Executive J The Civic Center Park Improvements are to accomplish the following goals: • Repair the leaking roof over the existing Park Shelter Building, which is 30 years old. • Reconstruct the four existing tennis courts to provide safe /competitive play. The existing tennis court surface has deteriorated to the extent where typical maintenance resurfacing is not desirable. Construct a new basketball court to replace the old existing basketball court that was removed in 1990 due to the city hall parking lot expansion. • Regrade the two existing ballfields located on the north side of the Civic Center Park to provide competitive play based on acceptable design standards. As part of the ballfield regrading accommodate a youth soccer field between each of the ballfield infields: Reconstruct hockey rink boards and consider in -line skating opportunities inconjunction with hockey rink improvements. 1 The Civic Center Park Improvements were constructed in the late 1960's. The 4 tennis courts/lighting were constructed shortly thereafter. The proposed park improvements as presented herein, are identified in New Dope's Capital Improvement Program. 3 It's recommended that the City Council review this Concept Report and evaluate the improvements proposed herein. The Concept Report recommends the following: • The existing roof over the park shelter building be removed and reconstructed. The roof replacement be bid as it's own contract similar to other park shelter roof replacements. • The options for the reconstruction of the four existing tennis courts and construction of the new basketball court be reviewed. From an engineering standpoint its more desirable due to the removal of the existing old fire station to regrade and construct the tennis courts and basketball court at similar elevations to properly account for adjacent drainage. It's also preferred not to compromise accepted design standards in designing the new tennis courts and basketball court based on location/elevation of existing light standards and existing grades /elevations of adjacent land. Presently the existing tennis courts collect drainage from the old fire station site, which has some- what compromised the tennis court design. The existing lighting would be reconstructed, however to the extent possible the existing light standards would be salvaged. A layout similar to Plymouth Middle School was considered, however there is not adequate distance between Zealand Avenue and the swimming pool/parking lot areas to accommodate four tennis courts and a basketball court in series. The Park and Recreation Department schedule for Civic Center Tennis Courts requires four courts, such that one court could not be removed to accommodate a basketball court. From an engineering standpoint, it's recommended Option 3 be considered and the layout for the four tennis courts and basketball court be reviewed and finalized. E! • The regrading of the ballfields /soccer field located in the north end of Civic Center Park be coordinated with the reconstruction of Xylon Avenue, 45 h Avenue, and 42 Avenue (Project 547 and 575). The excess material from the street improvements would provide sufficient borrow to construct each field to acceptable design standards. • The City retain Brauer and Associates as Park Planners to develop a master plan such that the individual park improvements considered herein conform to an overall plan for Civic Center Park. Issues relating to recreational facilities and amenities are discussed in this report, which are presented below: ® Park Shelter Roof Replacement — Project 627 8 Tennis Courts and Basketball Court — Project 629 • Ballfield/Soccer Field Regrading — Project 630 The Park Shelter building is adjacent to the west end of the City Hall parking lot. The facility is used all year serving the ice rink in the winter and other general activities in the summer. The building was constructed in the late 1960's and is approximately 30 years old. The existing roof has developed leaks due to its condition such that replacement is required. The roof replacement has been delayed in the past due to other improvements being considered in the area, which may have impacted the existing park shelter building. The other improvements have not materialized such that it's felt the roof replacement should be considered in 1998. The existing tennis courts are located in the southern portion of the park directly north of the Old Fire Station, which is to be demolished this spring. The courts are west of the pool concessions stand and the sand volleyball court. Refer to Figure 1 for the location. 