New Hope City Hall, theater and pool are located next to Civic Center Park. The City Hall
was first erected in 1969 and improved in 1984, 1992,1994, and 1998. It is home to the
Administration,Community Development,Finance,Parks and Recreation, and Police
departments.
The outdoor theater was constructed in 1986. The theater is home to annual summer plays
produced by the Off Broadway Music Theater. This summer's feature of"Joseph and the
Amazing Technicolor Dreamcoat” runs Thursdays to Saturdays from July 20 to August 5.
The Milton C.Honsey Olympic-sized municipal swimming pool opened in 1965. During the
1990s, significant upgrades were made to the swimming pool, which included a kiddie pool,
new bath house, and new concession stand. The swimming pool is ADA accessible, and has a
drop slide and two diving boards. It is open this year from June 10 to August 20.
Civic Center Park encompasses approximately 18 acres. It features tennis courts and a
playground for summer use, and ice skating and hockey rinks for winter use. It is one of 20
parks within the city of New Hope.

For the past several years, the city has evaluated options for improving.the City Center area.
The City Council recently requested that staff work with the Planning Commission to review
and revise the draft design guidelines for City Center,which were originally prepared as part
of the City Center Task Force's efforts in 2003 to develop a framework plan for the City Center
area. The Planning Commission will review and revise the design guidelines over the next
few months and provide a revised draft to the Council. The design guidelines will likely
include standards for design elements such as building materials,site planning,facade
treatments,parking lot edge treatments,screening, lighting, and landscaping.
The city has also focused on encouraging property owners in the City Center to improve their
properties.The owner of the Winnetka Center and the Unique Thrift Store,recently presented
draft conceptplans to the CityCouncil for improvements P mems to the Winn
pWinnetka Center. The Council
supported the improvements,but official plans have not yet been submitted.

Paddock Laboratories employs 200 people and is one of New Hope's largest employers. It is
in the process of constructing phase five, an interior expansion converting warehouse space to
office/production space. This pharmaceutical business constructed its original 80,300 square
foot building in 1994. Currently, the business occupies approximately 160,000 square feet,
almost double its original size.

In late 2004, Frey Development and Manley Land Development notified the city that they
were interested in developing the city-owned property on the northeast corner of Quebec and
42nd avenues with offices and a restaurant/retail use on the western half. The project was
scheduled to break ground in fall 2005,but the development team requested a six-month
extension to work out final details with potential tenants and refine the office condominium
strategy.The preliminary plans, as submitted in April 2006,include a two story office/retail
condo building, and a single story retail building with a coffee shop and restaurant. The
project was reviewed and recommended for approval at the May 2 Planning Commission
meeting and the City Council approved the proposal on May 22.The city is in the process of
negotiating the final details of the development agreement.

The New Hope City Council and Northwest Community Revitalization Corporation(NCRC)
are partnering to develop six twinhome units on land previously occupied by two
substandard single-family properties at 4301 and 4317 Nevada Avenue North. The city
purchased the parcel at 4317 Nevada Avenue using federal Community Development Block
Grant funds, and NCRC purchased the property at 4301 Nevada Avenue.Construction began
in September of 2005, and the units will be occupied by the end of 2006. The homes offer two
and three bedroom units, and three of the six units are designed to accommodate persons
with disabilities.

Fred Sims Park is one of the older parks in New Hope. In the late 1960s and early 1970s this
park featured a tow rope going up the sliding hill in the winter. Future plans include
eliminating the bridge, eliminating most of the retainingwall around the play equipment, and
upgrading the trails.Present CIP plans call for this to happen in coordination with the street
project in this area,more than likely to occur in 2007.

The city of New Hope opened the New Hope Ice Arena in 1975. In 1979, a community room
addition was constructed, and a second sheet of ice was added in 1996. The ice arena is open
to the public,however, the Cooper and Armstrong high school hockey teams and two local
youth hockey associations are the primary users of the ice arena.
In 2004, the city of New Hope commissioned an Ice Arena Business Plan Committee to
evaluate the operations of the ice arena and make marketing recommendations to enhance the
ice arena.Several tangible results came from these efforts. Among the outcomes, the
Armstrong/Cooper youth hockey associations now lease the concession stands and they
helped the city purchase new computer software for ice time tracking,the restrooms were
remodeled and select arena doors replaced, and the facility reached an exclusivity agreement
with the Coca-Coca Company that generates$5,500 per year.

Robbinsdale School District 281 will be making improvements to the Cooper High School
stadium and athletic facilities. The improvements include the installation of synthetic turf and
a new public address system in the stadium, and updating the natural turf on the baseball
fields.As part of the four year phased plan for facility upgrades,the district requested an
amendment to its existing conditional use permit(CUP) to increase the number and type of
events held at the stadium. The CUP was approved at the March 27 Council meeting.
Both the school and local residents continue to benefit from the community gyms constructed
in 2001.Through a cooperative facility use program, the school utili7es the gym during the
school day and the community has access on many weeknights, weekends and during the
summer.

at 8740 49th Avenue North. The$620,000 addition features an employee lunch room,new

The New Hope Athletic Field at 49th and Ensign Avenues hosts a number of local baseball
and softball games. Many local residents still call it the "lighted field" because when it was
built in the early 1970s it was the only illuminated recreation field in the city. Presently, New
Hope has ball field lights at two of its parks.

