Field has made to the City in Q connection with its construction of the bathhouse and equipment building. Basically, C.O. Field is owed a little over $5,000 in retainage on its contract with the City to construct the bathhouse. There have been a number of construction problems related to the bathhouse. Specifically, the major item deals with the installation of a seamless floor throughout the bathhouse. Please find enclosed correspondence which explains the construction problems we encountered on this project. In short, we are keeping all of the General Contractor's retainage in consideration for execution of the enclosed release. By executing the release, we will be relieving the General Contractor of any responsibility for any construction defects that may be discovered at a later date. The City Staff and myself are recommending entering into this release. We are into the second season with the new bathhouse and equipment building. Staff has not discovered or encountered any new problems. Further, the City Engineer has reviewed the flooring issue and concluded that there is not a problem with the concrete Mr. Daniel J. During the past year we have written several letters and memorandums to the contractor reminding him of those items not satisfactorily completed. A few of those items have been corrected in recent months but others have not. A letter response L'rom C.O. Field, dated November 6, 1991, makes it clear to us that they do not intend to correct the following items: Bathhouse: 1. Repair or replace seamless flooring to remove embedded foot prints in the cashier area. 2. Repair or replace seamless flooring in Women's Toilet Room to remove black marks at toilet compartments. 3. Remove and replace cracked ceramic tile base in Men's Toilet Room. 4. Repair two cracks in seamless flooring at main entrance. It is unclear if those cracks are limited to the seamless flooring or may reflect cracking in the concrete slab. 5. _Exchange the 4' and 8' light fixtures in the Basket Room and Hallway, each side. 6. Paint repaired vertical mortar joint in concrete block south wall in Men's Locker. Improve quality of repair of crack in concrete slab at double doors in south wall. 8. Caulk or seal around exterior light fixture on south wall, adjacent to double doors. 9. It is unknown if the cause of persistent dampness on the north half of the west wall has been corrected. The contractor claims that the brick has been sealed, and we are aware that some repair of glazing has been done to the upper wall. However, there is still evidence of dampness on portions of the wall. Therefore, we feel that appropriate procedures should be taken as soon as possible to have this work completed by another contractor. The amount of retainage is $5,000 all of which may be needed for fees that may be required and to do the above described work, particularly if all or a portion of the seamless flooring is replaced rather than repaired. Item #1. Lockers, Specialty Sales Service, letter dated September 19, 1991, enclosed. Item #2. Painting subcontractor sent a man to do work and assume it is done. Item #3. TMI Coatings fax message enclosed. As discussed before, they were not able to perform work when scheduled, and came to jobsite late. It was their responsibility to barricade and protect their work, and they refuse to accept that responsibility. Item #4. Stains on seamless flooring were caused by hot concrete material brought up while drilling for toilet partition installation that was not complete when floor material was installed. Item #5. Light fixtures were installed per plan. Item #6. Glazing contractor has done corrective work. Brin fax letter enclosed. Item V. Cracked brick was found by C.O. Field Superintendent, Jim Geiger. Crack was caulked with clear silicone caulk at that time. Cutting out and replacement of brick would be more obvious than present condition (Kiffineyer letter attached). Item #8. We do not feel the seamless floor had anything to do with hairline cracking of ceramic tile, or of cracks in concrete floors that have appeared. We have talked with Kiffineyer (concrete sub) and an independent testing agency, and all are in agreement that a concrete slab, heated or unheated, will crack and move. It is unavoidable unless special concrete mixes are employed. In an unheated condition thermal stresses will continue to be experienced, although they will tend to use the same path after initial cracking. Removal and replacement of ceramic tile base would result in cracking again. During construction, the city building inspector requested cross - bracing at end trusses of the bathhouse, which we did. He made no mention of the equipment building. No bracing was called for on the drawings, and we feel at this time that bracing between aluminum window framing and end trusses would be extra work. At the request of the City, we walked through the buildings last week to identify those items. They are as follows: 1. New lockers have been installed but there is still rust evident along the bottom frame. Was the base and frame also replaced? 