Item 5.1
Staff would like to acknowledge the contributors of the successful Blue Santa program and other holiday
activities hosted by the New Hope Police Department. Chief Hoyt will make a presentation.
Items 6.1, 6.2, and 6.3
Item 6.1 – no new business license requests.
Item 6.2 ‐ involves routine financial claims.
Item 6.3 – there are no new liability claims to report.
Item 6.4
This resolution re‐appoints Bill Wills as New Hope’s representative and Bob Grant as alternate
representative on the Shingle Creek Watershed Management Commission. Current terms expire
January 31, 2022, and re‐appointments would be for a three‐year term. Both individuals have expressed
interest in being re‐appointed. I recommend approval of the re‐appointments.
Item 6.5
Council Member Elder has served as the city’s representative on the watershed commission for many
years and is not seeking re‐appointment. Commission interviews were conducted January 10, 2022, and
Council supported the appointment of Jere Gwin‐Lenth to the Bassett Creek Watershed Management
Commission. This item appoints Jere Gwin‐Lenth as New Hope’s representative and re‐appoints Pat
Crough as alternate representative to the Bassett Creek Watershed Management Commission for three‐
year terms. I recommend approval.
Item 6.6
The city is required to submit a pay equity implementation report every three years for compliance
with the Local Government Pay Equity Act. The report has been completed with data as of December
31, 2021, and Council is asked to accept the report. The report will be submitted to the state prior to the
deadline of January 31, 2022. Director Johnson and I recommend approval.

Item 6.7
This item approves the final pay request of $11,832.50 to Jackson & Associates for the south roof
improvements at the New Hope Ice Arena. The contract for the roof replacement was awarded on
February 22, 2021, for $194,000. There was one change order approved which increased the project cost
to $236,650. All work is complete and staff has received the required paperwork. The funding source is
the Ice Arena fund with an interfund loan from the Temporary Financing Fund that will be repaid over
15 years. Director Rader and I recommend approval.
Item 6.8
This item was discussed at the January 18 work session. The city has been meeting with MnDOT,
Hennepin County, and city staff from Plymouth to discuss improvements along 42nd Avenue as a result
of the replacement of the TH 169/42nd avenue bridge and interchange. The project was originally
planned for 2024 but MnDOT moved it forward to 2023. Because right‐of‐way is needed for ADA
ramps, MnDOT needs municipal consent from New Hope. MnDOT is requesting the city to adopt a
resolution for waiver of municipal consent to help meet the 2023 construction schedule. The city
engineer and public works director would continue to be involved in the planning process. Director
Weber and I recommend approval of the resolution.
Item 8.1
This item approves plans and specifications for the 2022 infrastructure project and directs staff to advertise
for bids. The streets planned for a reclaim and overlay in the 2022 Pavement Management Plan have
street PRI ratings as poor. The 2022 project includes streets in the Liberty Park area. Liberty Park is the
only tax exempt property in the project area. The estimated cost for the project is $2,079,521.60 which
would be funded primarily with street infrastructure and utility funds. If authorization to advertise for bids
is approved, bids would be opened on February 24 and considered at the March 14 Council Meeting. Higher
construction pricing is anticipated for 2022 based on increases in oil and PVC prices as well as material
shortages. Director Weber and I recommend approval of the resolution.
Item 10.1
This item approves the transfer of $741,664 from the Temporary Financing Fund to the Public Works
Fund. This action was discussed at the January 18 work session with representatives from Abdo and
city staff. During review of the city’s long‐term financial plan in November, Council expressed support
of utilizing $1,641,664 of the CARES Act funds to assist with construction improvements at the public
works facility. To date only $900,000 has been transferred, and staff recommends transferring the
remaining $741,664 into the central garage public works facility fund. The total transfer amount
reflected in the long‐term plan is $2,041,664 which includes $400,000 of unspent bond proceeds and the
$1,641,664 CARES Act funds. Abdo and I recommend approval.
Item 10.2
This item approves an interfund loan of $650,000 from the temporary financing fund to the Ice Arena Fund
to finance several large scale improvement projects for the arena that have been identified in the CIP. Staff
has discussed the proposed plan during recent budget and CIP meetings. The interfund loan was included in
the 2021 long‐term financial plan that was reviewed with Council at the November 2021 work session. The

loan will be repaid over a 15‐year period and will finance improvements to the south roof and skylight
replacement and the north rink dasher board and glass replacement project. This loan does not include the
glass/dasher boards/floor re‐cement at the south rink which will be completed in 2023, as a separate transfer
resolution will be presented when that project is completed. Abdo, Director Rader, and I recommend
approval.

