ACCEPTANCE OF MASTER PLAN FOR HIDDEN VALLEY PARK (PROJECT #672)
REQUESTED ACTION
Staff recommends approval of this master plan, which was developed with a great deal of input from the public as
well as staff.
BACKGROUND
At the January 10, 2000 City Council meeting, approval was given to hire Brauer and Associates, L TD to facilitate
the process to develop a Master Plan for Hidden Valley Park. This is the same planner who worked with the City
on the Northwood Park project in 1997 and the Civic Center Master Plan process in 1998. The process included
meetings with staff, two meetings with the neighborhood, a meeting with St. Joseph's Church representatives,
Sonnesyn School staff, and the Citizen Advisory Commission. All input gathered has been reflected in the
proposed final master plan draft. On Monday evening Mr. George Watson and the Parks and Recreation
Director will present a final draft of the master plan for Council consideration.

Attached are minutes from the May 15, 2000 Citizen Advisory Commission discussion as well as minutes from
neighborhood, school, and church meetings on this subject.

Program Statement
The following defines the basic program statements for the project area based on input from the
Sonnesyn School and interested residents taken from a series of meetings held with the school and
neighborhood residents. Note that the list of items to be considered for the project is simply a
collection of ideas and thoughts that were felt to be worth considering as part of the design process.
The following is a consolidated list of program elements taken from the meeting held with Sonnesyn
School on February 2nd, 2000 and neighborhood meetings held on March 6th and April 11th, 2000 :

CALL TO ORDER Chair Rubin called the meeting to order at 7:00 p.m.

APPRO V AL OF MINUTES A motion was made by Commissioner Sanders to approve the minutes of
the April 17, 2000 meeting as amended. Commissioner Lange seconded
the motion. Voting in favor: All. Motion carried.
HIDDEN V ALLEY PARK George Watson, Brauer & Associates, addressed the commissioners. He
MASTER PLAN briefly explained the City's objectives for creating a master plan, \vhich
PRESENT A TION include:
1. Address increased 111aintenance costs in the park. Mr.
Watson stated that the condition of the paths is deteriorating,
as well as the tennis courts. He also cited poor soil
conditions in some portions of the park.
2. Address changes in de1110graphics.
3. Address increased sensitivity to environnlental issues.
Mr. Watson explained that several meetings were held with adjoining
property owners, as \veIl as two neighborhood meetings. He informed the
commissioners that concept plans were reviewed, and revisions were
made following those meetings. He added that following tonight's
meeting, a [mal plan \vould be presented to the City Council on June 12.
Candace Amberg, Brauer & Associates, showed a map of the proposed
master plan for Hidden Valley Park. She commented that some residents
had requested a larger park trail system with additional loops. She
pointed out the proposed trail on the map, as well as a natural trail system
in a \vooded area on the north end of the park. Ms. Amberg added that the
new trail system would also provide additional access points to the
neighborhood. Additional bench seating along the trail was also
proposed.

She stated that reconfiguration of the school parking lot on the south end
along Boone A venue \vould accommodate approximately 30 additional
parking spaces.
Ms. Amberg informed the commissioners that Bonestroo, Rosene,
Anderlik & Associates has proposed a reconfiguration of Hidden Valley
pond in order to improve water quality. She added that the natural area
around the pond would also be enlarged. She explained that a smaller
pond cell would be constructed just south of the church for water quality
purposes, as well as aesthetics.
Ms. Amberg stated that a new pedestrian bridge \vould be constructed
over Hidden Valley pond, as well as a board\valk systelTI through some of
the natural areas.
Ms. Amberg then briefly reviewed the proposed athletic facilities, \vhich
include: Reconfiguration of the school ballfields; addition of a full-sized
basketball court at the school; addition of a full-sized soccer field;
construction of a turf running track around the soccer field; reconstruction
of the tennis courts; and reconstruction of the hockey rink, with possible
paving for inline skating during the summer. Vegetation would be added
along the \vest side of the hockey rink to provide a buffer for the
neighborhood. Ms. Amberg stated that a small picnic shelter addition has
been proposed to complement the existing warming house, as \vell as
additional picnic areas. She noted that one restroom enclosure would be
centrally located benveen the play area and the tennis courts, \vhile
another would be located near the ballfields and track. No changes have
been proposed for the existing play area.
COlnmissioner Sanders noted that eight foot wide paths \vere proposed.
He \vondered how that compared \vith the paths at North\vood Park.
Ms. French reported that some paths at Northwood are ten feet wide,
\vhile others are eight.
Commissioner Sanders referred to the list of concerns expressed by
residents at prior meetings, and \vondered \vhether those concerns had
been addressed.
Ms. Amberg responded that most issues had been addressed. She added
that a full-size basketball court \vould not be located in the park area due
to space limitations.
A member of the audience voiced her concerns about locating a ne\v
basketball court in close proximity to the school. She also opposed the
idea of placing a portable restroom west of the proposed soccer field, near
the neighborhood entrance on Ensign A venue.
Mr. Watson stated that the addition of a full-size basketball court would
free up the school courts for elementary children during school hours,
\vhile accommodating older users at the saIne time. Regarding the
portable restroom, Mr. Watson explained that it must be located in an area
that is accessible for maintenance purposes.