2. The vertical crack in the concrete block wall between the Men's Locker Room and Toilet Room has been repaired but is not painted. 3. Foot prints in the seamless flooring in the Cashier Area have not been removed or repaired. 4. Dark "stains or discoloration" at posts of metal toilet partitions in Women's Toilet Room have not been removed or repaired. (These stains occurred only on half of the partitions that were installed after the seamless flooring was installed.) 5. Light fixtures in Basket Rooms and Hallway have not been switched. 6. There is still moisture evident on the interior of the following block walls in the Equipment building during rain storms: A. North half of the west wall. B. South wall, on east side of double doors. We believe the south wall moisture is attributable to the exterior light fixture which may not be adequately caulked. In our attempt to identify the problem on the west wall we made a careful inspection of the exterior aluminum frame window glazing and found three items any of which may be a factor: 4825 Olson Memorial Hiahway .Suite230 Minneapolis, Minnesota 55422 612 -545 -1253 September 3, 1991 Mr. Ken Norduane Page 2 A. The vinyl glazing strip on the horizontal sill frame, at the north end, is 1/2" short of the corner resulting in a "hole" which would allow rain to enter the sill frame. B. There are two bulges in the vinyl glazing strip on the northerly most horizontal muntin between glass and aluminum panel. C. There is a loose vinyl glazing gasket on the center portion of the head frame at the high point of the window frame on the west wall. NOTE: The City Building Inspector inspected the building after the rain has stopped and noted that water was leaking out the dill frame, at the northerly most mullion, and was dripping down the brick wall. 7. One brick on the west wall of the Equipment building, approximately 4' south of the northwest corner, was cut in half, possibly by a saw during tuckpointing. Please inspect and clarify. 8. There is more cracks in the ceramic tile base on the east wall of the Men's Locker Room /Toilet Room, and Drying Area east of the Shower Room. As you know, this has been caused by the seamless flooring installed over the edge of the coved tile. All cracked tiles should be replaced. In addition, two cracks have opened up in the floor of the Bathhouse across the main entry area in line with the east and west masonry walls. We are unsure if these cracks are attributable to a settlement crack in the concrete slab or the seamless flooring. Please look at this condition and let us know. Finally, the City Building Inspector noted that there is no bracing between the aluminum window framing and the end truss at the east and west walls of the Equipment Building. He is requesting that some form of bracing be installed. It is necessary that you let us kipow, in writing, how you intend to respond to these items and when they will be completed. Field Company ( "C.O. Field ") and TMI Coatings ( "TMI"). WHEREAS, C.O. Field entered into a contract with the City on November 21, 1989, to construct a swimming pool bathhouse and equipment building at Civic Center Park, City of New Hope ( "the Project "); and, WHEREAS, C.O. Field entered into a subcontract with TMI on November 21, 1989, to install certain epoxy flooring on the Project; and WHEREAS, C.O. Field and TMI claim that they have completed their work in accordance with their contracts and the City claims that certain portions of C.O. Field and TMI. do hereby jointly and severally release and forever discharge each other, and their respective officers, directors, employees, agents, insurers, sureties, successors and assigns from all manner and types of actions, causes of actions, claims, interest, claims for payment, retention, attorneys' fees, demands, damages or liability of whatever kind or nature arising out of the construction of the Project, whether or not those actions, causes of action, claims, interest, attorneys' fees, demands, damages or liabilities now exist or arise in the future, including, without limitation, all claims concerning the completion of punchlist items on the Project and any and all claims concerning defects in the epoxy flooring installed by TMI; it being expressly understood and agreed that, except as provided in paragraph 2 below, this release extends to all of the claims of the City, C.O. The purpose of this addendum to our soil report is to discuss these changes and revise our recommendations accordingly. Mechanical Room We understand that the mechanical room will not be within the bath house structure. Furthermore it will no longer be at basement level. The mechanical room, as presently planned, will be an at grade structure directly adjacent to the existing mechanical room for the swimming pool. In fact, the north wall of the existing mechanical room