CALL TO ORDER President Hemken called the meeting of the Economic Development Authority to
order at 8:07 p.m.

Item 3
Motion was made by Commissioner Hoffe, seconded by Commissioner London,
to approve the minutes of June 25, 2018. All present voted in favor. Motion
carried.
IMP. PROJECT 1024
Item 4
President Hemken introduced for discussion EDA Item 4, Resolution approving
the purchase agreement for the acquisition of 3856 Maryland Avenue North
(improvement project no. 1024).
Mr. Aaron Chirpich, community development specialist, explained staff
recommends approving a purchase agreement for $65,000 for the acquisition of
3856 Maryland Avenue North from the city of Crystal. He reported the original
asking price was $75,000, but Crystal City Council agreed to sell the property to
New Hope for $65,000 with the contingency that New Hope installs the necessary
storm piping and connections to the property. He noted the New Hope City
Council discussed the purchase at the June 18 work session. He stated the trail
would continue to be maintained for connection between Kentucky Park in
Crystal and Lions Park in New Hope.
Mr. Chirpich stated staff recommends construction of a home on the vacant site
that would likely be valued at $385,000. He stated the funding source for the
acquisition is EDA reserves.
Mr. Kirk McDonald, executive director, extended his gratitude to the city of
Crystal for their cooperation on the property acquisition.

Commissioner London commented that he believes Hennepin County
undervalues property and the vacant lot’s value is closer to $90,000.
Mr. Jeff Sargent, director of community development, pointed out a public hearing
is not required when the city purchases land, but it is required when the city sells
land. He stated a public hearing will be held in the near future when the property
is sold to a developer.
RESOLUTION 2018-11
Item 4
Commissioner Elder introduced the following resolution and moved its adoption
“RESOLUTION APPROVING THE PURCHASE AGREEMENT FOR THE
ACQUISITION OF 3856 MARYLAND AVENUE NORTH (IMPROVEMENT
PROJECT NO. 1024)”. The motion for the adoption of the foregoing resolution
was seconded by Commissioner Lammle, and upon vote being taken thereon, the
following voted in favor thereof: Hemken, Elder, Hoffe, Lammle, London; and the
following voted against the same: None; Abstained: None; Absent: None;
whereupon the resolution was declared duly passed and adopted , signed by the
president which was attested to by the executive director.
ADJOURNMENT Motion was made by Commissioner London, seconded by Commissioner Hoffe,
to adjourn the meeting. All present voted in favor. Motion carried. The New Hope
EDA adjourned at 8:15 p.m.

of site improvements, utility work, tree removal, well sealing, and site grading of 7311 62nd Avenue North
(improvement project no. 1022).
Requested Action
Staff requests approval of a resolution awarding a contract for hazardous material abatement, demolition
of all site improvements, utility work, tree removal, well sealing, and site grading for the property
located at 7311 62nd Avenue North, to the low and responsible bidder, Nitti Rolloff Services, Inc. in the
amount of $28,000.
Policy/Past Practice
When public bidding is required as part of the Scattered Site Housing Program, it is practice of staff to
present contracts to the EDA for consideration.
Background
The EDA has recently acquired the single-family home located at 7311 62nd Avenue North as part of the
Scattered Site Housing Program. The EDA has directed staff to take the necessary steps in preparing the
home for demolition in order to facilitate redevelopment of the property. This contract award includes
hazardous material abatement, demolition of all site improvements, replacement of the water service valve,
lining of the sanitary sewer service, tree removal, sealing of two wells, and limited site grading. Requests for
quotes were sent to five contractors. Staff received two bids and the results are as follows:
Kevitt Companies $52,000
Nitti Rolloff Services, Inc. $28,000
Funding
EDA funds will be used to pay for this project on the front end. Following the sale of the vacant lot, the EDA
will be reimbursed by Hennepin County with Community Development Block Grant funds.
Experience with Recommended Contractor
The EDA has worked with the recommended contractor on four previous scattered site housing projects.
Nitti Rolloff Services, Inc. was the selected contractor for demolition and site grading work at 9121 62nd
Avenue North, 4415 Nevada Avenue North, 5400 Yukon Avenue North, and 3751 Louisiana Avenue North.
Staff had a good experience working with the contractor on past projects, and has no concerns with hiring
them for this project.
