MINUTES APPROVAL Commissioner Isenberg made a motion to accept the March 1, 2021, minutes, seconded by Commissioner Saima. All voted in favor. OPEN FORUM Questions for Chief Hoyt - Q: What is the status of things regarding the Derek Chauvin trial? - A: Local police departments have been working together. All protests have been peaceful. Mobile field force has been utilized. 6 staff including a Sargent have been training for months. They are in a platoon with Crystal, Hopkins and a few more cities. - Q: How does the mobile field force report inappropriate behavior? (Behavior of other police officers.) - A: Staff are bound to the mobile field force policies. There are rules and regulations. Staff would report anything inappropriate to their superior. - Q: What happened at Bass Lake Rd & Winnetka Ave today? - A: Accident by the Shell station, involved 2 vehicles. One passenger died. It is being investigated by the Police Department and State Patrol. DISCUSSION ITEMS AND REPORTS Kyle Toavs – Golden Valley Police Department - Kyle answered questions regarding body cameras. He has worn one while working since March 2018. - His experience has been positive and he feels the cameras are beneficial. - Their video is synced with the car video. - Most footage is classified as private, you have to request it and the video is redacted before being released. Brandi Hearn - New Administrative Specialist for the Chief Hoyt and the Police Department. - Call or email her if you need anything or if you can’t reach Tim. Sunnyside Park Clean-up - HRC sponsors Sunnyside Park and has committed to cleaning the park three times each year. - Park was cleaned on 3/27/21. Partnered with local Boy Scouts. - Sign indicating the HRC sponsors the park has been ordered and will be installed soon. - Commissioners also cleaned: o Terra Linda Park o Victory Park o Jaycee Park o Holiday Park - Terra Linda Park borders an apartment building. If we clean there again, reach out to building and partner with residents. - Victory Park hadn’t been cleaned in a long time. There were 17 bags of trash. - Mayor Hemken will mention on CCX. Chief Hoyt will post pictures on the Police Facebook page. 2021 Committees - Expectations of Committees: The Lead will reach out to members and coordinate subcommittee meeting(s) throughout the month and outside the regular HRC meeting to ensure forward progress is being made. Tasks will be divided among the members. Backups will be called in when needed. They will be ordered. Status of Meetings – In person vs. Zoom - HRC meetings will be a combination of Zoom and In person. Commissioners can choose which option works for best for them to attend the meeting. - Masks are required for in person attendees. HRC Brochure - Brochure was updated to reflect new information. It will be posted on the HRC page of the city website. Paper copies will be provided to Officer Kallio. Coffee with a Cop - Friday, April 9 at 8:00 am, Fat Nat’s (Winnetka & 36th) - Chief Hoyt and Officer Kallio will be there answering questions and engaging with the community. COMMUNICATION & INFORMATION SHARING Yard Signs - Commissioner Rehnke will be selling human rights related yard signs. $10 each for those who are interested. Order sheet will be posted online and emailed. Map It! Fair Redistricting in MN - Thursday, 4/29/21, 7:00 pm (online event) - Sponsored by the League of Women Voters – Crystal New Hope, East Plymouth, Robbinsdale - Register on the website: lwvcnhepr.org NEXT MEETING The next meeting is Monday, May 2021 at 7:00 pm.