will be the south wall of the new mechanical room. These will be joined by a new stairway from grade level down to existing mechanical room floor level. Our boring #3 is located in the area of the proposed mechanical room. At this location, no, organic soils were found. There is a 4 thick covering of what appears to be uncompacted fill, underlain by a 4 thickness of soft lean clay having a standard penetration test value of only 4 blows per foot. Thus competent load-bearing soil occurs at 8 depth below grade, or approximately elevation 907 We understand that the north and south walls of the new mechanical room will be load-bearing. Furthermore the south wall of the new mechanical room will be supported directly on the north wall of the existing mechanical room. AN EQUAL OPPORTUNITY EMPLOYER City of New Hope November 14, 1989 Page Three With this degree of settlement, it may be necessary to do some masonry crack repair and tuckpointing prior to opening up the building for ue. All other recommendations of our original geotechnical report, regarding fill placement and compaction, and design footing bearing pressure, still apply. Ground Supported Floor Slab Our original soil report recommended stiffener ribs under this slab. These could be eliminated if there are frequent control and construction joints in the slab, to create small panels that will not crack internally. It is still recommended that the uppermost 3 1/2 of fill under the slab should be a sand material containing less than 10% passing the #200 sieve, to minimize frost heave effects. Draintile Since the bath house and the new mechanical room will both be on- grade structures with no basements, there is no need for draintile. Concluding Comments All recommendations for our original report which were not specifically revised by this addendum would still apply. As troublesome as subsurface problems can be, their frequency and extent have been lessened considerably in recent years, due in large measure to programs and publications of ASFE/ The Association of Engineering Firms Practicing in the Geosciences. The following suggestions and observations are offered to help you reduce the geotechnical- related delays, cost - overruns and other costly headaches that can occur during a construction project. A GEOTECHNICAL ENGINEERING REPORT IS BASED ON A UNIQUE SET OF PROJECT-SPECIFIC FACTORS A geotechnical engineering report is based on a subsur- face exploration plan designed to incorporate a unique set of project- specific factors. These typically include: the general nature of the structure involved, its size and configuration, the location of the structure on the site and its orientation, physical concomitants such as access roads, parking lots, and underground utilities, and the level of additional risk which the client assumed by virtue of limitations imposed upon the exploratory program To help avoid costly problems. consult the geotechnical engineer to determine how any factors w hick change subsequent to the date of the report may aftect its recommendations. Unless your consulting geotechnical engineer indicates otherwise, your geotechnical engineering report should not be used • When the nature of the proposed structure is changed, for example, if an office building will be erected instead of a parking garage, or if a refriger- ated warehouse will be built instead of an unre- frigerated one; • when the size or configuration of the proposed structure is altered; • when the location or orientation of the proposed structure is modified; • when there is a change of ownership, or • for application to an adjacent site. Geotechnical engineers cannot accept responsibility for problems which may develop if they are not consulted after factors consid- ered in their report's development have changed. MOST GEOTECHNICAL "FINDINGS" ARE PROFESSIONAL ESTIMATES Site exploration identifies actual subsurface conditions only at those points where samples are taken, when they are taken. Data derived through sampling and sub- sequent laboratory testing are extrapolated by geo- technical engineers who then render an opinion about overall subsurface conditions, their likely reaction to proposed construction activity, and appropriate founda- tion design. Even under optimal circumstances actual conditions may differ from those inferred to exist, because no geotechnical engineer, no matter how qualified, and no subsurface exploration program. no matter how comprehensive, can reveal what is hidden by earth, rock and time. The actual interface between mate- rials may be far more gradual or abrupt than a report indicates. Actual conditions in areas not sampled may differ from predictions. Nothing can be done to prevent the unanticipated, but steps can be taken to help minimize their impact. For this reason, most experienced owners retain their geotechnical consultants through the construction stage, to iden- tify variances, conduct additional tests which may be needed, and