HIDDEN VALLEY
PARK
(IMPROVEMENT
PROJECT NO. 1078)
Item 8.1
Mayor Hemken introduced for discussion Item 8.1, Motion to authorize
preparation of plans and specifications for playground improvements at Hidden
Valley Park (Improvement Project No. 1078).
Mr. Dan Boyum, city engineer, stated Hidden Valley Park is located at 32nd and
Boone avenues, and most of the equipment was last replaced in 1998. He reported
the playground equipment in the tot area was replaced in 2017 due to an arson
incident. He illustrated the existing two containers and playground equipment. He
reported the proposed improvements include replacement of the playground
equipment in the larger container, using concrete edging to combine the two
containers into one, review options for eliminating the retaining wall, replacing

sand with engineered wood fiber, new benches, remove ash and other trees
affected by the improvements, possibly add shade structure, and replace Hidden
Valley Park sign. He explained the neighborhood will be involved similar to other
past park projects, and following the neighborhood committee meetings, the
preferred design will be brought forward for Council approval. Mr. Boyum stated
the cost estimate is $250,000 and the project will be funded by the park
infrastructure fund.
Mr. Boyum reviewed the project schedule with construction to commence this
spring.
Council Member Elder inquired of the purpose of combining the two play
containers.
Mr. Boyum explained there would be a cost savings as less concrete would be
required for one container instead of two, and only one ADA ramp would be
required instead of two.
Discussion ensued regarding the removal of a mature maple tree. Mr. Boyum
stated the forester would be consulted and tree removal will depend on
neighborhood input and the final design plan. He noted new tree(s) could be
planted elsewhere within the park if so desired.
Council Member London encouraged staff to try to utilize the majority of funds
for actual playground equipment rather than other site amenities.
Mr. Boyum noted site improvements usually costs approximately $50,000.
Council Member Elder commented on the importance of undertaking site
improvements that provide durability. He provided an example of plastic edging
that lasts under five years versus concrete edging that is more permanent.
Ms. Susan Rader, parks and recreation director, stated if concrete is installed in
2022, it will not have to be replaced when a future play equipment replacement
project is undertaken at this park. Ms. Rader noted Hidden Valley Park is a popular
community park with high usage.

MAYOR PRO TEM
Item 10.1
Mayor Hemken introduced for discussion Item 10.1, Resolution appointing a
council member as mayor pro tem for 2022.
City Manager Kirk McDonald noted the mayor pro tem position is rotated based on
seniority. Council unanimously supported the nomination of Council Member Andy
Hoffe as mayor pro tem for 2022.

manager goals for 2022.
Mr. Kirk McDonald, city manager, stated his employment agreement calls for
defining goals annually in January. Mr. McDonald stated he presented the initial
list of goals at the December 20 work session.

Item 11.2
Mayor Hemken introduced for discussion Item 11.2, Resolution approving 12th
amendment to city manager employment agreement.
Mr. Kirk McDonald stated the Council reviewed his performance at the December
20 work session and the city attorney has prepared the amendment to the
employment agreement per Council’s direction.
Council expressed their appreciation for Mr. McDonald’s job performance.

Requested Action
Staff recommends that the City Council acknowledge the generous donations for the Blue Santa program
which took place on December 15th, 2021, as well as the work that went into the planning of the Tri‐ City
Santa Parade and the Teddy Bear Toss.
Background
On December 15th, 2021, the New Hope Police Department hosted Blue Santa (formerly Shop with a Cop) at
City Hall. All in all, 21 children from 9 families opened presents, played Holiday BINGO, ate pizza, made
homemade ornaments, and even met Santa himself! This wonderful event was made possible by generous
donations from the New Hope Crime Prevention Fund ($2,000) and the Alison and Mike Isenberg Toy Fest
($1,500 cash/gift cards). Amazingly, the costs for this event were taken care of 100% by donations. The
following gift cards and cash were received by the city of New Hope Blue Santa:

We would like to recognize Liz Booth for her contribution of time and energy, in the planning and logistics
that went into the Tri‐City Santa Parade that wound its way through New Hope, Crystal and Robbinsdale on
Saturday, December 18th, 2021. Finally, staff would like to recognize the Cooper High School Hockey Team
for the Teddy Bear Toss that was held on Wednesday, December 22nd, 2021. The team came up with the idea
to have fans bring a new Teddy Bear to the game to throw onto the ice after the first goal. They wanted to
donate them to community police departments to have on hand for children in need. They were dispersed
between New Hope, Crystal and Golden Valley Police Departments.