The audience member asserted that there is only a small window of time
benveen the release of senior high students and elementary students.
Mr. Watson noted that the proposed basketball court would also serve to
provide additional hard space for the school as well as park users.
A member of the audience inquired whether the path along the south side
of the proposed soccer field \vould move further south of its current
location.
Mr. Watson responded that it would move only slightly to the south.
Sherri Buss, Bonestroo, Rosene, Anderlik & Associates, briefly explained
how \vater runoff travels through Hidden Valley Park. She stated that in
an attempt to improve water quality two deeper cells \vould be constructed
on the existing pond, as well as another cell near St. Joseph's Parish. She
added that the pond \vould be enlarged, and a low portion of the park
\vould be reverted to a \vetland. Ms. Buss then explained how runoff
would flow through the park under the proposed changes.
Commissioner Devine inquired whether this plan had been budgeted.
Ms. French replied no and added that the master plan is currently an
aspiration for the future. She stated that some minor repairs have been
made to the tennis courts. Ms. French informed the commissioners that
street improvements may be made to 36th Avenue in the next 1-3 years,
which would generate a large amount of fill that could be used for the
Hidden Valley Master Plan project or a portion thereof.
COlnmissioner Lange inquired whether any costs estiInates had been done.
Ms. French replied no.
COlnmissioner Lange requested a closer look at the proposed basketball
court.
Mr. Watson pointed out the proposed basketball court on a map, as \vell as
the location of the nvo existing half-courts, \vhich are located behind the
schoo 1.
Ms. French related that Staff and the consultants met \vith the Principal
and Physical Education Instructor at Sonnesyn Elementary to discuss
plans for Hidden Valley Park. She noted that they are in the process of
scheduling a follow-up meeting to revie\v the draft master plan.
Chair Rubin commented that he had attended the earlier meetings and
pointed out that most of the positive suggestions that \vere made had been
incorporated into the draft plan.
Commissioner Lange inquired whether the restroom at the south entrance
\vould be screened.
Mr. Watson replied that it could be screened with vegetation or man-made
materials, but added that he preferred vegetation.

The commissioners thanked Mr. Watson, Ms. Amberg, and Ms. Buss for
their presentations, and they excused themselves from the meeting at 7:35
p.m.
Commissioner Fromm wondered at what point cost estimates would
become necessary.
Ms. French replied that the City Engineers may be asked to make that
determination, dependent upon City Council direction. She added that she
believes the project \vould cost over $500,000.
MOTION Commissioner Schmidt made a motion to approve the preliminary draft of
the Hidden Valley Park Master Plan with aforementioned comments made
by community members. Commissioner Lange seconded the motion.

NEED FOR SECONDARY Steve Ellingson, Athletic Supervisor, addressed the commissioners. He
ICE SHEETS AND TENNIS explained that a few years ago it was determined that a need existed for
COURTS t\vo additional tennis courts. He stated that two courts are currently under
construction at Cooper High School, and should be completed in the near
future.
Mr. Ellingson distributed statistics for warming house attendance from
1990-2000, as \vell as a copies of the \varming house information from the
\vinter City Report. He briefly reviewed this information for the
commissioners. Mr. Ellingson commented that outdoor rink usage has
dropped considerably, and noted that attendance figures are similar to
those from the late 1980's. He contributed this downward trend to the
increased number of indoor ice facilities and mild temperatures in recent
years. Mr. Ellingson commented on some of the skating rinks where it is
difficult to build or maintain ice, and stated that Staff has recommended
closing the rinks at Elm Grove Park and Fred Sims Park for that reason.
Commissioner Sanders wondered \vhat options \vould be available to
residents near Elm Grove and Fred Sims parks if Staff decides to close
those skating rinks.
Mr. Ellingson replied that rinks are dispersed throughout Ne\v Hope, and
those residents could be accommodated by parks \vith full-time wanning
houses.
Commissioner Sanders commented that very little skating takes place
outdoors anymore. He suggested that approximately six rink locations be
Inaintained and focus the budget on those sites, and consider closing the
rest.
Ms. French remarked that this \vould be the time to Inake that
determination as the City prepares for the next budgeting cycle.
Chair Rubin \vondered how eliminating the rinks at Fred Sims and Elm
Grove parks would affect the budget.
Ms. French replied that it would not have much effect on the budget,
however she considered whether the City could provide a better service to

