetka Avenue be moved from the lot lines between Lot 5 and 6 to Lots 2 and 3. The City Engineer has reviewed the alignment in the field and agrees that the construction in that location is easier than between Lots 5 and 6. However, additional storm construction is required to connect to the existing stomr sewer in Winnetka Avenue. The attached drawing identifies the new storm sewer construction across Lot2 and Lot 1. The estimated cost for the storm sewer shown in the updated drawing is $35,240, compared to $29,990 presented at the March 9th public hearing. The City Attorney has drafted the enclosed resolution ordering construction of the project and preparation of final plans and specifications. At the meeting the Council will need to determine ii you are going to pay the total costs for the improvements or not. The resolution allows the Council the option of assessing some costs. Staff did meet subsequent to the March 9th meeting to discuss the drafting of an amendment to the existing assessment policy to address the issue of the City paying full project costs for prioritized backyard drainage projects, per the Engineer's March 18th report, and subject to all necessary easements being acquired at no cost. The amendment has not been finalized and staff is recommending that if the Council so desires, it could proceed to pay full costs on this improvement with the understanding that the assessment policy will be formally adopted /amended in the near future. Residents have been notified regarding the continuation of the Public Hearing. • • • r TO: 2) V Administration: Finance: p' RFA -001 Request for Action Public Hearing Winnetka Backyard Storm Water April 13, 1992 Page -2- Staff recommends approval of a resolution Ordering Construction of Storm Water Drainage Improvement No. 483 and Preparation of Final Plans and Specifications ( Winnetka Avenue Backyard Storm Water Drainage Improvements). We have reviewed this alignment in the field and agree that the construction in this location is easier than between Lots 5 and 6. However, additional storm sewer construction is required to connect to the existing storm sewer in Winnetka Avenue. Attached is drawing identifying the new storm sewer alignment. In addition, we have shown additional storm sewer construction across Lot 2 to Lot 1. The estimated cost for the storm sewer per the attached drawing is approximately $35,240 compared to $29,990 presented at the March 9 public hearing. The extent of construction will be reviewed further with the property owners if it's determined the project will proceed. If you have any questions, please feel free to contact me at this office. Backyard Drainage Improvements Project No. 483 File No. 34140 Dear Mayor and Council: Enclosed is our report for backyard drainage improvements in the backyards of 4909 - 494 1 Winnetka Avenue North. This report discusses the proposed drainage improvements any presents a preliminary cost estimate and preliminary assessment roll. We would be pleased to meet with the Council and other interested parties at a mutua!, convenient time to discuss any aspect of this report. Yours very truly, U Mw E, I hereby certify that this report was prepared t me or under my direct supervision and that I am a duly Registered Professional Engineer under the laws of the State of Minnesota. R. . . Ha Mark Date: ' • N o . 14260 .T1'N.rpt 2335 ~ Highway 36 • St. Paul, Minnesota 55113 • 612.63 SCOP This project provides for drainage improvements in the back yards of 4909 -4941 Winnetka Avenue North. 'this area was developed in the late 1950's and early 1960's. The storm water runoff from this area is intended to drain overland north and south along the back lot lines to the common lot lines between Lots 3 and 4 and Lots 7 and 8. In addition, due to the reconstruction of Winnetka Avenue in 1972, the elevation of the sidewalk does compromise the overland drainage from the backyards to Winuc;tka Avenue. Therefore, the Citti Council ordered the preparation of a feasibility report to discuss proposed improvements which would correct /improve the drainage problems for this area. 34140.rpt 1 F ASIBIL11Y AND RECOMMENDATION This report is feasible form an engineering standpoint and is in accordance with standards for conveying storm water in the City of New Hope. 1. It was also-- to grade overland drainage swales north and south from the new catch basin to properly convey storm water runoff to the new catch basin. 34140.rpt 2 A 10' wide utility and drainage easement does exist along the back lot line and between Lots 3 and 4 and Lots 7 and 8 to Winnetka Avenue. 