Requested Action
The terms on the watershed commission expire January 31, 2022. Staff recommends the Council re‐appoint Bill
Wills and Bob Grant as representative and alternate representative, respectively, for a subsequent three‐year
term expiring January 31, 2025.
Background
State law prohibits city employees from serving as watershed representatives. There is no other requirement
of any kind, including a residency requirement. The City Council is free to make any appointment as long as
the appointee is not an employee of the City.
Bill Wills has served as the city’s representative of Shingle Creek Watershed since January 14, 2013. Bob Grant
has served as the city’s alternate representative of the watershed since November 14, 2016. Both individuals
have expressed interest in being re‐appointed.

WHEREAS, the city of New Hope is partially located in the Shingle Creek Water Management area and is
required under state law to manage its storm water runoff; and
WHEREAS, the Shingle Creek Water Management Commission has been organized under State of Minnesota
Statutes to manage the storm waters of cities whose boundaries fall within the water management
area; and
WHEREAS, the city of New Hope has adopted a Joint Powers Agreement joining the Shingle Creek Water
Management Commission; and
WHEREAS, it is in the best interest of the city to re‐appoint Bill Wills and Bob Grant as city’s representatives on
the watershed.
NOW, THEREFORE, BE IT RESOLVED that the New Hope City Council of the City of New Hope hereby
re‐appoints Bill Wills as New Hope’s representative and Bob Grant as New Hope’s alternate
representative to the Shingle Creek Water Management Commission for a term ending January 31,
2025.

Requested Action
Council is asked to pass a resolution regarding appointments on the Bassett Creek Watershed Management
Commission.
Background
The terms on the watershed commission expire January 31, 2022. The required Notice of Vacancies was
published in the Sun Post in accordance with MS 103B.227. State law prohibits city employees from serving as
watershed representatives. There is no other requirement of any kind, including a residency requirement. The
City Council is free to make any appointment as long as the appointee is not an employee of the City.
Council interviewed Jere Gwin‐Lenth on January 10, 2022, and supports his appointment as the city’s
representative. Pat Crough has served as alternate representative since August 13, 2012 and desires to be
considered for re‐appointment.
Staff extends its appreciation to Council Member John Elder who served as the city’s representative on the
Bassett Creek Watershed Management Commission from 2010 through 2021.

required under state law to manage its storm water runoff; and
WHEREAS, the Bassett Creek Water Management Commission has been organized under State of Minnesota
Statutes to manage the storm waters of cities whose boundaries fall within the water management
area; and
WHEREAS, the city of New Hope has adopted a Joint Powers Agreement joining the Bassett Creek Water
Management Commission; and
WHEREAS, it is in the best interest of the city to appoint Jere Gwin‐Lenth and Pat Crough as representative and
alternative representative, respectively.
NOW, THEREFORE, BE IT RESOLVED that the New Hope City Council of the City of New Hope hereby appoints
Jere Gwin‐Lenth as New Hope’s representative and Pat Crough as alternate representative to the
Bassett Creek Water Management Commission for terms ending January 31, 2025.

Policy/Past Practice
Per the Minnesota Department of Management and Budget reporting schedule, the city must file a Pay
Equity Implementation Report by January 31, 2022.
Background
According to MN Statute 471.999, cities must file a Pay Equity Implementation Report every three years.
Based upon previous reports, the city has always been in compliance with the Local Government Pay Equity
Act.