to recommend solutions to problems encountered on site. SUBSURFACE CONDITIONS CAN CHANGE Subsurface conditions may be modified by constantly - changing natural forces Because a geotechnical engi- neering report is based on conditions which existed at the time of subsurface exploration. construction decisions shoed not he hascd on a geotechnical engineering report whose adcquacu mou have been affected by time. Speak with the geo- technical consultant to learn if additional tests are advisable before construction starts. Construction operations at or adjacent to the site and natural events such as floods, earthquakes or ground- water fluctuations may also affect subsurface conditions and, thus. the continuing adequacy of a geotechnical report. The geotechnical engineer should be kept apprised of any such events, and should be consulted to determine if additional tests are necessary GEOTECHNICAL SERVICES ARE PERFORMED FOR SPECIFIC PURPOSES AND PERSONS Geotechnical engineers' reports are prepared to meet the specific needs of specific individuals. A report pre- pared for a consulting civil engineer may not be ade- quate for a construction contractor, or even some other consulting civil engineer. Unless indicated otherwise, this report was prepared expressly for the client involved and expressly for purposes indicated by the client. Use by any other persons for any purpose, or by the client for a different purpose, may result in problems. No indi- vidual other than the client should apply this report for its intended purpose without first conferring with the geotechnical engineer. No person should apply this report for any purpose other than that originally contemplated without first conferring with the geotechnical engineer. A GEOTECHNICAL ENGINEERING REPORT IS SUBJECT TO MISINTERPRETATION Costly problems can occur when other design profes- sionals develop their plans based on misinterpretations of a geotechnical engineering report. 1b help avoid these problems, the geotechnical engineer should be retained to work with other appropriate design profes- sionals to explain relevant geotechnical findings and to review the adequacy of their plans and specifications relative to geotechnical issues. BORING LOGS SHOULD NOT BE SEPARATED FROM THE ENGINEERING REPORT Final boring logs are developed by geotechnical engi- neers based upon their interpretation of field logs (assembled by site personnel) and laboratory evaluation of field samples. Only final boring logs customarily are included in geotechnical engineering reports. These logs should not under any circumstances be redrawn for inclusion in architectural or other design drawings, because drafters may commit errors or omissions in the transfer process. Although photographic reproduction eliminates this problem, it does nothing to minimize the possibility of contractors misinterpreting the logs during bid prepara- tion. When this occurs, delays, disputes and unantici- pated costs are the all- too - frequent result. To minimize the likelihood of boring log misinterpreta- tion, give contractors ready access to the complete geotechnical engineering report prepared or authorized for their use. Those who do not provide such access may proceed un- der the mistaken impression that simply disclaiming re- sponsibility for the accuracy of subsurface information always insulates them from attendant liability Providing the best available information to contractors helps pre- vent costly construction problems and the adversarial attitudes which aggravate them to disproportionate scale. READ RESPONSIBILITY CLAUSES CLOSELY Because geotechnical engineering is based extensively on judgment and opinion, it is far less exact than other design disciplines. This situation has resulted in wholly unwarranted claims being lodged against geotechnical consultants. To help prevent this problem, geotechnical engineers have developed model clauses for use in writ- ten transmittals. These are not exculpatory clauses designed to foist geotechnical engineers' liabilities onto someone else. Rather, they are definitive clauses which identify where geotechnical engineers' responsibilities begin and end. Their use helps all parties involved rec- ognize their individual responsibilities and take appro- priate action. Some of these definitive clauses are likely to appear in your geotechnical engineering report, and you are encouraged to read them closely. Donahue, City Manager, dated October 18, 1989, we have performed a subsurface exploration and associated geotechnical engineering review for this project. We had some familiarity with this site, because we had performed a subsurface exploration program for the proposed fire station facility nearby. 