1 and listed below: • W.4FMt • t 4, Lots 1.23 Block 1 34140.rpt 3 Aa.SE5SMFM Assessments are proposed to be assessed to the benefitted property. $EVENUE SOURCE Revenue sources to cover the cost of the project are summarized below: Storm Sewer $29,990 Lateral Asseument $ 14,995 TOTAL $29,990 $14,995 S- 14,995 4 The estimated project deficit is $14,995 which will be the responsibility of the City of 34140.rpt 4 PROJECT SCI- JEDULC Present Feasibility Report Public f fearing Approve Plans & Specifications Begin Construction Complete Construction Assessment Hearing February 10, 1992 March 9, 1992 April 13, 1992 May 1, 1992 June 1992 September 1992 34140.rpt 5 APPENDIX A PRELIMINARY COST ESTIMATE 4909 -4941 WINNETKA AVENUE NORTH BACKYARD DRAINAGE IMPROVEMENTS CITY PROJECT NO. 483 Lump Sum Mobilization @ $1,000/LS $ 1,000 450 L.P. 12" PVC storm sewer @ $30.00 /L.F. 13,500 1 Each Std M I I w /casting a $1,200.00/EA. 1,200 3 Each Std Cl3MII w /casting L $1,000.00 /EA. 3,000 1 Each Connect to existing CB @ $700.00/EA. 700 Lump Sum Remove & reconstruct existing fence 200 150 Sq. Each project provides for storm sewer /grading improvements in backyards to correct /improve the existing drainage. The cost for the project is proposed to be assessed on an area basis to the benefitting property based on 50% of the project cost. The remaining 50% is to be financed by the City. The estimated assessment to each parcel is $300 - $800 /parcel dependent on its area. The residents included in Project 482 were not in agreement that the improvement was justified while the residents included in Project 483 seemed to be more supportive of the improvement. For both projects nearly all the residents objected. to the method of assessment and the amount. BACKYARD DRAINAGE PROBLEMS, WHY DO THEY EXIST The word problem means different things to different people. Therefore, drainage problems are perceived differently by different people. Drainage problems exist based on one or more of the following reasons: The grading plan prepared by the developer and his engineer when the land was developed did not properly address the drainage routes in accordance with engineering standards. 34gen.cor 1 2 335 West Highway 36 • St. Paul, Minnesota 55113 • 612 - 636-4600 The grading plan properly addressed the drainage routes. However, the developer's grading contractor and builder did not properly grade /construct the drainage routes in accordance with the plan. The City, through its review process /inspection, did not properly review the drainage routes and enforce the proper construction. It should be noted however, standards placed on developers is more restrictive now than it was 10 -20 years ago. In addition, it's easier to enforce proper construction based on today's requirements for letter of credits /developers agreements. Although the drainage routes may have proper elevation /grade in some cases they are expected to convey to much storm water for too long a distance based on accepted standards. As society becomes more sophisticated property owners tolerate less. A homeowner without City approval may have filled or blocked the drainage routes not knowing the implications /procedures to follow. Property owners typically don't communicate well with each other. They typically don't agree how a drainage problem should be corrected. They typically don't agree who/what caused the problem and who should pay to correct the problem. Therefore, the drainage problem is typically not corrected /improved when it's left in the hands of a property owner or a group of property owners to resolve. In summary, drainage problems typically aren't caused by the property owner's who experience the problem. The property owner is a victim of circumstances beyond his control and finds it difficult to resolve the problem based on the process he must work within. PRESENT POLICY The City presently provides engineering services to assist property owners to correct /improve drainage problems. If the property owners are unable to resolve the problem, they may petition the City to correct /improve the problem. A feasibility report is prepared and an assessment area is defined. In the past 70% of the project cost was assessed to the benefitted drainage area while 30% was financed by the City if it's determined to be a local existing problem. In some cases new developments pay for 100% of the project cost, if the City and adjacent properties clearly don't benefit from the improvement. Project 482 and 483, it was determined 50% of the project cost would be assessed. In the case of recent street projects since 1980 many storm sewer extensions have been constructed as part of the street improvement. The storm sewer costs have not been assessed while 100% of the street improvement have been assessed. The drainage area tributary to the new storm sewer extensions is not the same area benefitting from the street improvement. Therefore, if both street and storm sewer are to be assessed, an assessment 34gen.cor 2 area must be developed for both street and storm sewer. As a result, a property may be assessed for street only, storm sewer only, or both. It's typically easier to prove benefit