the community if fewer rinks were maintained. She added that some
seasonal staff salaries may be saved by closing some of the rinks with
warming houses.
Mr. Ellingson informed the commissioners that the warming house at
North\vood Park did not open last winter due to unsafe skating conditions
on Northwood pond.
Chair Rubin inquired whether Staffhad received any feedback as a result
of that decision.
Ms. French andMr. Ellingson replied that no complaints were received.
Commissioner Sanders reiterated his suggestion that several skating
facilities be closed and a need analysis be conducted.
Ms. French commented that the hockey rink at Meado\v Lake Elementary
is \vell-used, considering it does not have a \varming house.
Mr. Ellingson disclosed that Staff would like to keep all of the hockey
rinks open.
Commissioner Lange \vondered whether residents had expressed
confusion over warming house hours of operation as some are considered
"full-time" rinks and others "part-time" rinks.
Mr. Ellingson remarked that it may be slightly confusing at the beginning
of the season, ho\vever he felt that the advertising \vas adequate.
Commissioner Lange inquired \vhether a hockey rink could be used for
young children's soccer matches in the off-season.
Mr. Ellingson responded that \vhile it is a possibility, most of the hockey
rinks have dirt surfaces \vith drains in them, \vhich \vould not be ideal for
soccer.
Commissioner Lange proposed that the skating rink at Sunnyside Park
could be replaced \vith a soccer field.
Mr. Ellingson replied that there have been soccer fields at Sunnyside in
the past, however he did not feel it \vas a good idea no\v because the
frisbee golf course is located there.
Per Commissioner Sanders' suggestion, Chair Rubin made a
recommendation that Staff make further study and give consideration to
closing some of the lesser-used or difficult-to-maintain rinks in the 2000-
2001 season. He asked that those findings be presented at a future
meeting.
JUNE AGENDA It \vas the consensus of the Citizen Advisory Commission to cancel the
June meeting.
Chair Rubin announced that the City-Wide Parks/Community
Development Tour would be held on July 17th beginning at 5:30 p.m.

Commissioner Sanders commented that Duk Duk Daze is scheduled for
July 14-16. He wondered if Ms. French could provide a brief summary of
the event at the July meeting.
Ms. French replied yes, and announced that she would be attending a
meeting of the Duk Duk Daze committee in the near future.
Commissioner Sanders requested that Ms. French encourage the Duk Duk
Daze committee not to become complacent.
P ARK REPORTS Park reports \vere handed in.
OTHER BUSINESS Chair Rubin reported that following the Citizen Advisory Commission's
discussion of service club signage, Police Chief Gary Link forwarded a
copy of the Nfaple Grove/Osseo Press to Sun Post Editor, Sue Webber.
He noted that the Press contains a section devoted to regularly scheduled
service club meetings.
Commissioner Fromm commented on the recent media attention
concerning arsenic found in treated \vood in playgrounds. She requested
that this topic be addressed by the Citizen Advisory Commission at a
future meeting.
Ms. French informed the commissioners that Staff is in the process of
conducting a survey to determine the quantity of treated wood currently in
use in Ne\v Hope's parks. She mentioned that Hennepin Parks has
considered sealing their treated wood structures to prevent the leaching of
arsenIC.
Comlnissioner Schmidt added that all of the ne\v benches at Civic Center
Park are made of recycled plastics.
Cornmissioner Fromm expressed her appreciation of Staff for their
assistance during the City's annual Cleanup Day.
ADJOURNMENT COlnmissioner Devine made a motion to adjourn the Regular Meeting of
the Citizen Advisory Commission. Commissioner Johnson seconded the
motion. Voting in favor: All. Motion carried. The meeting adjourned at
8:10 p.m.

