City Hall Landscaping, Civic Center Park & Pool Update
Although the new city hall is fully op-
erational, there is still remaining exterior
work that will be completed this spring.
This includes the installation of safety bol-
lards, a monument sign, flagpole lights,
and a final layer of pavement on the park-
ing lot. In addition, the remaining city hall
landscaping will be installed, including
final adjustments to the rock elevations in
the parking lot islands once the plantings
are in place.
Some late winter work is expected to
be completed on the theater and picnic
shelter with the installation of the wood
beams for the picnic shelter and the metal
roofing for both facilities. The remainder
of the construction, including the the-
ater seating area, will be completed this
spring.
Also expected this spring is the installa-
tion of the curb work and bituminous for
the pool parking lot, park trails, and trail
lighting. Once the work is complete, land-
scaping and site restoration will begin.
Pool construction continued over the
winter, but was limited to the interior
of the pool bathhouse and mechanical
building. In the bathhouse, work included
ceiling panels, lighting, cabinetry and
counters, mechanical, plumbing, electri-
cal finishes, and flooring. For the me-
chanical building, the installation of the
mechanical equipment continued along
with the interior electrical work.
The brick on the exterior of the building
was completed and the installation of
the metal roofing is underway. Concrete
placement and additional exterior site im-
provements will start up again this spring.
Due to the construction delays experi-
enced in 2019, a phased opening is being
planned for the aquatic park. On June 6,
the 50-meter, eight-lane outdoor pool,
bathhouse and concession stand will
open. The pool will feature one- and
three-meter diving boards, a drop slide,
and a wibit (floatable water play). The
remainder of the amenities, including a
shallow water recreation area with zero
depth entry, tot slide and play feature,
two body slides, a current channel, and a
vortex pool are expected to open in early
July.

The new Windsor Ridge development
officially has two homes completed and
for sale. The developer, SVK Develop-
ment, was just recently issued their
eighth building permit for the construc-
tion of a new home.
Progress continues at Windsor Ridge
single-family residential development
The asking prices for the two new homes
currently listed for sale are $389,000
and $459,000, respectively. The project,
expected to be completed in 2021, will
be comprised of 32 new single-family
homes on 65-foot-wide lots.

The U.S. Constitution mandates that the
country conduct a count of its popula-
tion once every 10 years. The U.S. Census
Bureau has begun counting every person
in the 50 states, District of Columbia, and
five U.S. territories for the 2020 Census.
The census provides critical data that
lawmakers, business owners, teachers,
and others use to provide daily services,
products, and support for residents and
communities. Every year, billions of dol-
lars in federal funding go to hospitals, fire
departments, schools, roads, and other
resources based on census data. The
results of the census also determine the
number of seats each state will have in
the U.S. House of Representatives, and
they are used to draw congressional and
state legislative districts.
In March, invitations to participate in the
2020 Census will begin arriving in homes
across the city. On April 1, Census Day
will be celebrated with events across the
country. Residents should count anyone
living in their home on April 1 when com-
pleting the questionnaire. If a resident
does not respond by the end of April, U.S.
Census Bureau staff will begin attempts
to make contact by going door-to-door
through August of 2020.

Disposing of spring cleaning debris
Spring cleaning is in full swing, and for
most that means having items to dis-
pose of, from both inside and outside the
house. Here's where New Hope residents
can go to properly dispose of waste:
Hennepin County Recycling Center
For household items, New Hope
residents can drop off a wide variety of
household waste items year-round at the
Hennepin County Recycling Center and
Transfer Station located at 8100 Jefferson
Highway in Brooklyn Park.
Recycling, household hazardous waste,
automotive items (including oil, gas, an-
tifreeze and lead-acid batteries), paint,
plastic bags, fluorescent bulbs, some
electronics, and organics (compostable
items, food scraps, etc.) can all be
dropped off for no fee.
Laptops, computer monitors, TVs, appli-
ances, tires and mattresses/ box springs
can be dropped off for a fee. Garbage,
furniture, carpet and construction debris
are among the materials not accepted.
Facility hours are Tuesday, Thursday, and
Friday from 10 a.m. to 6 p.m., Wednes-
days from 10 a.m. to 8 p.m., and Saturdays
from 8 a.m. to 5 p.m.