for a street improvement than storm sewer improvement. Therefore, it's better not to complicate the street improvement project by assessing storm sewer. Storm sewer improvements are extremely important to the success and longevity of a project. However, it's difficult for the public to accept the benefit of storm sewer. Sanitary sewers, water mains, and streets are used on a daily basis, therefore, their value is easily accepted. Storm sewers are only required when it rains, snow melt, or drain the subgrade soil. ADVANTAGE OF PRESENT POLICY The advantage of the present policy based on storm sewer /drainage improvements proposed to be assessed is that the improvement must be reviewed and accepted by all of the benefitted property. The benefitted property is expected to pay, therefore, the improvement must be accepted by all the benefitted property before it's constructed. The public process is not abused. Relative to storm sewer extensions for street improvement which are not assessed, the advantage is that the public hearing for assessing streets is not complicated by assessing storm sewer. DISADVANTAGE OF PRESENT POLICY The disadvantage in assessing storm sewer /drainage improvements in backgrounds is typically the required drainage improvements are never constructed. Typically only a few benefit by the improvement while many contribute to the problem. How can my property benefit if I don't have a problem? Legally this can be proven, however, it's typically not accepted by the public and in some cases the legal profession itself. In addition, if property owners with good intentions are unable to make the improvements they deserve due to lack of acceptance, they become frustrated. As a result, other improvements may be neglected and the owner elects to move on. Therefore, the property continues to change hands and likely decreases in value each time it changes hands while also impacting the value of adjacent properties. In addition, the administrative cost to assemble an assessment project is costly and very inefficient especially if the benefit must be proven. As previously suggested, typically property owners don't cause the problem but are a victim of the problem. 34gen.cor 3 SUGGESTED POLICY CHANGES If the City is considering revising it's policy for backyard drainage improvements and not assessing these improvements (or minimal assessments), its new policy must not allow the public to abuse the system. Listed below is a suggested procedure /policy statement which could be followed for backyard drainage improvements: The City will provide engineering services to encourage property owners to correct /improve backyard drainage improvements between themselves. In the event a property owner or owners are unable to correct /improve a backyard drainage problem between themselves, they may request in writing to the City Manager that the City investigate their problem to determine if it's eligible for City assistance. The City Engineer and staff will review the backyard drainage problem to determine why the problem exists and who caused the problem. A backyard drainage problem exists because the grades and elevations don't conform to acceptable engineering standards. In addition, many drainage routes are expected to convey too much storm water overland for to long a distance. Therefore, the size of the drainage area may warrant storm sewer improvements. Ground water seepage into basements due to ground water movement or poor grading around a home's foundation does not constitute a backyard drainage problem. If the City Engineer and staff recommend a backyard drainage improvement is eligible for City assistance, all effected property owners must agree to the proposed improvement. Easements will be prepared by the City and all effected property owners must grant each easement at no cost to the City. Private amenities such as retaining walls, trees, fences, shrubs, gardens, etc. must be protected or removed by each owner. The proposed improvements will be constructed in accordance with the City Engineer. The proposed improvements will be financed by the Storm Sewer Utility Fund. Due to limited funding and resources, the City will rank each improvement based on need compared to other projects, the date requested, and available funding. The City will not search out backyard drainage improvements but react to improvements as they're presented. If the City Engineer and staff recommend a backyard drainage improvement is not eligible for City assistance, the property owner /owners may appeal in writing to the City Manager and Council. 