1.1 Project Information It is proposed to construct a one story, slab-on-grade bath house structure. This will be a masonry wall bearing building, which will not be heated. This geotechnical exploration was ordered to permit engineering evaluation of the subsurface conditions in the area of the proposed construction. turn MY testinQ C Page 2 - #4220 90-599 1.2 Scope of Services As per our proposal, our work scope for this project is limited to the following: 1 Explore the subsurface conditions within the proposed bath house and driveway area south of it by means of three (3) soil borings extending to depths of 16 2. Perform some nominal soil laboratory testing to evaluate the physical and engineering properties of the soil. 3. Prepare a formal engineering report presenting the results of the field and laboratory testing, and our engineering opinions regarding soil correction procedures, foundation type and depth, allowable soil bearing pressure, estimates of foundation settlement under the applied new loads, floor slab support, etc. 1.3 Purpose The purpose of this report is to present the results of our exploration and the associated geotechnical engineering review. it should be noted that it is not the purpose of this geotechnical report to determine the presence or extent of contamination at this site. We can state, however, that obvious contamination could not be detected by color or odor, as judged by human sensing. Page 3 - #4220 90-599 2.0 EXPLORATION PROGRAM RESULTS 2.1 Exploration The three test borings for this project were drilled on November 1, 1989, using a truck-mounted drill rig. The borings were drilled at the approximate locations shown on the sketch plan included in the Appendix. The surface elevations of the borings were referenced to the benchmark noted on the site plan, and are to geodetic datum. 2.2 Site and Geology The area investigated has been filled, and slopes down toward the east, with approximately a 6 difference in elevation between boring #1 and boring #3. The major natural soil type in this area is clayey glacial till related to the Des Moines ice lobe of the Wisconsin glaciation. The area also has some localized undrained areas, where shallow peat and post-glacial organic soils have formed. According to information published by the State of Minnesota Geologic Survey, the uppermost tumn city testinq if, C Page 4 - #4220 90 -599 bedrock stratum under this area is believed to be St. Peter sandstone, and probable occurs at a depth of 135' to 155' below present ground surface. 2.3 Subsurface Conditions The subsurface conditions encountered at each test location area shown on the attached boring logs, which also indicates the probable geologic origin of the soil encountered. The soil conditions have been established at our specific test hole locations only. Variations in soil stratigraphy may occur between and around the borings, the nature and extent of which may not become evident until exposure by construction excavation. Interpolation or extrapolation of the results is not warranted. The soil types encountered in our exploration are: fill; topsoil and post - glacial organic soils; upper weathered till or fine alluvium; and Des Moines clayey glacial till. The area investigated is covered by 8 1/2' to 4' of fill, from west to east. The fill is a non - uniform mixture of silty sand, clayey sand, and lean clay, with traces of gravel throughout. The uppermost portion of the fill appears to have been reasonably well compacted, while the lower portion tends to be soft or loose. Directly below the fill at boring #1, at the west end of the proposed bath house, is a 1 1/2' thick layer of peat and highly organic clay. Below the fill at boring #2, at the east end of the proposed building, is a 1 layer of black organic clay topsoil. These soils are soft and tune car test,nq c Page 5 - #4220 90-599 potentially compressible. The original topsoil or organic soil evidently was stripped from the area of boring #3, prior to filling. Directly below the organic soils in borings #1 and #2, and below the fill in boring #3, is a 2 to 4 thick stratum of weathered glacial till which is soft. Standard penetration test resistances within this upper stratum are 3 to 4 blows per foot. This soil is relatively weak and potentially compressible. Unconfined compression strengths within this weathered glacial till zone were found to be in the range of 1300 to 1360 psf, at natural moisture contents of 23% to 300. Competent natural glacial till soil appears to commence at depths of 12 to 8 below present grade, west to east across the area investigated. This lower soil formation consists of clayey sand, and silty clay with gravel traces throughout, and some random seams of sandy silt or fine sand with silt. Standard penetration test resistances within the lower glacial till are in the range of 6 to 9 blows per foot, if one higher value which apparently hit a large gravel fragment is discounted. 