The existing Civic Center playground was installed in 2012.As this is a"community park," staff
was interested in developing plans that were of a non-traditional playground style that focused
more on creative play.The project included complete replacement of the playground container,
addition of drain tile,new playground equipment,new wood fiber surfacing,concrete work
around the shelter building,and some path work.The project was paid for with Park
Infrastructure funds.Future improvements scheduled for this park include improvements to the

ball fields. Staff would also be interested in adding an open air picnic shelter and additional trails.

This 49 year-old facility includes a bathhouse, concession stand, two equipment buildings,
a 50-meter pool, and a shallow water pool area.The shallow water area was installed in
1992 and is currently in the CIP for improvements in 2015.Staff has begun working with
the city engineer to develop plans for the improvements,which would begin at the end of
the 2015 season.Two new shade umbrellas were added to the pool deck in 2014.Other
improvements for 2015 include new deck drains, gutter covers, and two additional
umbrellas. All improvements will be paid for with Park Infrastructure Funds.

In July of 2012 the City of New Hope EDA acquired the vacant K-Mart shopping center
in the heart of New Hope. This acquisition included three parcels of land totaling 13.4
acres that will host phase one of the city's City Center redevelopment goals. The
redevelopment proposal for 4300 Xylon Ave. N. includes a 90,000 square foot Hy-Vee
grocery store that will feature a pharmacy, liquor store, and full service restaurant. Hy-
Vee is an employee-owned grocery stored based out of Iowa that operates 230 stores in
eight Midwestern states. The store will generate 400-500 new jobs in New Hope and the
surrounding areas.
The master development plan for the site also includes a Hy-Vee gas station with drive-
through coffee shop and out-lot space for the future construction of an office or retail
center. Hy-Vee has indicated a strong interest in working with the city to produce a
cohesive landscaping and lighting plan that includes pedestrian-scaled elements and is
complimentary to planned streetscape design improvements along Xylon Ave. N.

In coordination with the Hy-Vee development, the city is coordinating substantial
improvements to the main roads, sidewalks, and trails that serve the site. It is expected
that the development will increase pedestrian traffic volumes in and around the site
thereby increasing the demand for public transit options that serve the City Center
district.
The city is redesigning and rebuilding the main roads, sidewalks, and trails that access
the site. Xylon Ave. N. runs north and south along the west side of the site and will be
completely redesigned and reconstructed. City staff is hopeful that Xylon Ave. N. will
set the standard for street design within the City Center as the city intends to continue
the same improvements through multiple redevelopment phases.
The vision for Xylon Ave. N. is to create the "focal entrance point into City Center."
Public improvements and streetscaping enhancements to Xylon Ave. N. include an
entrance plaza; a covered bus stop;buried utilities; farmer's market/convertible street
space; and new streets, sidewalks, trails, lighting, fencing, signage, and landscaping.

New Hope's newest restaurant, bar, and social club, Pub 42, opened in November 2013.
The restaurant replaced the Sunshine Factory, which operated at this location for 37
years.
Pub 42 founders state that "there will be a culinary culture to Pub 42 both from a food
and beverage perspective. We're going to be community-connected, food-driven, and
are going to raise the bar." Pub 42 features weekly specials and events and offers
banquet and private dining space.

The Village on Quebec mixed-use development was constructed in 2006. It includes a
single-story commercial building to the west and two-story commercial and office
building to the east.
There are currently three businesses operating at 7530 42nd Ave. N. (west building):

• Farrell's Extreme Bodyshaping (7550)
Gentle Dentistry will be opening a clinic at 7500 42nd Ave. N. (east building) later in
2014 that will occupy approximately 2,300 square feet. Avada Audiology & Hearing
Care also intends to open a clinic within in the building. Approximately 8,000 square
feet of office space and 4,000 square feet of commercial space remains available.

Many improvements have taken place at the New Hope Ice Arena over the past three
years, including the$3.2 million energy project, interior improvements, upgrades to the
fire and security alarms, electronic signboard, new sound systems in both the north and
south rink, and a dryland training area. The improvements were paid for by the city,
ACYHA, and Hennepin County (sports grant). Staff recently had a recommissioning
study done for the south rink, which evaluated the air quality equipment. An application
is being submitted for a Mighty Ducks grant to help pay for some of the needed air
quality improvements. In 2015, staff is looking to add a skate rental area at the arena.

The industrial building at 5040 Winnetka Ave. N. underwent a $523,000 conversion in
2013 to become New Hope Self Storage. A recent change in ownership included a name
change to Central Self Storage. The temperature-controlled self storage facility offers
various sized units that are individually alarmed and include elevator access and 24-
hour video surveillance.

Associates, Inc. Engineering & Consulting Firm now occupies the space. Wenck
Associates, Inc. provides industries and local, state, and federal agencies a full spectrum
of services related to infrastructure, water, air, land, waste, and industrial processes.
Wenck Response specializes in spill and disaster recovery, mostly along the railways.

The city is actively investigating the option of creating a railroad "quiet zone" on
Winnetka Ave. N. at the 49th Ave. N. railroad tracks. The city recently completed the
requirements of the railroad authority that allowed the creation of a "quiet zone" west
of Winnetka Ave. N. on Boone Ave. N.
The city will be working with Canadian Pacific Railroad, the Minnesota Department of
Transportation, and Hennepin County to look at upgrades to the current warning
system and street improvements. The creation of a "quiet zone" on Winnetka Ave. N.
would mean train horns may no longer be heard on the 49th Ave. N. tracks.
The city's goal is to complete the new quiet zone in 2015 when Hennepin County is
scheduled to overlay Winnetka Ave. N. between Bass Lake Rd. and 42nd Ave. N.