0 The four courts are located side by side in an east -west direction. The total paved area is 120 feet by 210 feet. Ten -foot high cyclone fencing surrounds the four courts. Three light standards (one each on the east and west ends and one in the middle) provide light to the courts. The play surface is comprised of bituminous pavement with a color surface finish. The existing tennis courts were constructed in late 1960's and early 1970's. The tennis court playing surface has failed and is deteriorating to the extent it is not desirable for competitive play. A basketball court was constructed with the initial Civic Center Park Improvements in the late 1960's. However, it was removed to accommodate the parking lot expansion in 1990 when the bathhouse serving the swimming pool was relocated due to construction of the new fire station. It's proposed to reconstruct the four existing tennis courts similar to the tennis court reconstruction recently done at Begin Park and Sunny Hollow. However, it is proposed the existing fencing be constructed to accommodate a windscreen. The additional cost to accommodate a windscreen is approximately $10.00- $15.00/l.f. assuming 10' high fencing. The tennis courts at Civic Center Park are utilized for lessons/league play in the summer by the Park and Recreation Department and high school play for Cooper High School in the spring and fall. The most cost effective approach to reconstructing the existing tennis courts is to reconstruct them in place and utilize the existing lights. However, it would be preferred to construct a new basketball court (54' x 84') at the east end of the existing tennis courts similar to the layout at Plymouth Middle School and utilize the existing lighting. However, the existing sand volleyball court, buried electric serving city hall and trees do not provide enough space to accommodate a basketball court east of the four existing tennis courts. Therefore three options exist, which are discussed below: ®11tion I • Reconstruct existing tennis courts in place and not construct a new basketball court. Option 2 Reconstruct existing tennis courts in place and construct a new basketball court north of the existing tennis courts. Lighting would be provided by utilizing the existing tennis court lights, which may not be the best for the basketball court. Oution 3 ® Reconstruct new tennis courts in different location to accommodate a new basketball court. The tennis courts would likely be separated into two courts with one set of courts including an adjoining basketball court. The tennis courts would be laid out to remain in a north -south direction. Existing lighting would be salvaged and additional lighting may be required dependent upon the preferred layout. Driveway relocation serving the fire station and parking lot expansion maybe required. Two ballfields are located in the north part of Civic Center Park. The ballfields were constructed as part of the initial Civic Center Park Improvements in the late 1960's. Residential property to the north and west and a cemetery to the east border of the ballfield area. Each ballfield is equipped with a backstop and player benches. The backstop fencing is the only fencing on either field. The foul line lengths on both fields are approximately 240 feet for youth baseball and softball. The outfield area between each infield accommodates a youth soccer field. 9 The grades across the ballfields do not provide a level playing surface. The general topography of the area drains to the south and east. The residential properties to the north and west are on a hill ten to fifteen feet higher than the playing surface of the fields. The fields, particularly the northeast field, is built partially on the side of the hill. The northeast infield has a five percent grade from first base to third base; consequently third base is approximately two feet lower than first base. It would be desirable to have these bases at similar elevations. The ballfield regrading is proposed in 1999 as part of the 42 Avenue, 45 Avenue and Xylon Avenue Street Improvement projects (Project 547 and 575). Common borrow will be required to regrade the field area in a similar manner as the field regrading recently done at New Hope Elementary School. The street improvements will provide additional material to accommodate the ballfield grading. The backstop fencing, player benches, and concrete pavement below the player benches including additional fencing along the foul lines, if desired would also be reconstructed similar to the fields at New Hope Elementary School. A bituminous trail would be constructed from Xylon Avenue to the easterly ballfield and extend south between the ballfield and cemetery to the existing trail constructed from the parking lot immediately north of City Hall. The infield area for each ballfield would include new aggregate while the outfield areas and all other disturbed areas would be sodded. The boards serving the existing hockey rink are in need of replacement. Typically city staff has reconstructed the hockey rink boards. However, the City has identified a possible in -line skating facility at Civic Center Park. It's recommended before reconstructing the existing hockey rink boards the opportunities to provide in -line skating inconjunction with the hockey rink reconstruction be considered. It maybe desirable to regrade the hockey rink area inconjunction with the ballfield regrading to accommodate a paved surface for in -Line skating. However, drainage concerns must be carefully considered if a paved surface is intended to accommodate two uses: ® In -line skating in the summer. m Flooded ice for hockey in the winter. It maybe desirable after further review to provide two separate areas for in -line skating in the summer and ice hockey in the winter. The entire roof is in need of replacement. This is a close -up of the shelter roof. Note the deteriorating wood shingles. Several leaks have developed in the shelter. This is the area east of the existing tennis courts and west of the pool concessions stand and sand volleyball court. The space in this area is limited for additional facilities. A new