2.4 Groundwater Conditions Some free groundwater was observed in 2 of the 3 borings, but the period of observation was not long enough to establish the true hydrostatic level. However from careful observation of the moisture tunn city testinq corporation Page 6 - #4220 90 -599 condition of the soil samples, we estimate that the groundwater level at the time of our investigation could have been in the range of 5' to 8' below ground surface, corresponding to elevations of approximately 912 1/2' to 900 west to east. Seasonal and yearly fluctuations of the groundwater level can be expected. 3.0 ENGINEERING REVIEW The engineering recommendations made in this report are based on our understanding of the project as described in the following paragraphs. The recommendations are intended solely for a project of the type described herein. In the event that any changes in the nature, design, or location of the bath house are planned, the opinions and recommendations contained in this report shall not be considered valid unless these changes are reviewed and the recommendations of this report are modified or verified in writing. 3.1 Project Data It is proposed to construct approximately a 44' x 88.7' bath house between the existing concession stand and the mechanical room for the swimming pool. This will be a one story, clear span, masonry wall bearing structure, with brick veneer on the exterior walls. The roof system will consist of wood trusses spanning north /south, covered with a standing seam metal roof. The building will be unheated. Anticipated design load on the bearing wall footings will be in the order of 2700 to 3000 pounds per lineal foot. Page 7 - #4220 90-599 Design floor elevation of the bath house will be 923.57 to match the pool deck elevation. This would involve the addition of about 3 to 6 1/2 of new fill above present grade. There will be a mechanical room in the extreme northeast corner of the bath house. This will measure approximately 20 x 28 in plan area, and will have a design floor elevation of 915.0 Loadings on the footings in the area of the mechanical room will be slightly higher than elsewhere in the building, in the order of 3500 pounds per lineal foot. 3.2 Discussion The existing fill covering the proposed building area appears to have been only surface compacted. Furthermore there is a pocket of organic clay within the fill at the westerly end of the building area. This fill was placed directly over original organic surface soils, without their prior removal. At boring #1 there is a 1 1/2 thick layer of peat and highly organic clay below the fill. At boring #2 there is a 1 thick layer of organic clay topsoil below the fill. In addition, there is a 2 to 3 1/2 thick stratum of soft lean clay and clayey sand below the surface organic soils, which are weak and potentially compressible. If there were no adjacent structures, a 12 to 10 deep excavation, west to east, would be required to reach suitable foundation subsoil. However this would be very difficult due to site Page 8 - #4220 90-599 constraints, and a somewhat shallower excavation is recommended. The building area would then be re-filled using an engineered fill, and the building would be supported on conventional, continuous strip footings under the bearing walls. 3.3 Building Foundation Recommendations To prepare this site for building construction, all fill and, buried organics, and a portion of the upper soft clay should be totally excavated and removed from the building area. ordinarily oversizing of the excavation beyond the building lines is required, to allow for the stress distribution below and outside the footings. However in this particular case, because of site constraints, full 1 hor: 1 vert. oversizing is likely not possible. However, as much oversizing as possible should be done without jeopardizing adjacent structures. To compensate for the expected lack of oversizing the footings will have to be set deeper than usual, and the foundation walls extended. Based on the soil boring data, we estimate that the necessary excavation at the westerly end of the proposed building should extend to 10 depth, and the excavation at the easterly end should extend to about 7 1/2 depth. A geotechnical engineer should work closely with the excavating contractor during this phase of the work, to minimize unnecessary excavation. It is possible that some groundwater infiltration into the excavation will occur, probably emanating from Page 9 - #4220 90-599 more permeable sandy seams within the upper soil profile, and provisions should be made to control such water seepage by means of pumping from sumps. Once the excavation base has been approved by the geotechnical engineer, filling should commence with a minimum of time delay. Fill placed in the deepest portion of the excavation, where the fill may potentially be contacted with groundwater seepage, should preferably be a clean, well graded sandy material having less than 10% passing the #200 sieve. Fill above this point could either be the clayey sand which occurs naturally at depth under this area, or sandy lean clay, or a blend of these materials. The fill within the building area should be compacted with appropriate vibratory rolling equipment