SYNOPSIS OF MEETING WITH ST. JOSEPH'S PARISH REPS
RE: HIDDEN VALLEY MASTER PLAN
4/11/00
Church representatives included Fran Hagen and Chuck Pilon. Staff and consultants included
Mark Hanson, Sherri Buss, George Watson, Candace Amberg, City staff included Shari French,
and Guy Johnson.
Church representatives indicated that they are working with an architecture firm on plans for
expansion of the Church buildings. This may also include changes to the parking lot, and removal
of buildings at the corner of Boone & 36th Avenue, so that the Church has a higher visibility.
Church representatives viewed the proposed pond improvements favorably. They noted that the
Church may need to consider such improvements to mitigate for proposed changes to the building
and parking lots that the Church is considering, as these changes will probably result in additional
storm water runoff from the site. There was a general discussion of how storm water currently
moves through the site, and issues and concerns from the City and Church perspective.
Church representatives expressed concerns about how proposed changes to their buildings may
impact the ravine and a potential storm water pipe in that area. They also noted that residents to
the west may have concerns about the proposed expansion of the Church building. The proposed
expansion would come very close to the ravine.
Bonestroo staff provided copies of the proposed storm water and trail improvements to the Church
representatives so that these could be provided to the architects working on the project.
The architects will be presenting their "master plan" for the site to a Church committee in the near
future. The Church will then make some decisions about whether to go forward with the project.

(from 1 st meeting with neighborhood on 3-6-00)
Meeting Notes - Neighborhood Program Ideas:
. Trail system - would like improvements made and more loops with wider paths to
accommodate multi-users - provide access to school parking lots from trails.
0 Incorporate educational/informational signage along the trails (Le.- information
on duckweed and other plant species present in pond and wetland areas, etc.).
. Like the wooded ravine area of the church, there is a footpath through the trees
that is used for walking.
. Notice junk down in the ravine, as well as in certain areas of the site. Kids drive
up to the park after hours and park off of 34th Avenue by neighborhood, leave
garbage around - overall, not too bad of a problem with the users causing
trouble.
. Neighborhood would like the two ballfields west of the school improved upon and
updated with better safety standards.
e The third ballfield located in the park site just south of the school is used to
practice baseball & softball when it is not wet, though if there were to be
additional courts, etc. this would be the place to add them.
. No concerns with adding basketball court in the park, if there is room.
. A sand volleyball court would be nice.
. Neighborhood likes having three tennis courts which are used a lot, but the
courts are in need of repair and there is a lot of ground shifting which causes the
courts to crack.

32.6M) for 1/4 mile track. Set up track meets here with use from Plymouth
Middle School - cross country. When meets are held there is a need for a
restroom facility close by. They ask to use school facilities because park building
is too far away.

Staff recommends that the City Council approve a contract with Brauer & Associates to develop a
Master Plan for Hidden Valley Park.
BACKGROUND
Brauer and Associates, Ltd., Mr. George Watson, was the planning consultant who worked with
the City on the Northwood Park project in 1997 and the Civic Center Park Master Plan project.
There are a number of items in upcoming CIP plans for Hidden Valley Park including tennis court
work, trails and sidewalk replacement, bridge replacement, hockey rink replacement, potentially
upgrading all the ballfields at the site including those at Sonnesyn School. (The ballfields are to
be considered at the time of the 36th Avenue project in 2001.) In addition to the above, staff is
recommending that the Master Plan also include future planning ideas for enhancement of the
pond and park landscaping, replacement of the shelter building, addressing the drainage issues
involved with the hockey rink, and water quality ponding improvements (as discussed in part in the
Wetland Inventory Report).
The scope of work includes two meetings with the Citizen Advisory Commission, one with the
neighborhood (including school staff) to gather public input before a plan is developed. It is
anticipated that a final plan will be developed by spring of 2000.
FUNDING
The bid for this project is $5,720. Between the 1999 Park CIP balance and 2000 Park CIP items
for Hidden Valley Park as outlined above, funding is available for this Master Plan project.

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of New Hope, Minnesota,

herein referred to as the CONSULTANT.
The OWNER hereby retains the CONSULTANT to provide professional services required to complete the master plan
design of trail, sports fields tennis courts and other recreational improvements, for Hidden Valley Park project, located
in Ne\v Hope, Minnesota, hereinafter referred to as the PROJECT.
The CONSULTANT'S services and fees shall include nonnal design and planning services as follo\vs:
A. SCOPE OF SERVICES - Basic Services
1. Project Focus Meeting
This focus meeting will concentrate on the issues and needs surrounding the planning of Hidden
Valley Park. This meeting will involve staff.
Anticipated Work Tasks:
. Meeting staff and others to finalize the scope of the project, discllss the planning process,
and establish a final project schedule.
. Determine the extent of the information available about the site.
. Preliminary assessment of issues surrounding the project.
Anticipated Task Product: A brief letter report confirming the scope of the project, the planning
process, project schedule, and a preliminary outline of pertinent issues.

