Parks and Recreation staff is working on a plan to build a skate park in Civic Center Park in
2007.A teenager and his father visited with the City Council and the Citizen Advisory
Commission (CAC) a couple of years ago requesting a skate park be added to the park system.
A committee of youth and adults including CAC members and city staff have been meeting to
plan the skate park. Construction is expected to take place in late summer or fall.
Milton C.Honey Pool: improvements to the pool this summer include new recycled plastic
deck furniture,minor caulking of the main pool floor, and possibly a project to paint both
pool shells this fall in order to be ready for next season.

�.. .i ' WNNETKA E Winnetka West, a 26-unit,barrier-free, accessible housing project, was constructed in May
1991. Completed as a joint effort between Westminster Corporation and the New Hope EDA,
the city contributed funding for property acquisition and an underground parking facility.
Low and moderate income disabled residents pay rents equal to 30 percent of their adjusted
gross income.The city continues to promote the success of Winnetka West and city staff
remain active board members.In 2006, Winnetka West Apartments obtained a building
permit for over$1,000,000 in improvements and renovations. The project repaired and
renovated portions of the building,including complete remodeling of all bathrooms.
Winnetka West will be a part of the Catholic HEART Workcamp rehabilitation program in
June. The Catholic Heart Workcamp helps disadvantaged/disabled/elderly individuals with
home rehabilitation work(painting,blacktopping,landscaping,etc.). The organization sends
teams of 7 teenagers with one adult to each worksite/home, and the teams work on projects
that ideally take 4 days to complete.Winnetka West will have its windows, gutters,walls,
garage and floors cleaned,trees cut down, and mulch laid. The group will also sort,mark and
possibly set up items for a garage sale.

The City Council selected Country Kitchen for the Spring 2007 Outstanding Business Award.
The restaurant was nominated by.A. C. Carlson for the award because the owner,Kevin
Tiffany,has been active in the community for over 26 years. Tiffany purchased Country
Kitchen in 1980, expanded the building to its current size in 1994, and updated the menu and
added wine and beer in 2005.

Manley Commercial Development brought an end to the city's nearly 20 year venture into
cleaning up and redeveloping this site on the northeast quadrant of 42nd and Quebec
avenues. The redevelopment incorporates 28,000 square feet into two buildings- 11,000
square feet in the western building and 17,000 square feet in the eastern building.The paved
parking area in the center of the development prevents water infiltration where previous
contamination was centered, and also prevents continued movement of any remaining
polluted particles. In addition,both buildings have state-of-the-art substructure vapor
extraction systems installed as an additional measure of protection for tenants and customers.
Current leases for the development are with Mountain Mudd, an espresso and Greek food
experience, and Quebec Liquor.

The conversion of the single tenant 57,000 square foot industrial building into a multiple
tenant industrial condominium building by New Hope One LLC is nearly complete.The
project includes both interior building improvements and exterior site improvements. Four of
the condominium units have been sold to three companies: Seattle Sutton's Healthy Eating
Systium Technologies, and Premier Kitchen. Seattle Sutton's occupies a double unit space, and
Systium and Premier occupy single units.

Fred Sims Park improvements are part of the city's 2007 infrastructure project. The
improvements include replacing the park's bridge,rebuilding trails,repairing a retaining
wall, and repairing and resurfacing the basketball court. The bridge is many years old and
was built in-house. The trails are also old and in need of replacement;plus, an extra spur of
trail will be added to make the basketball court accessible to all. The retaining wall block caps
surrounding the playground equipment are constantly being vandalized and the hope is that
a poured concrete cap will prevent future damage. The basketball court has a rather large
crack and the south end asphalt is deteriorating-all of which will be repaired with this
project.
The city's 2007 Infrastructure Project includes street work on Nevada Avenue North,between
42nd Avenue and 45th Avenue North.Work includes improvements to the sanitary sewer and
water main. The addition of new sewer and water services to properties immediately west of
the park will support future redevelopment. Construction of storm sewer from 43rd Avenue
south to 42nd Avenue will also facilitate future redevelopment, and improve drainage in the
area. Lastly,the project includes the extension of concrete sidewalk to connect 42nd Avenue
and Fred Sims Park.