Maple Grove Yardwaste Site
For waste from outside the home, the
Maple Grove Yardwaste Site accepts
grass clippings, garden materials, leaves,
brush and tree waste up to 9 inches in
diameter, woodchips, and small quanti-
ties of sod, dirt, sand, and gravel. Larger
logs - up to 22 inches - are accepted for
a small fee. Residents who bring yard
waste to the site in plastic bags must
empty the bags and remove them from
the site.
The yard waste site is located at 10300
Maple Grove Parkway North, just east of
the Maple Grove Super Target.
The yard waste site is open annually
from April 1 to November 30. Hours are
Monday through Saturday, 8 a.m. to 7
p.m. and Sunday, 11 a.m. to 7 p.m. The site
is closed on Memorial Day, July 4, Labor
Day, and Thanksgiving.

This spring and summer, residents will see
many improvements made on Winnetka
Avenue. The city will begin by replacing
the water main located between 27th and
29th avenues. Traffic will be reduced to
one lane in each direction during this con-
struction. This area has historically had
many water breaks.
The city awarded the contract to G. F.
Jedlicki in February to pipe burst the exist-
ing water main and replace it with new
HDPE pipe. This process involves demol-
ishing the old water main and installing
new water main without any significant
roadway excavation.
Hennepin County is planning to mill and
overlay Winnetka Avenue between 27th
and 42nd avenues. By replacing the water
main prior to the county’s project, the
city can significantly reduce the restora-
tion cost of the water main replacement
project by not needing to fully restore any
demolished or damaged pavement.
The city will also be partnering with the
city of Crystal to replace the sanitary and
storm sewer manhole covers on Win-
netka Avenue between 27th and 42nd
avenues.
Water Main Replacement
In addition to the city’s water main re-
placement project and the county’s mill
and overlay, CenterPoint Energy will
also be working on Winnetka Avenue
between 10th Avenue in Golden Valley
and 42nd Avenue. They will be replac-
ing the main gas supply main, as well as
the smaller distribution lines and services
along Winnetka Avenue.
Access to businesses and homes will
be available for most of the duration of
these projects. Traffic will be reduced to
one lane in each direction in areas under
construction. Temporary water will be
installed to limit any water service disrup-
tions. More information can be found at

The 2020 infrastructure project includes
improvements to some of the low-
est rated streets in the city’s pavement
management plan, many of which are
in “poor” condition. If approved, many
streets in the southwestern corner of the
city will receive pavement improvements
this summer.
The City Council will review bids and
potentially award the project to a con-
tractor at the March 23 city council
meeting.

2020 Infrastructure Project
Begin Park Playground Project
Movies in the Park
Join the city of New Hope for fun sum-
mer Friday evening showings of some
of your favorite classic movies. We’ll
show the movies on a jumbo screen in
the grassy area of the softball field on
the east side of Northwood Park, 3815
Boone Ave North.
Concessions will be available for pur-
chase (provided by the New Hope
Dance Competition Line).
Begin Park, located at 5407 Wisconsin
Avenue North, will be updated with new
playground equipment during the sum-
mer of 2020.
The project will involve the replacement
of the playground equipment container,
improvements to the short sidewalk area
leading to the container, new benches,
and a new park sign.
The playground at this park was last
replaced in 1996 and is currently the old-
est in the park system. Planning started
this past November, and a survey was
sent to Begin Park neighbors asking for
their input on the new equipment and if
they had interest in being a part of the
planning committee. Meetings were
held in February. Later this spring, the
City Council will approve the design,
authorize bids for the site portion of the
project and approve contracts. Staff an-
ticipates the project to be completed this
summer.

Scattered Site Housing Projects
Over the years, the city has acquired doz-
ens of properties as part of the scattered
site housing Program. The primary focus
of the program is to target distressed
single-family properties throughout the
city, with the goal of improving residential
neighborhoods. Projects currently under-
way include the following:
3924 Utah Avenue North
The city acquired the distressed property
at 3924 Utah Avenue North with the goal
of rehabilitating the house as part of a
demonstration project for the neighbor-
hood. The 1961 home features a two-story
home design that is common throughout
the neighborhood.
The city has invested approximately
$180,000 into improving home, which
includes removing a wall between the
kitchen and
dining room
to create an
open floor-
plan, and
converting
two upstairs
bedrooms into one master suite/bath.
After completion this spring, the city will
host an open house and the home will be
listed for sale.

