030722 Special Work Session Meeting Packet      CITY COUNCIL  SPECIAL WORK SESSION MEETING    New Hope City Hall, 4401 Xylon Avenue North  Northwood Conference Room    Monday, March 7, 2022  6:30 p.m.    Mayor Kathi Hemken  Council Member John Elder  Council Member Andy Hoffe  Council Member Michael Isenberg  Council Member Jonathan London        1. CALL TO ORDER – March 7, 2022    2. ROLL CALL    11. UNFINISHED & ORGANIZATIONAL BUSINESS     11.1 Conduct interviews with internal candidates and recruitment firms for city  manager position     12. OTHER BUSINESS    13. ADJOURNMENT  I:\RFA\City Manager\2022\City Manager Vacancy\WS 030722\11.1 Q ‐ Interviews City Manager Position Vacancy.docx    Request for Action  March 7, 2022    Approved by: Kirk McDonald, City Manager  Originating Department: City Manager  By: Kirk McDonald, City Manager  Rich Johnson, Director of HR/Admin Services    Agenda Title  Conduct interviews with internal candidates and recruitment firms for city manager position  Requested Action  Interviews have been scheduled for two internal candidates and two recruitment firms (Baker Tilly and  Mercer Group) per Council’s direction.  Background  At the February 22 work session, Council discussed the process to follow to fill the city manager position as  the current city manager will be retiring on June 1, 2022. The City Council agreed to open the process to  internal candidates and to consider utilizing a professional recruitment firm. Two candidates, Director Jeff  Sargent and Director Tim Hoyt, submitted letters of interest. The recruitment firms are Baker Tilly (estimated  timeline of 4 months at estimated cost of $24,500); and Mercer Group (estimated timeline of 5 months at  estimated cost of $17,500 to $21,500).      Following the interviews Council should determine the next step. Some of the possible options include:    1. Offer one of the internal candidates the position outright.    2. Offer one of the internal candidates the opportunity to work with Kirk until his retirement and then  serve as interim city manager for a period of time (such as 6 months) as a trial period and not plan to  utilize a recruitment firm at this time. During this period, Council would determine whether or not  they would like to name that person as city manager. If Council does not wish to name that person as  city manager, that person would be able to return to the role they currently have with the city without  loss of seniority, current rate of pay, etc. A recruitment firm could be hired any time during the trial  period at the Council’s discretion.    3. Offer one of the internal candidates the opportunity to work with Kirk until his retirement and serve  as interim city manager for a period of time (3‐6 months) while the Council engages one of the  recruitment firms to conduct an external search in which internal candidates could compete.    4. Select someone else to work with Kirk until his retirement to assist with knowledge transfer from Kirk  to the next city manager. This option would result in the Council engaging one of the recruitment  firms to conduct an external search in which internal candidates could compete.    5. Proceed with recruitment firm and delay an appointment of acting city manager until June 2.    Agenda Section Work Session Item Number  11.1    Request for Action, Page 2    Consideration for compensation should be considered if an internal candidate is selected. Also a formal  agreement would need to be drafted for consideration at a future meeting.    The advantage of an internal promotion is familiarity with city operations, facilities, department heads/  employees, and there would be an opportunity for some knowledge transfer. It would also provide an  opportunity for an introduction to a variety of organizations where the city manager serves as the city  representative, including the Joint Water Commission and Hennepin Recycling Group, or as one of the city’s  representatives, including West Metro Fire‐Rescue District Board of Directors, Cable Board/Commission and  North Metro Mayors.    Utilizing a recruitment firm would provide a broader range of applicants and would not exclude internal  candidates from participating.    Whatever decision the City Council makes, it would be very advantageous to have the decision agreed upon  by all council members so the transition process can be as stable as possible and help to maintain the current  positive work culture.  Attachments  o Schedule of interview times  o Letters of interest and resumes  o City manager job description  o Baker Tilly Proposal  o Mercer Group Associates Proposal      Schedule – March 7, 2022    6:30 p.m. Tim Hoyt    7:30 p.m. Jeff Sargent    8:30 p.m. Break/Discussion    8:45 p.m. Baker Tilly    9:15 p.m. Mercer Group Associates  HIGHLIGHTS Timothy W.