Liberty Diversified Industries is one of the city's most prominent businesses and the first
recipient of the New Hope Outstanding Business Award. LDI owns a family of manufacturing
companies involved in the corrugated packaging, material handling, office supplies and
furniture, and building products industries. LDI employs about 200 people and has annual
sales of approximately$325 million company wide.The New Hope offices function as LDI's
headquarters. The company has additional locations in Minnesota,Kansas,Texas, and
Wisconsin.

Victory Park opened in 1991.It is used extensively by athletic teams at all levels of play for
soccer and softball. The eastern portion of the park serves as part of the city's storm water
management system. In 2005, a storm water pond was constructed in that area of the park.
The project was partially funded with storm water fees collected from the Woodbridge Senior
Cooperative development. The city received a DNR grant for plantings and restoration. In
addition to recreational uses,the far north end of the park is home to the city's K-9 training
site.

Last year,Project for Pride in Living,Inc. (PPL) completed the construction of Linden Place, a
35-unit affordable apartment building which is now fully occupied. The construction of a 41-
unit condominium building to the south of the apartments is scheduled to begin in mid to late
2006. Currently,PPL is within one condo reservation of commencing construction. The
condominium building will be named "Linden Park Condominiums" and will feature one,
two, and three-bedroom for-sale income-restricted condos starting at$136,000.
Because of poor soils on the site,both multi-family buildings require approximately one
hundred pilings to secure their foundations. To finance the project, the Minnesota Housing
Finance Agency,the Metropolitan Council, and Hennepin County partnered with PPL. As
part of the site work,PPL relocated the on-site storm water retention pond and completed
installation of additional storm sewer piping that will connect to existing storm sewer under
Research Center Road East.

One of the premiere redevelopment opportunities in New Hope is located on Bass Lake Road,
adjacent to the New Hope Village Golf Course. Over the past several months,the city worked
with PariPassu Development,the preferred developer identified in November 2005,toward a
redevelopment proposal for the site.PariPassu Development withdrew from the project in
early June, and the city is in the process of seeking a different development team to partner
with on the project. While there are high costs associated with the proposed redevelopment
project,Hennepin County recently awarded the city a$350,000 transit oriented development
grant to assist with water main improvements and installation of a quality transit shelter.The
city was also awarded a$1.4 million federal grant to assist with roadway improvements along
Bass Lake Road.

The city's golf course was purchased from a private firm in 1971.A new clubhouse was i
constructed in 2001 to better serve the patrons of the golf course. The clubhouse is available
for rent during the off-season.It features a fireplace and room to seat about 75 people. Uses
have included business meetings,family parties, wedding dinners,craft shows, and
retirement gatherings.
This nine-hole par three course, as noted in major Twin Cities'public golf course publications,
has a very good reputation and is known for challenging amenities and well-manicured e
greens and fairways.Approximately 1,300 people played in city sponsored leagues in 2005
and 167 people took golf lessons.A total of 23,735 rounds were played last year. Due to
increasing competition, the number of rounds played at the golf course has decreased over the
past four seasons.However, patrons who play the New Hope course love it and are especially
complimentary of the course conditions and the staff that manage and work at this facility.A
committee is in the process of working on a business plan for the golf course similar to the
plan developed for the New Hope Ice Arena in 2004.

Construction continues on the townhomes at 5610-5696 Winnetka Avenue North. The project
includes 44 owner-occupied townhome units with prices ranging from$220,000 to$289,000.
The city provided financial assistance by allocating a portion of the tax increment being
generated by the project for land acquisition and demolition of the site.As part of the
redevelopment, the city buried the overhead utilities along Winnetka Avenue from Bass Lake
Road to 58th Avenue and will install new sidewalk along Winnetka Avenue. The city
continues to work with adjacent property owners to make storm water improvements in the
area.

Winnetka Green was developed by Ryland Homes in partnership with the city over the last
two years. The development includes a total of 175 units;58 condominiums and 117
townhomes. The total development is valued at$35 million.Unit sales ranged from$200,000
to over$300,000;making some of the townhouse units among the highest-valued homes in the
city. The city assisted by acquiring the land, assembling the 17-acre redevelopment site, and
selling it to the developer.Ryland Homes contributed$85,000 in park fees used for park
improvements,including new playground equipment, trails and other improvements to Elm
Grove Park.

Elm Grove is one of the city's older parks and dates back to the early to middle 1960s. The
Ryland development at Winnetka Green,the CVS development, and the Winnetka
Townhome development generated park dedication fees in excess of$100,000,which were
used to provide play equipment and new pedestrian trails. In addition, a dry storm water
management pond was built to improve drainage in the area.The city will soon celebrate the
grand re-opening of Elm Grove Park. The event is temporarily on hold as plans move
forward for the addition of a new climbing structure for the park.