Requested Action
Staff recommends that the City Council approve a resolution to accept the roof improvements for the south
rink at the New Hope Ice Arena (improvement project no. 1058) and authorize final payment to Jackson &
Associates for $11,832.50. This brings the total amount to $236,650, which equals the original amount of the
contract plus Change Order #1.
All necessary paperwork has been received from the contractor, including an IC‐134. Staff recommends
release of the final check.
Background
The Ice Arena is located at 4949 Louisiana Avenue North. The original facility was built in 1975 and the south
sheet of ice was added in 1996. The addition included a second sheet of ice with locker rooms, meeting rooms
and a skylight along the east side of the building.
The south rink roof was identified for replacement in 2021 and on February 22, 2021, the City Council
awarded a contract to Jackson & Associates in the amount of $194,000 for the roof replacement
improvements. One change order for $42,650 was approved on April 15, 2021, for the addition of 600’ of
walkway pads and additional EFIS repairs due to the replacement of the skylight. This brought the revised
contract amount to $236,650.
The majority of the roof improvements were completed by the end of May. The EFIS work and final punchlist
items took place during late fall and early winter, following the replacement of the skylight.
Funding
The funding source will be the Ice Arena Fund, with an interfund loan from the Temporary Financing Fund,
which will be paid back over 15 years.

WHEREAS, the city of New Hope prepares a ten‐year Capital Improvement Program (CIP) as a guiding
document for equipment acquisition and improvement projects to assist with the preparation of
each annual operating budget; and,
WHEREAS, having safe, well‐maintained facilities is important; and,
WHEREAS, the city entered into a contract with Jackson & Associates for the south roof improvements
at the New Hope Ice Arena; and,
WHEREAS, staff is recommending that the Council adopt a resolution to accept the completion of the south
roof improvements at the New Hope Ice Arena, improvement project #1058, and approve final
payment to Jackson & Associates in the amount of $11,832.50; and,
WHEREAS, the funding source for this project is the Ice Arena Fund.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the city of New Hope, Hennepin County,
Minnesota:

and approves final payment of $11,832.50.
The original contract amount was $194,000. A change order for $42,650 related to adding walkway pads
($12,000) and EFIS repair work associated with the skylight replacement ($30,650) was approved on the
project and resulted in a revised contract amount of $235,650. The final Contract Value is $236,650.

Resolution to waive municipal consent for the Trunk Highway (TH) 169 Interchange Reconstruction
Improvements.
Requested Action
Staff recommends approval of the resolution waiving the municipal consent approval action for the
final layout of the TH 169 Interchange Reconstruction within the corporate limits of New Hope along
42nd Avenue North.
Policy/Past Practice
It is a past practice of Public Works staff to request direction from the City Council on potential upcoming
projects.
Background
New Hope Public Works and Engineering staff have been meeting with representatives from MnDOT,
Hennepin County, and the City of Plymouth to discuss improvements along 42nd Avenue as a result of the
replacement of the TH 169 / 42nd Avenue (CSAH 9) bridge and interchange. The existing bridge is nearing the
end of its useful life. Staff provided the City Council with an update on this project at past work sessions as
well as talked about other improvements associated with trails, signals, watermain, lighting, and burying of
power. The project was originally planned to be done in 2024, but MnDOT moved up the construction year to
2023. Because right‐of‐way is needed for ADA ramps and trail improvements, MnDOT needs to get municipal
consent from the City of New Hope. MnDOT is requesting the city to pass a resolution for waiver of municipal
consent to help meet the 2023 construction schedule.
Funding
The city will have costs associated with the signal improvements at Gettysburg Avenue North. At this time,
MnDOT and Hennepin County are working on updating cost estimates. The city of New Hope will eventually
process an agreement with Hennepin County for reimbursement of these signal improvement costs. The city
is planning to use funding from its Municipal State Aid account to pay for their share (50%) of the signal
improvements at Gettysburg Avenue North.

WHEREAS, the Commissioner of Transportation has prepared a final layout for State Project 2772‐
15 on Trunk Highway 169, from 1470’ south of CSAH 9 to 430’ north of CSAH 9 within
the city of New Hope for TH 169 Interchange Reconstruction improvements; and seeks
the approval thereof, as described in Minnesota Statutes 161.162 to 161.167; and
WHEREAS, said final layout is on file in the Metro District Minnesota Department of
Transportation office, Roseville, Minnesota, being marked as Layout No. 1A, S.P. 2772‐
115, from R.P. 134+00.152 to 134+00.470.
NOW, THEREFORE, BE IT RESOLVED, that the City Council waives the municipal consent approval
action, described in Minnesota Statutes 161.162 to 161.167, of the final layout for SP
2772‐115 for the improvement of said and Trunk Highway 169 within the corporate
limits.

