All voted in favor. MINUTES APPROVAL Commissioner Curry made a motion to accept the October 4, 2021, minutes, seconded by Commissioner London. All voted in favor. OPEN FORUM Bassett Creek BBQ - Delayed until Spring 2022 DISCUSSION ITEMS AND REPORTS 2021 Committee Updates: Colors of the World Crayon Donation (Lead – Kendra Curry) - Thursday, November 4, 3:30 – 6:15 pm, Open House at City Hall for kids and their families. Kids artwork will be on display. - Local Children’s book author will have some books available. Increase HRC awareness/Facebook posts/Marketing (Lead - Allison Isenberg) - Created board for City Day. - Continuing to work on posts for the city’s social media. - Should have someone from the team at HRC events to take pictures. Workshop on Home Ownership (Lead - Danielle Saima) - No updates. Community Conversations - Race & Police Interaction (Lead- Donna Meyer) - Bassett Creek BBQ with police has been delayed until Spring 2022. - Working to set up a date at Emerald Point Apartments. LGTBQ Group Partnership (Lead - Trista Rehnke) - Working on creating HRC t-shirts. City Day Recap - Saturday, October 9, 2021, 9:00 am – 12:00 pm at City Hall - HRC Commissioners had good conversations with members of the community. There wasn’t a ton of attendance though. Table was not in a high traffic area which limited traffic flow. - Next year, would like to have a craft table to engage kids. - Is there a way to build bridges with community by supplying aquatic park passes? Is there an ability to work with local businesses? Sunnyside Park Clean-up Recap - HRC sponsors Sunnyside Park and has committed to cleaning the park three times each year. - Park was cleaned on 3/27/21, 6/5/21, 10/16/21. - Unsponsored Parks: Victory Park was also cleaned on 10/16 after Sunnyside. Jaycee and Terra Linda were also covered by HRC Commissioners. - Two Commissioners cleaned Sunnyside & Victory as scheduled. Need to ensure participation if we are scheduling as a HRC. City Council Work Session Recap - Monday, October 18, 2021, 7:00 pm - Presentation to the Mayor and City Council went well. 2022 Election Prep - Elections for Chair, Co-Chair and Secretary will be held in December. - Looking for volunteers who are interested in filling these positions for 2022. - Reach out to current officers if you have questions on duties. 2022 Planning Prep - Goals and Objectives for 2022. - Bring ideas to plan out year in January. - Bring your calendars to start to reserve and block dates. - Things to consider: what to continue or expand, what to discontinue or phase out, what can we align with the Police Department on for goals or events? NEW BUSINESS Sunnyside Disc Golf - Commissioner Snabes remarked that the disc golf is poorly marked. Could we coordinate with Parks & Req to ask about signs. - Issued tabled until 2022. Commissioner Fruen Update - Moving to St. Louis Park soon. Will be leaving the HRC due to moving out of New Hope. Grateful for the experience. Weekly Update Memo – Note regarding Open Meeting Law - Commissioner Rehnke called attention to the statement in the weekly email about the changes to open meeting laws. - From October 29th email: Community Development News Planning Commission Meetings – Since the peacetime emergency governor’s orders expired in July, there have been some changes to the open meeting laws in regards to conducting virtual and/or hybrid meetings. The most impactful change is that the location of each commission member must be open and accessible to the public, which means virtual commission member participants may no longer conduct the meeting from their homes. Libraries, coffee shops, public lobbies, etc. may be used to conduct the meeting as long as those locations are accessible to the public. This standard also applies to the City Council. Stacy Woods, Assistant City Attorney, will be sending a memo regarding these changes, which will then be distributed to all commission and council members. Police Reserves - New Hope Police Reserves have open positions and are taking applications from interested persons. Police Ride-a-Long - Ride-a-longs are two hours. - Email Officer Kallio for the form to request a ride-a-long time. COMMUNICATION & INFORMATION SHARING Commissioner Shaw – Student Seat - Last meeting will be December 2021. NEXT MEETING The next meeting is Monday, December 6 at 7:00 pm.
