Originating Department Approved for Agenda Agenda Section Parks and Recreation 4/13198 Consent Shari French Item No. By: By: j 6.12 APPROVAL OF PLANS AND SPECIFCATIONS AND AUTHORIZATION TO CALL FOR BIDS FOR REBUILDING OF TENNIS COURTS AT MEADOW LAKE SCHOOL PARK (IMPROVEMENT PROJECT NO. 640) The 1999 Park CIP calls for rebuilding of the tennis courts at Meadow Lake School Park and contains $95,000 for this expenditure. The CAC advised that the City strongly consider doing this work in 1998 rather than waiting until 1999 and Council agreed at the March 23 meeting. Meadow Lake courts are in such poor shape that they have been closed for the time being until this remodeling work can be done. The engineers have drawn up plans and specs. Staff is requesting approval and a call for bids. Bids will be advertised and opened May 6, 1998 for Council action on May 11t The City and School District have a lease arrangement on the property. The courts and hockey rink were originally built by the City and have been and are to continue to be maintained by the City. The same situation exists at Sunny Hollow School for those tennis courts. The project will include the removal of the existing paving for three tennis courts and adjacent paving, and the installation of new paving of the courts and adjacent areas. New posts, nets, and chain link fence will be installed. The area around the courts will be re- graded to meet the existing turf, and sod will be placed on disturbed areas. The existing light poles will be protected and reused. Project Schedule The New Hope City Council awarded the contract for Meadow Lake School Tennis Court Improvements to K.A. Witt Construction, Inc. at the May 11 Council meeting. The contractor plans to start construction on the project the week of June 15, 1998, and is estimated to complete the improvement project by the end of August. There will be a two to three week period of time during the project that the new bituminous surface will be allowed to cure before the color coating is applied. The courts will remain closed during this time. The contractor is responsible for the replacement of sod that is disturbed by the project. Construction Hours Construction may occur between the hours of 7:00 a.m. and 10:00 p.m., Monday through Friday, and 9:00 a.m. and 9:00 p.m. on Saturday. All work, including mobilization of equipment, will take place during these time periods. BACKGROUND This project involved the removal of the existing tennis courts from Meadow Lake School Park and the installation of new courts and fencing, and the restoration of the site after construction. These courts were scheduled for reconstruction in 1999, but due to their poor condition were replaced in 1998. Only minor site work remained this spring, but this has now been completed and the project can be accepted. FUNDING The final amount for work completed is $66,794.50. This is 8.5 percent lower than the original contract amount. The majority of the savings was achieved by not reconstructing an existing storm sewer between the tennis court and Boone Avenue. Upon inspection, the storm sewer was found to be in good condition and not in need of replacement.