Resolution to Waive Municipal Consent
Municipal approval is required for any trunk highway project that results in any of the following within a city:
· Alters access,
· Increases or reduces traffic capacity, or
· Requires acquisition of permanent right of way.
Increasing or reducing traffic capacity means increasing or reducing the number of through lanes. For
example, adding an auxiliary lane is not a change in capacity. Acquisition of permanent right of way
includes acquisition of permanent easements (e.g., drainage easements).
The municipal approval process is being triggered on the TH 169/42nd Avenue North (CSAH 9) Bridge and
Interchange Project due to right-of-way acquisition needed for pedestrian ramps at Gettysburg and then
new trail to the west of Gettysburg.
The municipal approval process involves holding a public hearing on the project layout, passing a resolution
approving the layout, or the city disapproving of the project layout. If the City disapproves of a layout, an
appeal process could then follow. The time frame for the process could take 254 additional days.
Since Hennepin County, MnDOT, the City of Plymouth, and the City of New Hope has been working closely
on this project and have shared information on the layout, scope, and costs, MnDOT is asking the city to
approve a resolution to waive municipal consent. Staff has reviewed the proposed layout at past work
sessions and discussed the waiver at the January 18, 2022 Council Work Session. Based on those past
reviews and discussions, we would recommend the City approve the resolution to waive municipal consent.
We can review this resolution and address any questions at the January 24, 2022 Council Meeting.

Requested Action
Staff recommends that Council pass a resolution approving plans and specifications and authorize to advertise
for bids for the proposed 2022 Infrastructure Improvement Project (Improvement Project No. 1074) in the areas
shown on the 2021 Pavement Management Plan.
Policy/Past Practice
The City Council routinely considers public infrastructure improvement projects to extend the useful life of the
infrastructure and/or improve the level of service. The city’s pavement management has identified areas for
street infrastructure projects in 2022.
Background
The project generally consists of street and utility improvements north of Bass Lake Road in the Liberty west
neighborhood as shown on the attached figure drawing. Streets included in the project were recommended
based upon pavement conditions identified in the 2020 Pavement Management Plan as well as underlying
utility conditions.
The plans include water main, sanitary sewer, storm sewer, mill and overlay, and reclaim and overlay
improvements. A large share of the utility work is associated with water main improvements along Bass Lake
Road and Independence Avenue. The city has experienced several water main breaks in those two project
areas. Based on feedback from residents during the walk and talk meeting and at the public hearing,
additional storm sewer structures and piping were added to the project at the south end of Independence
Avenue to help with drainage issues.
The storm water filtration system proposed along 60th Avenue next to Liberty Park was reviewed with the
Shingle Creek Watershed Management Commission. The watershed indicated their willingness to cost
sharing on the improvement. The city engineer and staff are proposing to put in a larger filtration system in
this area based on this funding and the benefits to the Meadow Lake drainage area.
The feasibility report was presented and approved on September 27, 2021 and identified specific street and
utility improvement strategies. A walk and talk meeting with residents on Independence Avenue was held on
October 20, 2021. A public hearing was then held on October 25, 2021 to further discuss the scope of the
project and proposed assessments. The feasibility report identified all tax‐exempt properties that will be
affected by this work and provides an estimated assessment rate for these properties. These assessments will
be one funding source for the project.

As requested, we have prepared plans and specifications for the 2022 Infrastructure
Improvements project. The project generally consists of street and utility improvements north of
Bass Lake Road in the Liberty west neighborhood as shown on the attached figure drawing.
A walk and talk meeting with residents on Independence Avenue North was held on October 20,
2021 to review the project and discuss tree loss. Since the existing watermain lies under the curb
and gutter on the east side of Independence, trees close to the curb will be affected by the
watermain improvements. It should be noted that there are some ash trees along the west side of
Independence that will be removed while subcontractors are in removing the trees near the
water main. The table below provides a summary of the general tree species and numbers
proposed to be removed on the project.

We are anticipating higher construction pricing in 2022 based on increases in oil and pvc prices as
well as material shortages. The total base bid project cost for these improvements, including
indirect costs, is currently estimated to be $2,166,778. This amount is higher than the feasibility
study and recent CIP estimate of $2,050,062. The breakdown of project costs are shown below.