The Northwest Community Revitalization Corporation(NCRC) teamed up with the city of
New Hope and other member cities to redevelop this site and erect these three twinhomes on
Nevada Avenue.Three of the units are two-story and three of the units are American
Disability Act(ADA) accessible. All units have two-car attached garages.
To date,five of the six units have sold.To purchase the units,buyers had to meet NCRC
income guidelines.

Avalon Homes,Inc. of Forest Lake has proposed a residential subdivision called Prairie Ridge
for this eight-acre city-owned site.The proposal includes 17 single family lots that will be
offered for sale in conjunction with the construction of 16 custom homes and one model. The
homes are expected to sell for between$320,000 and$390,000.
The City Council has considered various proposals over the years for the sale and
development of this site. The current Council selected Avalon Homes after going through a
request for proposals/request for qualifications process in mid-2006.The preliminary plat for
the site was completed in March of 2007 and the final plat was approved in May of 2007.

Elm Grove Park was completely rebuilt in 2005, The park has new play equipment,new
trails, and a newly constructed dry pond to help mitigate flooding in the immediate area. The
climbing structure(rock) was added in 2006.The project was funded with park dedication
fees paid by Ryland Homes,the CVS Pharmacy development, and the Winnetka Townhomes
developer.

The Meadow Lake area was part of the city's 2006 Infrastructure Project that included street
and utility infrastructure work in the northwest corner of the city.To reduce sediment
entering Meadow Lake and improve water quality, four grit chambers were installed at
different points around the lake. The grit chambers allow sediment and debris to settle in the
structure;thus reducing the amount that enters the lake.
The park project was also part of the city's 2006 Infrastructure Project and included rebuilding
of the trails which connect the park to adjacent neighborhoods,including rebuilding the park
trails leading from East Meadow Lake Road over to 59th&Wisconsin avenues. The trails
were quite deteriorated in the park and the trail leading north of the golf course to Wisconsin
Avenue was a class 5 trail and is now upgraded to asphalt.

The city continues to explore options for the redevelopment of the Bass Lake Road
Apartments site.In early 2006,the city applied for and was awarded a$350,000 grant from
Hennepin County's Transit Oriented Development(TOD) grant program.The grant will be
used to partially fund water main improvements that will be required when the site is
redeveloped and to pay for installation of a quality transit shelter on Bass Lake Road. The
city is negotiating with the property owner on the purchase of the site. In May,the city
entered into an interim agreement with Insignia Development to explore options for
redevelopment.

The city's golf course was purchased from a private firm in 1971.A new clubhouse was
constructed in 2001 to better serve golf course patron. The clubhouse is available for rent
during the off-season.It features a fireplace and room to seat about 75 people.Uses have
included business meetings,family parties,wedding dinners, craft shows, and retirement
gatherings.
A committee of local business leaders from the TwinWest Chamber of Commerce, New Hope
Village Golf Course players, golf professionals, and city staff have been working since August
2006 on a business plan for the golf course. The plan was presented to the City Council at its
work session on May 21.

In August 2006, the City Council selected longtime New Hope business A. C. Carlson
Appliances as the recipient of the Summer 2006 Outstanding Business Award. The New Hope
couple who nominated A.C. Carlson Appliances for the award noted that they have been
buying appliances from the company since 1959.A. C. Carlson Appliances moved to New
Hope from Crystal in 1982.In 2004, A. C. and his son consolidated the company's warehouse,
office, and showroom into one new facility on Bass Lake Road.

The New Hope City Council presented Jim Brinkman of Sir Speedy with the Fall 2006
Outstanding Business Award at its December meeting.Brinkman has owned and operated his
shop at 5749 International Parkway in New Hope since 1990.He was nominated for the award
by Dee Schutte from the TwinWest Chamber of Commerce for his active civic participation.

The 2005 Victory Park Pond improvement project included the creation of a water quality
pond and installation of a larger diameter storm water pipe to increase pipe carrying capacity.
New Hope received a grant in excess of$9,000 from the MN DNR to cover the costs of
restorative plantings surrounding the pond.
Recent improvements to Victory Park include in-house work to improve the soccer field
which is presently closed to allow the new seed to get a good hold before play begins again.