Centra Homes is a 61-unit housing development to be constructed at 55th Ave. N. and
Winnetka Ave. N. The new residential development will consist of 34 single-family
homes and 27 detached townhomes. The two-story single-family homes will range from
2,500 to 3,500 square feet and will include basements, three car garages, and front
porches. The detached townhomes will range from 1,800 to 2,200 square feet and will be
freestanding. They will include two car garages, flexible floor plans, and up to four
bedrooms. The project will accommodate all storm water generated on-site and will
include storm water ponds and rain gardens. It will feature a central open space that
will assist in creating a community feel.
The city of New Hope purchased the 17-acre site in 2013 with a goal of diversifying
available housing stock in the city. Currently the city does not have any detached
townhomes and a limited supply of step-up single-family homes.

Compass Pointe is a three and four-story, 68-unit multi-family residential apartment
building currently under construction at the southwest corner of 62nd Ave. N. and
West Broadway. The $13 million facility will be geared towards families, with incomes
at or below 60% of the area median income. The complex will be comprised of 1, 2, and
3 bedroom units renting for$733, $880, and $1,017 per month.
The city of New Hope purchased and demolished three four-plexes on the site in 1998.
The Swift gas station at 6113 West Broadway Ave. N. was acquired in 2012, ultimately
leading to the construction of Compass Pointe. The building is designed to blend in
with surrounding residential properties and will be located close to the street to create
an urban feel. Dormers and a variety of architectural details of brick, stone, and precast
concrete compliment lap siding and asphalt shingles will be used to create a visually
appealing, low-maintenance exterior.

In 2012, a rain garden was installed near the New Hope Golf Course parking lot to
improve water quality by reducing sedimentation and phosphorous levels in the
Shingle Creek Watershed. The rain garden was constructed to capture rain water
flowing off of the parking lot at the golf course.
As the storm water flows from the parking lot into the garden, it filters through a fiber
blanket; the plants' root systems in the soil; granular material; a geotextile fabric; and
finally infiltrates through the surrounding sub-soils. If there is excessive storm water
runoff that cannot infiltrate the soils fast enough, storm water collects in the installed
drain tile system and flows to the city's storm water system by way of an overflow
structure.
A three year maintenance program is underway to assure the new plants become
established and weeds and unwanted plants are periodically removed.

The North Education Center was constructed in 2011, replacing Hosterman Middle
School, which closed in 2000. The North Education Center provides specialized services
that meet the unique learning needs of students. It is one of 11 schools in District 287
and provides services to approximately 450 students. Faculty consists of 250 licensed
and non-licensed professionals committed to ensuring a safe and nurturing educational
environment for all students.

crossing, at 49th Ave. N. and Boone Ave. N.,in

The quiet zone project was initiated by resident

The playground improvement project at Little Acre started about a month ago. The
previous equipment had been the oldest in the park system;last replaced in 1991. The
project includes some pipe upgrades, new container curbing, drain tile, new equipment,
wood fiber surfacing, concrete work around the shelter building, and path work. The
estimated completion will be this fall, with minor turf repair, tree planting and bench
placement taking place in the spring. Funding for this project is available in the Park
Infrastructure and Water Funds. In addition to the playground improvements, staff is
working to reshape and re-grade the existing ball field area and the basketball court
was recently crack-filled and painted.

As part of the city's surface storm water management plan, the city is looking to
implement a project to improve the storm water quality in the Bassett Creek Watershed,
particularly around Northwood Lake. Meetings were held with residents to present
conceptual designs of storm water projects that would help reduce phosphorous and
sedimentation downstream. Recently, a feasibility study of the possible storm water
improvement projects, including an underground storage tank to re-use storm water for
irrigation purposes, was reviewed by the Bassett Creek Watershed Commission. Grant
applications may be submitted to possibly gain additional financial assistance with the
implementation of a storm water improvement project.

Winnetka Commons Holding, LLC has proposed a one-story, 4,656 square foot multi-
tenant retail building at the corner of Winnetka Ave. N. and 36th Ave. N. The building
would include three retail spaces, one of which would be a drive-through coffee shop.
As part of the proposed project, an existing storm water retention pond will be filled to
make space for the new building. Storm water previously directed to the existing pond
will be captured in a newly created underground retention system to be located on the
new parcel. The project was approved by City Council in September 2014.

Frankie's Pizza expanded in 2013 to include a 143-seat dining room and a banquet room
that holds 50 guests. Frankie's occupied a single suite within the mall since opening in
1991. With the expansion, it now occupies four suites. Frankie's deep dish pizza was
recently voted best in the Twin Cities by Minneapolis St. Paul Magazine.

The Midland Shopping Center underwent a facelift in 2014 with a complete makeover
of the public-facing facade. As a part of the makeover, Arc's Value Village expanded to
the northwest corner and an electronic readerboard was installed. A grand re-opening
ribbon cutting ceremony, celebration, and sidewalk sale will take place on Saturday,
October 11 from 10:00 a.m. to 2:00 p.m.

Domino's purchased the building at 2720 Winnetka Ave. N. in August 2013 and
completed a complete remodel shortly thereafter. The remodel included improvements
to the exterior, storefront, and signage. Domino's occupies a portion of the building and
leases two other tenant spaces.

The playground equipment at Terra Linda Park was replaced in 2013. In addition to the
new playground equipment, the project includes a new container, drain tile, and wood
fiber surfacing. Tree plantings were done this summer. Additional landscaping and
benches will be installed this fall. The majority of the project was paid for with Park
Infrastructure funds, with some funds provided by the Storm Water Fund for storm
water upgrades to the site.

Gates of New Hope is a four-story, 32-unit apartment building located at the northeast
corner of Medicine Lake Rd. and Hillsboro Ave. N. The secure building will include 15