to achieve at least 98% maximum Standard Proctor dry density, ASTM: D- 698. The structure may then be supported on continuous strip footings under the bearing walls, based directly on approved compacted fill. However the footings will have to be set deeper than usual, depending on the amount of oversizing actually achieved. For preliminary estimating proposes the footing under the west bearing walls should be at 9 depth below design floor elevation, and the footing under the east bearing wall should be at 6 1/2 depth below design floor elevation. The north and south wall footings should be appropriately stepped between these points. Page 10 - #4220 90 -599 A net allowable soil bearing pressure of 1500 pounds per square foot should be used for the footing design. Settlements of the footings, corresponding to this degree of loading, should be in the order of 1 1/2" to 1 total, west to east; and 3/4 to 1/2" differential. It should be observed that the limited recommended excavation depths were made with due consideration for the proximity of other structures, and the relatively confined working area available. Some soft upper clay would remain buried below the new fill, and this will consolidate with time, particularly because of the weight of the new fill necessary to reach design floor grade. It would be preferable that a waiting period of 1 1/2 months be allowed after filling and prior to construction. However, if this is not practical, there would be a risk of some minor settlements due to the consolidation of the soft clay layer, and you may find it necessary to do some masonry crack repair and tuck - pointing prior to opening up the building for use. The recommended soil bearing pressure provides a theoretical factor of safety against shear failure of about 3. If our recommendations are followed, we believe that all footings under the structure will be more than 5' below design floor elevation. However, this must be a specified requirement on this project, since the building will be unheated. Page 11 - #4220 90-599 3.4 Floor Slab-On-Grade It is our opinion that ground supported floor slabs in the bath house and the mechanical room can be supported on controlled compacted fill as recommended previously. However, due to the potential for settlement of the soft natural clay layer that will remain buried below the fill, we recommend that a series of stiffener ribs should be integrally cast with the underside of the floor slab, at no more than 10' spacing in either direction. The function of these stiffener ribs would be to minimize slab cracking due to settlement. Frost heave of the slab in the unheated building is also a possibility. It is therefore recommended that the slab should be structurally free of the walls. Furthermore, consideration should be given to use of a clean sand fill for at least 3 1/2 under the slab, to avoid frost heave. 3.5 Wall Backfill The on-site inorganic soils may be used as exterior backfill against the portion of the building not having a basement. This fill should be placed in lifts not exceeding 10 in thickness, with each lift being compacted. tumn city testinq ccnm3ration Page 12 - #4220 90-599 Around the mechanical room we recommend that the wall backf ill should be a clean sand material having less than 10% passing the #200 sieve. This should be placed in layers and compacted. The mechanical room walls should then be designed to resist an equivalent fluid pressure of 50 pounds per cubic foot. In addition, a perimeter draintile system should be installed around the mechanical room, to control water seepage. 4.0 CONSTRUCTION OBSERVATION AND TESTING On-site observation during construction, by qualified personnel, is considered essential for successful implementation of the recommendations. Soil compaction tests should also be performed on any fill placed to document that adequate compaction has been achieved. We recommend that a minimum testing rate of I field density per each 1600 square feet of area, per each 2 1 lift of fill should be performed. We would be pleased to provide the necessary field observation, monitoring and testing services. Page 13 - #4220 90-599 5.0 FIELD EXPLORATION PROCEDURES 5.1 Soil Sampling Soil sampling was performed in accordance with ASTM:D1586-84. Using this procedure, a 2 11 O.D. split barrel sampler is driven into the soil by a 140 lb weight falling 30". After an initial set of 6 the number of blows required to drive the sampler an additional 12 is known as the penetration resistance or N value. The N value is an index of the relative density of cohesionless soils and the consistency of cohesive soils. 