All voted in favor. MINUTES APPROVAL Commissioner Curry made a motion to accept the January 24, 2022, minutes, seconded by Commissioner London. All voted in favor. OPEN FORUM No-Knock warrants - Do No-Knock search warrants exist in New Hope? o Yes; these exist in every city in the state. They are brought forward by investigators to police chief (includes evidence of why one is needed), approved by police chief (or designee), and approved by a judge. Procedures for no-knock search warrants are set forth by the state. - How can these types of warrants be appropriate? o If there is a threat to public safety; based on surveillance and justification/high likelihood of someone getting hurt and wanting to mitigate harm if knock and announce warrant is used instead - How many of these types of warrants are executed in one year in New Hope? o 0 in 2022 (one brought forward but not approved); Chief Hoyt to bring 2021 data to next meeting DISCUSSION ITEMS 2021 Committee Recap AND REPORTS - Increase HRC awareness/Facebook posts/Marketing - Workshop on Home Ownership   - Community Conversations - Race & Police Interaction   - LGTBQ Group Partnership (GV Pride 5 year celebration 2022)  2022 Planning - Ideas from January meeting discussed to help make decisions on 2022 goals/plan. All committee members and guests participated in voting for 2022 goals/projects. - 2022 Projects o Community Conversations (continue from 2021) o Juneteenth ▪ Proclamation with the City, Education/Speakers o Colors of the World/Education “Dream Big” I want to…. (small business, mayor, chief, etc.) o Cultural music fair/food (including food learning/education) o Citizen of the Quarter/Stories o Standing projects/goals: ▪ Marketing ▪ Partnership with parks/rec for movies and plays Note: decisions for summer movies are made November prior to the following summer ▪ Volunteering (park clean up, Food Group, community officer, pride festivals, etc.) - brought through information sharing and as available/interest 2022 Meeting Dates: - 3/7, 4/4, 5/2, 6/6, no July mtg, 8/1, 9/6 (Tues), 10/3, 11/7, 12/5 HRC Membership - Two open Commissioner positions - Guests interested in commission positions; chair and co-chair contact information given and process discussed to apply to open commission positions.