34gen.cor 4 ESTIMATED COST FOR NEW POLICY If the City proceeds to correct /improve backyard drainage problems at City expense, additional costs will be incurred. In the last 2 -4 years, it's estimated 10 to 20 such improvements may be eligible for City assistance. The estimated cost for each improvement will vary between $5,000 - $25,000. It's estimated the City could experience an additional $250,000 for this program. Presently the City receives approximately $160,000/year through the Storm Sewer Utility Fund. These funds are designated to storm sewer maintenance, topographic mapping, and the preparation of the local storm sewer plan in accordance with Minnesota Laws of 1982, Chapter 509. Residents pay $15.00/year to the Storm Sewer Utility Fund. Therefore, the City can either extend the program over a period of time as funds become available or increase the rate to generate more funds. The City may want to consider budgeting a certain amount of funds to these types of improvements each year. 34gen.cor 5 N COUNCIL Originating Department City Manager Kirk McDonald By: Management Assistant am Approved for Agenda 8 -10 -92 Agenda Section Planning and Development Item No. 8.3 RESOLUTION AWARDING CONTRACT FOR THE CONSTRUCTION OF STORM WATER DRAINAGE IMPROVEMENTS NOS. 482, 483 AND RETAINING WALL PROJECTS These projects were tabled at the July 27th Council meeting, pending acquisition of all necessary easements for the two major projects and further clarification of the two minor projects. All four projects were bid as one contract, therefore have been consolidated into one resolution. The four projects include: Low Bid 1) Backyard Storm Water Drainage Improvement No. 482 (47 1/2 Avenue North) $19,585 2) Backyard Storm Water Drainage Improvement No. 483 (Winnetka Avenue North) $28,312 3) Meadow Lake Storm Sewer Repair $ 1,310 4) Bass Creek Retaining Wall Construction 3,390 Total $52,498 Low bid on the four projects is Sunram Construction Company with a total bid of $52,498 and the City Engineer is recommending awarding the bid to the low bidder. The bid costs for project #482, in the amount of $19,585, are 8.6% lower than the costs presented at the public hearing. All easements should be finalized by the August 10th meeting and the City Engineer will be present to discuss the project. • • SECOND Em Review: Administration: Finance: •1 1 RFA - Construction Contract Page 2 8 -10 -92 The purpose of the project is to provide an outlet for storm water that collects in backyards after rainfall events and would impact properties between 8912 and 9024 47 1/2 Avenue North, 8941 and 9017 48th Avenue North, and 4750/4770 Flag Avenue North. The project involves constructing approximately 325 lineal feet of 12 -inch storm sewer pipe along the rear property lines, installation of catch basins and the grading. As part of the new backyard drainage improvements policy, the Council agreed to pay 100% of the project cost subject to all necessary easements being acquired at no cost. The low bid costs for Project #483, in the amount of $28,312, are 17.6% higher than costs presented at the public hearing. The higher costs are the result of a change in alignments for the proposed storm sewer resulting in additional pipe and the open- cutting of Winnetka Avenue. An alternative alignment was included in the bid to facilitate construction if one potentially difficult easement is not obtained. The alternate alignment may reduce the cost of the project. The purpose of the project is to provide an outlet for storm water ponding that occurs in the backyards of properties located between 4909 and 4941 Winnetka Avenue North during most rainfall events. The project involves extending a 12" storm sewer system from Winnetka Avenue along a common lot line between Lots 2 and 3, extending the storm sewer north and south through the backyards, and installation of catch basins and the grading of overland swales. As part of the new backyard drainage improvements policy, the Council agreed to pay 100% of the project cost subject to all necessary easements being acquired at no cost. If there is a problem in acquiring an easement from the property owner on Lot 2, the plan will be modified so that the storm sewer runs between Lots 3 and 4. The Engineer is recommending including two minor repair projects in the contract. One of these is the repair of a storm sewer pipe that discharges into Meadow Lake. Several pipe joints have separated causing the yard to cave in and the project would involve removing /relaying three pipe sections, tie bar and bolting them together, and restoration with sod and rip rap. Low bid on the work is $1,310. The other minor project is the construction of a retaining wall on Bass Creek. A 36 inch storm sewer pipe discharges into the creek at this point and the flow of the creek has caused the embankment to erode behind the outlet structure. The project would involve building a retaining wall at the outlet structure and low bid on the work is $3,390. The Engineer will be present at the meeting to answer questions in regards to all four projects. New Hope, MN 55428 Re: 8836 - 9024 47 Avenue North Backyard Drainage Improvements Project No. 482 File No. 34139 Dear Mayor and Council: Enclosed is our report for backyard drainage improvements in the backyards of 8836 -9024 47 /2th Avenue North. This report discusses the proposed drainage improvements and presents a preliminary cost estimate and preliminary assessment roll. We would be pleased to meet with the Council and other interested parties at a mutually convenient time to discuss any aspect of this report. Yours very truly, F 00 ROSENE, ANDERLIK & ASSOCIATES, INC. anson MT4.1ti I hereby certify that this report was preparea c% me or under my direct supervision and that I am a duly Registered Professional Engineer uncle- the laws of the State of Minnesota. Mark Hanson Date: d i.