The additional storm sewer structures and piping along Independence Avenue and the larger
storm water filtration system near the park are the major contributors to the difference in project
costs versus CIP Budgets.
If Council chooses to move forward with this project, approval of plans and specifications and
authorization to advertise for contractor bids could be given at the January 24, 2022 Council
meeting. Bids could then be received on February 24, 2022 and brought back to Council for
review at the March 14, 2022 Council meeting.

WATER AND SANITARY SEWER
STREETS
1.PROVIDE TEMPORARY WATER SERVICE TO ALL RESIDENTS AS SPECIFIED DURING WATER MAIN REPLACEMENT.
2.INFORM RESIDENTS AND BUSINESSES 72 HOURS PRIOR TO ANY SERVICE INTERRUPTION.
3.REPLACE THE CORPORATION STOPS AND RECONNECT TO EXISTING SERVICES WITHIN 5' OF THE NEW WATER
MAIN. EXISTING CURBSTOPS ARE TO REMAIN IN PLACE.
4.ALL WATER MAIN PIPE SHALL BE C900 PVC, DR 18 WITH A MINIMUM OF 7.5' OF COVER; OVERDEPTH IS
INCIDENTAL. WATER MAIN WITH LESS THAN 7.5' OF COVER AT SANITARY AND STORM CROSSINGS SHALL
RECEIVE 4" INSULATION. SEE SPECIFICATIONS FOR PIPE MATERIAL FOR DIRECTIONALLY DRILLED WATERMAIN.
5.MAINTAIN MINIMUM 10' HORIZONTAL SEPARATION BETWEEN WATER MAIN AND ALL SEWER.
6.MAINTAIN 18” VERTICAL SEPARATION WITH WATER MAIN AT ALL SANITARY AND STORM CROSSINGS -
COORDINATE ALL DEVIATIONS WITH ENGINEER.
7.PROTECT EXISTING SANITARY SERVICES TO THE EXTENT POSSIBLE. ADJUST ELEVATION OF NEW WATER MAIN
AS NECESSARY TO AVOID CONFLICTS.
8.EXISTING WATER AND SEWER SERVICE LOCATIONS ARE APPROXIMATE. CONTRACTOR TO FIELD VERIFY
LOCATIONS AND DEPTH OF ALL SERVICES PRIOR TO REPLACEMENT OF ADJACENT WORK.
9.REPAIR OF SANITARY SEWER SERVICE IS TO BE AVOIDED WHEREVER POSSIBLE. THIS BID ITEM RECOGNIZES
THAT DISTURBANCE OF EXISTING SANITARY SEWER SERVICES ARE UNAVOIDABLE DURING WATER MAIN
IMPROVEMENTS. REPAIR INCLUDES APPROPRIATE BEDDING, FURNCOS, REPAIR PIPE AND ALL WORK
INVOLVED TO REPAIR EX. SANITARY SEWER SERVICE - REGARDLESS OF SERVICE SIZE OR TYPE.
10. WATER MAIN OFFSETS WILL BE PAID BY PIPE LENGTH AND DUCTILE IRON FITTING WEIGHT ACTUALLY USED IN
FIELD.
1.SIGNS: ALL SIGNS SHALL BE NEW AND INSTALLED PER DETAIL STR-24.
2.ALL STRUCTURES MUST BE RAISED TO 3/8" BELOW BASE COURSE GRADE PRIOR TO BASE
COURSE PAVING ON THE RECLAIM AND OVERLAY STREETS AND IN PAVEMENT PATCH AREA
FOR WATERMAIN/STORM IMPROVEMENTS.
3.PROJECT SUBSTANTIAL COMPLETION SHALL BE OCTOBER 14, 2022.
4.PROTECT STRUCTURES (SANITARY/STORM MH'S & WATER VALVES) WITH SAFETY RAMPS
IMMEDIATELY AFTER MILLING AND MAINTAIN UNTIL WEAR COURSE PAVING (INCIDENTAL TO
MILLING ITEM).
5.SPOT REPLACEMENT OF CONCRETE CURB AND GUTTER SHALL BE COMPLETED ON MILL &
OVERLAY AND RECLAIM STREETS AS DIRECTED BY THE ENGINEER.
THE SUBSURFACE UTILITY INFORMATION ON THIS PLAN IS SHOWN TO THE
UTILITY QUALITY LEVEL AS SHOWN IN ACCORDANCE WITH LEGEND
PROVIDED. THIS QUALITY LEVEL WAS DETERMINED ACCORDING TO THE
GUIDELINES OF CI/ASCE 38-02, ENTITLED STANDARD GUIDELINES FOR
THE COLLECTION AND DEPICTION OF EXISTING SUBSURFACE UTILITY
DATA. UTILITY DESIGNATIONS ARE SHOWN ON DRAWING G0.02.

