IP #991Request for Action April 10, 2017 Approved by: Kirk McDonald, City Manager Originating Department: Parks & Recreation By: Susan Rader, Director of Parks and Recreation Agenda Section Development & Planning Item Number 8.1 Agenda Title Resolution awarding contract with Flagship Recreation/Landscape Structures for $97,396.80 for playground equipment, engineered wood fiber and installation at Fred Sims Park (improvement project no. 991) Requested Action Staff recommends that the City Council award the contract and authorize the appropriation of funds for the purchase and installation of playground equipment and engineered wood fiber at Fred Sims Park, located at 4350 Nevada Ave N (project #991). On January 9, 2017, the City Council authorized the preparation of plans and specifications for the project. The purchase would be through Flagship Recreation representing Landscape Structures for $97,396.80. Flagship Recreation and Landscape Structures are on the state bid list for the equipment and installation. They also had the low quote for the engineered wood fiber and geotextile fabric. Background The playground equipment at Fred Sims Park is currently the oldest playground in the New Hope parks system. It was last replaced in 1992 and was repainted in 2008 and again in 2012. Following an order of events similar to past projects, area residents were surveyed during fall 2016. Staff then worked with the city engineer and a representative from Flagship Recreation/Landscape Structures to develop two basic plans that would work well in the designated area of the park, incorporate wishes of the neighbors and stay within the budget. These plans were presented to the area residents for their consideration at a meeting in February with staff, the city engineer and interested CAC commissioners. Following the presentation of plans, the residents provided input regarding the plan that they would most like to see implemented along with any minor modifications. Those changes were incorporated into a final design and shared at a second meeting in March. As has been discussed previously with Council, in 2011 staff started using a playground vendor who had a program to refurbish equipment. Landscape Structures, currently represented by Flagship Recreation, met this criteria and was also listed on the State of Minnesota Cooperative Purchasing Venture. In the long-term, using Landscape Structures should enable staff to update a playground by replacing a few key pieces of equipment at a more economical price than replacing the entire playground structure and container. Funding Funding is available in the Park Infrastructure Fund, which is levy funded each year. This project is included in the 2017 CIP and the 2017 Park Infrastructure budget as shared with the Council during 2017 CIP planning meetings and 2017 Budget meetings. The amount budgeted for the project is $180,000. The total cost of the project is estimated to be less than budgeted, as the current playground container is in good condition and will not need replacement. Similar to previous projects, public works staff will remove the old play equipment and the necessary sand. In addition, staff will add some additional drain tile, install the ramp into the container and will install benches and concrete bench pads. Having these completed by staff will save funds in the Park Infrastructure Fund. The funding for the purchase and installation of playground equipment submitted by Flagship Recreation/Landscape Structures is $88,660.40 ($73,957.40 for equipment, $14,703 for installation and mats). The additional cost for the engineered wood fiber and geotextile fabric is $8,736.40, bringing the total for Flagship Recreation/Landscape Structures to $97,396.80. Listed in the table below are the engineered wood fiber and fabric quotes received. The total project estimate is $111,296.80. Funding is available in the Park Infrastructure Fund. In March, staff also applied for a 2017 Hennepin Youth Sports Program Playground grant for $25,000, which could reduce the funding needed from the Park Infrastructure Fund. Although staff has not received official notification, the Hennepin Youth Sports Program website lists a $25,000 grant award for the Fred Sims Park playground project. COMPLETION DATE Contractor shall complete his performance under this Contract by the 31'h day of August, 2017 (hereinafter "Completion Date"). 5. INSURANCE/BOND Before beginning actual work under this Contract, the Contractor shall submit to the City and obtain the City's approval of a certificate of insurance on Standard Form C. I.C.C.-701 or ACORD 25 forms, showing the following insurance coverage and listing the City as a loss payee under the policies: a. General Contractor Liability: $1,000,000.00 b. It is anticipated that work would begin late spring with the majority of the project being completed by early summer. Background The playground equipment at Fred Sims Park is currently the oldest playground in the New Hope parks system. It was last replaced in 1992 and was repainted in 2008 and again in 2012. Last fall a mailing was sent to area residents to alert them to the possible project and to gather some initial information on what they would like to see included in the new playground. This process has worked well in the past and staff appreciates the input from the neighbors. Aerial Fred Sims Park p Fred Sims Park Survey Summary The City mailed out 102 surveys asking residents questions about their park usage, what they enjoy about Fred Sims Park, what they would like to see in the park, and where and who recreates in New Hope and other park systems. The City received 12 surveys back. Among those, 11 gave responses to the questions. In addition to the questions, residents were also asked if they were willing to participate in a panel to help decide what type of park equipment and amenities they would like to see in the proposed park improvement project. Five of the residents who responded expressed some interest in participating in a panel to help chose the playground equipment and discuss improvements. Not all of the respondents answered all of the questions, however the results are as follows. In general, residents enjoy the park because of everything the park has to offer for a variety of different age groups with different interests. The sledding hill was listed by on most surveys as one of the assets they enjoyed most about the park. Other features, most used in the park, included playground swings, the basketball court, the walk/bike path and open space features i.e. the open space, garden and the bridge over the creek. Residents who responded also utilize other park and recreation amenities in New Hope: The New Hope Ice Arena, Milton Honsey Pool, and performances at the New Hope Theatre. Residents also utilized a number of other parks in the neighboring communities of Crystal, Maple Grove, Plymouth, Rochford and Minneapolis. All necessary paperwork has been received from the contractor including an IC 134, as well as the safety audit called for in the agreement. Staff recommends release of the final checks. Background Fred Sims Park is located at 451h and Nevada avenues. The playground equipment was last replaced in 1992 and was repainted in 2008 and again in 2012. After a survey to the neighborhood, a planning committee was formed with representatives of the neighborhood, city engineers and city staff, who met a number of times to study the best type of equipment to recommend and developed plans that would meet the park needs. The final plan was approved by the City Council in April 2017 and the equipment was installed in May. A park celebration will be planned for this summer. Funding Funds are available for this project in the Park Infrastructure Fund which is levy funded each year. This spring, staff also applied for and received a 2017 Hennepin Youth Sports Program Playground grant for the Fred Sims playground project in the amount of $25,000. With the completion of the project, staff will submit a final report for reimbursement.