basketball court cannot be located in this area, and the tennis courts cannot be moved further east. This picture demonstrates the cracked tennis court surface. The existing surface is beyond repair. Reconstruction of the courts is recommended. This is the area immediately south of the existing tennis courts. The old fire station is in the background on the right side of the picture. The new tennis courts and/or the new basketball court could utilize this space. The terrain would require some regrading to accommodate the courts. This is the area immediately north of the existing tennis courts. A new basketball court could be constructed in this area. Common borrow and regrading would be required. This location is close to the existing play equipment. i These are the ball fields located in the northern portion of Civic Center Park. The picture is taken facing the northeast. Residential properties along 46` Avenue are shown in the left background and an apartment building along Xylon Avenue is shown in the right background. Both fields drain to the south and east. Note the standing water in the outfield area. FOR CIVIC CENTER MASTER PLAN PROJECT #639 At the February 23, 1998 City Council meeting, staff was directed to negotiate a contract with a park planner to develop a master plan for Civic Center Park. Brauer and Associates, Ltd. was the planner who worked with the City on the Northwood Park project in 1997 and so Mr. George Watson was contacted. Mr. Watson's fee is an hourly one not to exceed $5,200.00 for this project. Staff recommends approval. TIF funds are available for this expenditure. The scope of work includes meetings with CAC and the neighborhood to gather public input before a plan is developed. It is anticipated that a final plan will be developed by spring of 1998. Planning (Revised) B &A # 98 -2 -105 This letter proposal outlines a scope of services, fee schedule, and other elements which, if approved, constitutes an Agreement between the City of New Hope , herein referred to as the OWNER, and Brauer and Associates, Ltd., herein referred to as the CONSULTANT. The OWNER hereby retains the CONSULTANT to provide professional services required to complete the master plan design of trail, sports fields tennis courts and other recreational improvements, for Civic Center Park project, located in New Hope, Minnesota, hereinafter referred to as the PROJECT. The CONSULTANT'S services and fees shall include normal design and planning services as follows: A. SCOPE OF SERVICES - Basic Services 1. Project Focus Meeting This focus meeting will concentrate on the issues and needs surrounding the planning of Civic Center Park. This meeting will involve staff. Anticipated Work Tasks: • Meeting staff and others to finalize the scope of the project, discuss the planning process, and establish a final project schedule. • Determine the extent of the information available about the site. • Preliminary assessment of issues surrounding the project. Anticipated Task Product: A brief letter report confirming the scope of the project, the planning process, project schedule, and a preliminary outline of pertinent issues. 2. Preparation of Existing Conditions Base Plan Prepare an existing conditions base plan, from information supplied by the Owner, for use as a base for the design process. Preparation of Alternate Schematic Concepts Using the adopted program and site information, the Brauer team will prepare alternative schematic concepts for redevelopment of the Civic Center Park. The schematics will essentially turn the development program into a variety of physical relationships. Anticipated Work Tasks: • Preparation by the Brauer team of three alternative schematic concepts that explore various design solutions. • Preparation of rough costs estimates for each schematic concept to illustrate a range of costs associated with their development. • Review meeting with staff to determine which alternative (or, combination thereof) best represents their desires for the proposed site. Resultant from this meeting will be an adopted concept plan derived from one or a combination of several of the alternative concepts. Anticipated Task Product: Graphics that describe the alternative concepts and construction cost estimates. 4. Preparation of Preliminary Master Plan Task Overview: Using the adopted concept plan, the Brauer team will prepare a master plan (preferred plan) for the development area. The master plan will represent the design solution that best responds to the needs and desires of the city while remaining within the their ability to fund the project. Anticipated Work Tasks: • Review and analysis of previous findings. • Preparation of a draft master 'plan. This refines the accepted concept plan by clearly illustrating the relationship of each use, activity area, and facilities /site amenities. • Review'meeting(s) with the selected groups and city staff. • Preparation of a final master plan based upon accepted draft master plan. Anticipated Task Product: Master plan graphics and supportive text. City of New Hope Civil Center Park Brauer and Associates, Ltd. Proposal 2 Project # 98 -2- Product The final product of this master planning study shall be one rendered and mounted display sized copy of the final master plan and related graphics suitable for display. 