Prepare an existing conditions base plan, from information supplied by the Owner, for use as a base

development program. into a variety of physical relationships.
Anticipated Work Tasks:
. Preparation by the Brauer team of three alternative schematic concepts that explore various
design solutions.
. Preparation ofrough costs estimates for each schematic concept to illustrate a range of costs
associated \vith their development.
. Revie\v meeting with staff to determine which alternative (or combination thereof). best
represents their desires for the proposed site.
Resultant from this meeting \vill be an adopted concept plan derived from one or a combination of
several of the alternative concepts.
Anticipated Task Product: Graphics that describe the alternative concepts and construction cost
estimates.
4. Preparation of Master Plan
Task Overvie'\v: Using the adopted concept plan, the Brauer team \vill prepare a master plan
(preferred plan) for the development area. The master plan will represent the design solution that best
responds to the needs and desires of the city while remaining within the their ability to fund the
project.

. Preparation of a draft master plan. This refines the accepted concept plan by clearly

D. PAYMENTS TO THE CONSULTANT

2. Payments on account of the CONSULTANT'S services are due and payable upon receipt of
CONSULTANT'S invoice.
E. OWNER'S RESPONSIBILITY
1. Full program coordination with one individual representing the 0 WNER'S interests.
2. For the Scope of Services outlined in this proposal the OWNER shall provide the CONSULTANT
with a base map information illustrating all property lines, property comers, easements, rights of\vay
and other legal issues, existing utilities, buildings, recreational improvements, vegetation, pavement,
curbing, and other surface materials. This base map information shall be as accurate as possible. The
OWNER shall be responsible for the accuracy of this information and shall determine if this
information and the resulting base map are accurate.enough for this planning process.
This base map shall be provided to the consultant in digital form in AutoCAD R14 or compatible
format.
3. Providing all field surveying required to complete the project.
4. Providing all soil/geotechnical engineering and testing services as required for site development \vork
for the duration of the project.
5. Preparation of all agency required permits and documents required to gain approval for this \vork.
6. Payment of all fees associated with require agency permits.
7. Payment of all fees and expenses involved in the preparation of environmental studies, ie.
environmental audits, E.A.W.'s and E.I.S. '5.

to insure that applicants are employed and that employees are treated during employment \vithout regard to
their race, color, religion, sex, national origin, physical condition or age. Such action shall include but not be
limited to the following: Employment, upgrading, demotion or transfer, recruitment, advertising, layoff or
termination, rates of pay or other forms of compensation and selection for training including apprenticeship.
G. CONSULTANT'S RECORDS, DOCUMENTS AND INSURANCE
1. The CONSULTANT shall maintain time records for hourly fees, design calculations and research
notes in legible form and these will be made available to the OWNER, ifrequested.

2. The CONSULTANT shall provide the OWNER with a certificate of insurance stating coverage
carried by the CONSULTANT to protect him from claims under Workman's Compensation Acts;
from claims for damages because of bodily injury including death to his employees and the public,
from claims for property damage and professional liability issues.
3. The CONSULTANT reserves the right to secure and Inaintain statutory copyright in all published
books, published or unpublished dra\vings of a scientific or technical character, and other works
related to this PROJECT in which copyright may be claimed. The OWNER shall have full rights to
reproduce \vorks under this Agreement either in whole or in part as related to this PROJECT. One
copy of each drawing shall be provided in reproducible form for use by the OWNER, but the original
drawings will remain the property of the CONSULTANT.
H. TERM, TERMINATION, SUCCESSORS AND ASSIGNS
1. The term of the Agreement shall be concurrent with the work authorized.
2. Termination may be accomplished by either party at any time by \vritten notice, and shall be effective
upon payment in full for all services performed to the date of receipt of such notice.

other party of this Agreement, and to the partners, successors, and assigns of such other party with
respect to all covenants of this Agreement.
4. Neither the OWNER nor the CONSULTANT shall assign, sublet or transfer his interest in this
Agreement \vithout the \vritten consent of the other.
l. EXTENT OF AGREEMENT AND APPLICABLE LA W
This Agreement represents the entire and integrated Agreement benveen the OWNER and the CONSULTANT
and supersedes all prior negotiations, representations, or Agreements, \vhether written or oral, with respect to
the PROJECT. This Agreement may be amended only by \vritten instrument signed by both OWNER and
CONSULTANT.