- Reg. No. 14'60 34U9.rpt 2335 West Highway 36 0 St. Paul, Minnesota 55113' • 612.63 SCOp .E: This project provides for drainage improvements in the back yards of 8836-90 47 Avenue North. The area was developed between 1964 and 1966: The responsibility of grading the drainage swale and backyards when the area was developed was the developer and his builders. However, over time the drainage swale has overgrown with trees and shrubs and does not properly convey storm water in accordance with engineenng standards. In addition, it's questionable whether the drainage swale was properly graded and completed after the last homes in the area were constructed and sold. As a result, the adjacent homeowners are not satisfied with the condition of the existing drainage swale and have asked the City for their assistance to improve the drainage swale. Informational meetings were held with the effected home owners in the summer and fall of 1992. At these meetings different alternatives were presented to improve the drainage Swale. New Hope's policy relative to backyard drainage improvements is that the City will provide the engineering effort required to improve the drainage problem in hopes that the effected home owners will work together to correct/improve the drainage problem on their own. In the case of this project, it was felt by a majority of the effected homeowners and City Council that the preferred improvement was too costly and to much work for the effected homeowners to complete. Therefore, the City Council authorized feasibility report be prepared to discuss the proposed improvements, their cost, and prese :.: proposed assessments to the effected homeowners. 34139.rpt 1 FFASTRI = A_NM RECOMMENDATION This report is feasible form an engineering standpoint and is in accordance with standards for conveying storm water in the City of New Hope. The project, as outlined herein, can be constructed under of a single contract or combined with a similar type project. It's recommended the project be constructed provided all easements can be acquired at no cost. i71SCUS5ION The existing drainage swale in the backyards of 8836 -9024 47 /2th Avenue North conveys storm water over land from east to west along the back lot line to an existing catch basin located in the north west corner of Lot 25. Storm sewer pipe conveys storm water westerly from the existing catchbasin to Flag Avenue to a trunk storm sewer system. The existing grade along the drainage swale is 0.36% over 325'. An acceptable grade from an engineering standpoint is 1.00 %. In addition, many areas along the drainage swale hold storm water after rainfall events, due to roots from trees and shrubs planted in and adjacent to the drainage swale. As previously discussed different improvements were presented to the effected homeowners which are presented below: Grade and reshape existing drainage swale to a 0.57% grade. Construct 400 lineal feet of 6" perforated drain pipe extended from the existing catch basin. Also grade and reshape existing drainage swale. Construct 325 lineal feet of 12" storm sewer with two catch basin inlets and 100 lineal feet of 6" perforated drain pipe. Also grade and reshape existing drainage swale. The preferred improvement is to construct 325 lineal feet of 12" storm sewer pipe with two catch basin inlets and 100 lineal feet of 6" perforated drain pipe. The 34139.nx 2 recommended improvements are presented on Figure No. 1 located at the back of this report. In addition, grading and reshaping the drainage swale to properly drain is also included in conjunction with ' resodding the disturbed areas. Removal and transplanting existing trees and shrubs will be reviewed with each effected property owner. A 10' wide drainage and utility easement exists along the back lot line. The existing easement is adequate to construct the storm sewer pipe, provided the pipe can be located directly on the lot line. In the event the pipe must be offset from the lot alone; due to trees, power poles, underground utilities, etc., additional easements may be required. In addition, due to the construction activity, a 10' wide temporary construction easement is recommended along each side of the new storm sewer pipe. COST ESTIMATE A detailed cost estimate is presented in Appendix A located at the back of this report. This report discusses the proposed drainage irnprovcmc presents a preliminary cost estimate and preliminary assessment roll. We would be pleased to meet Wfth the Council and other interested parties at a mut— convenient tune to discuss any aspect of this report. Yours very truly, I hereby certify that this report was prepare: me or under my direct supervision and that I a duly Registered Professional Engineer the laws of the State of Minnesota. 