PB Minutes 09-21-21CITY OF NEW HOPE 4401 XYLON AVENUE NORTH NEW HOPE, MINNESOTA 55428 Civil Service Commission Meeting #7 September 21, 2021 6:00 p.m. New Hope City Hall Civic Center Conf. Rm. CALL TO ORDER The meeting was called to order by Chair Galstad at 6:00 p.m. pursuant to due call and notice thereof. ROLL CALL Present: Chair Eric Galstad, Commissioner Wendy Brostrom, Commissioner Tony Brown, Police Captain Scott Slawson, HR/Admin. Director Rich Johnson and HR Coordinator Walker MacBeath MINUTES Commissioner Brostrom moved for the approval of minutes for the September 13, 2021 meeting. Commissioner Brown seconded. Motion passed. COMMUNITY SERVICE OFFICER JOB DESCRIPTION The board discussed the updated version of the community service officer job description as provided. No changes requested. Signatures will be obtained. COMMUNITY SERVICE OFFICER INTERVIEWS The board discussed the interview questions and the job duties and then interviewed five candidates for the community service officer position in the police department. One scheduled candidate withdrew before the interviews began and another did not appear at his scheduled time. MOTION After discussion, Commissioner Galstad moved to certify candidates scoring 70 and above. Commissioner Brostrom seconded the motion. The motion passed unanimously. Nicholas Erickson, Grace Fiedler, Kade Madden, Robert Olson and Matthias Waldemar were certified. ANNOUNCEMENTS Director Johnson shared with the board that Captain Scott Crocker has announced his retirement from the city effective Oct. 31. Staff and the board discussed how there is a list of certified candidates from last year’s police chief recruitment and if it would be appropriate to consider those certified candidates for the role of captain. The board determined that those candidates certified for police chief could be considered for the position of captain as the captain role reports to the chief. That list expires Oct. 20, 2021. Director Johnson went on to share how the promotion of a current sergeant to captain will create a sergeant vacancy and that the certified list from last year’s sergeant recruitment expires Sept. 23, 2021. He shared how the city manager will likely be utilizing the current certified lists to fill both of the upcoming captain and sergeant vacancies. The board was in support of this plan of action. The board also wanted to commend Captain Crocker on the timing of his announcement as it would allow the city manager to use the existing certified lists to fill these roles if he so chose. If the city manager promotes a captain and a sergeant from the certified lists, it will create a police officer vacancy. A certified list also exists for the police officer position and staff will be reviewing this list as well.
