Requested Action
Staff is recommending that the City Council approve this resolution and award a contract for the
improvements to the softball field at Northwood Park (project #1005) to the lowest quote, Peterson
Companies, Inc. in the amount of $64,492.50. It is anticipated that work would be completed by late fall.
Background
Northwood Park currently has two adult softball fields. In 1997, both fields were reconstructed as part of a
large storm water project. Since the reconstruction, the left outfield corner of the East ballfield has settled
approximately one to two feet, causing a safety concern.
The proposed project includes the addition of 326 cubic yards of clean fill and light grading to improve the
field condition. The existing irrigation heads will be protected and readjusted and the affected turf areas will
be sodded. The use of sod, rather than seed, is needed in order for play to resume on the field next spring.
As the project is located within the 100-year floodplain, an application was submitted to the Bassett Creek
Watershed Management Commission (BCWMC) for their review and approval. Approval was granted at the
Commission's meeting on August 17, 2017.
Quotes were received from two companies. Staff recommends the lower quote of $64,492.50 from Peterson
Companies, Inc.

The city previously worked with Peterson Companies on the project at Victory Park and staff was extremely
pleased with the final product. They are currently working with Robbinsdale Area Schools on the baseball
field project at Cooper High School. Athletic fields are one of the areas of expertise for Peterson Companies.
Funding
This project is included in the 2017 CIP and the 2017 Park Infrastructure budget as shared with the Council
during 2017 budget discussions. The budgeted amount was $75,000.
The construction cost low quote of $64,492.50, plus the $1,400 application and review by the BCWMC and the
indirect costs of approximately $13,600 will bring the total projected project cost to $79,492.50, which is
$4,492.50 over the budgeted amount. The additional $4,492.50 could be used from remaining 2017 funds that

were earmarked for the Fred Sims Playground, but not used due to the award of a grant. Funding is available
in the Park Infrastructure Fund which is levy funded each year.

NOW, THEREFORE BE IT RESOLVED by the City Council of the city of New Hope, Minnesota that the
appropriation of $64,492.50 from the Park Infrastructure Fund for payment to Peterson
Companies, Inc. is hereby authorized.

Dear Mr. Weber:
The Bassett Creek Watershed Management Commission (BCWMC) reviewed grading, drainage, and
erosion control plans for the above referenced project. The proposed project is located in the Bassett
Creek Park Pond Subwatershed along the North Branch of Bassett Creek just east of Boone Avenue in
New Hope, MN. The left outfield of the east softball field at Northwood Park has settled one to two feet
relative to the original 1997 design, causing a safety concern. The proposed project includes the
addition of clean fill and light grading to bring the field to a playable condition. The proposed project
results in 16,600 square feet (0.31 acres) of disturbance (grading) and does not create any new or fully
reconstructed impervious surfaces.
Although the proposed project includes 326 cubic yards of fill within the floodplain, the plans and other
information provided by the applicant, demonstrate that due to the settlement, the propose project will
maintain a net increase in flood storage of 99 cubic yards from the original 1997 design. The BCWMC
finds the plans to be in conformance with the policies of the Bassett Creek Watershed Management
Plan. The BCWMC approval expires two years from the date of this letter. If the project is not
constructed within two years, an additional application and approval will be required.