5.2 soil classification As the samples were obtained in the field, they were visually and manually classified by the crew chief in accordance with ASTM:D2487- 85 and D2488. Representative portions of the samples were then returned to the laboratory for further examination and for verification of the field classification. In addition, selected samples were submitted to a program of laboratory tests. Logs of the borings indicating the depth and identification of the various strata, the N value, the laboratory test data, water level information and pertinent information regarding the method of maintaining and Page 14 - #4220 90-599 advancing the drill holes are attached. Charts illustrating the soil classification procedure, the descriptive terminology and symbols used on the boring logs are also attached. 6.0 STANDARD OF CARE The recommendations contained in this report represent our professional opinions. As variations in soil conditions often occur in very short distances, the bottom of any excavation should be observed by an engineer to judge the competency of the natural soils for fill and footing support. In some cases, the required excavation may extend below the ground water level. If the excavation extends below ground water level, a temporary dewatering system is necessary to lower the water level to an elevation below the required excavation bottom. In some situations, the quantity of water is such that a temporary dewatering system cannot economically- control the ground water. In these situations, the excavations are sometimes performed below the water level using a dragline or backhoe to remove the inferior soils, and the initial lifts of fill are placed into standing water. This procedure is not recommended because of the risk involved. Excavating and refilling below water involves risks of trapping compressible or otherwise unsuitable materials within or below the new fill system. Dislodged excavated materials can be covered by the advancing fill soils, or localized deeper pockets of compressible soils can be missed by the excavating equipment. For this reason, approaching the earthwork without dewatering requires that the owner accept the risk of some future building settlement. This risk results from the engineer's inability to observe the excavation bottom during the excavation and initial filling operations. In areas where the excavation terminates below the water table, observations are strictly limited to observing the soils recovered in the bucket of the backhoe or dragline, and possibly probing the excavation bottom if the depth of water is not too great. If the excavation operations are to proceed in this manner, it is necessary that the owner fully understand and accept the risks involved. While these risks cannot be eliminated, there are a number of procedures which can be used to reduce the risk of future settlement if the excavation proceeds without the aid of dewatering. We strongly recommend the following procedures be employed during the excavation and refilling operations. 1. A thorough soil boring program should be performed prior to any excavation. This program would establish approximate required bottom of excavation elevations, and provide information regarding the classification of acceptable soils anticipated at the bottom of the excavation. 2. The excavation work should be performed by a backhoe or dragline operator experienced with this type of excavation operation. 3. An experienced soils engineer should be retained to provide full -time observations during all excavation and refilling operations below the water level. 4. A suitable amount of lateral oversize should be provided in the excavation bottom. Reference should be made to the preliminary soil boring report, the job specifications, or the soils engineer's recommendations for information regarding the extent of oversize required for the particular project. 5. Any fill placed below water, and to an elevation of at least 2' above the water level, should consist of a clean, free - draining sand containing less than 40% passing the #40 sieve and less than 5% passing the #200 sieve. 6. The fill should be stockpiled at the water's edge, and should be advanced into the excavation by a bulldozer imparting a strong, downward "scouring" action to advance the fill along the excavation bottom. This scouring action would tend to force remnant pieces of unsuitable material ahead of the filling process, where they could be periodically removed by the excavating equipment. Excessive amounts of unsuitable material collecting in front of the fill could impede the ability of the fill mass to scour the excavation bottom. 7. A number of standard penetration borings should be put down through the fill after it has been brought to a level above the ground water table. In sand, the indicated levels may be considered reliable ground water levels. In clay soil, it may not be possible to determine the ground water level within the normal time required for test borings, except where lenses or layers of more pervious waterbearing soil are present. Even then, an extended period of time may be necessary to reach equilibrium. Therefore, the position of the water level symbol for cohesive or mixed texture soils may not indicate the true level of the ground water table.
