CALL TO ORDER The meeting was called to order by Chair Galstad at 6:00 p.m. pursuant to due call and notice
thereof.
ROLL CALL Present: Chair Eric Galstad, Commissioner Wendy Brostrom, Commissioner Tony Brown,
Public Works Bernie Weber, HR/Admin. Director Rich Johnson and HR Coordinator Walker

MINUTES Commissioner Brown moved for the approval of minutes for the September 21, 2021 meeting.
Chair Galstad seconded. Motion passed.
STORMWATER
SPECIALIST/
PROJECT
COORDINATOR
INTERVIEWS
The board discussed the interview questions and the job duties and then interviewed two
candidates for the stormwater specialist/project coordinator position in the public works
department.
MOTION After discussion, Chair Galstad moved to certify candidates scoring 75 and above.
Commissioner Brostrom seconded the motion. The motion passed unanimously. Nicholas
Macklem and Elizabeth Opheim were certified.
ANNOUNCEMENTS Director Johnson shared the promotions within the police department following the
retirement announcement of Captain Scott Crocker. Sergeant Dave Johnson will be promoted
to captain on Oct. 11, 2021 and Officer Josh Eernisse was promoted to sergeant on Sept. 22.
Director Johnson discussed the budget items going to the city council later this month
including city contribution to health insurance and cost of living adjustments, as well as the
reclass of the HR coordinator position to HR/IT coordinator, and the community development
assistant to community development coordinator/management analyst.
ADJOURNMENT As there was no further business to come before the board, the meeting adjourned at 7:35 p.m.