LEVEL D - INFORMATION COMES SOLELY FROM EXISTING UTILITY
RECORDS.
LEVEL C - SURVEYING ABOVE GROUND UTILITY FACILITIES, SUCH
AS MANHOLES, VALVE BOXES, ETC; AND CORRELATING THIS
INFORMATION WITH EXISTING UTILITY RECORDS.
LEVEL B - THE USE OF SURFACE GEOPHYSICAL TECHNIQUES TO
DETERMINE THE EXISTENCE AND HORIZONTAL POSITION OF
UNDERGROUND UTILITIES.
LEVEL A - THE USE OF NONDESTRUCTIVE DIGGING EQUIPMENT AT
HORIZONTAL AND VERTICAL POSITION OF UNDERGROUND
UTILITIES, AS WELL AS THE TYPE, SIZE, CONDITION, MATERIAL AND
OTHER CHARACTERISTICS.
PRIVATE UTILITIES ARE SHOWN IN THE LOCATIONS PROVIDED BY THE
OWNER PRIOR TO CONSTRUCTION. IT IS THE RESPONSIBILITY OF THE
CONTRACTOR TO VERIFY ALL PRIVATE UTILITIES IN THE FIELD.
SUBSURFACE UTILITY INFORMATION

THE FOLLOWING WORK WILL REQUIRE COORDINATION:

1.1.GAS MAIN SERVICES INSTALLATION IS EXPECTED IN THE
PROJECT AREA.

GENERAL CONSTRUCTION NOTES
1. PROJECT AREA STREETS:
- RESIDENTS SHALL HAVE FULL ACCESS TO ALL SIDE STREETS AND DRIVEWAYS BETWEEN 8
P.M. TO 7 A.M.EXISTING AGGREGATE BASE OR RECLAIM MATERIAL SHALL BE UTILIZED FOR
TEMPORARY ACCESS. MINIMUM OF 3" EXISTING AGGREGATE BASE SHALL REMAIN ON THE
STREETS FOR TEMPORARY ACCESS UNTIL THE FINAL STREET PATCH IS BEING CONSTRUCTED.

Resolution approving transfer from Temporary Financing Fund to Public Works Facility Fund
Requested Action
Staff recommends that the City Council approve the attached resolution approving a transfer from the
temporary financing fund to the public works facility fund. This transfer was discussed at the January 18
work session with representatives from Abdo and city staff.
Policy/Past Practice
The policy and past practice has been for staff to discuss the use of grant funds and recommended fund
transfers with the Council prior to any formal action being requested. Actions taken are intended to be
consistent with the long‐term financing plan.
Background
In 2020 the city received $1,641,664 from the Federal Government’s Coronavirus Aid, Relief, and Economic
Security Act (CARES). When the 2020 audit was completed and accepted in May, 2021, the general fund had
a fund balance in the amount of $1,786,383. The majority of the fund balance was due to the receipt of the
CARES Act funding. The Council agreed that the funding should be saved for future capital projects and
approved a transfer of $1,641,664 from the general fund balance to the temporary financing fund. It was
discussed at that time that the funding could be utilized for improvements to the public works facility so that
bonding was not necessary.
At the May 24, 2021, council meeting the Council approved a contract with Rochon Corporation for
construction of Phase 1 improvements at the public works facility in the amount of $2,316,000. The total
project cost, with indirect costs included, was $2,508,280. The estimated project cost for Phase 2
improvements to be completed in 2024 is $5,767,592. At the June 28, 2021, council meeting the Council
approved a resolution establishing the public works facility fund to pay for the Phase 1 improvements. The
resolution approved transfers into the fund from the central garage fund (building replacement charges) in
the amount of $1,650,000 and from the temporary financing fund (CARES funding) in the amount of $900,000,
for a “start up” facility improvements fund in the amount of $2,550,000. Subsequent to the project award and
establishment of the initial fund, several change orders have been approved and the unspent bond proceeds
from the city hall construction fund in the amount of $400,000 have been transferred into the fund.
The long‐term financing plan reviewed with the Council at the November work session recommends the
utilization of the CARES Act funding to assist with both Phase 1 and 2 construction improvements to the
public works facility. The original amount of CARES funding transferred into the temporary financing fund
was $1,641,664 and to date only $900,000 has been transferred into the central garage public works facility
fund, leaving a balance of $741,664 yet to be transferred. AEM and staff are recommending that the remaining
CARES funds in the temporary financing fund be transferred to the central garage public works facility fund