In 2004 and 2005, the New Hope EDA acquired the parcel at 5207 Pennsylvania Avenue North
and demolished a substandard house on the property. The EDA then solicited proposals for
development and chose Avery Homes for the project.Avery constructed this three-bedroom,
2.5 bath,2,382 square foot house,which recently sold for$369,900.

The city is considering the development of the city-owned property located near 52nd and
Pennsylvania avenues. The 7.97 acre property is the last significant piece of un-developed
land in New Hope. The City Council has directed staff to pursue development of upscale
single family homes on the site; similar in design to the house at 5207 Pennsylvania. On May
17, community development staff conducted a developers'roundtable to provide information
to prospective developers. Fifteen developers attended the meeting, and informational
packets were sent to five additional interested parties.Proposals for the land are due on June
16. They will then be reviewed by staff, the City Council, and the public. If a favorable
proposal is identified, the city plans to select a preferred developer by late July. The developer
would likely conduct preliminary site plan analysis ending in December, and possibly start
construction by May of 2007.

Established in the early 1960s,Begin is one of the older parks in New Hope. The park features
a playground, a multi-use ball field, a fall season soccer field, a basketball court, tennis courts,
and a picnic area with grills. Begin Park is maintained through the city's Adopt-a-Park

Master Transfer is a local cartage company that caters to the printing and recycling industries.
in 2005,the company built a new warehouse building with an attached office on 54th Avenue.
For the new building,Master Transfer re-platted an outlot into a 3.4-acre buildable lot.The
complete project features 5,048 square feet of warehouse space, a new parking lot, and
landscape improvements. The new building and property is being used for truck maintenance
and vehicle storage.

Northwood Park is New Hope's only community park. Northwood is where the Duk Duk
Daze festival takes place every summer. This annual event is co-sponsored by the New Hope
Lions Club and the New Hope Women of Today with significant support from the city of
New Hope. At approximately 43 acres, Northwood is by far New Hope's largest park. The
park was redeveloped in 1997 as part of a large storm water project that incorporated work on
both the east and west sides of Boone Avenue. This project included rebuilding the ball fields,
relocating the creek, adding trails, and adding detention ponds.

In 2004,the Parish Community of St.Joseph constructed a$3.7 million expansion to its
sanctuary. To assist in funding the improvements, St.Joseph's sold a 2.7-acre parcel of land to
Alan Chazin Homes for the subdivision and development of the parcel into seven single-
family residential homes. Currently,two homes are under construction and a third building
• permit has been issued in the development,located near Ensign and 35th avenues. The new
homes are each valued at or above$500,000. The project includes the construction of a
regional storm water pond, a joint effort between the city of New Hope and the Bassett Creek
Watershed Management Commission.

A local developer is considering a small redevelopment project at 3404 Ensign Avenue. If the
project moves forward, the existing single-family home would be demolished,the lot would
be split, and two single-family homes would be constructed on the new lots.

Hidden Valley Park was developed in the late 1960s. In 2000, a master plan was created with
input from park neighbors/users, the church, school staff, the Citizen Advisory Commission
and city staff. In order to lower the redevelopment costs, construction began in conjunction
with the 2002 36th Avenue street project. Improvements included the reconstruction of the
ball fields at the school, a new full-size soccer field, trails that make the entire park accessible,
reconstruction of the tennis courts, a full-size and half-court basketball courts, a hockey rink
with an asphalt surface for year round play, a new pedestrian bridge, a gazebo, and an
expansion of the pond to improve water quality.
This project was funded through the city's Park Infrastructure Fund. Additionally, the Three i
Rivers Park District paid for construction of the regional trails that run from Highway 169
along 36th Avenue. The New Hope Lion's Club also donated funds to purchase seven trash
receptacles for the park.

ROME Companies,the developer of the property formerly occupied by Egan McKay,plans to
demolish the existing buildings and construct new office/warehouse condominiums with
63,800 square feet of for-sale space.The buildings will be constructed with standard tip-up
concrete panels,but will have decorative accent features that will add to their visual appeal
(see picture, above). In addition to the structures,ROME Companies plans on adding 343
trees and shrubs, and 166 flowing plants. The Planning Commission and City Council
approved the project in April. Construction is expected to start late summer 2006.

Terra Linda Park is one of New Hope's oldest parks,built in the 1960s.It features a small
recreational area,playground equipment, and a half-court basketball surface and hoop.The
park is maintained by VFW Post 7051 through the city's Adopt-a-Park program.The VFW is
located in Golden Valley, on the south side of Medicine Lake Road.

Rosalyn Court is currently in the process of being converted from apartments to for-sale
condominiums. Last year, the five-building/60-unit complex was purchased by a developer
who updated each unit by adding new washers/dryers,floor coverings, appliances, and
various other improvements. Many of the condo units are now ready for sale, starting at
$70,000.

A new Sinclair gas station at Highway 169 and Medicine Lake Road opened in December
2005.Sinclair demolished the former station and constructed new pump islands, canopy,
convenience store and a car wash. The site features substantial new landscaping, a rain garden
for storm water management, and existing trees preserved by the construction contractors.
Sinclair hosted a grand re-opening event on June 10.
