Planning Commission Appointment
The City Council has approved the appointment of Michael
O'Donnell to the Planning Commission effective August 1, 1989.
Mr. O'Donnell resides at 7611 36th Avenue North and has been a
resident of New Hope for one year. He has 15 years experience in
engineering, planning and construction and holds a Master's
Degree in civil engineering and architecture. His home phone
number is 545-2712.

BACKGROUND
The Petitioner is requesting a Conditional Use Permit to allow
outdoor sales at 4471 Winnetka Avenue North. This request is
made pursuant to Section 4.125(v) of the New Hope City Code.
The Planning Commission tabled this case until August 1, 1989.
Staff is requesting that the case be tabled until September 5,
1989. It is not clear whether the petitioner will be able to
meet the sanitation requirements at this time.

BACKGROUND
The petitioner is requesting review and approval of a site
and building plan to allow construction of a 2,240 square
foot maintenance building. Site and building plan review is
required pursuant to Section 4.039A of the New Hope Code.
This project is within the Park and Recreation Department.
The City will be represented by Golf Course Superintendent
Dick DeSplinter. The project architect is Ed Vogt.
The project was reviewed by the Design and Review Committee
on July 20, 1989.
ANALYSIS
Buildinq Use
While the City anticipates future changes in the clubhouse
facility, the request for site and building plan review
includes only the maintenance building. This building will
replace two small sheds which are not large enough to
accommodate the storage needs of the Golf Course. The new
building will remove all exterior storage from the site.
Setbacks
The building meets the required setbacks established in
Section 4.032(3) of the New Hope Code. As recommended by
the Design and Review Committee, the petitioner has
increased the setback along the east property line from 10
feet to 15 feet.

The existing drive is 11 feet and will be increased to 15
feet.
Security Liqhting
Lighting on the walls of the structure is adequate with the
exception of the security light proposed for the south wall.
This light must be removed to avoid conflicts with adjacent
residential area.
Fire Suppression and Water Services
A 6 inch water service should be brought into the site for
the following reasons:
It is necessary to allow placement of a water
hydrant. This hydrant is needed to assist in fire
Suppression for the clubhouse and the storage
building.
It will provide adequate water services to the
clubhouse and maintenance building.
The petitioner plans to bring this service to the area by
Spring 1990.
RECOMMENDATION
Staff recommends approval of the Site/Building Plan for a
maintenance building at 8130 Bass Lake Road as presented in
Planning Case 89-18, subject to the following conditions:
Deletion of the proposed security light for the south
wall.
Provisions for a 6 inch water service to the property
by Spring 1990.