WHEREAS, at the May 24, 2021 council meeting the City Council approved a transfer of $1,641,664

council has discussed Ice Arena improvements financing at several budget and CIP meetings and was in
general agreement with the recommendation. The interfund loan was included in the 2021 Long‐Term
Financial Plan reviewed with the Council on November 15, 2021.
Policy/Past Practice
The city council has approved interfund loans in the past to finance infrastructure and facility improvement
projects.
Background
Several large improvement projects for the Ice Arena have been identified in the Capital Improvement Plan
(CIP) over the next couple of years. The specific year for each project has been postponed since originally
being added to the CIP listing due to staff feeling the life of the materials could be extended. The projects
include improvements to the south roof and replacement of the skylight, replacement of the boards and glass
on both the north and south rinks and re‐cementing the south rink floor. AEM, the city’s financial consultant,
reviewed the status of the Ice Arena Fund and recommended an interfund loan from the Temporary
Financing Fund to cover the expenses of these identified projects.
AEM recommends an interfund loan in the amount of $650,000 from the Temporary Financing Fund to the
Ice Arena Fund to offset costs associated with the 2021 South Roof and Skylight improvement project and the
2022 North Rink Dasher Board and Glass replacement project.

It is recommended that the resolution approving the transfer stipulate repayment terms of 15‐years at a rate
of zero percent and allow for prepayment of the principal. The proposed amortization schedule is attached.
Re‐cementing the south rink floor and replacement of the boards and glass is currently scheduled for 2023.
An additional interfund loan request for this project will be brought forward at that time.
Staff recommends approval of the resolution.

WHEREAS, the city of New Hope prepares a ten‐year Capital Improvement Program (CIP) as a
guiding document for equipment acquisition and improvement projects to assist
with the preparation of each annual operating budget; and,
WHEREAS, having safe, well‐maintained facilities is important; and
WHEREAS, the City Council awarded a contract for the roof replacement project on February 22,
2021 to Jackson and Associates for $194,000, and Change Order #1 on April 15, 2021
for $42,650, for a total contract of $236,650; and
WHEREAS, the City Council awarded a contract for the skylight portion of the roof project on
April 15, 2021 to W.L. Hall for $162,304; and
WHEREAS, the City Council awarded a contract for the north rink dasher board and glass
replacement project on December 13, 2021 to Becker Arena Products for $237,115; and
WHEREAS it is recommended that an interfund loan in the amount of $650,000 be made from the
temporary financing fund to the ice arena fund with repayment terms of 15‐years at a
rate of zero percent and allow for prepayment of the principal.
NOW, THEREFORE, BE IT RESOLVED by the New Hope City Council that a $650,000 interfund loan
from the temporary financing fund to the ice arena fund is hereby approved.
BE IT FURTHER RESOLVED that the loan has a repayment term of 15‐years a rate of zero percent and
that prepayment of the principal on the loan is allowed.

BACKGROUND
The Capital Improvement Program identified roof replacement and skylight improvements to the Ice Arena
as a need for 2021. The City Council has previously awarded a contract and change order for the roof
replacement in the amount of $236,650. A contract in the amount of $162,304 was awarded for the skylight
portion of the project. The total for the roof and skylight improvement project is estimated at $412,000,
which includes indirect costs. The contract for the dasher board and glass replacement is estimated at
$237,115 for the 2022 portion of the project.
The Ice Arena fund does not have adequate fund balance available to cover these costs. We recommend an
interfund loan in the amount of $650,000 from the Temporary Financing fund be provided to the Ice Arena
fund for 15 years with zero percent interest to assist with funding the cost of these improvements. This
interfund loan has been modeled in the City’s 2021 long-term plan. Early repayment of this loan would be
allowed.