West Metro Fire-Rescue Home
Safety Survey Program
The West Metro Fire-Rescue District is
offering FREE Home Fire Safety Surveys.
This program was developed to educate
residents of potential hazards in their
home and what they can do to make their
home safer.
A member of the fire department staff
will walk through your home with you
and complete a survey. This usually takes
about an hour. They will make sure your
smoke and carbon monoxide (CO) alarms
are functioning and properly located. They
will also provide other tools and informa-
tion to keep your home safe.
Having working smoke detectors, CO
alarms, mitigating home hazards, and
understanding what to do in the event of
an emergency can dramatically enhance
your family’s chance of survival.

New Hope’s Employee of the Quarter for
Q4 2019 was Community Service Officer
Scott Anderson. Scott was selected by his
peers for going above and beyond by as-
sisting a motorist from Missouri who had a
flat tire and no resources to repair it.
After a suggestion from dispatch, Scott
contacted
Care Min-
istries at
New Hope
Church, who
offered to
provide the
motorist
with a tire as
well as a gas card and food at no cost.
When Scott brought the tire to Tires
Plus, the store manager donated a tire!
When Scott went to Auto Zone to buy a
lug wrench, that store manager donated
a lug wrench and a jack to the motorist!
Soon the motorist was on their way south,
thanks to Scott who frequently goes out
of his way to help others.
You may recall that CSO Anderson was
also recently the recipient of this recogni-
tion in Q4 of 2018 as well. Congratula-
tions Scott for continuing to excel in your
service to our community!

Existing playground equipment at Begin Park
5201 Oregon Avenue North
Another demolition and rebuild project
is nearing completion at 5201 Oregon
Avenue North. The city acquired the
distressed
single-family
home that
occupied the
site in 2018,
demolished
the building,
and sold the lot to Novak-Fleck.
A new 2,800 square foot is listed for sale
for $407,000 and will provide a great step
up housing option for residents in the
area. The home includes a finished base-
ment, four bedrooms, four bathrooms,
and a three-stall garage.
6027 West Broadway
The EDA recently approved a contract to
demolish the home at 6027 West Broad-
way and
prepare
the site
for rede-
velop-
ment. The
house
was the lowest valued single-family home
in the city and was demolished in early
March.
Proposals have been solicited from
various builders and the EDA will select a
preferred design for a new single-family
home to be constructed on the site.
Pothole & Snowplow Damage
Spring is a busy season for public works
employees who work to fill potholes and
restore any boulevard turf that has been
damaged by the snow plows. Residents
can report these and many more issues
on the city’s website at newhopemn.gov/
reportanissue. By reporting issues online,
residents can be updated by staff on the
steps taken to resolve their issues without
even picking up the phone! If you prefer,
you can also contact the public works de-
partment at 763.592.6777.
Nearly all of the damage caused by snow-
plows occurs in the city-owned boule-
vard, typically the first 12 to 15 feet behind
the curb. Residents who place irrigation
systems, trees, shrubs, flower beds, brick,
stone, or other items in the boulevard do
so at their own risk. New Hope will repair
boulevard turf damage caused by snow
plows with black dirt and grass seed.
As soon as hot-mix asphalt is available,
staff will begin filling the many potholes
that are reported each spring. To ensure
that the potholes that you may encounter
on a daily basis are addressed by staff,
please report them to the public works
department.
Northwood Park Basketball Court
The basketball court at Northwood Park
will be getting an update this summer! The
project will involve the replacement of the
court surface and the basketball hoops.
The basketball court was built more than
25 years ago. Last resurfaced in 2016, this
court has had varying levels of repair over
the years. Soils beneath the court surface
have led to repeated cracking, peeling of
the court surface, as well as heaving of the
basketball hoop bases. Over the years, the
existing hoops have continued to shift and
lean into the court. Later this month, staff
will ask the City Council to authorize bids.
Bike Rodeo
Bike riding offers fun, freedom and exer-
cise, and it’s good for the environment!
On Thursday, May 7 from 6-8 p.m., riders
will have the opportunity to get their hel-
met properly fitted, navigate their bikes
through a safety skills course and get their
bike checked for safety.
Police and fire personnel will be in atten-
dance to oversee these activities. Partici-
pants can also be entered into a door prize
drawing to win a new bike! Refreshments
will be provided by the West Metro VFW
Post #7051.
This FREE event is sponsored by the cit-

