P & R Annual Report 1971
To: Village Council
Park and Recreation Commission
V i I I age fVlanager
From: Park and Recreation Director
Subject: 1971 Annual Report
The year 1971 was a very significant one in the history of the N~w.H~pe ~ark and
Recreation Department. This marked this first year that al I park facl I ltles I~ the
Vi I lage were used in some capacity. The park development program was substantJally
completed, but we found that what was planned in 1967 was not going to be adequate for
the f970vs.
jv1any necessary j terns were de 1 eted from' tbe park devtd ~pment. program because of I n-
creasing costs and other changes. Parking lots are not blacktopped and are very un-
sightly. The pathway systems in most parks start and end without really going anywhere.
Additional tennis courts are needed, as are wading pools throughout the Vi 11age. Hockey
rinks, skating tights, additional shelter bui idings, more playground apparatus, more
bleachers, more recreation leaders and more maintenance personnel are needed to make
this system a complete one.
On the plus side, 1971 found us providing more recreation programs and more ser-
vices to more people in the community. Several new programs were initiated, including
the ChildrenYs Theatre VJhich VIas bui It at Civic Center Park by our staff. The addition
of the Golf Course was a tremendous asset to our program, as were the severaJ new areas
where a summer playground program was held for the first time.
The Park and Recreation Staff here in New Hope is one of the most dedicated ones
that J have yet to work with. Mrs. Lee Johnson handles the clerical section with re-
markable efficiency and abi I ity. This section has yet to increase in size since it
began 1 and i s novI hand ling many times. the work load that it was ori 9.; na 1 t y ; ntended to
In the Recreation division, Jerry Phelan and Linda Hansen are excellent supervisors.
Linda has now left us, and we are anticipating a replacement who can strengthen usi~
the administrative areas. Roger Paulson has began a much needed maintenance program to
our park system, but has been hampered by insufficient equipment and a shortage of man-
power. In December, 1971, the seventh ful I-time man was added, and coupled with the
arriOunt of seasonal staff budgeted for 1972, this division wi I I now be operating wi.th" fui I
strength. The 1972 budget has also provided us with funds to purchase much of the
equipment that we have been borrowing, renting or doing without, so it is my feel ing that
we can anticipate much improved park maintenance for the future.
1971 has been a year of accomplishments for this department. From one of the smal-
ler departments in the Vi I Jage1 we have grown to the largest, and one that provides our
residents with the most services in the entire Village. f find it very satisfying to
.drive through the Vi I lage on any day and find residents of al I ages playing baf I,tennis,
golf, swimming, skating, picnicing, biking, walking, or Just sitting and enjoying the
parks. New Hope is well on its way of achieving the goal of a "Fami ly-Styled Vi Ilage.i1

HiGHLIGHTS OF POWER STRIDE BASEBALL LEAGUE
This was a new program introduced for the first time to at I boys 8 years of age.
The baJ I was not actually pitched by a pitcher but rather popped into the air by use
of the power stride unit. This made the game more interesting for the boys with more
action taking place. This gives the boys more opportunity to field the ball and everyone
was able to hit the bal I with use of this unit.
For the start of the tournament that was held in August, Harmon KIllebrew was-on hand
to autograph bat Is and gloves for the boys and demonstrate the unit himself by trying
to hit home runs which he was unable to do. Program should be bIgger and better in 1972.
GOLF COURSE
The Vi I fage Counci I in April of 1971 made arrangements to lease the Vii lage Golf
Course for a period of one year with options to buy in December of 1971. The Park
and Recreation Department felt that this faci lity was a different asset to the depart-
ment and a very needed recreational faci I ity.
In Apr i I of '971, J ames Corbett was appo i ntedGo If Operat ions fV1anager andR i chard
DeSp linter; Go I t Course Super i ntendent. . Ap r t f brought open f ng day cerernon j es and the
iniation of many new programs. These programs included wornenrs and men's golf leagues,
nature studies from the RobbinsdaJe School system, many special events, Junior leagues,
and men and women's golf lessons. In July, New Hope hosted the first annual Dignitaries
Golf Tournament with mayors and councilmen from at I the surrounding communities partici-
pating. The New Hope Jaycees also held their annual Easter egg hunt at the course with
great success. The fac it i ty not onl y proved to be needed by the con'rtl1un i ty but was used
by many organizations. The Robbinsdale Schbol District uti! ized it for its golf teams
and physical education programs. Our i ng the summer.l the scho,o I d i str i ct he I d its summer
schooj physicaf education classes at the course. Women's Groups and many businesses
used the course for goff Jeagues and activities.
The summer proved the course to be a faci lity that was not only demanded but also
financially secure. Total rounds amounted to 21,499 through November I. Gross receipts
through September totaled $49,475.68. Expenses incurred to date totaled $22,744002.
These figures left an estimated net profit of $26,731.58.
The Park and Recreation Department felt that the course through the year proved
itself. We advocated the purchase for several reasons: I ) The course provided a great
recreationa1 faci I ity for all ages. 2) The course, we felt, could support itself, not
putting any further burden on the tax payer. 3) New Hope needed its open land; if we
had not acquired this property it could possibly have been apartments wtthin two, years.
4) The cost of park land today is high. The price was right and the land was already
developed. This was, an added savings of both money and time to the Vi Jlage. 5) The
open space provided not only golf but many other possibilities, such as picnic areas,
municipal liquor and added park land in the Meadow Lake area.
Jtwas because of these many reasons that the Department completely supported and
advocated the purchase of this facil ity. On November 8, 1971 the Village Counci I voted
unanimously in favor of the purchase of the Golf Course.