The Linden Park condominiums are the second phase of this project by Project for Pride in
Living (PPL). The first phase was the adjacent apartment building,Linden Place,which was
occupied in late 2005.
Construction on the condominium project began in late 2006,with occupancy anticipated for
the fall of 2007. This building will have 41 owner-occupied condominiums ranging from one
bedroom to three bedrooms with dens, including underground parking.Prices range from
$139,000 to$199,000.
The city used tax increment financing (TIF) to assist with soil correction on the site.Both
buildings are built on pilings.

Mueller Sales Corporation was the recipient of the Winter 2007 Outstanding Business Award.
An employee nominated the company because it is celebrating a major milestone,its 60th
anniversary! Mike Venzina, general sales manager, accepted the award at a Council meeting
in February. Mueller Sales is an industrial distribution company that specializes in process
controls including temperature gauges,pressure valves,flow meters, and hot water steam

Improvements to the New Hope Athletic Field complex was part of the city's 2006
Infrastructure Project and included rebuilding both parking lots and adding parking lot
lighting.Before the improvements,the parking lot was in disrepair and lacked necessary
illumination.

In 2006,BOB,Inc., a New Hope medical device parts manufacturer, completed an addition to
its existing facility at 8740 49th Avenue North. The$620,000 project features an employee
lunch room,new office space, and exterior renovation that includes a sleek,updated building
façade.

In early 2006, Cooper High School received approval to modify a section of its existing
conditional use permit(CUP)related to the outdoor athletic fields. One part of the project
involved the addition of artificial turf to the football/soccer field with an under field drain
system. The new surface will stand up to constant use better than natural turf.Additionally,
the school updated the field sound system, added a concession stand/storage building, and
will be improving the turf on the baseball/softball fields.
An additional portion of the CUP modification brought the total number of events authorized
for the site into conformance with the actual number of events played on the site, as well as
the sports anticipated to be authorized by the state high school league necessitated by gender
equity rules.

Improvements including new play equipment and trail reconstruction are planned for
Holiday Park in 2008. The current play equipment at the park,installed in 1988,no longer
meets updated standards and is not ADA accessible.Planning for this project will begin this
summer with neighborhood meetings to assess the needs of the park users.

Holy Trinity Church approached the city last year for a conditional use permit to add a formal
school facility to the existing structure. The addition is 10,640 square feet and is designed to
support a potential second level. The current addition is designed for daycare,preschool, and
Kindergarten through Grade 3. When the second level is constructed, it will accommodate
fourth through eighth grades. Long-range plans of the church call for the second level
expansion, along with a future gymnasium and additional parking.

This seven lot subdivision was established in 2005, and the first three homes were built in
2006. This subdivision brought to the city its first home with a market value in excess of
$500,000.
This development was made possible after St.Joseph's Catholic Church sold off an
underutilized portion of its property for development.

The property at 3404 Ensign is a private redevelopment site.The site previously contained one
older home on a very large lot.The home was torn down, and the lot split in two. The home
shown above was built on one lot, and the other is for sale by the owner.
The property owner at 3317 Ensign Avenue has proposed tearing down the current home
(above) and constructing a new home on the existing foundation.This home would be the first
Leading by Energy Efficiency and Design(LEED) certified home in the city. The estimated
value of the proposed home is more than$1.2 million.The home would incorporate numerous
energy and self sufficiency elements, including: solar shingles,passive solar, wind generation,
geothermal heating and cooling,portions of green roof,passive solar shades, a fish tank, a
green house, and an exercise pool.An elevator would also be included for ease of movement
between floors.

Northwood Park is New Hope's only community park. Northwood is where the Duk Duk
Daze festival takes place every summer. This annual event is co-sponsored by the New Hope
Lions Club and the New Hope Women of Today with significant support from the city of
New Hope. This year's festival will take place the weekend of July 20,21 and 22.
At approximately 43 acres, Northwood is by far New Hope's largest park. The park was
redeveloped in 1997 as part of a large storm water project that incorporated work on both the
east and west sides of Boone Avenue. This project included rebuilding the ball fields,
relocating the creek, adding trails, and adding ponds.