Hy-Vee will begin the construction of a
960 square-foot drive-through kiosk in
the spring of 2020. The project was ap-
proved by the City Council in July 2019,
Microdistillery with cocktail room
approved at Village on Quebec
and will include three drive-through gro-
cery pick-up lanes.
The new facility, “Aisles Online,” will
provide a dedicated pick-up area for Hy-
Vee customers who place their grocery
orders online.
The new building will expedite the
grocery pick-up process and reduce
congestion near the grocery store en-
trances. The new Aisles Online facility
will be the first of its kind located at a Hy-
Vee in Minnesota.
A. Davis Distillery was granted a Con-
ditional Use Permit in January of 2020
to open a microdistillery with cocktail
room at 7530 Quebec Avenue North, at
the intersection of 42nd and Quebec
avenues. This distillery will do business
as "Pocket Square Cocktail Lounge."
Owners intend for the business to be op-
erational by July of 2020. This will mark
the first opening of a cocktail room in
the northwest suburbs.
The distillery will serve hand-crafted
cocktails and small 750 ml bottles of
their handmade liquor. The microdistill-
ery will begin by selling mostly vodka,
gin, and possibly rum, all of which will be
produced on site. Owners of the busi-
ness also plan to manufacture whiskey in
the future.
Although the cocktail room will not
serve food, patrons will be able to order
delivery and carry-out food from local
restaurants. The business also plans to
arrange for food trucks to be on site on
occasion. A. Davis Distillery plans to be
open Wednesday through Saturday and
Sundays for special events.

through kiosk this spring
Start planning for National Night Out,
New Hope’s Night to Unite
Every year, neighborhoods in New Hope
and across the country gather to talk
about crime prevention and to send a
message to any would-be criminals that
neighbors are united with each other and
will work with police to reduce crime
and promote public safety. This year’s
National Night Out, New Hope’s Night
to Unite, is scheduled for Tuesday, Aug.
4 from 6 to 9 p.m. There is still time to
plan and register your neighborhood’s
gathering.
While the traditional “lights on” and front
porch vigils remain a part of National
Night Out, many neighborhoods have
expanded to hold block parties, potlucks,
ice cream socials, visits from police,
neighborhood contests, and much more.

Golf season getting in full swing
The New Hope Village Golf Course is a
beautiful, nine-hole, par-three course
consisting of 23 acres of gently rolling
terrain with large mature trees, and
well-manicured turf.
Water hazards and sand traps come into
play on five of the holes to challenge even
the most experienced golfers. These fea-
tures make it a great place for people of all
ages and all skill levels to enjoy the game
of golf.
New Hope Village Golf Course has open
golf every day of the week and offers
leagues for youth, seniors, men, and
women. Group lessons for both youth and
adults are also available.
The clubhouse includes a pro shop, snack
bar, and an indoor seating area. It also fea-
tures a covered patio with picnic tables. A
second patio overlooking the 9th green
was completed in 2019.

borhoods can also sign up to participate

The New Hope Parks and Recreation de-
partment is now accepting applications
for summer employment at the New
Hope Aquatic Park. Positions include
assistant managers, lifeguards, water
safety instructors, guest services, con-
cessions, and maintenance. Applications
are available at New Hope City Hall or
newhopemn.gov/aquatics.

Vehicle Fair
On Saturday, June 6 from 10 a.m. - 12 p.m.,
families are invited to the Crystal Commu-
nity Center (4800 Douglas Drive) parking
lot to get an “up close” look at some of
the vehicles that come and go through
their neighborhood. A wide variety of
trucks and cars will be on display for adults
and children to explore. Don’t miss this
great photo opportunity! A free-will dona-
tion of a non-perishable food item for the
local food shelf will be accepted at this
event. This FREE event is sponsored by
the cities of New Hope, Crystal, Golden
Valley, and Robbinsdale.