5. FEES FOR PROFESSIONAL SERVICES 1. Proposal 3 Number 98 -2 -105 2. Payments on account of the CONSULTANT'S services are due and payable upon receipt of CONSULTANT'S invoice. E. OWNER'S RESPONSIBILITY I . Full program coordination with one individual representing the OWNER'S interests. 2. For the Scope of Services outlined in this proposal the OWNER shall provide the CONSULTANT with a base map information illustrating all property lines, property corners, easements, rights of way and other legal issues, existing utilities, buildings, recreational improvements, vegetation, pavement, curbing, and other surface materials. This base map information shall be as accurate as possible. The OWNER shall be responsible for the accuracy of this information and shall determine if this information and the resulting base map are accurate enough for this planning process. This base map shall be provided to the consultant on 3.5" diskette in AutoCAD R13 or compatible format. 3. Providing all soils engineering/borings and engineering geotechnical testing required for the project. F. NONDISCRIMINATION The CONSULTANT will not discriminate against any employee or applicant for employment because of race, color, religion, sex, national origin, physical condition or age. The CONSULTANT will take affirmative action to insure that applicants are employed and that employees are treated during employment without regard to their race, color, religion, sex, national origin, physical condition or age. Such action shall include but not be limited to the following: Employment, upgrading, demotion or transfer, recruitment, advertising, layoff or termination, rates of pay or other forms of compensation and selection for training including apprenticeship. G. CONSULTANT'S RECORDS, DOCUMENTS AND INSURANCE 1: The CONSULTANT shall maintain time records for hourly fees, design calculations and research notes in legible form and these will be made available to the OWNER, if requested. 2. The CONSULTANT shall provide the OWNER with a certificate of insurance stating coverage carried by the CONSULTANT to protect him from claims under Workman's Compensation Acts; from claims for damages because of bodily injury including death to his employees and the public, from claims for property damage and professional liability issues. 3. The CONSULTANT reserves the right to secure and maintain statutory copyright in all published books, published or unpublished drawings of a scientific or technical character, and other works related to this PROJECT in which copyright maybe claimed. The OWNER shall have full rights to reproduce works under this Agreement either in whole or in part as related to this PROJECT. One copy of each drawing shall be provided in reproducible form for use by the OWNER, but the original drawings will remain the property of the CONSULTANT. H. TERM, TERMINATION, SUCCESSORS AND ASSIGNS City of New Hope Civil Center Park Brauer and Associates, Ltd. Proposal 4 Number 98 -2 -105 1. The term of the Agreement shall be concurrent with the work authorized. 2. Termination may be accomplished by either party at any time by written notice, and shall be effective upon payment in full for all services performed to the date of receipt of such notice. 3. The OWNER and the CONSULTANT each binds itself, its partners, successors, and assigns to the other party of this Agreement, and to the partners, successors, and assigns of such other party with respect to all covenants of this Agreement. 4. Neither the OWNER nor the CONSULTANT shall assign, sublet or transfer his interest in this Agreement without the written consent of the other. I: EXTENT OF AGREEMENT AND APPLICABLE LAW This Agreement represents the entire and integrated Agreement between the OWNER and the CONSULTANT and supersedes all prior negotiations, representations, or Agreements, whether written or oral, with respect to the PROJECT. This Agreement may be amended only by written instrument signed by both OWNER and CONSULTANT. Brauer and Associates, Ltd. was the planner who worked with the City on the Northwood Park project in 1997 and so Mr. George Watson was contacted. At the 3/9/98 Council meeting, Council authorized staff to hire Mr. Watson and to develop a Master Plan for the Civic Center Park with input from the public and the Citizen Advisory Commission. On April 8" input was received from Council, on April 30 a meeting with held with park neighbors, a swim club representative, and other interested persons from the community. On May 18 the Advisory Commission discussed a draft of the master plan, The neighbors and interested community members were invited to that meeting as well. On Tuesday evening Mr. George Watson and the Parks and Recreation Director will present a final draft of the master plan for Council consideration. Staff recommends approval of this master plan which was developed with a good deal of input from the public as well as staff. TIF funds are available for expenditures related to this master plan. Staff further recommends that the engineers be directed to develop plans and specifications with input from the park planner for the rebuilding of the tennis courts, the building of the lighted basketball court and lighted sand volleyball court. In order for the courts to be usable next spring the project needs to take place this fall. Plans and specs could be developed by June with bid approval in July and construction to begin in August.