341" 233 5 ~ H41PWay 36 0 SL PvA AGrawsota 53113.6124 SCOPE This project provides drainage improvements in the back yards of 4909 Winnetka Avenue North. This area wns developed in the late: 1950's and early 1960's. Pe storm water runoff from this area is intended to drain overland north and south clung the back lot lines to the common lot lines between Lots 3 and 4 and Lots 7 and S. At each .;i these lot lines the runoff is to drain overland easterly to Winnetka Avenue. However, ue to the flat elevations that exist in the backyards of Lots 3 -7 and the inadequate grade taut exists in the drainage s%v ;tles between the homes abutting Winnetka Avenue, storm %Vlte ponding does occur in the hnckyards during most rainfall events. In addition, due to t;,e reconstruction of Winnetka Avenue in 1972, the elevation of the sidewalk does comprumise the overland drainage from the backyards to Winue:tka Avenue. The homeowners who have experienced sturtn water ponding in their backyards hay c approached the City an numerous occasions to correct/improve the storm water probiem. New Hope's policy relative to backyard drainage improvements is that the City will provije the engineering effort to improve the drainage problem in holies that the elfecte homeowners will work together to currectlimprove the drainage problem oil their uwn. An informational meeting was held with the effected homeowners to discuss one propuse.: improvement However, additional homeowners expressed similar problems and didn't fees the improvements as proposed would currectlimprove their problem. Therefore, the C. Council ordered the preparation of a feasibility report to discuss proposed improvements which would correct /improve the drainage problems for this area. 34 t40.rTA 1 F7EAS j,jLtTy AND RECOMMENDATION This report is feasible form an engineering standpoint and is in accordance with standards for conveying storm water in the City of New Hope. The project, as outlined herein, can be constructed under of a single contract er combined with a similar type project. It's recommended the project be constructed provided all easements can be acquired at no cost. DISCUSSION Storm water drainage for this area is identified in Figure No. 1 and .s intended to drain overland between the homes abutting Winnetka Avenue as previousiv discussed. Storm sewer exists in Winnetka Avenue which is also shown on Figure No. 1. At the informational meeting it was proposed to construct a it storm sewer system along the common lot line between tots S and 6. A catch basin was to be constructed in the backyards between Lots S and 6 and coUect storm water runoff from the immediate area. The proposed storm sewer is to connect to the existing catch basin in Winnetka Avenue as shown on Figure No. L It was also- proposed to grade overland drainage swales north and south from the new catch basin to property convey storm water runoff to the new catch basin. However, the new grades for the drainage Swale across Lots 4, S, and 6 resulted in significant grade changes, eompiieating the use of each backyard. In addition, the effected homeowners were not confident that the overland drainage swales would be properiv constructed to convey storm water runoff in accordance with engineering standards. Therefore, it's also proposed to extend a 1Z' storm sewer north and south from the new catch basin located between Lot S and 6 as shown on Figure No. I. Catch basins are to be located in Lot 3 and 7 to collect storm water runoff from the immediate area. 34140.rpt 2 A 10' wide utility and drainage easement does exist along the back lot line and between Lots 3 and 4 and trots 7 and 8 to Winnetka. Avenue. The existing easement ;s adequate to construct the proposed storm sewer. However, to minimize tree removal and follow the existing drainage Swale, it's not recommended the proposed storm sewer be constructed within the existing easement. Therefore, drainage and utility easements w,il be required across Lots 3, 4, 5, 6, and 7 and temporary construction easemenu to accommodate the proposed storm sewer construction. COST ESTIMATE A detailed cost estimate is presented in Appendix A located at the back of this report. The total estimated project cost is $29,990 which includes 5% contingencies and Z5% for legal, engineering, administration and band interest.
